HomeMy WebLinkAbout1995-12-14 - MinutesMINUTES OF A MEETING OF THE PLAT REVIEW A regular meeting of the Plat Review Committee was held at 9:00 a.m. in the City Administration Building, 113 West Mountain, Room 111, Fayetteville, Arkansas. MEMBERS PRESENT: Dennis Burrack, Kevin Leflar, Mike Phipps, Perry Franklin, and Mickey Jackson STAFF PRESENT: Alett Little, Richard Lane, Beth Sandeen, and Janet Johns and Jim Beavers CP95-00 - SEQUOYAH PRESERVE, A PUD CARTER ENGINEERING - DAN & DEBRA COODY The first item on the agenda was the concept plan for Sequoyah Preserve, A PUD submitted by carter Engineering on behalf of Dan & Debra Coody for property located south of Lighton Trail, east and west of Rodgers Drive. The property is zoned R-1, and contains 7.51 acres with 10 proposed lots. Mr. Carter stated the plat reflected a rearrangement of green space showing same to be on site instead of off site. Ms. Little requested that the remaining area be shown on the plat because it creates a lot. She requested plat page 525 and 526 be shown on the legend. Ms. Little requested a copy of the protective covenants which should specify how the green space will be maintained. She stated parks fees were in the amount of $3,000. She requested the detention pond be shown on the plat. Mr. Burrack with SWEPCO stated the easements as shown were fine. Mr. Evans with Arkansas Western Gas stated the easements as shown were fine. Mr. Lefler with TAC stated the easements as shown were fine. Ms. Little requested that the engineer contact Southwestern Bell and provide a letter of approval to the Planning Department and if same was not provided the plat would be pulled from the agenda. Ms. Sandeen stated a tree preservation plan would need to be submitted prior to preliminary plat review and same should reflect the percentages of trees and the application. Ms. Little stated the street width issue would be decided at Planning Commission and the widths would be required at the preliminary plat review. Ms. Little stated the code requires 22' and the developer was proposing a width range of 14'-18'. Mr. Carter stated the width at the cul de sac would be 16' and the remained would be 18'. Mr. Franklin stated the street lights will be private along with the private drives. Ms. Little stated there were connection issues which the Planning Commission would decide. Ms. Little stated there was a street light at the east end of Rodgers Drive and she stated there was a possibility that the light shown at the southwest corner would be necessary. Mr. Franklin requested that the Protective Covenants reflect that the property owners association would maintain the street lights. Mr. Carter stated they were proposing two streets and Ms. Little stated that would depend on whether or not it was a public street. • • • Plat Review Minutes December 14, 1995 Page 2 FP95-1 - HIGH POINT SUBDIVISION ENGINEERING DESIGN ASSOCIATES The next item on the agenda was the final plat for High Point Subdivision submitted by Engineering Design Associates on behalf of High Point Development for property located south of Old Farmington Road, west of Hwy 71 Bypass. The property is zoned R-2 and contains 3.03 acres with 12 proposed lots. Mr. Hesse stated the streets were complete and the drainage swail was near completion. He further stated that there were a couple of man hole covers to be raised. Ms. Little requested that the sidewalk be extended to the property line along Old Farmington Road. Mr. Hesse stated the easement width between lot 11 and 12 was 10'. Ms. Little stated the park fees were in the amount of $5,760. Ms. Little requested that plat page 558 be reflected in the legend. Mr. Burrack with SWEPCO stated they would be installing their facilities after the first of the year. Mr. Evans with Arkansas Western Gas stated the easements as shown were fine and they would install their facilities after the first of the year. Mr. Leflar with TAC stated the easements as shown were fine. Ms. Little requested that the developer contact Southwestern Bell and provide the Planning Department a letter of approval. Mr. Franklin requested street lights at the entrances, between lots 5 and 4, and between lots 9 and 10. Further he stated the lights between 5 and 6 should be eliminated. Mr. Burrack stated that in order to provide those lights he would require an easement between lots 9 and 10. Discussion ensued. Mr. Allen inquired regarding whether