A meeting of the -Subdivision Committee to the.Fayetteville Planning.Commission
was held Tuesday,.April 22,.1975, at 3:25.P. ?4. in the Board,of Directors Room,
City Administration Building, Fayetteville, Arkansas.
MEMBERS PRESENT: Helen Edmiston, Ernest Jacks.
MEMBERS ABSENT: Power.
OTHERS PRESENT: Bobbie Jones, Janet Bowen.
The first item for consideration by the Subdivision FREEMAN-PALMER
Committee was the Large Scale Development Plan for Leverett & Sycamore
property lying West of Leverett Avenue and South of Sycamore Large ScaleDevelopment
Street, for 26 apartment units submitted by Ralph Freeman and Charles Palmer.
After reviewing the Plat Review Committee Notes the Subdivision Committee found that
10 foot of additional right-of-way should be given off of each street (Leverett
and Sycamore), that on-site drainage should be handled to the satisfaction of the
Street Superintendent, and that screening should be shown on the plans and installed
to meet the zoning requirements.
After some discussion, the Subdivision Committee was ready to recommend the approval
of this Large Scale Development Plan with those stipulations.
SHADOW HILL SUBDIVISION
The next item was the Preliminary Plat of Shadow Hill Preliminary Plat
Subdivision for property lying East and South of Old Wire Road, West of Colette Avenue,
and South of the intersection of Old Missouri Road and Old Wire Road submitted by
Loris Stanton.
Planning Administrator Bobbie Jones said Lots 12,13, and 14 were tandem lots and
did meet the tandem lot requirements.
Mr.Jacks pointed out from the Plat Review Minutes that they would need to cooperate
with the City Engineer on water and sewer; water needs to be brought over to serve
Lots 1, 2, and 3.
He also pointed out that Old Wire Road is shown as a minor arterial on the Master
Street Plan and is presently platted 40 feet, therefore, the developer needed
to dedicate to the City the right-of-way for a total of 40 feet from the existing
centerline of Old Wire Road. (Mr. Stanton has requested that Old Wire Road be
turned back into a 60 foot right-of-way East of the intersection with Old Missouri
Road
The Subdivision Committee felt that the plat should show street lights and sidewalks
to meet present City standards. (Mr. Stanton is requesting a waiver of the sidewalk
and street light requirements.)
After discussing this further, the Subdivision Committee was ready to approve this
Preliminary Plat with the provisions that they cooperate with the City Engineer
and Street Department.
The last item for discussion by the Subdivision Committee was the McILROY BANK
Large Scale Development Plan for a proposed branch bank Garland f, North
(Mcllroy)for property lying West of Garland Avenue and North of L. S. D.
Wedington Drive (Northwest corner of proposed intersection. of Garland Avenue and
North Street extended) submitted by Mcllroy Bank.
In looking over the Plat Review Minutes, the Subdivision Committee found that 10 additional
feet of right-of-way was required off of this property for each street, and a building
setback of 90 feet from the existing centerline of both streets was needed, and
screening requirements should be required between this property and the residential
property to the West.

Mr. Jacks pointed out that they needed to satisfy the Street Superintendent on some
drainage requirements.
Larry Wood (Planning Consultant) had also stated in the Plat Review Minutes
that he would like to see this area develop into a shopping center but did not want
to see it developed piece.by piece where the accesses would not be combined.
After further discussion; the Subdivision Committee felt they were ready to recommend
the approval of the Large Scale Development Plan of Mcllroy branch bank with those
provisions they had discussed.
There was no further discussion.
The meeting was adjourned at 3:55 P. M.
