UTILITY REPRESENTATIVES: Dennis, Barrack, Mike Phipps, Tim Johnson, Rick Evans, and Andy Calloway. CITY REPRESENTATIVES: Alett Little, Don Bunn, Mickey Jackson, Perry Franklin, Janet Johns, and Beth Sandeen. FINAL PLAT - WILLOW SPRINGS, PHASE III JORGENSEN & ASSOC. - RALPH WALKER The first item on the Agenda was the final plat for Willow Springs, Phase 111 submitted by Jorgensen & Associates on behalf of Ralph Walker. This item was moved to the end of the agenda due to lack of representation. Ms. Little requested a deed for park land. She requested the date in the title block be changed. She requested that hydrants be located between lots 176 and 177. She stated the street name changes as follows: Dewberry Court changed from Muskrat; Cheyenne changed from Puddleduck. Mr. Johnson requested that Dewberry Court be changed again. Ms. Little requested that the park land to the north and west be indicated on the plat. She requested extension of the sidewalk around Dewberry. She further requested designation of a concrete wash out site on the plat. Discussion ensued. She requested that plat pages 399 and 400 be added to the title block. She requested setback be shown in table form. Mr. Phipps with Ozarks Electric requested a quad crossing from lot 188 and 189 over to lot 34 and 33. Mr. Evans with Arkansas Western Gas requested that the off site easement be shown on the north part of the property adjoining Bridgeport subdivision. • • • Plat Review Minutes July 27, 1995 Page 2 LARGE SCALE DEVELOPMENT (REVISED PLAT) - NORTH STREET APT. JORGENSEN & ASSOC. - RALPH WALKER The next item on the Agenda was the Large Scale Development for revised plat of North Street Apartments submitted by Jorgensen & Associates on behalf of Ralph Walker. This item was moved to the end of the agenda due to nonrepresentation. Mr. Jorgensen stated the plan was resubmitted due to changes with the retaining wall and size of the units. Discussion ensued regarding drainage and fire hydrant location. Ms. Little requested an off site easement be designated. Ms. Little requested the date in the title block be changed and plat page 405 added to same. She requested the removal of the drainage easement between the two buildings. She requested the developer contact the Landscape Administrator regarding the tree between the building. Ms. Little requested the zoning and proposed use be noted on the plat. She requested a concrete wash out site designated on the plat. Further she requested the name of the owner/developer be noted on the plat. Mr. Burrack with SWEPCO stated they could serve overhead but stated they would consider coming underground on the downhill side of the concrete swail with a transformer between the first two buildings and one between the last two buildings with pedestals. He inquired as to the grade on the uphill side and Mr. Jorgensen stated they were 2 to 5 feet. Mr. Burrack inquired as to the width of the concrete swail. He requested six pack meter setup on the interior of the buildings. Discussion ensued. Mr. Burrack requested a 25 feet building and setback easement as shown on the east side. Mr. Johnson stated they would go Joint trench with SWEPCO and serve two units from one location. He requested that if prewiring was requested they would need to contact in advance and provide a building layout. In light of the terrain problems, Mr. Calloway requested conduit for each unit. • • Plat Review Minutes July 27, 1995 Page 3 PRELIMINARY PLAT - WEDINGTON PLACE ADDITION CLARY DEVELOPMENT The next item on the agenda was the preliminary plat for Wedington Place Addition submitted by Clary Development on behalf of the owners. Ms. Little stated this property had been rezoned last year and Mr. Bone gave an overview stating there were four phases to be developed which included duplex and neighborhood commercial. He stated a portion of the project was in the overlay district and they would provide the 25 feet green space as required for overlay commercial development. Ms. Little inquired if they had been approved by Parks Board and Mr. Bone stated they had not. Further Ms. Little stated they would be held back in the cycle until they had Parks Board approval. Mr. Bunn requested a grading and preliminary drainage plan and Ms. Little stated a topography and preliminary drainage plan had been submitted. Further Mr. Bunn requested an application for the drainage permit and a written report. Mr. Burrack with SWEPCO stated there were adjacent easements and requested a 20 feet easement behind the Wilson Inn. He requested a 4 inch sleeve along Wedington Place between lots 11 and 12 crossing to 48 and 5. He requested a 4 inch sleeve between lots 16 and 17 crossing north to 26. He inquired if the commercial lots would need a 3 phase and Mr. Bone stated he was not certain but thought they would lease to convenience stores, banks, small retail, etc. Mr. Burrack stated if 3 phase was required, the developer would be required to install conduit and transformer pads. Mr. Johnson with TCA stated they would lay joint trench with the utility company as long as no costs were