Steve Hatfield reported that President Bush signed a Transportation Bill today with an amount of $268 billion dollars. Laura Kelly made a motion to approve the June 2005 regular meeting minutes and the June 2005 special meeting minutes:;:: Sam LaFoy gave a second and the motion passed. ... . Kyle Cook initiated a discussion regarding upcoming changes that will take place with the implementation of the in-house trail realignment.program. • • Terry Gulley reported on the background Etna:Origin of in-house trail realignment. The purpose of this program is to increase the amount of trail construction accomplished each:year. To implement this program, the Transportation Division will hire nine new full-time employees to create a trail construction crew. This crew will complete the'ectual construction of all new trails, eliminating the need to hire contractors, and therefore significantly reducing expenses. This will allow excess funds to be.used fatTadditional trail construction. The trail construction goal will, be five miles of,new trapper year. They hope to construct 1.25 miles of new trailby the end of 2005. Kyle Cook mentioned that the debate for funding this new program will be on- going within Crty: Council every year due to the fact that the funding will come from Sales Tax Revenue. Steve Hatfield will begin to focus heavily on the acquisition of new right-of-way needed for the construction of trails. Steve mentioned that acquiring the necessary right-of-way ahead of the in-house trail construction program will be especially challenging due to the speed of construction and the amount of new trails that will be accomplished. This is a process that often takes significant time. There are many existing trail segments with right-of-way nearby that we can use to begin work on trail connections early on in the program. The Sidewalk & Trails Task Force expressed their support of the in-house trail realignment program. Terry Gulley gave an update on sidewalk construction. The main sidewalk project for the third quarter has been Lawson St. This is project is nearly complete. Sidewalk construction has started along the first block of Maple St. Crews will continue working to the east one block at a time. Approximately 4,000 ft of sidewalk will be completed in this area. Pedestrian crossing improvements will soon be made on Maple, LaFayette, and Dickson as they intersect with College Ave. These improvements will include the installation of countdown pedestrian crossing timers.
