HomeMy WebLinkAbout1973-09-25 - MinutesMINUTES OF A SUBDIVISION COMMITTEE MEETING The Subdivision Committee of the Fayetteville Planning Commission met at 8:15 • A.M., Monday, September 25, 1973, in the City Manager's Office, City Admini- stration Building, Fayetteville, Arkansas. Members Present: Ernest Jacks, Helen Edmiston, Al Hughes Members Absent: none Others Present: David McWethy, Administrative Aide and Bobbie Jones, Planning Admin. The Subdivision Committee reviewed the items to be heard by the Planning Commission September 26, 1973. The first item reviewed was the Large Scale Development plan for Ozark Mountain Smoke House. Bobbie Jones said that Mr. Sharp has promised to submit a revised plan to her, but it has been some time and she has not received it. She knows he has been very busy opening up the new outlet on Dickson Street, and that she has asked him to contact her by noon, September 26, 1973, if he does not want this reviewed by the Planning Commission. Questions still to be resolved include: (1) The loading area is required to be set back 50 ft. from any other property in an A or R zone, and the one he has drawn is closer than 50 ft. (2) The driveway or parking area entrances need to be definitely defined rather than having them drawn to drive off the full width of the parking. (3) There is some question as to how many cars he should provide parking for. When the ordinance was amended to allow this use in this zone there was no requirement for parking written into the use unit. After the discussion, it was decided to figure according to the most comparable use in the use units, the retail outlets would be figured according to other retail outlets and the processing area as for other processing areas listed elsewhere in the use units. (4) There was some question as to whether additional right-of-way was needed on Smokehouse Road. Mr. Sharp said that he thought he has given 50 ft. but the plat book only shows 40 ft. OZARK MOUNTAIN SMOKEHOUSE LSD The Large Scale Development plan had been submitted by Farm Service Cooperative. FARM This can only be considered if the Planning Commission provides a favorable ruling SEPVICE on the request for interpretation of use units. The Planning Office can not COOP. determine whether this use should be listed in the I-1 or the I-2 District. The LSD Plat Review Committee comments include: the telephone service must cross the railroad tracks, additional right-of-way is needed for both Highway 62 and Highway 71. Mr. Jacks said that a policy needs to be made about whether or not the Planning Commission is going to ask for these rights-of-way on the Large Scale Development Plans and they need to be consistent. The problem was then dedicating additional right-of-way is that some of their buildings are already very close on the street. Warren West, Old Wire Road, has requested 3 lot splits or Subdivision Waivers to be granted by the Planning Office. Bobbie Jones stated that this; concerned her and she was not sure whether she could grant the waivers through her Office in view of the fact that additional right-of-way is required for Old Wire Road that the property is in line with Township Road on the Major Street Plan where presently no right-of-way exists, and that easements would be needed for sewer services. After the committee discussed it, it was decided they would authorize Mrs. Jones to grant the waiver on condition that Mr. West would give the additional right=ofway for Old Wire Road, and that he would conform to the city requirements for sewer, and that he be advised that Township Road would be going through there in the future. WARREN WEST Lot Split Bill Carmichael had also requested a waiver of Subdivision Requirements in order to BILL sell 3 lots on Winwood Drive. Mr. Carmichael owns additional property to the east CARMICHAEI Lot, op7.it A Minutes of a Subdivision Committee Meeting - 2 September 25, 1973 of this which would be a long narrow strip with Highway frontage on Highway 45 Additional right-of-way is needed on Highway 45 and easements are needed for utility purposes. The committee thought this was similar to the previous request and felt that with the granting of the easements needed and the right-of-way dedication, a waiver of subdivision requirements could be granted. East 16 Animal Hospital submitted a Large Scale Development plan to erect an EAST 16 ANIMAT, additional barn on the south portion of their property. The barn would be HOSPITAL connected to a present barn. The only problems encountered was the question of right-of-way. The Street Superintendent had not asked for right-of-way, LSD but the Planning Administrator felt that some additional right-of-way was.: probably needed. The Subdivision Committee requested that she check for right-of-way requirements ( a subsequent check of the plat book revealed that 5 ft. is needed on the northwest corner of the property to widen Highway 16, and that 25 ft. from the center line of Stone Bridge Road is needed to widen that road). A Large Scale Development plan had been submitted by Pat Tobin to erect an PAT TOBIN additional building on Township Road. Bobbie Jones reported that Mr. Tobin had given 40 ft. from the center line of Township Road on his previous plat, LSD but she thought that this perhaps included additional property, and additional right-of-way might be needed just for the frontage on this proposed building. A variance would be necessary on the setback requirements, and Larry Wood had thought that the parking arrangements should be similar on.both pieces of property. David McWethy said that the sign on this property is in violation of the sign code. Al Hughes said there are still some violations on the first buildings. The Northwest National Bank has requested permission to place a temporary NW NAT'L BANK mobile structure to be used as a bank building on their proposed permanent bank building site at Millsap Road and the Arkansas Western Gas Company's service road (Front Street). The Planning Office feels that the variance would be necessary even though this is a temporary structure because it would be too close to Front Street. The Bank officials do not agree. There was also some question as to what parking would be furnished for the mobile structureanL) the interim until the permanent building and parking area are provided. Al Hughes stated that on the question of the temporary building, he felt that this should be handled administratively. He also felt that a:temporary should have a certain . And that since it is to be a temporary building it should be able to be approved without meeting the setbacks. Bobbie Jones asked the committee whether they felt that the proposed development plan for Ozark Windows >should be referred to the Planning Commission since it abutts a controlled access highway. The terms of the controlled access highway were read and the committee felt that this should go to the Planning Commission for approval. The meeting was adjourned at 9:30 A.M. 73A
