MINUTES OF A MEETING OF THE
PLAT REVIEW COMMITTEE
A regular meeting of the Plat Review Committee was held on Wednesday, November 22, 1995 at 9:00 a.m. at
the City Administration Building, 113 W. Mountain, Room 111, Fayetteville, Arkansas.
MEMBERS PRESENT: John Hill, Rick Evans, and Andy Calloway
STAFF PRESENT: Alett Little, Rich Lane, Jim Beavers, Beth Sandeen, Janet
Johns, Randy Allen, and Mickey Jackson
PRELIMINARY PLAT - MARVIN GARDEN, PHASE I
ROBERT WESTPHAL - S OF MEANDERING, W OF CROSSOVER
The first item on the agenda was the preliminary plat submitted by Jorgensen & Associates on behalf of Robert
Westphal for property located south of Meandering Way, west of Crossover Road and zoned R-1, Low Density
Residential. The property contains 10.024 acres with 25 proposed lots.
Ms. Sandeen requested specifications of the trees to be protected to be noted on the plat.
Ms. Little noted Lot 6 was designated at the truck washout area. She requested a symbol for lights be added to the
legend. She noted 4' sidewalks would be required on both sides of the street and a symbol needed to be added to the
legend. She stated park fees were in the amount of $7500. She requested the lot lines of the adjoining property
owners (Ferguson, Shuler and Ramsey) be added to the plat and requested that Marvin Garden be extended to the
property line to the east to facilitate a future connection to Shadowridge.
• Discussion ensued regarding a connection and Ms. Little stated she would request that the Planning Commission
condemn the property to provide same.
Mr. Hill with SWEPCO stated the amount for five street Tight was $2975. He inquired if the units would be all
electric and Mr. Carter stated he would determine same.
Mr. Evans requested a 4' crossing on the new street and a 4' crossing between lot 19 and lot 20.
Mr. Leflar with TCA requested the 4' crossing between lot 19 and lot 20.
Mr. Calloway requested the utility easement at the north end of the property be labeled as same. He requested the
conduit at the culdesac extend to the easement and he stated any relocation expenses would be the developers
responsibility.
Mr. Beavers noted there was not a drainage plan on file and stated there was a possibility that a detention pond
would be necessary at either lot 1 or lot 2.
Ms. Little noted there was a possibility that at least two lots would be lost and she directed staff to check back with
Mr. Carter to ascertain if they wished to proceed.
Discussion ensued regarding drainage issues. Mr. Allen expressed concerning regarding the proposed drainage.
Mr. Beavers requested that the drainage and utility easements be kept separate.
Ms. Little noted that due to the circumstance whereby there would be a reduction in the number of lots, park fees
would be reduced. Ms. Sandeen noted that if the lots changes the tree preservation plan would need to be revised.

