The Subdivision Committee of the Fayetteville Planning Commission met at 7:45 A.M., Saturday, March 14, 1970 in the Office of City Planning, Fayetteville, Arkansas. Members Present: Ernest Jacks, Roy Clinton. Others Present: Harold Lieberenz. The Committee took up the highway access problem of Mr. Harold HAROLD JOHNSON Johnson for propetty lying on the new Highway 71 By-pass. HIGHWAY ACCESS PROBLEM Harold Lieberenz pointed out that Mr. Harold Johnson owned the property adjacent to the new Highway 71 By-pass, but did not wish to develop a strip approximately 300 feet deep adjacent to the By-pass at this time. Because of this, he felt that he should not be required to build the service road until he developed this land immediately adjacent to the By-pass. A discussion followed regarding the owners responsibility under the controlled access highway regulations. It was agreed that the decision on this particular case would set a "policy pattern," and because of decisions involved it was felt that this matter should be presented to the Planning Commission as a whole for review.
