A meeting of the Subdivision Committee to the Fayetteville Planning Commission was
held at 3:40 P, M., Tuesday, November 11, 1975, in the Board of Directors Room,
City Administration Building, Fayetteville, Arkansas.
MEMBERS PRESENT: Ernest Jacks, Helen Edmiston, John Power..
MEMBERS ABSENT: None.
OTHERS PRESENT: Bobbie Jones, Janet Bowen.

Request for Rehearing
The first item to be discussed by the Subdivision Committee Duplex Conditional Use
was a request from B. W. Graue to have a rehearing when all Elm Street
of the Commissioners could be present to vote for his duplex conditional use request on
Elm Street.
Planning Administrator Bobbie Jones said that all the people present on opposition to
this request at the October 14, Planning Commission meeting were notified of this item
being on today's agenda, if the Commission decided to rehear it.
Ernest Jacks said he felt if the Planning Commission decided to rehear this at today's
meeting,they would have to schedule it for a public hearing at another meeting.
He said if they do so, they would need a 20 foot driveway rather than the proposed
16 foot one, a turn -around for the sanitation trucks, and a 5 foot dedication on
Elm Street.
CHARLES CASSAT
the next item for discussion was the large scale development -Township 'Road
plan submitted by Charles Cassat for 90 West Township Road. L. S. D.
Bobbie Jones pointed out that there was an error in the legal description. She said
there was 24 foot overlap in Mr. Cassat'.s and Mr. Penningtonts legal. descriptions
She said Mr. Cassatt had telephoned the office stating he felt the 24 foot was in
his favor.
Mr. Jacks felt he should bring this out in his Subdivision Committee Report. He said
they would need 20 feet of additional right-of-way on Township.
Bobbie Jones said she did not know what Mr Cassatt would have to say about the
City Engineer's comments on sewer.
Helen Edmiston felt they should assume Mr. Cassat would hook onto the sewer
and Mr. Jacks agreed.
They were ready to recommend the approval of the large scale development plan to the
Planning Commission contingent on Mr. Cassat providing 20 feet of additional right-of-way
on Township, and providing whatever is requested by City officials regarding sanitation
and utilities.
Next was the large scale development plan of WOODLAND JUNIOR HIGH SCHOOL
Woodland Junior High School for a proposed gymnasium. Large Scale Development
Mr. Jacks said the problem seemed to be primarily with drainage. He said they
would have to work the water and sewer problem out with City Engineer Paul Mattke.
Mrs. Jones said the plan was showing a setback of 8 feet from the adjoining property
to the South and if the large scale development plan were recommended for approval, the
Planning Commission would need to waive the additional setback required by the Zoning
Ordinance which calls for 100 feet if fully air-conditioned on churches, schools,
etc. 5 feet of additional right-of-way is also needed on both Woodland Avenue and
Poplar Street.
The Subdivision Committee was ready to recommend the approval contingent on working
out the problems brought out at their meeting concerning this item.

The next item was the large scale development plan of ASSOCIATED PRODUCE
Associated Produce toconstruct model homes for (United Bilt Homes)
United Bilt Homes on property on the East side of Highway 71 North. Highway 71. North
just East of the intersection with Johnson Road and West of Lake Fayetteville.
Mr. Jacks found that dedication and a contract for an access road was needed since
Highway 71 at this location is designated "Controlled Access Highway'.'.
Mr. Jacks said everything else seemed alright except they did not have any comments
from SWEPCO.
They were prepared to recommend approval of this large scale development plan provided
they dedicate right-of-way and enter a contract for the access road and satisfy
SWEPCO on easements, etc.
"TASK FORCE" RECOMMENDATION
The last item for discussion was the Board of Directors' referral of recommendations of
"task force" back to the Planning Commission for the Commission to schedule a public hear-
ing on the recommended amendment to the procedure for processing a large scale develop-
ment.
Mr. Jacks said he attended the Board of Directors meeting when this was discussed and
there had been concern about the•public being bypassed. They had felt that all adjacent
property owners should be notified and the Subdivision Committee meetings publicized
in some fashion, and that the petitioner or objector should have the right to ask
that it be taken to the Planning -Commission.
There was no further disscussion.
The meeting was adjourned at 4:00 P. M.