or not the drainage easement on the east side of property would run to the south and Mr. Hesse stated it ran to an existing swail on the eastern edge of the property. Discussion ensued regarding whether or not the 10' easements would be adequate. Further discussion ensued regarding final inspection. • • • Plat Review Minutes December 14, 1995 Page 3 FP96-2 - PINE CREST ADDITION, PHASE II BMP DEVELOPMENT - W OF SALEM, N OF ESSEX The next item on the agenda was the final plat for Pine Crest Addition, Phase II submitted by Northwest Engineers on behalf of BMP Development for property located west of Salem, north of Essex. The property is zoned R-1.5 and contains 14.50 acres with 49 proposed lots. Mr. Gray stated the curb and gutter was in and street paving was in process. Ms. Little requested the plat reflect all street names. Ms. Little stated the lots to the west be reflected on the plat. Ms. Dugwyler requested the park land deed for 15.21 acres. Ms. Little requested that the park land be identified on the plat. Ms. Little requested that plat page 362 be added to the legend. Ms. Little requested that Protective Covenants be provided to the Planning Department. Ms. Gray stated they would be the same as Pine Valley. Mr. Franklin requested street light between lots 82 and 83. Ms. Little noted a problem with street lights hindering ramp access and requested that consideration be given to placement of street lights to avoid access problems. Mr. Jackson stated the fire hydrants were installed. Ms. Little stated a final inspection would need to be done. Mr. Phipps with Ozarks Electric requested an easement between lots 82 and 83 Mr. Beavers requested that the utility easement between lots 83 and 84 be moved. Discussion ensued. Mr. Gray suggested that the utility easement at lots 83 and 84 be designated as an access easement to the park land. Ms. Little requested a park land deed. Mr. Beavers requested a drainage easement between lots 81 and 82, and lots 93 and 94. He requested that the 100 year flood elevations be shown on all lots. He requested that the plat reflect a table which denotes which lots will required special permitting. Discussion ensued regarding park access. Ms. Little requested that the street light be moved between lots 92 and 93 which would be the park access easement. Ms. Little requested that a signature block for the Landscape Administrator be added to the plat. • • • Plat Review Minutes December 14, 1995 Page 4 LSD95-1 - NORTHWEST VILLAGE SECOND CENTURY INVESTMENTS - E OF N COLLEGE, S OF ZION The next item on the agenda was the large scale development for Northwest Village's Anchor "E" submitted by Second Century Investments for property located east of North College, south of Zion Road. The property contains 12.22 acres and is zoned C-2. This item was postponed because no one was present to represent the developer. • • • Plat Review Minutes December 14, 1995 Page 5 LSD95-2 - WAL-MART SUPERSTORE #359 WAL-MART - SW CRN OF MALL AND JOYCE BLVD The next item on the agenda was the large scale development for WalMart Superstore #359 submitted by CEI on behalf of WalMart for property located at the southwest corner of Mall Lane and Joyce Blvd. The property contains 24.95 acres and is zoned C-2. This item was withdrawn by WalMart. • • • Plat Review Minutes December 14, 1995 Page 6 LSD95-3 - BEECHWOOD WAREHOUSES BILL LAZENBY - E OF BEECHWOOD, S OF 6TH The next item on the agenda was the large scale development for Beechwood Warehouses submitted by Jorgensen & Associates on behalf of Bill Lazenby for property located east of Beechwood, south of 6th Street. The property contains 8.98 acres and is zoned I-1. Ms. Little inquired as to whether or not the issue of filling on the property had ceased and Mr. Carter stated it had been stopped. Regarding improvements to Beechwood, Ms. Little requested that half of the street should be curbed and guttered and requested that the developer contribute '/2 of the street improvement. Ms. Little requested that sidewalks be indicated in the legend. She requested the names of adjoining property owners be included on the plat. Ms. Little stated any lighting should be minimized and directed downward. She requested a street light at the entrance. She stated the setback would be 25' with landscaping. She stated the parking setback would be 5' with landscaping. She requested the street name be reflected on the plat. She requested that