HomeMy WebLinkAbout1973-07-23 - MinutesMINUTES OF A SUBDIVISION COMMITTEE MEETING The Subdivision Committee of the Fayetteville Planning Commission met at 2:00 P.M., July 23, 1973 in the Directors Room, City Administration Building, Fayetteville, Arkansas. Members Present. Members Absent: Ernest Jacks Helen Edmiston Al Hughes Chairman Ernest Jacks called the meeting to order. Chairman Jacks asked Bobbie Jones, Planning Administrator, to discuss with he and Mrs. Edmiston, Planning Office and Plat Review Committee review items on the agenda for the Planning Commission meeting July 24, 1973. The preliminary plat for Azalea Terrace, a subdivision on the south side of Old Wire Road, was discussed. The review of the Planning Office and the Plat Review Committee of this proposed subdivision was reviewed with Mr. Jacks and Mrs. Edmiston. Mr. Jacks made a note to bring two things to the attention of the Planning Commission: 1. The request for a tie between Azalea Terrace in this subdivision and Azalea Terrace in Brookside East. 2. To ask the City Manager of the City's policy on green belt areas. The Large Scale Development Plan and Conditional Use Requests submitted by Trinity Temple, 1100 Rolling Hills Drive, was discussed next. This would include approval of off-site parking according to information received by the Planning Office. The Planning Office was unable to tell how much parking was required because they have not received a figure from the church as to the size of the sanctuary, and the parking is figured on the size of the sanctuary. Mr. Jacks was of the opinion that unless this figure was supplied and a letter of agreement on the off-site parking before time for the Planning Commission meeting that he would recommend that the Planning Commission take no action on the proposal until the information is supplied to the Planning Office. Also, the front strip of parking along Rolling Hills Drive appears to be too close to the street. AZALEA TERRACE Prel. Plat Old Wire Road TRINITY TEMPLE L.S.D. & C.U. 1100 Rolling Hills A Large Scale Development Plan and Conditional Use Request have been UNIVERSITY BAP. CH. submitted by the University Baptist Church, 315 West Maple Street, this L.S.D. & C.U. would also include Planning Commission approval of off-site parking, although, in this case, the off-site parking area is owned by the church. The Plat Review Committee had also requested that the church give right of way sufficient to straighten out the corner of Vandeventer and Maple Street. A drawing of the proposed parking when the future education building has been constructed had been submitted by the church, but no drawing of the interim parking has been supplied. Mr. Jacks felt that • a drawing of the interim parking should be supplied by the church before the Planning Commission took action. A Large Scale Development Plan was submitted by Judge Maupin:Cummings for property on the north side of Highway 62 West and lying between Lewis Avenue and Eastern Avenue was reviewed next. A representative of Judge Cummings has promised to supply the Planning Office with a revised drawing on the parking to show the curb cuts meeting the City's standards before the Planning Commission meets. Highway 62 West Minutes of a Subdivision Committee Meeting Page 2 not the loading dock on the rear of the existing building would conform to the zoning regulations. A Large Scale Development Plan had been submitted by Mr. Don Purvis of PURVIS SPORTING Purvis Sporting Goods, 2335 North College Avenue, for the Mcllroy Property. GOODS This includes the Enterprise Sight and Sound, and the SpeeDee Mart businesses as well. Water and Sewer Superintendent, Mr. Paul Mattke had recommended 2335 N. College that Mr. Mcllroy furnish an easement for a sewer line and work with the L.S.D. City to have the sewer line which is presently on the south side of Township Road extended along this property. Everything north of A & W Root Beer is presently served from a private sewer line. The padec, poles between Purvis Sporting Goods and the SpeeDee Mart building will have to be moved at the developer's expense. A Large Scale Development Plan had been submitted by Hatfield Pontiac and Cadillac for property on the southwest corner of Highway 112 and Highway 71 By -Pass. Highway 71 By -Pass is a controlled access highway Hwy, that requires a service road. A deed and contract for the service road which the Planning Commission had agreed would be located on the south side of property will be necessary on this. One curb cut is too close to the intersection of the proposed service road and the county road. The Street Superintendent, Mr. Clayton Powell, had requested a right of way to meet the Major Street Plan, 40 ft. from the center line on Highwaycl±2 and 30 ft: froth .the .center line on the county road to the fairgrounds. Water and Sewer Superintendent, Mr. Paul Mattke, had recommended that Mr. Hatfield enter into an agreement with the City on sewer similar to the one he has entered into on the water. The Fire Chief, Mr. Charles McWhorter, requested that the water line include fire hydrants to meet the minimum city spacing requirements. Mr. Jacks said that it was his opinion that the Planning Commission not be interested on the question of the sewer but that it should be handled by some other City office. HATFIELD PONTIAC The preliminary plat of a commercial subdivision, the east side of College Avenue which has been submitted by A. 0. White, Ralph Brophy, and David Malone was reviewed next. This area is on a steep hill and access will be confined between two drainage structures built by the Highway Depart- ment when Highway 71 was widened recently. The access in addition will be quite steep. There was some discussion in the Plat Review Committee east side of College of retaining the street as an easement rather than a street so that the City would not have to maintain it. Bobbie Jones questioned how that it might be done if the lots are to be sold into individual parcels. The Fire Chief had asked that the street meet minimum standards and he said that his trucks could pull the hill if any other commercial vehicle could pull it, but that it would be necessary for a good street there. The adjoining property owner's signatures have not been furnished to the Planning Office as of yet. 112 & Hwy. 71 By -Pass L.S.D. WHITE, BROPHY, MALONE Prel. plat of commercial subd.
