MINUTES OF A SUBDIVISION COMMITTEE MEETING
The. Subdivision Committee of the Fayetteville Planning Commission met at
4:00 P.M., Monday, March 15, 1976, in the Directors Room, City Administration
Building, Fayetteville, Arkansas.
MEMBERS PRESENT: Ernest Jacks, Keith Newhouse, Bill Kisor, Jack Ray, Larry Wood.
MEMBERS ABSENT: None.
OTHERS PRESENT: City Manager Donald Grimes, Planning Administrator Bobbie Jones.
Chairman Ernest Jacks called the meeting to order.
The first order of business was a review of the proposed BROOKSIDE EAST SUBDIVISION
Preliminary Plat of Brookside East, submitted by Kelley Preliminary Plat
Brothers.
Mr. Jacks raised two questions for consideration: Will the City help pay the cost
of a bridge across the creek? Does the City want to approve the plat with only
the one "lousy" access being Bois de Arc Lane?
Mr. Grimes said that the Board of Directors had adopted a policy several years ago
that the City, if it is financially able, will participate in the cost of anything
over a 4 X 4 box culvert to an extent of 50% of the cost over that.
Mr. Jacks also asked Mr. Grimes what his position was on requiring them to build
half of Township Road. Mr. Grimes said he would rather see them post a bond guarantee-
ing the cost. He suggested having them post a bond for a 3 -year period, then if
nothing happened during that time have them go on and build half a street at the end
of three years. It was noted that the Fire Chief was concerned about the dead-end
streets.
The Committee was not in favor of approving this plat without additional access
besides Bois de Arc Lane. They wanted to discuss the half a street with the full
Commission.
The next item discussed was the Preliminary Plat of Villa North, VILLA NORTH
a mobile home park. Preliminary Plat
Larry Wood said that during Plat Review he had recommended that Hacienda
Street be extended on out to Highway 71 (College Avenue) and that the developer
push for this. Ernest Jacks noted that they were showing two access: Villa Boulevard
and Peg Lane through the Bishop Addition. Wade Bishop was in the audience and
objected to using "his street" for access to the Mobile Home Park. Bobbie Jones
noted that this also included a recommendation from the Street Superintendent to
build half a street. It was noted that they needed a waiver on: Street light
spacing, screening, minimum recreation area, minimum jog between street intersections.
Mr. Newhouse said that suppose Hacienda is built and extended on to Johnson Road
and College Avenue, they have 5 little streets intersecting very close together
into Hacienda. He termed this "haywire."
The Committee was not ready to recommend approval of this plat without discussing
it with the full Commission as they still had some worries about it.
The final item for consideration was the Final Plat of COLLEGE MARKET ADDITION
College Market Addition, submitted by Johnie Bassett. Final Plat
Bobbie Jones said that all was in order on the plat except for
a 20 ft. rear yard setback shown on Lots 1, 2, 3, $ 4 where there is a 25 ft.
utility easement. Since they cannot build over an easement, she felt the setback
should not be shown. Also, she pointed out that this plat did not reflect any
screening along Rolling Hills Drive as originally planned for. The Committee
indicated that they would go along with the elimination of the screening, and
would recommend approval of the plat.