incurred for opening the trench or putting in the line and if costs are incurred they would passed to the developer. He requested the same crossings as SWEPCO and additionally he requested a 4 inch crossing along Wedington Lane at the streetlight over to the easement behind lots 8, 7, and 6; and a 4 inch crossing between lot 20 to the west utility easement; a 15 feet utility easement along the side of lot 26 and 27; and, a 15 feet utility easement between lot 17 and 16. Ms. Little requested that the 15 feet easement be 7.5 feet on either side of the lots. Mr. Evans with Arkansas Western Gas requested the same easements and crossing as previously requested and additionally, requested a 4 inch crossing at lot 13 over to lots 4 and 5, a 4 inch crossing at lot 22 and 23 over to Wedington Lane and a 15 feet easement between lots 22 and 23 with a 4 inch crossing to lots 24 and 33; a 4 inch crossing from lot 48 to lots 11 and 12; a 15 feet utility easement between lots 10 and 11; and, a crossing from lots l0 and 11 to lot 28 and 29. Mr. Calloway with Southwestern Bell noted there was a 20 feet utility easement that feathers out to nothing and requested that it be shown to tie in to the north side of Wedington and requested the same crossings as the Arkansas Western and SWEPCO and additionally requested a 4 inch crossing from lots 1 and 2 over to lot 6. Mr. Jackson requested a hydrant be located at the corner of Wedington Drive and Wedington Place and one at the north end of Wedington Place and half way between each and one at the northwest corner of lot 33; one at lot 16 and 17..Herequested extension and looping of the 8 inch water line along the west side of Wedington Lane to Highway 16. He requested a hydrant on Wedington Lane within 600 feet of the other hydrant and another within 600 feet of there. • • Plat Review Minutes July 27, 1995 Page 4 Mr. Franklin inquired if a connection had been considered from Wedington Lane to Betty Jo. Discussion ensued regarding traffic warrants and signals and Mr. Bone stated the developer was not interested in doing same. Mr. Franklin requested a 3 inch crossing under each road. Ms. Little requested a streetlight at the northeast corner of lot 10, and another light between lots 46 and 47. Ms. Little noted this would change the easement at lots 46 and 47. Ms. Little stated Mr. Johnson had informed her that neither Wedington Lane nor Wedington Place can be used and he further suggested that Wedington Lane be renamed to Timberline to tie in with street to the north. Discussion ensued regarding various options for renaming of streets. Further Ms. Little requested street names for all phases at this time. Ms. Little requested that the plat reflect the proposed use of all residential lots. She requested the dimensions of Wedington right of way and indication of the distance to the next intersection to the west from Wedington Place as required under overlay district regulations and she further requested a list of any planned waivers from the overlay district regulations. She requested that "proposed" be removed from the overlay district. She requested the addition of plat page 401 to the title block. She requested sidewalks by the developer on both side of the street. Ms. Little requested a traffic study prior to Planning Commission consideration of the plat, indicating whether signals are required now or in the future. Discussion ensued. Ms. Little requested a sidewalk or an asphalt trail on the north side of Wedington. Ms. Sandeen stated she had spoken to Brian Ray and he told her there was not much out there but for the record a plan should be submitted which shows percentages of total trees and trees preserved. Ms. Little requested the plat reflect and designate concrete wash out areas. Ms. Sandeen requested the plat reflect equipment storage areas as well. Mr. Bunn inquired regarding the curb construction along Highway 16 and stated it was not required under ordinance. Further he required a total of 50 feet of right of way. Regarding sewer, Mr. Bunn stated an assessment for the Hamstring Creek pump station improvement would be requested. Discussion ensued. Mr. Bunn requested the reservation of the right to assess for off site improvements. Discussion ensued regarding the State Highway Department's schedule of improvements to Highway 16, phase construction, plans for lot 9, and completion of all improvements prior to filing of the final plat and bonding for incomplete improvements Mr. Calloway stated Southwestern Bell would not be responsible for removal of vegetation within the easement or right of way and any costs incurred for relocation of existing facilities would be at the developer's expense. Mr. Johnson requested the same disclaimer. Ms. Little requested the entire 50 feet right of way be graded and cleared unless it is in conflict with the tree preservation plan. Ms..Little stated this would not be forwarded to Subdivision until such time as Parks Board approval had been obtained. • • • Plat Review Minutes July 27, 1995 Page 5 PRELIMINARY PLAT - DAVID LYLE SUBDIVISION MILHOLLAND