Meeting called to order by Bob Davis.
Kyle Cook made a motion to approve the March minutes, Nancy Allen gave a second and

Steve Hatfield passed out a draft of the Trails Master Plan and opened the floor for
questions and comments pertaining to the plan.
Discussion was held on sidewalk and on -street linkages to the trails and how to best
implement these. There was some brief discussion regarding what type of signage to use.
Totals were reported of 128 miles of trail corridors and 163 miles of on -street trail.
Celia Scott-Silkwood initiated discussion about the need for a key which explains the
type of trail terrain so that citizens are aware of the difficulty of the trail before they
choose to explore it. Upon completion of the trails there are plans to complete profiles of
them for public relations.
John McLarty reported that the Superintendent of the Ft. Smith National Parks, as well as
the Superintendent of the Pea Ridge Battlefield Park, have recommended that we ask our
Congressman to study these trails as a possible candidate for the National Historic Trails.
It was decided that revisions would be made, implementing the concerns and
recommendations submitted today, and a final draft would be distributed. A copy of the
plan will also be made available to the public. Another meeting will then be scheduled to
finalize the process of adopting the plan.
It was reported that the Mud Creek entry trail head is progressing nicely. The estimated
time of completion is seven to ten days.

Richard Covey raised questions concerning benches along the Mud Creek Trail. It was
reported that we do have the benches in our warehouse and have a contractor hired to
install them. A recommendation was made that we include some benches that have
multiple arms. This issue will be addressed and it was also mentioned that there are
already some benches without backs, so that citizens can sit either direction.
Terry Gulley gave an update of concrete construction completion. As of May 13, 2003
we have completed or contracted to install 3,811 linear feet of sidewalk and 1,022 linear
feet of curb and gutter. Them are a total number of 7 acrrc$ ramps. The total number of
cost shares is 2.
