HomeMy WebLinkAbout2003-03-12 MinutesMembers present: Public/Staff: Sidewalk and Trails Advisory Committee Minutes Wednesday, March 12, 2003 City Administration Building, Room 111 Bob Davis, Richard Covey, Kyle Cook, Chuck Rutherford, Steve Hatfield, Laura Kelly, Nancy Allen, Nan Lawler, Don Marr, Teny Gully, Perry Franklin, Gary Dumas, Keith Shreve, Sarah Terry, Anthony Childress, Harriet Jansma Meeting called to order by Bob Davis. Nancy Allen made a motion to approve the January minutes, Richard Covey gave a second and the motion passed. The walk to School Video was not shown, due to time restrictions (another meeting was scheduled at 5:00 p. m.). Chuck Rutherford handed out suggested changes to the membership of the Sidewalk and Trails Committee. (Due to changes in the structure of the City of Fayetteville Divisions — the Sidewalk Division, Traffic Division and Street Division have been combined into the Transportation Division. At this time a representative from the Transportation Division will not serve on the Sidewalk and Trails Committee.) Also two "Citizen at large" positions are vacant. Discussion was held on who would take the minutes of the meetings. It was recommended that a member of City staff take the minutes. A resolution reflecting the changes in the membership of the Sidewalk and Trails Committee will be forwarded to the City Council for approval. Ken Easton and Kay Curry -Troutman, citizen at large members, have resigned their positions, creating two vacancies. A motion was made by Laura Kelly to allow Kyle Cook (formerly serving as a representative from the Parks Board) to fill one of the citizen vacancies. Nancy Allen gave a second and the motion passed. Discussion was held on filling the other vacancy. A recommendation was made to advertise the opening and take applications. Chuck Rutherford gave an update on planned sidewalk construction projects for 2003. Discussion was held on how the 2003 projects were selected and how citizens could request future projects. March SW & T minutes Page 2 Steve Hatfield gave an update on available grant monies. He handed out copies of a spread sheet of available grants and application deadlines. Steve said he would like to partner with non-profit organizations to apply for some of the grants. Steve has been working with Butterfield Trail Village to acquire a temporary access easement to the planned trail head on the East Mudd Creek Trail. Steve gave an update on the Master Trail Plan — written corridor descriptions and photos are complete. Steve will be working on the trail matrix, which should be done by the end of March. Laura Kelly gave a report on activities planning by the Bicycle Coalition of the Ozarks to participate in the National Bike month (May). In addition they are providing information on the requirements on becoming a bicycle friendly community. Fayetteville has met many of the requirements already. Laura handed out maps of planned bicycle routes which will need signage. She stated we need to work on education programs for bicycles. Saturday, April l2th a certified bicycle safety instructor will be coming to the CAT studios from 9:00 a.m. till noon to give a presentation on how non cycling adults educate children. Steve reported the bids for West Mud Creek would open in May and construction is planned for July — August. Steve is working on acquiring the property to make the last connection on the Center/Prairie Trail. Design for the trail is under way and should be completed by May, bid in June and start construction in August. Meeting adjoumed.
