HomeMy WebLinkAbout2006-04-12 Minutes (2)CITY OF FAYETTEVILLE SIDEWALK & TRAIL TASK FORCE MINUTES APRIL 12, 2006 CITY ADMINISTRATION BUILDING ROOM #326 Members Present: Kyle Cook, Karen Freeman, Shuane Colwell, Scott Mashburn, Jennifer Hazelrigs, Sam Lafoy Public/Staff: Terry Gulley, Matt Mihalevich, Chuck Rutherford, John McLarty, Paul LeBlanc Meeting Called to order by Kyle Cook at 5:35 pm The March 8th 2006 minutes were approved. Kyle Cook started the meeting off by reiterating the charges of the Sidewalk & Trails Task Force and what their purpose is. Kyle asked for suggestions on ways to fulfill their mission. Karen Freeman mentioned the possibility of coordinating with Neighborhood Associations to gather public input on trails and sidewalks. Jenniger Hazelrigs recommended providing an informational booth at the Farmers Market on Saturdays. The Committee left the discussion open. Trail Update: Matt Mihalevich presented information on Scull Creek Trail, Appleby Apartment easement has been obtained from Jim Lindsey. Construction is to begin within the next couple of months. A ground breaking ceremony will be scheduled prior to construction. Task Force still is working on an easement agreement with Washington Regional Hospital. Frisco Trail, between the Nadine Baum Center and Flying Burrito, will begin construction in a few weeks and the utility poles will be moved soon. Flashing lights on Center St. at the Frisco Trail are working, the batteries needed replaced. The manufacture will be visiting to upgrade the system by late April. Trail Construction Update: Terry Gulley gave an update on the Crown Trail construction. The bridge over Town Branch Creek will be bid out in April; the bid is due by May 3rd. The State Hwy. Department approved connection of the trail to Razorback Rd. Trail paving will wait until the bridge abutments are constructed, the trail on the West side of Beechwood Ave. will be paved first and paving of the East side to Razorback Rd. will wait until the bridge is delivered and sat. The trail construction crew will move to Scull Creek Trail when Frisco is finished. Jennifer Hazelrigs commented on increasing the number of regulatory signs on trails to increase safety to reduce the potential for accidents. Matt Mihalevich recommended striping with signs that say "stay right". The board determined this is a good problem to have and situations will be looked at as problems arise. Sidewalk Update: Terry Gulley discussed sidewalk construction along Hall St. from Wedington to Cleveland. The drainage is complete as well as curb and gutter. On corners of East and Meadow St. the sidewalk construction crew will be installing handicapped ramps. Clean Up: Lake Wilson clean up was canceled. A letter will be put together by the Task Force and sent to Parks and Recreation staff regarding maintenance issues and improved signage around the lake. The Task Force decided to look into other locations for clean up. Mud Creek was suggested and Karen Freeman agreed to lead the organization at the clean up. A date will be e-mailed out soon with more information. Karen Freeman mentioned that she had received public input requesting lighting along Mud Creek trail. Trail Naming: The following names were presented and discussed. • St. Paul Trail • Town Branch Trail • Tsa-La-Gi Trail • Clabber Creek Trail • Scull Creek Trail • Owl Creek Trail A motion to forward the trail names to the Parks and Recreation Advisory Board was given by Jennifer Hazelrigs and Kyle Cook seconded. Other Business: John McLarty from Regional Planning presented the Heritage Trail plan and Heritage Trail Hwy. Signs. He proposed changing the Heritage Trail route along 6th St. Sidewalk and Trails Task Force gave their approval of the modification of the trail plan. Scott Mashburn made a motion to recognize the Heritage Trail and support the route modification. Kyle Cook seconded the motion. Scott Mashburn made a motion to adjourn and Kyle Cook seconded.
