HomeMy WebLinkAbout2002-06-25 - Agendas - Final FAYETTEVILLE STREET COMMITTEE MEETING AGENDA JUNE 259 2002-6:00 pm (after agenda session) COMMITTEE : Bob Davis, Chairman ; Lioneld Jordan , Alderman ; Robert Reynolds, Alderman ; Don Marr, Alderman COPY TO: Mayor Dan Coody, Heather Woodruff, Jim Beavers, Hugh Earnest DATE : June 21 , 2002 LOCATION : City Hall, room 326, immediately following City Council Agenda Session A meeting of the Fayetteville Street Committee is scheduled for Tuesday, June 25, 2002 at approximately 6 : 00 pm , room 326, city hall . The topics to be discussed at the committee meeting include : 1 . Rupple Road Project: Update on the haul road status, discussion of the proposed design standards for the new street ( 28 foot wide, concrete curb and gutter each side, underground drainage along west side of right-of-way, 8-foot trail at eastern limits of right-of-way) . 2. Comprehensive Traffic Study: Update on the progress of the consultant selection process, discussion on the scope of services and proposed time line for commencement of the work. 3 . Library Off-Site Street Improvements: This large scale development project's approval required the improvement of the streets north and south of the proposed library site. The limits of the street improvements shall include a portion of School Avenue . Earlier considerations have been given to the improvement of the intersection of School Avenue where it joins Prairie and Archibald Yell . Consideration of a project to improve this segment of School Avenue would greatly improve access to and from the new library, as well as other downtown areas . It is proposed that a preliminary study of this street segment be completed by Garver Engineers, including alternative intersection designs, preliminary assessment of street needs and a prediction of the project's costs. It would be cost- effective for the design and construction of these inter-related activities (Library Project ( Mountain , Rock and School Streets), City Project (School Street) ) to be brought together under a set of common denominators. Consolidation will reduce costs, improve coordination, provide uniform street systems and shorten the overall completion times. 4. Design Contract for Drainage Projects: The design contract with U S Infrastructure, Inc. for the study of the upper Hamstring drainage basin (Asbell Neighborhood) and the Shenandoah Mobile Home Park area has been negotiated and will be presented for acceptance and recommendation to the City Council . The work on the Hamstring drainage basin shall be the first priority of the activities. 5 . Cleveland Street Improvements Project: Cleveland Street Improvements have been delayed due to the need for this work to follow Garland Avenue construction ( utility relocation issues) . Local utility companies have indicated the relocation along Cleveland Street will be commenced soon ( plus Garland has been bid by AHTD), therefore, this project shall be released for bids. It involves resurfacing, drainage and sidewalks. 6. Old Missouri Road Improvements: Final design drawings for the project and right-of way documents are completed . The land agent's office is now actively pursuing acquisition of needed rights-of-way. Once this acquisition is completed, the project shall be released for bids . 7. Sang Avenue/ Hollywood Avenue/Sixth Street Intersection: The design of the signalized intersection (to accommodate the school/fire station traffic) and to improve the intersection geometries is nearing completion . This project will require new right-of-way acquisition and AHTD approval . It is anticipated the project shall be released for bids late this summer. 8. Betty Jo Drive Drainage Improvements: The Betty Jo Drive drainage project was originally proposed to be included in the drainage consultant's scope of work, however, a culvert blockage found at this location required the Street Division to uncover the culvert for a spot repair. It was found that the CMP was completely corroded and beyond repair. A conference with Street and Engineering Divisions concluded that the drainage problem could be substantially resolved by increasing the pipe size to 18-inch ADS culvert and proceed with the replacement using existing city resources . This work is now underway and will enable the situation to be resolved promptly and at less cost. The Street Division shall perform the culvert replacement and the Sidewalk Division shall manage the construction of new sidewalks following the storm drainage construction . 9. Sidewalk Unit Price Contract: There are growing demands for the construction of sidewalks by the Sidewalk Division , as the city is involved in numerous infrastructure projects that impact sidewalks . These miscellaneous and unpredictable demands are causing the targeted sidewalk projects to face scheduling problems and possible delays. To address this cyclic and unpredictable demand for such work, it is being considered to request an annual bid for construction of sidewalk/driveway/miscellaneous concreted flat work. In essence, sealed bids would be requested for fine grading the aggregate base, forming the sidewalk, furnishing and finishing the concrete, and stripping the concrete forms. This would be bid on a unit price basis, with costs for 4-inch and 6-inch concrete thickness. It is proposed to stipulate a quantity for each, with the contract to allow interchanging of the units as needs dictate . The bids would be evaluated upon a stipulated number of square feet of each type of construction, the contractor would be required to furnish both performance and labor and material payment bonds. The contract value will be estimated , however, the costs shall be charged to the applicable capital project or the responsible division . This arrangement could be used by all city divisions. City crews would perform the removals of existing concrete, the rough placement of gravel base and the final cleanup. 10. 13ridge Replacement for AHTD Funding Program : A bridge needs to be scheduled with the AHTD Bridge Rehabilitation and Replacement Program if the City of Fayetteville is to be placed in the cue for future funding . The bridge inventory lists the South Garland, the Dead Horse Mountain Road and the Lake Sequoyah structures as load limited ; therefore, these should be eligible for funding . The targeted bridge on Dead Horse Mountain Road has not been approved, and a substitute structure needs to be designated . J t) rJ Public Works Director City of Fayetteville, Arkansas /� I/✓1 113 West Mountain Avenue Fayetteville, AR 72701 Re: Water Boundary Adjustment �nt�/ Clear Creek Club �J Dear Mr. Boettcher: S In 1967 the Beaver Water District, as well as the member cities of Bentonville, Rogers, Fayetteville and Springdale, executed a memorandum of understanding which establish, among other things, water service areas for the respective cities. In subsequent years, water service areas have been amended through boundary adjustments as mutually agreed upon by the affected cities. The most recent water boundary adjustment between Fayetteville and Springdale was made in 1996 when the two cities jointly acquired the assets of the White River Rural Water Association. Attached for your reference is a copy of the map prepared at that time to reflect the revised water service boundary that was needed between Fayetteville and Springdale. We understand this map remains accurate as to the current water service boundary between the two cities. Clear Creek Development, LLC is in the process of preparing plans for a large scale development to be known as Clear Creek Club, a== and golf course development that has been recently annexed into the City of Johnson. A portion of the proposed development is located south of Clear Creek, which lies within the City of Fayetteville's water service area. It is our understanding that the City of Fayetteville has indicated it would not object to this area being provided sanitary sewer from another city. As you know, the logical approach is for one city utility to provide both water service and sanitary sewer service. This is particularly true where a city ordinance requires monthly sewer bills to be based upon metered water consumption. The Springdale Water and Sewer Commission is currently providing water and sanitary sewer services to customers in the City of Johnson by virtue of intermunicipal agreements for water and sanitary sewer services. These services are restricted to customers located inside the city limits of Johnson and within Springdale's water service area. The City of Springdale restricts sanitary sewer service to customers that are being provided water service. We would appreciate an indication from your office as to whether the City of Fayetteville would be willing to adJust the water service boundary between Fayetteville and Springdale in such a manner as to allow future residents of Clear Creek Club to obtain water service from the City of Springdale. Since there are no agreements establishing sewer boundaries, it is assumed that there would be no objections to the City of Springdale providing sanitary service in this area. The proposed boundary adjustment is indicated on the second attachment. Your cooperation on this matter would be sincerely appreciated.
