HomeMy WebLinkAbout1976-02-24 - Minutes• • MINUTES OF A SUBDIVISION COMMITTEE MEETING A meeting of the Subdivision Committee to the Fayetteville Planning Commission was held at 3:20 P. M. Tuesday, February 24, 1976, in the Board, of Directors Room, City Administration Building, Fayetteville, Arkansas. . MEMBERS PRESENT: Ernest Jacks, Bill Kisor. MEMBERS ABSENT: Keith Newhouse. OTHERS PRESENT: David McWethy, Bobbie Jones, Janet Bowen. WOODED HOLLOW ESTATES The first item for discussion was the preliminary Preliminary Plat plat of Wooded Hollow Estates, a proposed subdivision located outside the City limits (but inside the Planning Area), near Highway 112, submitted by Gregory and Karen Dowers. After reviewing the Plat Review Committee minutes, Chairman Jacks said the only .problem was whether the Planning Commission wished to waive the jog between. Wooded Hollow Drive and University Street. He said the plat showed a 100 foot jog while the ordinance permits a minimum jog of 150 feet on minor streets. Street Superintendent Clayton Powell had mentioned extending a future street to the West for another access to the subdivision. Mr. Jacks felt that the Planning Commission could not require that at this time, but he did feel that this street would have to be extended when that property was developed. Therefore, the Subdivision Committee was ready to recommend approval of this preliminary plat to the Planning Commission with a waiver of minimum jog requirement. Next was the large scale development PARADISE VALLEY GOLF COURSE plan submitted by Ellis Bogan for a 3728 Old Missouri Road proposed new club house for the Paradise Valley Golf Course at 3728 Old Missouri Road. Mr. Jacks pointed out that the only problem was concerning dedication of rights-of-way for Joyce Street and Old Missouri Road to meet the Major Street Plan requirements. He said Mr. Bogan would lose two golf greens if the additional right-of-way were dedicated. He said Street Superintendent Clayton Powell had mentioned the possibility of Mr. Bogan entering into a contract with the City whereas the dedication of right-of-way could all be from the North side of Joyce Street and to the:.West of Old Missouri Road if Mr. Bogen would pay condemnation costs. Mr. Jacks said right-of-way was evidently the only problem, but that something had to be done about it. He felt that this question should be answered by City Attorney Jim McCord. Adm. Assistant D. McWethy(after leaving the meeting to call the City Attorney concerning the dedication of right-of-way) told the Subdivision Committee that he (the City Attornejr) had stated the right-of-way dedications could be handled this way if Mr. Bogan would agree to pay condemnation costs. The next item was the preliminary plat of Sweetbrier #2 a SWEETBRIAR #2 proposed subdivision to be located South of Elaine Street Preliminary Plat (Sweetbrier Subdivision) submitted by Jerry Sweetser. After looking over Plat Review comments, Ernest Jacks said the street light spacing was greater than the ordinance required (in Block 11 which measured 370 feet from the one at the intersection of Sharon Street and Pine Avenue and to the one in the cul-de-sac) and that sidewalks needed to be shown all the way around the a1-de-s3ac and eat,e,,ol,,,�eg. around the co2ertat Pine Avenue and Sharon Street. eaSprreeliminnaryCplai withthoseestipuiationsecommen� ie approval or we6tbriar #2 �a� • • • Subdivision Committee -2- February 24, 1976 The next item was the preliminary plat of COLLEGE MARKET ADDITION College Market Addition, a proposed commercial Preliminary. Plat..... subdivision located on the North side of Rolling Hills Drive between Malco Theatre and Trinity Temple. Mr. Jacks said this plat had been approved with the following contingencies: (1) No driveway access directly to Rolling Hills Drive; (2) A proposed. street intersecting Rolling Hills Drive, going Northward to the property line of K -Mart, then turning Eastward and ending in a cnl-de-sac behind Trinity Temple; (3) A request for a 25 foot setback of building from Rolling Hills Drive (which was later denied by the Board of Adjustment). (4) A planter across the front along Rolling Hills Drive to barricade the commercial subdivision from the residential property across the street. Mr. Jacks said there had been a problem in this area about getting a street through from Rolling Hills Drive over to Harold Street without going down Sheryl Street (a residential street). He said the old plat had a street which went into the subdivision, turned East, and went around behind K -Mart. He pointed out that the developer is now asking that this be abandoned and they just have a cul-de-sac that would connect to the K -Mart parking lot. Mr. Jacks felt that this plat was better than what they had presented previously. After further discussion, the Subdivision Committee was ready to recommend approval of .the preliminary plat to the Planning Commission. There was no further discussion. The meeting was adjourned at 3:55 P. M.