plat page 560 be indicated in the legend. Mr. Leflar with TAC requested conduit if cable was required. Discussion ensued regarding the parking lot design. Ms. Little noted the engineer's plat regarding a design for the lot. Mr. Burrack with SWEPCO requested that the developer.contact him regarding load requirements. He further stated they would serve from Beechwood. Mr. Evans with Arkansas Western Gas stated they would serve from Beechwood. Ms. Sandeen reminded the developer that a mixture of tree species would be preferable and further requested no silver maples. Mr. Jackson stated the materials storage issue had been addressed to his satisfaction. Mr. Beavers stated detention would be required and he requested that sewer issues be addressed as well in the preliminary drainage and grading plan. He stated the Protective Covenants should reflect that the detention pond would be maintained by the property owner's association. Ms. Little stated razor wire on the safety fencing was prohibited. She requested that the developer check to sure there was no residential development adjoining their property. She requested that the legend reflect the FEMA firm panel number. 1 • • • Plat Review Minutes December 14, 1995 Page 7 LSD 95-4 - MCILROY ATM MACHINE MCILROY BANK & TRUST - N OF HWY 16, E OF SALEM The next item on the agenda was the large scale development for Mcllroy ATM Machine submitted by SLM & Associates on behalf of Mcllroy Bank & Trust for property located north of Highway 16W, east of Salem Road. The property is zoned C-2. Ms. Little requested the 50' right of way from the centerline of Highway 16 be reflected on the plat. She requested a 5' sidewalk along Salem and Highway 16 be reflected in the legend as well as on the plat. She stated the right of way would be 50' unless landscaping was provided then the setback would be 25'. She requested 3 street lights; one at the north end, one at the teller in the right of way, and one at the entrance from Salem. She requested that plat page 401 be reflected in the legend. Discussion ensued regarding the utility pole. Mr. Morrell stated the ATM Machine was temporary and would be relocated in the near future. He stated they would serve underground. Ms. Little requested that the pole be located 30' from the property line. Mr. Leflar with TCA stated the easements as shown were fine. He inquired if the utility easement would need to be redesignated. Ms. Little stated if the easement encroached in the 50' right of way the easement would need to be redesignated. She requested that the easement be moved to allow for the eminent widening of the highway. Ms. Little requested that the 5' sidewalk be located to the northern edge of the 50' right of way. Mr. Phipps with Ozarks Electric had no comment. Mr. Evans with Arkansas Western Gas had no comment. Ms. Little requested that Mr. Morrel contact the telephone company and provide the Planning Department with a letter of approval. Mr. Allen requested that a swail be installed at the drive of Highway 16. Ms. Little requested that the drainage be provided for under the sidewalk. Ms. Sandeen provided Mr. Morrell with an application for tree preservation. Discussion ensued. • • • Plat Review Minutes December 14, 1995 Page 8 LSD96-5 - CHRISTIAN LIFE CATHEDRAL RED DIXON EVANGELISTIC ASSOC - 1285 MILLSAP ROAD The next item on the agenda was the large scale development plan for Christian Life Cathedral submitted by Kirby Estes on behalf of Red Dixon Evangelistic Association for property located at 1285 Milisap Road. Mr. Estes made a brief statement regarding the use which he said was an educational. facility. He stated they would be expanding the parking lot. Ms. Little requested that plat page 214 be added to the legend. She presented a proposal for replating the street and stated there were two options. She said they could move the parking lot or move street. Discussion ensued regarding the street connection. Ms. Little requested a separate meeting to work out the street connections. She noted that under no circumstance could the parking lot traverse the street. Mr. Lane noted there was still a problem with the legal description. Mr. Burrack with SWEPCO stated they had existing service and requested the developer contact him regarding his load requirements. Mr. Evans with Arkansas Westem Gas stated they had existing service and requested the developer contact him regarding load requirements. Mr. Jackson