HomeMy WebLinkAbout1970-11-17 - MinutesMINUTES OF A SUBDIVISION COMMITTEE MEETING The Subdivision Committee of the Fayetteville Planning Commission met at 3:30 P.M., Tuesday, November 17, 1970, in the Office of City Planning, City Administration Building, Fayetteville, Arkansas. Members Present: Ernest Jacks, Helen Edmiston, Roy Clinton, Harold Lieberenz: Members Absent: None. The only item for discussion at this meeting was the plans for Spring Brook Mobile Home Community being developed by Harvey SPRING BROOK MOBILE Smith, Mr. Lieberenz explained these plans have been before HOME COMMUNITY the Plat Review Committee and reviewed a corrected copy of the plans. He called the Committee's attention to the following: 1. The City Attorney has said he does not feel the Planning Commission has the authority to vary the requirement for an access road along a controlled access highway. However, the City Attorney was of the opinion that the Planning Commission could require a substitute road location in certain instances. He further stated that the ROW could be dedicated and a performance bond put up. 2. The Plat Review Committee had questioned whether to require a dedication of 5 ft. for ROW on Appleby Road or merely increase the setback accordingly. •' 3. On the Major Street Plan an "expressway" with a width of 100 ft. is shown alongside the railroad. Should this be interpreted as 50 ft. on each side of the railroad? 4. Ordinance 1509 requires lighting in mobile home parks to be 0.6 foot candles. Mr. Lieberenz said a survey of existing mobile home parks shows that nearly all are lit by gas lights. He would recommend that gas lighting be acceptable provided there is a gas light on each space. The Committee felt that: 1. The plat books and maps should be marked to prevent issuance of any permits, etc, on the remainer. of the property until a street is developed from the By-pass down to Appleby Road, 2. An increase in setback of 5 ft. would be satisfactory on Appleby Road. 3. The interpretation of the "expressway" being 50 ft. on each side of the railroad tracks is most equitable. 4. Lighting requirements in Ord. 1509 are excessive and • ordinance should be amended. The meeting was adjourned at 3:55 P.M. q3