ENGINEERING - BAYYARI PROPERTIES The next item on the agenda was the preliminary plat for David Lyle Subdivision submitted by Milholland Engineering on behalf of Bayyari Properties. Ms. Little stated the subject plat should have a "revised" notation and requested Mr. Milholland provide a "revised" plat to Mr. Calloway. Ms. Little requested a grading plan and preliminary drainage plan. Regarding the conservation easement, Ms. Little stated same would need to be provided before consideration by the Planning Commission. Discussion ensued. Ms. Little stated without resolution of the easement issue, the plat would be pulled from the process. Mr. Phipps with Ozarks Electric stated he had not received the "revised" plat and therefore would reserve the right to get back with him at another time. He stated the conduit would need to be 36 inches deep behind the curb prior to finished grade. Further he stated any tree removal within the easement would be at the expense of the developer. Mr. Johnson with TAC stated they would go joint trench with the power company and any costs would be passed on to the developer. Mr. Phipps stated there was a blanket easement on the property which would need to be broken down to where the line exists. He requested crossings from the main entrance between lot 153 and 1, 20 feet easement between lot 1 and 2, a 4 inch crossing to lot 103 and 104, a 4 inch crossing from lot 104 to 105 with an easement between them, a 4 inch crossing from lot 104 and 105 over to lot 131 and 132, an easement between lot 130 and 131, a crossing between lot 130 and 131 over to lot 119 and 120, northward to lot 123 and 115 over to lot 87 and 86, an easement between lot 87 and 86, going west from there angle the lot line between lot 130 and 124, an easement between lot 140 and 124, a crossing from there to lot 190 and 191, an easement between 90 and 91 to the back easement. On the west street at the north end, he requested a 4 inch crossing between lot 91 and 141, going east between lot 84 and 84 he requested an easement with a crossing between lot 92 and 114, going west he requested an easement between lot 80 and 81 and crossing from there to lot 21 and 22, going south a crossing to lot 34 and 35 and crossing to lot 47 and 46, a crossing between the south end of lot 41 over to 43, and an easement to join. Further, in the building setback on lot 42 and 43 he requested the easement to be 20 feet in lieu of the 10 feet. Mr. Calloway requested the same easements and crossing. Further he requested an easement along the west property line along Huntsville Road to lot 148 and 149. He requested a 20 feet easement at lot 42. He requested a 20 right of way parallel to Huntsville Road. Discussion ensued regarding whether or not the subject property was a part of the development. Ms. Little requested 10 feet along Huntsville for additional right of way for a total of 30 feet of right of way. Discussion ensued regarding development in the flood plain. Mr. Calloway requested extension of the easement to the north property line. Further, he stated any relocation of facilities and clearing of vegetation would be at the developer's expense. Discussion ensued regarding the fiber optic lines and relocation of same. Mr. Phipps with Ozarks Electric requested the same 4 inch crossings and additionally he requested a 6 inch crossing • • Plat Review Minutes July 27, 1995 Page 6 from lot 41 over to lot 42, and a 6 inch crossing between lot 153 and lot 1. He requested a utility easement from the light between lot 50 and 51. Ms. Little stated sidewalks were required on both sides of the street. Mr. Jackson requested hydrants at lot 1 and lot 82. Mr. Franklin requested lights at lot 140 and 21 and move the lights from the northeast culdesac to lot 55 and 56. He requested street names. Ms. Little requested plat page 559 be added to the title block. Ms. Little requested an asphalt trail in lieu of a sidewalk along the highway. She requested separation of the drainage easement and utility easement between lot 88 and 89. Further she requested designation of a concrete wash out area on the preliminary plat and a revised tree preservation plan. Ms. Sandeen asked that the tree preservation plan include the size of the sugar maple. Mr. Bunn requested a drainage report. Ms. Little requested a street stubout at lot 68 and an additional stubout to be determined at Subdivision Committee Meeting. • • • Plat Review Minutes July 27, 1995 Page 7 PRELIMINARY PLAT - ENGLAND PLACE MILHOLLAND ENGINEERING - DON ENGLAND The next item on the preliminary plat for England Place submitted by Milholland Engineering on behalf of Don England. Ms. Little inquired as to whether or not the plat had been to the Parks Board. Discussion ensued. Ms. Little stated notification was not made on the subject plat and therefore it was not included in the August 14 agenda of the Planning Commission due to the fact that the park land was not drawn on the plat. Discussion ensued. Ms. Little stated the zoning was not approved Ms. Little required street names, separation of all drainage easements and