requested that the building be sprinklered or that they provide a 4 hour fire wall. Discussion ensued. Ms. Little requested that the issue be addressed at the extraneous meeting. Mr. Jackson requested that a hydrant be installed at Milisap Street on the south side of the property. Mr. Lane requested that the legend reflect plat page 213. Mr. Beavers requested city sewer. Discussion ensued. Mr. Beavers requested that the developer check with the Health Department regarding whether or not septic could be continued and he requested correspondence regarding same. Mr. Lane requested information regarding the use of the building in order to determine specific parking requirements. A meeting was set for 4:00 p.m. in December 11, 1995, to discuss above referenced issues. • • • Plat Review Minutes December 14, 1995 Page 9 LAKESIDE APARTMENTS EASEMENT PLAT JIM LINDSEY - S OF DRAKE, E OF GREGG The next item on the agenda was the easement for Lakeside Apartments submitted by Jorgensen & Associates for property located south of Drake Street, east of Gregg. Ms. Little stated they were still unable to locatedthe easements and therefore an As Built Plat needed to be submitted before additional review. Mr. Lane stated there was a sidewalk on Drake. Ms. Little requested the easement plat be put on the next agenda. • • • Plat Review Minutes December 14, 1995 Page 10 THE CLIFFS The next item on the agenda was the street and easement dedication plat for The Cliffs. Mr. Beavers requested As Built Plat. Ms. Little stated the developer was anxious to process the plat. She stated that if Planning was notified by letter of approval/acceptance from the utility representatives, the could proceed with filing of the plat. Ms. Little directed the secretary to call Mr. Carter and offer the same provisions on Lakeside. Discussion ensued regarding the process by which the streets and easements were checked and drawn and the need for the easement plats. Mr. Franklin stated there was 80' of public right of way. Mr. Beavers requested additional information (such as "*" or "#") denoting right of way information. • • • Plat Review Minutes December 14, 1995 Page 11 CP96-2 - ZION VALLEY SUBDIVISION, A PUB ZION VALLEY LLC - S OF ZION, E OF 71B, W OF OLD MISSOURI The last item on the agenda was the concept plat for Zion Valley Subdivision, a Planned Urban Development submitted by Northwest Engineers on behalf of Zion Valley, LLC for property located south of Zion Road, east of 71 B, and west of Old Missouri Road. Ms. Little stated the item hadbeen pulled from the agenda because the plat had not been approved by the Parks Board. She stated Planning had received a request to discuss street locations in order to provide necessary information for a park land determination. She suggested that the park land be dedicated in the vicinity of the southeast corner. Discussion ensued regarding street locations and connections. Ms. Little stated that staff would support a southward curve (Sterns Street) in accordance with the master street plan. She stated Vantage (running north and south) could move to the property's west property line. Regarding Frazier Terrace, she stated it would need to be worked out with a redesign. She stated the entry way should be located at the major street location instead of Zion Road. She stated staff would be looking at the lines of sight. Ms. Little stated there would green space dedication in accordance with PUB regulation in addition to the park dedication. Mr. Phipps with Ozarks Electric stated there was a private easement running through the middle of the property. Mr. Gray stated the master street plan reflected Frazier extending across but they would prefer to take it along the south side of Park Lake Apartments making same a collector street with a 60' right of way. Discussion ensued. Regarding Sterns, Mr. Gray stated they proposed two 90° turns. Mr. Gray indicated they would provide a 30' right of way dedication. Discussion ensued regarding cost sharing of the proposed street and the responsibilities of the developer and the City. Utility representatives withheld comments. Ms. Dugwyler stated the plat would be considered at the January 8, 1996 Parks Board Meeting and the deadline for information/request submission was January 2, 1996. Mr. Beavers requested that the developer get with Ms. Sandeen regarding the location of the detention pond. Meeting adjourned at 11:00 a.m.