PRELIMINARY PLAT - BOIS D'ARC, PHASE I (RESUBMITTAL)
JULIAN ARCHER - E OF SANG, S OF CLEVELAND
The next item on the agenda was the preliminary plat of Bois d'Arc subdivision, phase 1 submitted by Jorgensen and
Associates on behalf of Julian Archer for property located east of Sang Street, south of Cleveland and zoned R-1,
Low Density Residential. The property contains 14.5 acres with 10 proposed lots.
Ms. Little stated the plat was a resubmission to approve phasing issues and she further stated the numbering of the
lots had been changed.
Ms. Little stated park fees were in the amount of $3000 which would be due prior to filing of the final plat.
Ms. Sandeen stated she had received a tree preservation plan indicating a truck washout area on lot 1. She requested
that the utility and drainage easements be indicated on the plat and that a protection method including barriers be
shown as well.
Ms. Little stated the lots would be served with utilities in the front. She noted the plat correctly reflected the street
width of 26' as approved by the Planning Commission subsequent to the resubmittal of the plat. She stated the
entire 50' right of way should be cleared. Discussion ensued regarding same.
Mr. Lane requested the lot lines of the adjoining property owners be indicated on the plat. He further requested 4'
sidewalk on Sang.
Ms. Little stated drainage for the subject area would be underground and instructed Mr. Beavers that the Bill of
Assurance be called. She explained that a 2 year temporary culdesac would be constructed (check the tape for the
wording) Discussion ensued.
Mr. Beavers stated the new paving standard would be in effect for this subdivision.
Mr. Carter and Mr. Allen discussed the drainage ditch on Cleveland.
Ms. Little requested that the street names (Bois d'Arc) be indicated on the plat. Ms. Little stated a waiver would be
required for the length of the culdesac and directed Mr. Carter to prepare a letter requesting the Planning
Commission consider same.
Mr. Hill with SWEPCO requested a 20' easement at lot 6 and 7.
Mr. Evans with Arkansas Westem Gas stated there was a 20' easement to the rear of Waterman Woods and they
planned to serve from same. Discussion ensued and Mr. Carter stated he would coordinate with SWEPCO.
Ms. Little stated there was a 10' utility easement on the south side which would join with a the other 10' easement
for a total easement of 20'.
Ms. Sandeen requested a revised tree preservation plan to be submitted no later than Wednesday, November 29.
Mr. Hill with SWEPCO requested a 2" conduit for the street light and a 4" conduit between lots 4 and 5. He
requested an additional 10' easement between lots 7 and 8.

Mr. Calloway with Southwestem Bell requested that the 20' easement paralleling Sang extend the property lines.
He stated that if front service was required they would need easements and crossing and Mr. Carter should
coordinate same with him.
Mr. Lefler with TCA requested a crossing between lot 6 and 7.
Ms. Dugwyler stated park fees were in the amount of $3000.
Mr. Beavers stated the drainage plan was incomplete and he said the possibility existed that a detention pond would
be required and suggested same be located at either lot 1 or 2. He inquired as the capacity of the ditch. He
requested that the waterline along Sang be noted on the plat.
Mr. Jackson requested that the hydrant be painted with 3M scotch liquid white paint in order easily identify same.
Ms. Little stated they had begun grading and that no erosion control was in place.
Discussion ensued regarding the wall.
Ms. Little requested the right of way along Sang be noted on the plat and all street names should be reflected.

FINAL PLAT - SUNBRIDGE EAST
U OF A FOUNDATION - W OF VILLA, N OF TOWNSHIP
The next item on the agenda was the final plat for Sunbridge submitted by Jorgensen 7 Associates on behalf of the
U of A Foundation, Inc for property located west of Villa, north of Township and zoned R -O, Residential -Office,
and C-1, Neighborhood Commercial. The property contains 13.027 acres with 5 proposed lots.
Ms. Little requested the street lights be indicated on the plat.
Mr. Carter noted the water and sewer was not ready.
Mr. Beavers requested a 20' easement at lots 3 and 4.
Mr.Hill with SWEPCO requested a crossing at lots 1 and 2 over lot 3.
Ms. Little requested that Mr. Franklin contact SWEPCO determine the style of street lights be installed.
Mr. Calloway requested a 20' easement.
Ms. Little stated Mr. Allen had made a site inspection and discussion ensued.
Mr. Calloway requested a 20' boundary easement and requested the plat reflect the water line west of lot 3.
Ms. Little requested the plat reflect that lot 3 was zoned C-1 (see rezoning request) and would have a 50' setback
and she further requested that the plat reflect lots 1, 2, and 4 were zoned R -O with a 30' setback.
Mr. Lane requested that the street names be reflected on the plat.
Ms. Little requested legend show the 5' sidewalks.
Ms. Sandeen requested the plat show the preservation canopy.
Ms. Little stated the plan would be pulled from the process and requested a determination regarding the fill on the
subject tract.

