HomeMy WebLinkAbout1995-06-08 - Minutes• • MINUTES OF PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, June 8, 1995 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: Dennis Burback, Tim Johnson, Rick Evans Andy Calloway, and Mike Phipps CITY REPRESENTATIVES: Aleft Little, Lisa Cox, Mickey Jackson, Janet Johns, and Kerry Coburn PRELIMINARY PLAT - PINECREST PHASE II BMP DEVELOPMENT - E OF SALEM ROAD, N OF ESSEX DRIVE The first item was the preliminary plat for Pinecrest Phase II, submitted by Kurt Jones on behalf of BMP Development for property located east of Salem Road, north of Essex Drive. The property is zoned R-1.5, Moderate Density Residential and contains 15.2 acres. Ms. Little stated the overall plat had been revised and requested street names be designated. Discussion ensued. Mr. Phipps with Ozark Electric requested crossings from the northeast corner at lot 28 to lots 95 and 96, from lot line 87 and 88 to lots 115 and 116. Further he requested a 4 inch crossing from lots 121 and 110 to lot 76 and 77. Additionally he requested a 20 feet utility easement (10 feet on each side) on lots 76 and 77. Discussion ensued regarding the depth of the easement at 36 inches. Mr. Evans with Arkansas Western Gas requested the same crossings. Mr. Calloway with Southwestern Bell Telephone requested the same crossings. Mr. Jackson with Fayetteville Fire Department requested a hydrant at lot 116, lot 79, lot 73, and at the entrance to Phase I. Ms. Little requested a legal description of park lands and Mr. Jones provided same to Lisa Cox. Further Ms. Little requested that a rendered drawing of the park land be submitted. Discussion ensued regarding access to the park land and Ms. Little requested that the 20 feet utility easement be dedicated as access between lot 81 and 82. Ms. Little inquired as to which side of the street would sidewalks be located and Mr. Jones responded they would be located on both sides. • Ms. Little requested that the entire 50 feet right of way be graded. Mr. Calloway requested an off site easement on the Walnut Acre side at lots 73 through 77. Discussion ensued. • • Plat Review Minutes June 8, 1995 Page 3 LARGE SCALE DEVELOPMENT - HANNA WAREHOUSE BURT HANNA - S OF 15TH, W OF ARMSTRONG The next item was the large scale development for Hanna Warehouse submitted by N.W. Engineers on behalf of Burt Hanna for property located south of 15th Street, west of Armstrong, This property is zoned I-1, Heavy Commercial and Light Industrial and contains 5 08 acres. Ms. Little stated that the plat had been revised to show the gas easement, tree locations, and looped waterline. Further she requested that the plat reflect the name Potpourri Drive. Additionally she requested Hanna Drive be designated as a private drive. Mr. Jackson requested a fire hydrant in the northeast corner in the southern island. Further he inquired as to whether or not the building would be sprinklered and Mr. Jones responded they would be sprinklered. Mr. Calloway stated service would be provided from the northeast corner. Discussion ensued regarding issues relating to the gas line and Mr. Evans stated it had been resolved. Mr. Burrack with SWEPCO stated they would go in the same easement. Mr. Calloway stated they would service from the northeast comer. Mr. Bunn noted the dumpster was in the 25 feet utility easement and same would need to be approved with sanitation. Ms. Little stated the tree preservation plan was fine. Discussion ensued regarding van accessible handicapped parking and requirements for 8 feet stripped aisles. Mr. Jones inquired as to why the industrial place gas line easement was not on the plat and Mr. Evans stated he would check same. Further discussion ensued regarding whether or not the plat had been filed and Mr. Jones expressed concern regarding the amount of water line construction and why same was not required with large scale development of the Industrial Park. Discussion ensued. Discussion ensued regarding filing of the Industrial Park plat, filed easement plan, and easement deeds. • Micky Jackson requested that the water lines be looped. Discussion ensued. • • • Plat Review Minutes June 8, 1995 Page 4 LARGE SCALE DEVELOPMENT - COZART OFFICE BUILDING DON COZART - NE CORNER OF INTERSECTION EAST & MEADOW The last item was the large scale development for Cozart Office Building submitted by Bob Kelley on behalf of Don Cozart for property locatedat thenortheast corner of the intersection of East. and. Meadow Streets (formerly Hatfield Motors.) The property is zoned C-3, Central Commercial and contains .58 acres. Ms. Little inquired as to whether or not the owner had considered sprinklers in the building and Mr. Kelley stated that it had been considered but nothing definite had been determined. Ms. Little stated the aisle width had been opened in the front of the building. Ms. Little stated the parking requirements would need to be presented to the Planning Commission with an excess number. Discussion ensued regarding the existing building containing 9000 to 9500 square feet. Mr. Burrack with SWEPCO stated the existing service was overhead with 4 wire, 3 phase service fed by the underground system put in by HUD in 1977-78. Discussion ensued regarding the bundled 12KV conductor and loop system around Fayetteville Square. Ms. Little inquired if same could go underground and Mr. Burrack stated it could be done with cost participation in a total cost which he would provide to Ms. Little. Mr Evans with Arkansas Western Gas stated they had existing service via line running down the alley. Discussion ensued regarding meters and Mr. Kelley stated he would contact the utility representatives regarding same. Mr. Calloway with Southwestern Bell stated service was provided via a pole with service drop. Discussion ensued regarding whether or not the alley was a dedicated utility easement. Ms. Little requested the plat reflect street and alley dimensions. Mr. Calloway requested information as to number and location of the phone lines. Mr. Kelley requested service off the alley. Further Mr. Calloway wanted the developer to be aware there was only one, small, service line providing 5 lines. Discussion ensued regarding the location of service and the conditions in the alley. • Plat Review Minutes June 8, 1995 Page 5 Ms. Little requested the plat reflect the usage and number of offices Mr. Kelley stated there were 5 offices Mr. Kelley inquired if the alley could be filled and Ms. Little responded she would not recommend same. Discussion ensued regarding clean up of the alley and Mr. Kelley stated that he would contact DPC&E.. Mr. Bunn requested a grading permit for the removal of the service area. Ms. Little requested the plat reflect a tree preservation note. • • • Plat Review Minutes June 8, 1995 Page 6 PRESENTATION OF THE CLIFFS ENTRY WAY Ms. Little presented a rendering of the proposed entrance to The Cliffs. She stated the designated street was a public street and the developer had requested allowance of a tower type structure. She stated she would like the support of the utilities for the subject project. Discussion ensued. Ms. Little stated tree topping was illegal and utilities performing said trimming would be cited. Discussion ensued. Further discussion ensued regarding easement narrowing and coordination among the utilities to stay within the easement and enforcement of same. Meeting adjourned.
