HomeMy WebLinkAbout1975-08-12 - Minutes• • MINUTES OF A SUBDIVISION COMMITTEE MEETING A meeting of the Fayetteville Subdivision Committee was held at 3:08 P. M. Tuesday, August 12, 1975, in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. MEMBERS PRESENT: Ernest Jacks, Helen Edmiston. MEMBERS ABSENT: John Power. OTHERS PRESENT: Bobbie Jones, Janet Bowen, Larry Wood. SHADOW HILL SUBDIVISION After reviewing the Plat Review Committee minutes it was Final Plat found that the only question was concerning how the developer would take care of paying for half of the construction of Collette Avenue. Planning Administrator Bobbie Jones said there had been a spacing problem with street lights but that this had been taken care of on the revised plat. The Subdivision Committee was ready to recommeml.to the Planning Commission the approval of the Final Plat of Shadow Hill Subdivision. PARKER RUSHING L. S. D. The next item for discussion was the Large Scale Development Plan of Parker Rushing for a riding stable on 60 acres of his property located East of Crossover Road and North of Stone Bridge Road. Planning Administrator Bobbie Jones said City Engineer Paul Mattke felt that public water and restroom facilities should be required. Mr. Jacks stated he did not know if there was anything in their regulations that would require this. Mrs. Edmiston felt this would be between Mr. Rushing and the County Sanitarian. Planning Administrator Bobbie Jones stated she had not checked Mr. Rushing's proposal against the new ordinance pertaining to "riding stables". She also pointed out that Mr. Rushing had stated at Plat Review Committee meeting that he was not proposing a "riding stable" at this time. After further discussion, Helen Edmiston and Ernest Jacks felt this could be approved as a large scale development contingent to Bill Parette's (County Sanitarian) approval and upon Bobbie Jones checking Mr. Rushing's plans against the ordinance. Note: After Subdivision Committee Meeting, the Planning Administrator checked Mr. Rushing's plans and found that more parking spaces needed to be shown. The next item was the Lot Split of Ken Lazenby for property on the KEN LAZENBY East side of East Farmer's Road. (The proposed split would create Lot Split 5 lots; the Planning Office is authorized to approve only 3 splits which would create no more than 4 lots.) Mr. Jacks pointed out there was 10 foot requirement for a gas easement on the South side of the South bt and an additional 5 feet of right-of-way is needed on East Farmers Avenue for the Major Street Plan. Planning Administrator Bobbie Jones said Clayton Powell (Street Superintendent) was requesting that Mr. Lazenby be required to pave, curb and gutter the street and provide street lights and dedicate 10 feet of right-of-way. Mrs. Edmiston felt that the Planning Commission could not require the improvement when the road was already in use. Planning Administrator Bobbie Jones said City Engineer Paul Mattke requires the developer or the owner to pay for the water taps. Mr. Jacks felt this was an engineering problem and not anything for the Planning Commission's consideration. After further discussion, the Subdivision Committee was ready to recommend the approval of the lot split of Mr. Lazenby with the provision of the 10 foot gas easement and the 5 foot of additional right-of-way for East Farmers Avenue be provided. \\I Subdivison Committee -2- August 12, 1975 to . -thing that is already hard to understand. Next was the lot split of Frank McDonald involving a tandem lot FRANK McDONALD which is a conditional use permitted only on appeal to the Lot Split Planning Commission. Tandem Lot After reviewing the Plat Review Notes, Mr. Jacks felt that there were no problems. Planning Administrator Bobbie Jones stated that City Engineer Paul Mattke stated he wanted to cut Old Wire Road only once for the water and once for the sewer. The Subdivision Committee was ready to recommend the approval of the conditional use for tandem lot to the Planning Commission. SUBDIVISION REGULATIONS The next item was a discussion on possible changes in the Subdivision Regulations. Mr. Jacks wondered if this was not just adding verbage to something that is already hard to understand. Planning Administrator Bobbie Jones felt this was drawn up more in a suggestive manner rather than what was required. Planning Consultant Larry Wood was present and stated that this was difficult to deal with because it not only dealt with the present but for future proposals as well. John Power arrived at 3:50 P. M. After further discussion, the Subdivision Committee decided this should be discussed at the Planning Commission meeting to get opinions from the rest of the Commissioners. There was no further discussion. The meeting was adjourned at 4:00 P. M. •
