HomeMy WebLinkAbout1975-02-25 - MinutesMINUTES OF A SUBDIVISION COMMITTEE MEETING A meeting of the Subdivision Committee of the Fayetteville Planning Commision was held Tuesday, February 25, 1975, at 3:00 P.M. in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. MEMBERS PRESENT: Helen Edmiston, Ernest Jacks, John Power. MEMBERS ABSENT: None. OTHERS PRESENT: Bobbie Jones, Janet Bowen. MAX GREENWOOD The first item for discussion was the Large Scale Development 19 East 19th St. Plan for Max Greenwood to place a temporary building on his - L.S.D. property located at 19 East 19th Street to be used for a hobby shop. Two major streets are proposed to go across Mr. Greenwood's property. After reviewing the Plat Review Notes, Ernest Jacks stated he felt there were no problems as long as Mr. Greenwood would be responsible for moving the temporary building at his own expense if and when the proposed major streets came through his property. The Subdivision Committee decided to consult the other Planning Commission members on whether or not Mr. Greenwood should dedicate 30 feet of street right-of-way on College. The Subdivision Committee was ready to recommend the approval of this Large Scale Development. CLOVER CREEK II The next item to be discussed was the Preliminary Plat Preliminary Plat of Clover Creek II, Planned Unit Development, and a replat of Lots 24 through 38 of Clover Creek Subdivision and other property. Ernest Jacks noticed after reviewing the Plat Review minutes that several easements were either wrong widths or completely omitted and these needed to be straightened out; the radius on the culs-de-sac needed to be shown; and the legal description needed to read: Lots 24 through 38 of Clover Creek Sub- division and a part of the NW; The Subdivision Committee discussed whether the number of street lights on the replat should conform to the new ordinance or the old one. No decision was made on street lights. The Committee was ready to recommend the approval of the Preliminary Plat of Clover Creek with the provision that the above mentioned stipulations be complied with but Mr. Jacks felt plat: revisions should be checked against Plat Review Committee minutes before putting them on the Planning Commission agenda. The next item to be considered was the Preliminary Plat of BASSETT PLACE Bassett Place to subdivide property lying North of Stearns Preliminary Plat Road and East of Highway 71, submitted by Johnie Bassett. Mr. Jacks said the City Engineer needed a letter from the Arkansas Highway Department before they submit plans and profile. He pointed out also that the radius on the cul-de-sac needed to be shown on the plat as well as signatures of the adjoining property owners. Mr. Jacks said the Plat Review notes stated that Larry Wood, Planning Consultant, recommended that there be no access from Lot 6 along Stearns Road. Bobbie Jones said she understood they wished to contest that recommendation. Subdivision Committee -2- February 25, 1975 COLLEGE MARKET PLACE Next was the Preliminary Plat of College Market Place Preliminary Plat to subdivide property lying North of Rolling Hills Drive, West of Trinity Temple, South of K -Mart, and East of Malco Theatre. After looking over the Plat Review minutes it was found that signatures of the adjoining property owners were needed on the plat, and the 15 foot easement shown along Rolling Hills Drive should be 20 feet. It was brought out that there were numerous comments concerning the traffic pattern. (This does not tie back to Oak Manor Drive.) Also, Planning Consultant Larry Wood recommended non -access from Lots 1 and 5 to Rolling Hills Drive, and that a masonry buffer be erected to shield the residential property across the street. The Committee wanted to discuss these points with the entire Commission. C. 0. HAMMOND The Subdivision Committee then studied the Plat Review Notes L.S.D. on C. 0. Hammond, Large Scale Development, for property located North of the end of Cline Avenue. Mr. Hammond wants to locate two mobile homes by his residence while remodeling them for resale. These mobile homes would be set up on concrete pads with utilities to them in order to check them out before they are resold. It was found that there were no problems with this Large Scale Development as long as Mr. Hammond would not use the mobile homes for residences. The Subdivision Committee was ready to recommend to the Planning Commission the approval of C. 0. Hammond, L.S.D. GLEN OLDHAM The last item for consideration was the development of 2712 Highway 62 W. Glen Oldham to construct a residential garage on property at 2712 Highway 62 West (West Sixth Street). This matter is to go before the Planning Commission because the Highway 71 By-pass service road is shown going South from Old Farmington Road to Highway 62 in the area of Mr. Oldham's East property line. After reviewing this, the Subdivision Committee found there was a question of proper setback from the service road that was proposed to go through this property. It was the Committee's feelings that the setback should be held to in order to protect the frontage road. There was no further discussion. The meeting was adjourned at 4:00 P.M. \O� • El" •
