MINUTES OF PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on
Thursday, May 25, 1995 at 9:00 a.m. in Room 111 of the City
Administration Building, 113 West Mountain Street, Fayetteville,
Arkansas.
UTILITY REPRESENTATIVES: John Hill, Mike Phipps, Rick Evans,
and Andy Calloway
CITY REPRESENTATIVES: . Alett Little, Don Bunn, Randy Allen,
and Sharon Langley
OTHERS PRESENT: Kurt Jones, Glen Carter, and Bill Rudasill
LARGE SCALE DEVELOPMENT - HANNA WAREHOUSE
BURT HANNA - S OF 15TH, W OF ARMSTRONG
The first item was the large scale development for Hanna Warehouse
submitted by N.W. Engineers on behalf of Burt Hanna for property
located south of 15th street, west of Armstrong, and is zoned I-1,
Heavy Commercial & Light Industrial and contains 5.08 acres.
ALETT LITTLE - CITY PLANNING
Ms. Little requested the private drives be named and designated as
same.
JOHN HILL - SWEPCO
Mr. Hill stated the transmission line ran between the new building
and the old building with distribution underneath. Further, he
stated there were poles along the south edge of the building
allowing service to the pad and transformers. Additionally, he
stated they would come off the pole located at the 788.80 feet
mark.
Mr. Hill requested a pad, ditch, and conduit. Further he stated
they could locate the transformer on top the building.
He advised the easements shown were fine.
RICK EVANS - ARKANSAS WESTERN GAS
Discussion ensued regarding the two main lines along the west side
of the property running in a southerly direction and the width of
the easements.
Mr. Evans requested the lines and easements be shown on the plat,
noting a 60 -foot easement was not shown.

ALETT LITTLE - CITY PLANNING
Ms. Little stated that, due to the above changes, the size of the
building and parking requirements would be affected and she tabled
the item.
ANDY CALLOWAY - SOUTHWESTERN BELL
Mr. Calloway requested a letter from the owners stating whether or
not the building was an expansion and stating the usage of same.
Discussion ensued regarding the usage of the building.
Mr. Calloway inquired as to whether or not an easement plat was
filed for Phase I and requested a copy of same.
Ms. Little inquired as to whether or not the plat for the
Industrial Park was ever filed. Discussion ensued regarding the
Industrial Park plat and filing of same.

PRELIMINARY PLAT - DOUBLE TREE ESTATES, PHASE II
LES HOWELL & EUGENE TOY - W OF MT COMFORT, E OF DOUBLE SPRINGS RD
The next item was the preliminary plat for Double Tree Estates,
Phase II submitted by Jorgensen Engineering on behalf of Les Howell
and Eugene Toy for property located west of Mt. Comfort Road, east
of Double Springs Road. This property is zoned R-1, Low Density
Residential and contains, 27 lots within 57.01 acres.
GLEN CARTER - JORGENSEN ENGINEERING
Mr. Carter stated the subject plat was in the growth area and would
go before the County at their next regular session.
ALETT LITTLE - CITY PLANNING
Regarding streets, Ms. Little requested the stub outs to the west
be paved between lots 21 and 30 and requested an additional paved
stub out to the south between lots 23 and 24.
Further, Ms. Little requested a particular name for the street be
shown on the plat. She also requested a scale be shown on the plat
and a seal on the boundary survey and indication of the proposed
usage unit be indicated.
Ms. Little requested the right of way dimension be indicated on the
plat.
MIKE PHIPPS - OZARKS ELECTRIC
Mr. Phipps inquired as to the dimensions and location of the
perimeter easement.
Mr. Carter stated there was a 25 -foot setback and 50 feet of right
of way to the curb and gutter. Discussion ensued regarding
negotiations with the County requirements on street width.
Mr. Phipps requested a 4 inch crossing on Ashley Lane running north
and south at the intersection. Discussion ensued regarding the 24
inch crossings behind the curb.
Ms. Little stated the crossing should be 50 feet extending
completely across the right of way. Additionally, she stated the
entire 50 feet of right of way should be to grade.
Mr. Phipps stated there was existing power to lot 14. Discussion
ensued regarding the subject lot. He advised the easement to the
transformer along the street would be where they would serve the
project underground. He requested a 20 -foot perimeter easement be
indicated on the plat.

RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans stated they did not currently have lines in the subject
area but, if service was extended in the future, they would look at
the easements.
ANDY CALLOWAY - SOUTHWESTERN BELL
Mr. Calloway requested the 25 -foot setback and easement be shown to
extend to the west property line. Further he stated they had
planned front lot service with the following crossings: 4 inch
across at the intersection of Ashley from lot 16 to lot 35; 4 inch
across Ashley from lot 32 and 33 over to lot 17 and 18; 2 inch
crossing for service between lot 34 and 35 over to lot 36 and 37;
2 inch crossing between lot 13 and 14 over to lot 11; 2 inch
crossing between lot 30 and 31 over to lot 28 and 29; 2 inch
crossing between lot 26 and 27 over to lot 19 and 20; and, 2 inch
crossing between lot 24 and 25 over to lot 21 and 22.
RANDY ALLEN - STREET DEPARTMENT
Mr. Allen inquired as to whether or not drainage would be affected
by paving the stub outs.
Mr. Carter stated they would change the plan to correct any
problems. Discussion ensued regarding the changes and location of
the drainage easement. Discussion ensued regarding drainage
between lot 14 and 15 and whether or not it could run toward the
gulley.
Discussion ensued regarding fire hydrants and street lights.
ALETT LITTLE - CITY PLANNING
Mr. Little required sidewalks be shown along one side of the
streets. Further she requested a temporary cul-de-sac at Toy
Street to the south and straight stub outs at Stacy Main and the
unnamed street. Discussion ensued regarding asphalt curbs.
DON BUNN - CITY ENGINEER
Mr. Bunn stated the streets should be 31 feet in width. He
requested the water lines be extended to the property line.
Discussion ensued regarding drainage to adjoining properties.

• Ms. Little required approval from the County be granted prior to
proceeding to Planning Commission.

PRELIMINARY PLAT - EMERALD SUBDIVISION, PHASE II
J.B HAYS, N OF TOWNSHIP, N OF WESTVIEW DR
The next item was the preliminary plat for Emerald Subdivision,
Phase II submitted by Jorgensen Engineering on behalf of J.B. Hays
for property located north of Township, north of Westview Drive.
This property is zoned R-2, Medium Density Residential and
contains, 3 lots within 2.13 acres.
ALETT LITTLE - CITY PLANNING
Ms. Little stated that, according to Fire Chief Mickey Jackson,
there was a problem with inadequate fire protection.
Mr. Bunn stated there was a line to the north but he was unsure as
to whether or not it would be feasible to tie into it. Discussion
ensued regarding elevation, the amount of gallons needed per
minute, and cooperation between the Fire Department and the
engineer regarding same.
Discussion ensued regarding the amount of time necessary to correct
the flows and whether or not they could achieve same prior to
Planning Commission.
Ms. Little inquired as to whether or not the plat had been to Parks
and Recreation Board and Mr. Carter stated he was not sure. Ms.
Little stated the plats would not be accepted unless they had been
to Parks and Recreation for a determination. Little requested
there be a meeting with Parks prior to forwarding the plat to the
Subdivision Committee meeting in order to ascertain whether or not
fees or land dedication would be required.
JOHN HILL - SWEPCO
Mr. Hill requested the on-site easement to the east be labeled. He
advised they would provide service from the southeast corner of lot
3 and the northwest common corner of lot 1 and 2. Further he
stated there were existing facilities in Phase I which ran north
providing a connection to lots 1 and 2.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans stated he would provide service in the same areas as
SWEPCO.
ANDY CALLOWAY - SOUTHWESTERN BELL
Mr. Calloway stated he had service at the southwest corner of lot
3 and requested the building setback be labeled as a utility
easement around the cul-de-sac.

Discussion ensued regarding enforcement of the designated zoning.
RANDY ALLEN - STREET DEPARTMENT
Discussion ensued regarding the drainage plan and Mr. Bunn stated
he required the same.
ALETT LITTLE - CITY PLANNING
Ms. Little requested the following information be shown on the
plat: adjoining property owners, square footage of each lot; the
slop of each lot. She advised each lot might need to have an
individual grading permit.
Mr. Bunn advised individual grading plans were required on lots
with grades greater than 20o and the same should be reflected on
the plat.
Ms. Little requested a Tree Preservation Plan be submitted with the
copy of the plat for Subdivision Committee.
Discussion ensued regarding the location of the streetlight.
DON BUNN - CITY ENGINEER
Mr. Bunn requested information regarding water flow and further
requested a grading permit and drainage plan.
Discussion ensued regarding the status of Emerald Street and the
problem areas of same. Further discussion ensued regarding whether
or not the developer could be required to improve or contribute to
improvement of same.

