The Subdivision Committee of the Fayetteville Planning Commission met at 1:30 P.M.
Monday, May 21, 1973, in the Director's Room, City Administration Building, Fayette-
ville, Arkansas.
Members Present* Ernest Jacks, Helen Edmiston, Al Hughes,
Others Present: Bobbie Jones, Larry Wood
City Attorney, David Malone, was to have been present for this meeting, also, but
was unable to attend. The purpose of this meeting was to discuss revisions to
present regulations to provide a better method of implementing the requirement SIDEWALKS
for sidewalks in the City of Fayetteville.
Chairman Jacks led the discussion. Mr. Jacks reported that he had talked to
Mr. Mayes of the Post Office and Mr. Mayes had informed him that they do not
plan any new walking mail routes. However,'where they do have walking mail
routes, sidewalks are required and .there can never be a new walking mail route
unless sidewalks are involved. The Post Office Department has run into problems
with the curb -sidewalk combination because of the placement of mail boxes.
Following the discussion, the Subdivision Committee was in agreement to:
(1) Ask David Malone to rewrite the Ordinance so that persons improving
lots and building houses will be required to build the sidewalks.
• (2) The positions of the sidewalks will be shown on the final plats
(sidewalks shall be drawn in position on the final plat). The
plat should also have a note that the sidewalk is to be built
by the eventual improver. The inprover or builder is to be
determined to be the person obtaining the permit The sidewalk
is to be constructed prior to the final inspection on the
building. If it is not suitable to be done at that time,
because of weather or other conditions, a bond may be posted
to insure that it will be done when conditions are right.
The provision for sidewalks should be tied to the Large
Scale Development and Plannedl- Unit Development Provisions.
It was felt that sidewalks are as necessary, if not more so,
in commercial, industrial, and institutional developments
as in residential developments.
'Vacant lots in, new subdivisions: The property owner at a
specific date, the date to be five years from the date of the
subdivision plat, will have to go ahead and put the sidewalk
in on vacant lots.

Sidewalks are to be required on any new construction, even in
existing or old subdivisions, except, the power to waive sidewalks
should be retained and an appeal should be allowed.
Chairman Jacks asked that copies of these recommendations be sent to both he and
Mr. David Malone, and that David Malone be asked to prepare the necessary ordinance.
Bobbie Jones asked the Subdivision Committee to review the plans which have been
submitted for the remodeling of the Rockwood Club on 24th Street (Country Club Road).

The plans were submitted by Don Thronesberry, and have been reviewed by the
Plat Review Committee. The recommendations of the Plat Review Committee were
reviewed by the Subdivision Committee and the committee recommended to the
Planning Office that a permit be issued for the outside work, without the ROCKWOOD CLUB
necessity of going to the Planning Commission contingent upon all City Don Thronesbery
requirements being met pertaining to parking and that additional right of 24th Street
way be furnished for the widening of 24th Street and that the developer
contact Clayton Powell on the drainage requirements.
The meeting was adjourned at 3:OQHP.M.