FINAL PLAT - HERITAGE VILLAGE, PHASE 1
C & B LAND AND CATTLE - N OF WEDINGTON, W OF 54TH
The next item on the agenda was the final plat for Heritage Village, Phase 1 submitted by Development Consultants,
LLC on behalf of C & B Land and Cattle Company for property located north of Wedington Drive, west of 54th
Street and zoned R-1.5, Moderate Density Residential. The property contains 24.67 acres, with 100 proposed lots.
Ms. Little stated there was a question regarding street widths. Discussion ensued and Mr. Bone stated it was a
matter for the developer and the Planning Commission work out. Mr. Beavers stated approval of the drainage and
grading plan was only for compliance the ordinance and did not warrant what was constructed.
Ms. Little stated all easements should be 15' instead of 10'. She stated the street lights had not been installed and
requested copies of the correspondence regarding resolution of the chicken pit issue.
Mr. Calloway requested a crossing between lots 46 and 47.
Ms. Dugwyler requested the park land deed for 4.25 acres.
Ms. Little requested that the plat be rotated facilitate placement of same upon the plat pages.

LARGE SCALE DEVELOPMENT - BEECHWOOD WAREHOUSES
BILL LAZENBY - E OF BEECHWOOD, S OF 6TH
The next item on the agenda was the Targe scale development plan for Beechwood Warehouses submitted by
Jorgensen & Associates on behalf of Bill Lazenby for property located east of Beechwood, south of 6th Street and
zoned I-1, Light Industrial and Heavy Commercial. The property contains 8.98 acres.
Ms. Little requested that the plat show the street width of Beechwood and she requested that the property lines of
the adjoining owners be shown on the page. Mr. Lane stated they were not meeting parking requirements.
Ms. Little inquired if fill would be required. Mr. Beavers stated there were drainage issues be resolved.
Mr. Hill with SWEPCO inquired as the type of lighting they would require and Ms. Little requested that location of
the lights be noted in the legend. Mr. Hill requested that the owner contact him required the load requirements.
Mr. Evans with Arkansas Western Gas requested that the southern easement be labeled and he further stated he
would prefer be in prior street construction but if that was not possible, he would require a 4" crossing.
Mr. Calloway stated he would cross off Beechwood easement at the back and serve the from the center of the
building sites. He requested the usage type determine load.
• Mr. Beavers requested a drainage plan.

Ms. Sandeen stated she was in receipt of the tree preservation plan. She stated no more than 10 silver maples could
be used and suggested a mix of sugar maples and pines.
Mr. Beavers requested that the drainage go underground on Beechwood and same could either be a ditch or
enclosed.
Ms. Little requested the dimension of the drainage easement be noted on the plat. She requested 5' sidewalks and
contribution of one-half of city street improvement along Beechwood.
Mr. Jackson requested that the hydrant be moved and he requested covenants stating that no hazardous materials be
stored in the subject warehouse unless same was sprinklered. Ms. Little requested a copy of the agreement with a
full list of hazardous materials attached same.
Ms. Little inquired regarding signage and fencing. She requested that no razor wire be used.
Discussion ensued regarding the fill material on the subject area and Mr. Beavers requested a determination as who
was filling same. He stated Mr. Lazenby would need a grading permit fill same.
Ms. Little requested a Wetland statement.

EASEMENT PLAT - HIGHWAY 112 BUSINESS CENTER
VERNON MCBRIDE - E OF HWY 112, W OF 71 BYPASS
The next item on the agenda was the easement plat for Highway 112 Business Center submitted by Jorgensen and
Associates on behalf of Vemon McBride for property located east of Hwy 112, west of 71 Bypass and zoned C-2,
Thoroughfare Commercial.
Mr. Beavers stated a detention area would be required and requested drainage easement for same before
consideration of the plat.
Mr. Phipps with Ozarks Electric requested a 20' easement on the north property line.
Mr. Evans requested with Arkansas Western Gas requested a 20' easement out the right of way along the front
property line.
Discussion ensued regarding removal of trees in the right of way and clearing of the easements.
Ms. Sandeen stated the tree preservation plan looked fine and requested that if trees were removed in the easement
replace of same would be required.
Mr. Jackson requested a hydrant at the entryway.
Ms. Little stated the plat was out of process until drainage issues were resolved.
Mr. Carter requested that the Lakeside Apartment easement plat be placed on the next agenda for consideration.