FINAL PLAT - WINDY HILL
HENRY & LORITA SIMMONS - N OF JOYCE, W OF OLD WIRE ROAD
The next item was the final plat for Windy Hill submitted by
Landtech Engineering on behalf of Henry and Lorita Simmons for
property located north of Joyce Street, west of Old Wire Road.
This property is zoned R-1, Low Density Residential and contains 8
lots within 51.31 acres.
ERICA HAMMONS - LANDTECH ENGINEERING
Ms. Hammons stated the plat had been submitted to the County.
ALETT LITTLE - CITY PLANNING
Ms. Little required an engineer's stamp be included on the plat.
MIKE PHIPPS - OZARKS ELECTRIC
Mr. Phipps requested a 20 -foot utility easement be indicated along
all lot lines (10 feet on either side of the line.)
Further he stated there was existing power along Zion Road which
would provide the service.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans stated there were existing lines along the front.
ANDY CALLOWAY - SOUTHWESTERN BELL
Mr. Calloway stated this was in the Springdale service area and the
SWB representative had reviewed same and had no comment.
ALETT LITTLE - CITY PLANNING
Ms. Little required adjoining property owner notification prior to
the next meeting.
DON BUNN - CITY ENGINEER
Discussion ensued regarding the drainage easement and maintenance
of same.
Further discussion ensued regarding usage of the drainage ditch as
a property line.

PRELIMINARY PLAT - DEANE SOLOMAN PLACE
E.H. SONNEMAN & SARA SONNEMAN AGEE - S OF LORI DR, E OF DEANE
SOLOMON RD
The next item was the preliminary plat for Dean Soloman Place
submitted by WBR Engineering on behalf of E.H. Sonneman and Sara
Sonneman Agee for property located south of Lori Drive, east of
Deane Soloman Road. This property is zoned R-1.5, Moderate Density
Residential and contains 16 lots within 5.65 acres.
ALETT LITTLE - CITY PLANNING
Ms. Little advised Deane Soloman needed to be dimensioned from the
centerline at 40 feet. She requested the vicinity map show all
approved subdivisions within a one mile radius. She also requested
the plat reflect the square footage of each lot.
Mr. Rudasill stated he would change the name of Deane Solomon Place
to Jeremiah.
Ms. Little requested the right of way on Colony Trail be
dimensioned.
Mr. Rudasill stated it would be 50 feet.
Ms. Little requested the adjacent property owners' names be
indicated on the plat. She further requested sidewalks be
indicated along Deane Solomon Road and Colony Trail and the new
street. She noted the new signature block was not being used. She
further required the plat be sent to Parks and Recreation Board for
their determination.
MIRE PHIPPS - OZARKS ELECTRIC
Mr. Phipps stated they would serve via the overhead 3 phase running
along Razorback Golf Course Drive. Further he stated there was an
overhead line along Deane Solomon and an overhead which fed back to
Trail Wood Mobile Homes on the south property line. Further he
stated lots 9-15 would be served off the overhead with underground
cable from the poles. Additionally he stated they would go
underground from the south property line to the north property line
serving lots 1-8.
Discussion ensued regarding the power line along Deane Solomon Road
which extended to Highway 112.

RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans requested the 20 -foot perimeter easement be identified on
the plat. Further he requested the 20 -foot easement be identified
on the plat along Coyote Trail.
Mr. Evans requested a 4 inch crossing at the intersection of Coyote
Trail and Deane Solomon. He stated he had a line on the east side
of Deane Solomon which was scheduled to be replaced and placed on
the west side which would provide service to the subject area.
ANDY CALLOWAY - SOUTHWESTERN BELL
Mr. Calloway requested the same easements and crossings.
RANDY ALLEN - STREET DEPARTMENT
Discussion ensued regarding the hydrant locations. Mr. Allen
requested a hydrant be located between lot 5 and 6 and another at
the intersection.
BILL RUDASILL - WBR ENGINEERING
Mr. Rudasill stated the drainage at the south end of Deane Solomon
was at the crest of the road and water would be moved to the mouth
of the subdivision, then collected and taken under Coyote Trail and
discharged into the ditch along Deane Solomon to the north of the
subject project.
DON BUNN - CITY ENGINEER
Mr. Bunn required a preliminary grading plan, and a written
statement of the drainage as delineated above would suffice for a
drainage report. He advised the drainage would go to the Hamstring
Creek pump station with a $200 per lot fee for same.
Mr. Bunn required a contribution for improvement of one-half of
Deane Solomon Road to be constructed.
Discussion ensued regarding Coyote Trail. Ms. Little stated they
would be required to provide a full size street for same and there
was a question regarding a connection to the west or a stub out at
that location.
Mr. Rudasill stated the owner would rather adjust the plan to
provide access to the subdivision from the south. Consensus was in
favor of the option and Mr. Rudasill stated a plat reflecting same
was ready. Discussion ensued regarding access options and Crystal
Springs.

Ms. Little stated staff would prefer the "flipped over" plat and
Mr. Bunn noted it would not affect the utility requirements.
Mr. Bunn requested the plat reflect all duplex structures. He
further advised an easement plat would be necessary.
Discussion ensued regarding coordination among the utility
providers when boring and installing conduit.
Mr. Bunn requested streetlights every 300 feet and stated the plat
should reflect same.