utility easements, 19 street improvements, dedication of an additional 10 feet of right of way and paving one half to city street standards. Mr. Milholland stated the street was already paved but they would widen it. Further Ms. Little requested dimension of lots and streets to be noted on the plat, and designation of a concrete washout area. Further she requested sidewalks on both sides of the street at the developer's expense and a tree preservation plan that disturbance between lot 9 and 10 due to addition of the utility easement. Mr. Burrack with SWEPCO stated the streetlights did not have the proper designation in the legend. He stated there was a 16 feet utility easement between the lots with streetlight locations. Further he stated they would go underground and loop around the outside then loop at lot 87 and 45 down the back lot line. He requested an easement out of the loop at lot 76 and 77. He requested a 4 inch crossing at lot 94 and 95. He continued the loop would start at the Highway between lot 113 and 102 and go south. He requested a street crossing between lot 107 and 108 down to lot 72 and 73. He requested easements between lot 72 and 73 and lot 69 and 70 and 4 inch street crossings between lot 69 and 70 and lot 119 and 120. He stated they would serve with overhead lines. Discussion ensued regarding future plans and the effect same would have on relocating those overhead lines. Ms. Little stated it would be widened to the south. Mr. Burrack inquired regarding the zoning and whether or not duplexes would be included and Mr. Milholland stated it would be all single family. Mr. Johnson with TCA requested the same crossings and easements as SWEPCO and stated they would go joint trench and any costs incurred would be passed on to the developer. Mr. Evans with Arkansas Westem Gas requested the same easements and crossing as SWEPCO. He further requested a 4 inch crossing between lot 75 and 60 over to lot 61 and 74. He requested an easement between lot 8 and 9 and a crossing to lot 68. Mr. Evans stated there was an existing 2 inch line along the south side of 19th street and requested they watch the depth. He added they had a 6 inch high pressure steel line down the north side of 19th street. Ms. Little stated that of the requested 50 feet of right of way the additional 10 feet would need to come off the south. Mr. Calloway with Southwestern Bell requested the same easements and crossing and additionally requested 4 inch crossing at all streets coming off of 19th Street. Mr. Calloway requested 20 feet easements. Discussion ensued. Mr. Jackson requested a hydrant between lot 116 and 117. • • • Plat Review Minutes July 27, 1995 Page 8 Mr. Franklin requested street names and stated the lights were okay. Ms. Little inquired regarding the land shown as Earl Ward. Discussion ensued. Ms. Little stated it appeared to be a street easement which might align with Nonamaker. Further discussion ensued. Ms. Little requested a street stubout on lot 6 which would be discussed at Subdivision Committee meeting. Further she requested that the high pressure gap line on the north side of 19th Street and show the easement. She requested the plat reflect the 24 inch water line and the easement to the south. She requested extension of the drainage pipe to lot lines at 13 and 14 and 22 and 23. Mr. Milholland expressed concern regarding the grade of the subject area and Mr. Bunn stated he would look at it. Ms. Little requested two street stubouts to east. One at lot 39 and the other between lot 32 and 33. Discussion ensued regarding reconfiguration. Ms. Little requested an 8 inch water line along north lot line of 44. Discussion ensued. Ms. Little stated the tree preservation would need to be amended to reflect the change in easements. • • • Plat Review Minutes July 27, 1995 Page 9 FINAL PLAT - MAJOR INVESTMENTS NORTHWEST ENGINEERING - MAJOR INVESTMENTS The next item on the agenda was the final plat for Major Investments a/k/a Major Subdivision submitted by Northwest Engineering on behalf of Major Investments. Ms. Little requested the signature block contain the names of the principal investors. She requested that plat page 559 be added to the title block. She further requested that hydrants and lights along Futrall as required by spacing and resolution of drainage easement problem as related to lot 1. Discussion ensued. Further discussion ensued regarding the right of way on the north side of lot 3. Ms. Little stated there was an adjoining tract which would need access and right of way dedication would be needed to gain access to the east. Mr. Burrack with SWEPCO stated all the requested easements were noted on the fmal plat. Discussion ensued regarding the fire hydrant on the large scale development and Ms. Little requested that same be reflected on the final plat. Ms. Little stated the development was subject to overlay district requirements. She requested the sidewalk along Futrall to be reflected on the large scale plat. Ms. Little requested the subdivision be renamed. • • Plat Review Minutes July 27, 1995 Page 10 PRELIMINARY PLAT - PINE CREST ADDITION, PHASE III NORTHWEST ENGINEERING - BMP DEVELOPMENT The next item on the agenda was the preliminary plat for Pine Crest Addition, Phase 111 submitted by Northwest Engineering on behalf of BMP Development. Ms. Little requested that plat page 363 be added to the title block. She requested dedication of right of way to accommodate a street alignment and revision of the plat to show the off site easement for the proposed storm drain. She requested a street light between lot 124 and 125 and lot 123. She requested the plat reflect a notation that lot 124 and 125 require a separate grading plan. She requested the plat reflect the adjacent property owners and that they are notified before the Subdivision Committee. She requested the building area be checked on lot 122 after setbacks are taken. She requested a grading plan and preliminary drainage report. Mr. Phipps with Ozarks Electric requested a 4 inch crossing between lots 122 and 123. Mr. Johnson with TCA stated they would serve from the front easement. Further he requested that the 20 feet setback be designated as a setback and utility easement. Mr. Evans with Arkansas Westem Gas requested the same easement. Mr. Gray inquired if they would use the same conduit and Mr. Evans confirmed same. Mr. Calloway stated they would not required any additional conduit. Mr. Franklin requested the street names be shown on the plat. Ms. Cox requested the deed on the park land. Ms. Little requested an easement on Sycamore at lot 23 and Mr. Bunn stated he had talked to Kurt Jones with Northwest Engineering who added 5 feet of easement on lot 20, 21, 22, and 23. • • Plat Review Minutes July 27, 1995 Page 11 LARGE SCALE DEVELOPMENT - ARNOLD ORTHOPAEDIC OFFICES CEI ENGINEERING - ARNOLD & ASSOC. The next item on the agenda was the large scale development for Amold Orthopaedic Offices submitted by CEI Engineering on behalf of Amold and Associates. Ms. Little noted the vicinity map was incorrect and inquired if the building would be sprinklered and Mr. Hesse stated it would be. Ms. Little stated the dumpster would need to relocated to the northeast corner and should not be enclosed. Mr. Hesse stated Solid Waste had been agreed to allow enclosure of the dumpster which would be rolled out to the curb for pickup. Discussion ensued. Ms. Little referred to a memo dated July 18, 1995 and stated the matter would need to be resolved. Mr. Phipps with Ozarks Electric inquired if they would need 3 phase service and Mr. W ilhelms stated it would. Mr. Phipps requested the plat indicate the location of the transformer pad. Discussion ensued. Mr. Phipps stated with single phase they would required 2 inch conduit. Mr. Johnson with TAC requested 2 inch conduit if they needed cable service. Mr. Evans with Arkansas Western Gas stated they had service which runs up the east side and requested the 10 feet off site easement be shown on the plat. Ms. Little requested sidewalk notation on the plat. She stated signs required the approval of inspections. She requested plat page 175 be noted on in the title block. She further stated there was a tree conflict at the south drive. Mr. Hesse stated those trees would be relocated. Ms. Sandeen requested a notation be added to the plat reflecting the trees would be relocated. Ms. Little stated the parking lot required a 25 feet landscape area is required along Parkview and same should be dimensioned on the plat. She requested the addition of a 5 feet buffer around the site. Mr. Bunn requested a preliminary drainage report. Mr. Hesse submitted certified return receipts for adjoining property owner verification. • Plat Review Minutes July 27, 1995 Page 12 LARGE SCALE DEVELOPMENT - ELKHART PRODUCTS NORTHWEST ENGINEERING - ELKHART PRODUCTS The final item on the agenda was the large scale development for Elkhart Products submitted by Northwest Engineering on behalf of Elkhart Products. Mr. Gray stated the building additions included on the east side a 5,200 square feet of office area, 60 by 125 feet warehouse area, and on the front a 50 by 15 mechanical room along with a parking area. Mr. Evans with Arkansas Western Gas stated they would have to relocate the meter. Mr. Calloway stated relocation costs would be at the developer's expense. Mr. Franklin stated the parking lot would need to have 88 space and the one in front of the building should be van accessible. He further stated the aisle width should be 5 feet. Ms. Little inquired regarding the future entrance. She stated all areas would need to be paved. She requested the dimension of Highway 71 from the center line to be shown on the site plan. She requested that plat page 717 be added to the title block. • Meeting adjourned at 11:20. • • • Plat Review Minutes July 27, 1995 Page 13 Discussion ensued regarding sign off and filing of final plats. Per Ms. Little, the secretary was directed to prepare a memorandum of policy stating that prior to sign off on mylar final plats for recordation, the engineer must provide and distribute a blue line copy of same in order to verify all requested easements, crossings, etc.
