HomeMy WebLinkAbout1974-09-10 - MinutesMINUTES OF A SUBDIVISION COMMITTEE MEETING A meeting of the Subdivision Committee of the Fayetteville Planning Commission was held September 10, 1974 at 3:30 P.M. in the Directors Room, City Administration Building, Fayetteville, Arkansas. 'MEMBERS PRESENT: Ernest Jacks, Helen Edmiston, Al Hughes MEMBERS ABSENT: None RALPH BROPHY College Ave. - East OTHERS PRESENT: Bobbie Jones, David McWethy, Janet Bowen and Township Road - North The first item 4or, discussion was a request submitted by Ralph Brophy to develop property with a Street right-of-way. Property in question lies East of College Avenue and North of Township Road. The Committee felt they should leave the decision to the Planning Commission but individually felt that they should meet the rightof-way requirement. The next topic for discussion concerned a proposed Large Scale Development Plan of Wal-Mart Properties, Inc. for property lying between Old Farmington Road and Highway 62 West and lying East of Highway 71 By -Pass. David McWethy said City Manager Grimes would like for Wal-Mart to pay for half the cost of improving Old Farmington Road and to dedicate right-of-way and build Sang extended down to Highway 62. The Subdivision Committee felt strongly that Sang Avenue should be taken through on the East end of the triangle and that the dedication be made by the petitioner. Mr. Hughes stated that the school was interested in the improvement of Old Farmington Road and the extension of Sang Avenue down to Highway 62 and would do the proper grading with their heavy equipment class if the developer would pave it. Mr Jacks said 5 feet .% of additional right-of-way on Old Farmington Road would be needed and that the setback would have to be adjusted accordingly; Paul Mattke, City Engineer, also wants a 25 foot easement. Mrs. Bobbie Jones, Planning Administrator, stated that a written agreement concerning the parking spaces was still needed as part of the spaces shown on the drawing belonged to Gulf Oil Company. The Committee was prepared to recommend the approval of the Wal-Mart store based on these items. WAL-MART PROPERTIES, INC. Highway 62 West Large Scale Development The proposed Large Scale Development Plan of the Orthopaedic Clinic to construct a clinic at 649 East Township Road was not discussed because a request petitions had" been submitted. The next matter to be discussed was a request submitted by Ozark Windows, Inc. regarding the location of a service road on the East side of Highway 71 North of Stearns Road This portion of Highway 71 is designated as controlled access. felt this service road should line up with Joyce Street. ORTHOPAEDIC CLINIC Large Scale Development to table the rezoning OZARK WINDOWS Highway 71 N. - East Side Arthur Skelton Mr. Jacks and Mr. Hughes LEWIS FORD SALES, INC. The next topic to be discussed was the Large Scale 3373 N. College Ave. Development Plan df Lewis Ford Sales, Inc. to construct a Large Scale Development building for storage at 3373 North College Avenue. The Committee found no problems with the request and were prepared to recommend that this be approved by the Commission if the developer takes care of on-site drainage. Subdivision Committee -2- September 10, 1974 •SHAKESPEARE The next item for discussion was a Large Scale Development Plan Large Scale Development of Shakespeare of Arkansas, Inc. to construct an addition to the existing building to be used for a warehouse. There were no problems concerning this proposal except for comments from Paul Mattke, City Engineer, concerning the replacement of a water line. Street Superintendent, Clayton Powell, had not yet submitted comments. The Committee was prepared to recommend the approval of this request by the Planning Commission subject to them working with the City Engineer and Street Superintendent. • • MAJOR STREET PLAN Bob Mayes Property The last topic for discussion was a letter from Mr. Don Grimes, City Manager, requesting that the Major Street Plan be moved slightly to the South so as to go around Mr. Bob Mayes' property. Mr. Grimes has been unable to get any cooperation from the University of Arkansas Farm area. Mr. Mayes feels the Major Street Plan will be going too close to his house. The Committee was sympathetic to Mr. Mayes' request and wanted to reassure him that the street would not go through his house; however, they felt that the Major Street Plan should not be changed. The meeting was adjourned at 3:40 P.M.
