Mating called to order by Bob Davis.
Scott Mashburn made a motion to approve the December 2003 meeting �minutes.-
Jennifer Tracy gave a second and the motion passed.
Connie Edmonton introduced two new Sidewalk and Traits Task Force members,
Cynthia Kalke and V.L. (Sam) LaFoy; , Cynthia is cmteetty,employed at Transplaa and
has a background in Marketing and Management. Sam was previously employed by the
Federal Government and an agency of a Siaic Department. She has been retired for ten
years.
Connie Edmonton handedoutSidewalk and Trails Task Force member packets. These
packets include a binder with Teck Face member contact information, some pertinent
ordinances, as well as anarea fointembers to keep meeting minutes and any other
documentation that they wish to' ,include.
Terry Gulley recomniended that the current Task Force members introduce themselves to
the two: new members.'The Task Force agreed and each member gave a brief

Laura Kelly give.an update.on the Bicycle Coalition of the Ozark's meeting with
Congressman John Boonnin. Lama briefly spoke regarding the current problems which
exist with funding for;trails due to the current funding's expiration and our State's
decision not to accept new applications until it is determined if funding will be included
in the new Bill. Congressman Boozman is very pro -trail and supportive of the current
efforts related to this. He has expressed an interest in reviewing the next proposal for
funding as soon as it is complete.
Connie Edmonston gave an update on the Lake Fayetteville Spillway Bridge grant. A
grant application has been submitted to Arkansas Parks and Tourism, which if awarded
will fund 50 percent the project's cost. This project is currently on hold, awaiting the
grant award decision. The application has received 33 out of 36 possible points, making
our numbers extremely high and our prospects for receiving the award very promising.

The Mud Creek Trail extension project is currently on hold due to the wet weather, but
construction will continue as soon as the area dries out. The Senior Center Trail project
has also been delayed due to inclement weather. The Walker Park Trail is progressing
well. The Center Prairie Trail construction is still being coordinated with the
development of Ms. Campbell's property. There is still more design and planning
necessary for the actual Center Street crossing. Steve Hatfield has set a goal of getting
the Center Prairie Trail construction out for bid in February 2004.
Celia Scott-Silkwood commended our City for continuously submitting grant
applications, which often result in awards and funding for park and trail improvements.
Many other cities do not even attempt to submit these applications due to the length of
time and effort involved in the application process. Our City oonsistently makes the
effort to apply for these grants and the citizens of Fayetteville have and will continue to
benefit.
Scott Mashburn asked if he could be provided,with.a list of our City's existing trails, so
that he would be up to speed as to what has aheady,been accomplished. The Task Force
then briefly discussed and identified Fayetteville's ciiiienily existing trails and their
locations.
Terry Gulley gave a brief update on sidewalk%consWction. TheCity of Fayetteville
constructed 3,174 fed of sidewalk in 2002 and l4alS:fed of sidewalk in 2003. Recently
completed projects include new sidewalk on Austin Drive,'.which occurred in conjunction
? with sired repaim and the'completion of new sidewalk on Rolling Hills Drive.
The Transportation Division is currently working on a sidewalk reclamation project near
15, Street, which involves the gntding, sweeping; and cleaning off of previously
existing, old, asphalt,sidewalk',which nuns fion 15ih Street most of the way to Greenland.
We arc,m the pm iminsry construction phase of an upcoming sidewalk project on
Woolsey Avenue. The sidewalk construction on Hammond Street is progressing well.
All driveway approaches have been completed and, weather permitting, the project
should be co
thpleted next week. There are future plans for new sidewalk construction on
Prospect Street, from Mission Boulevard to Willow Avenue, then taming south on
Willow Avenue which will connect to an existing sidewalk in the Historic District. The
Transportation Division will also be repairing a drainage problem on 61h Street, near the
new Walgreens, and will include a new sidewalk as part of that project. We will also be
constructing a new sidewalk connection on Huntsville Road.
Scott Mashburn raised the question of how our City prioritizes and develops plans for
new sidewalk construction. We try to focus some of our plans towards building
sidewalks near schools. We also try to address citizen complaints as well as link together
currently existing sidewalks, which could be connected by constructing segments where
they aro now missing.

Scott raised another question regarding how the street and sidewalk construction master
plans are related and if the plans are coordinated together. Bob Davis answered that all
new streets are required to include sidewalks when they are constructed. Sometimes
sidewalk construction will occur in conjunction with street repair on existing City streets,
but that depends on the circumstances surrounding each individual project. The
coordination of both types of construction has greatly benefited from the consolidation of
the Street, Sidewalk, and Traffic Divisions into one Transportation Division. The crews
can now easily work together increasing both efficiency and overall production.
