HomeMy WebLinkAbout1971-04-19 - MinutesMINUTES OF A SUBDIVISION COMMITTEE MEETING • The Subdivision Committee of the Fayetteville Planning Commission met at 10:30 A.M., Monday, April 19, 1971, in the Directors Room, City Administration Building, Fayetteville, Arkansas, Members Present: Ernest Jacks, Helen Edmiston, Harold Lieberenz. Members Absent: L. M. McGoodwin. • The first matter considered was the Final Plat of Phase II Development Country Club Estates and a replat of Phase I. Country Club Estates, Mr. Lieberenz gave background information. Dick Starr had required the developer to cross hatch the areas that did not apply on the Phase Development. Some of the Phase I lot dimensions were changed on the Phase II plat, so it was necessary to call it also a replat of Phase I. There were some easement problems that have been worked out with the City Engineer. Mr. Mattke has finally cleared the plat and signed the mylars. Everything seems fine now. The Committe was prepared to recommend that the Planning Commission approve the final plat. Final Plat of COUNTRY CLUB I ESTATES The next matter discussed was the Bob J. Mayes appeal to develop a mobile home park just South of the University Farm on the East side BOB J. MAYES of Garland Avenue. Mr. Lieberenz reviewed the meeting of the Plat Appeal for mobile Review Committee on this. The electrical service is split between home park Ozarks Electric and Southwestern Electric. This property lies where the Planning Commission has plans for an 80 ft, street and the property is only 104 feet wide. The Plat Reivew Committee had questioned Mr. Mayes as to his reaction to a temporary permission to use as a mobile home park until such time as the City was prepared to purchase the property and whether under those circumstances he would require compensation for any cost of development. He had said he would. The Plat Review Committee had asked for a policy statement from the City Attorney on this, A meeting had been held with Mr. Howe, Mr. Mattke, David Malone, Junior Parker, and Mr. Lieberenz to discuss this matter. Mr. Howe was of the opinion the City should try to condemn the property before he improves it. 0 The Committee was prepared to recommend that the Planning Commission deny this request for a mobile home park. The next matter discussed was actually three related matters: 1. Gene Thrasher and John B. May petition to close that portion of Elm Street and in return they will give 60 ft. to make an 80 ft. street just South of the University Farm, This matter had been more or less approved by the Planning Commission earlier. Pairs. Edmiston commented that the corner of Leverett and Poplar is a very difficult intersection. GENE THRASHER Closing of Elm Street NOTE: Approval for closing of Elm Street has been submitted by all utilities EXCEPT Southwestern Bell Telephone Company. �g 4-19-71 -2- 2. The other related matter was the preliminary plat of Preliminary Plat • Thrasher -May to replat their property between Poplar and THRASHER -MAY the University Farm, Leverett and Chestnut. This has been through the Plat Review Committee. .ti 3. The third related matter was the Large Scale Development Plan of Gene Thrasher for Leverett Garden Apartments, LEVERETT GARDEN This is a revision of a plan approved earlier by the APARTMENTS Planning Commission. Several points brought out were: a. Some of the structures were shown only 8 ft. from the South and East property lines. This would be satisfactory as a side setback with a building less than 20 ft. in height. However, if he deletes the North 186 ft. as he proposed, the East side would be a rear yard with a setback of 25 ft. Also, the utility companies have requested a 10 ft. easement along the South line. The buildings will have to clear that easement. Check on the 186 ft. to the North. b. The Day Care Center is a conditional use and must be approved by the Planning Commission. c. Ernest Jacks did not wish to approve this until grading changes and drainage systems are shown. He felt all large scale development plans should have this. The next matter discussed was the preliminary plat of Garrett -Richardson Subdivision. Mr. Lieberenz stated Larry Wood had requested a stub street Preliminary Plct to the East. This will be on septic tanks. The width of one lot needs GARRETT to be varied; it is slightly less than the 100 ft. required for septic RICHARDSON tanks. He wants permission to erect one house on Mt. Comfort Road while the plat is in process. The Plat Review Committee had requested that this house face the East and have access off the new street when it is built. The next matter discussed was a resubmittal of East Gate No. 2. The EAST GATE NO. 2 area has been greatly reduced because one property owner would not cooperate. Larry Wood recommended denial unless he -would crook the street and Mr. Lieberenz asked that the street ROW be extended to the edge of the property line. Sewer ,lines will have to be extended to Wood Avenue. Thirty ft. radius at intersection of Seventh St. & proposed street. The last matter discussed was a development plan submitted by Joe B. Cogdell for property abutting a controlled access highway. He proposes to erect a service station on Lots 1 and 2, Block 2, Red Arrow No. 2. JOE B. COGDELL The Planning Administrator was asked to have a map showing the highway Controlled right-of-way at the Commission meeting. Mr. Lieberenz explained a Access Highway variance must be sought from the Board of Adjustment. There is also a curb cut problem which he feels the Commission can vary if it chooses. The difficulty of providing an access road for this property was discussed. The only feasible looking way would be to use Custer as • the access road; however, it does not open to the South and houses are already built on those lots on the South side. Nothing definitive was resolved. The meeting was adjourned at 11:30 A.M.
