Box 12 Fayetteville, Arkansas 72702-0012 (501) 521-0815 City of Fayetteville Police Pension Board 113 West Mountain Fayetteville, AR 72701 Dear Board Members: I was consulted in the case of Mr. Mark Hanna to provide an opinion and possible treatment at the request of Mr. John Russell who has worked with Mark in the past and is presently for problems relating to his emotional and behavioral problems. I interviewed Mr. Hanna in my office on three occasions and reviewed with Mr. Russell, not only his recent history of problems with anxiety but long term history including his long term association with the Fayetteville Police force. I have also had brief telephone cdnversations with previous supervisors with the knowledge and permission of Mr. Hanna in this matter. It is my opinion, given the clinical condition with which Mr. Hanna presents to my office and the past medical and psycho/social history that he has suffered from and still has a moderate degree anxiety condition related to stress of his career as a policeman in your force. The specific diagnosis in his case is classified as Post Traumatic Stress Disorder in which there is anxiety and behavioral reaction to a significant traumatic stress in a person's life. The course of the condition is variable and can range to acute, brief to chronic and delayed. This condition is not uncommon in our society in situations where individuals have been exposed to extremely stressful conditions or incidents that result in repeated images or thoughts of the incident, difficulty with anxiety at varying levels when the person is exposed to stimuli or situations that they may associate with the original trauma and occasionally there are associated emotional symptoms such as guilt and or depression. 4 In Mr. Hanna's case the trauma that he has reported and which is well documented involves a hostage situation on the University of Arkansas campus in 1981., I believe Mark's PTSD has taken a variable course which has included acute and chronic phases. I believe he continues to suffer from this condition and that it is related to his previous occupation. Furthermore, it is my opinion that he would not be able to return to any occupation involving law enforcement, security activities, or employment of that nature. I am hopeful that with continued counseling that Mark will have a successful recovery from his condition. Arthroscopy & Knee Surgery Dear Dr. Mashburn: Mr. Hanna was seen in consultation on 12/24/93 for evaluation of his both knees. HISTORY: As you know, he is a pleasant 37 year old Fayetteville Police Department Sargeant who has had difficulty for the past many months with increasing pain more severe on the left than the right. He does not remember a remote injury but has classic lateral meniscal symptoms on the left knee and some patellofemoral involvement of both knees. RXAMINATION: Today, he has no ligamentous instability or neurovascular impairment. He has classic lateral joint line pain, an exquisite McMurray's with limitation of flexion by 15 degrees and extension by 7 degrees on the left. XI PRESSION; Lateral meniscus tear of left knee. RECOMMENDATIONS: I started him on a quadriceps strengthening exercise program but he will not heal this meniscal pathology. I do not think he should be on patrol. He could undergo arthroscopy to improve his chances of being on patrol but, at the present time, I think it would be unwise for him to do this for an indefinite period. - Please feel free to contact me if you have any questions.
