HomeMy WebLinkAbout1995-05-04 - MinutesMINUTES OF PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, May 4, 1995 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: Steven Bull, Tim Johnson, Rick Evans, and Mike Phipps CITY REPRESENTATIVES: Alett Little, Tim Conklin, Mandy Bunch, Perry Franklin, Lisa Cox, Mickey Jackson, and Sharon Langley Ms. Little advised Andy Calloway would not be present but had given her his comments. LARGE SCALE DEVELOPMENT - NORTH STREET APARTMENTS WALKER CONSTRUCTION - N OF NORTH ST AND W OF GREGG The first item on the agenda was a large scale development for North Street Apartments previously submitted by Dave Jorgensen on behalf of Walker Construction for property located east of the railroad tracks, north of North Street and west of Gregg Street. This property is zoned R-2, Medium Density Residential and contains 2.15 acres. Ms. Little stated Southwestern Bell had requested 2 -inch conduit looped from each unit along North Street and a utility easement along the east property line. Discussion ensued regarding the utility easement and Ms. Little stated it should be a utility/access easement. She explained the Trails Committee had requested a 6 feet wide, asphalt, foot/bicycle path at this location to be constructed by the City at a later date. STEVEN BULL - SWEPCO Mr. Bull stated they had an existing overhead line running along the east edge of the property. Further, he stated SWEPCO had an existing easement. Discussion ensued regarding underground ground pedestals and the effect a retaining wall would have on same. Mr. Bull stated he would contact Mr. Jorgensen on the width of the easement. Ms. Little requested a determination as to whether or not the retaining wall was inside the right-of-way obtained with the North Street project. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans requested the same easement behind the building and a 20-25 foot easement along North Street. TIM JOHNSON - WARNER CABLE Mr. Johnson also requested the same 20-25 foot easement at the back of the property. Further, he requested the developer contact Warner Cable for pre - wiring. He explained they would have access off the SWEPCO pole line and the retaining wall should not prevent them from coming in underground. RANDY ALLEY - STREET DEPARTMENT Randy Allen stated he had no comments. MICKEY JACKSON - FIRE DEPARTMENT Mickey Jackson requested a hydrant between the first two buildings to be located in the stubout green area. • • • Plat Review Minutes May 4, 1995 Page 2 Discussion ensued regarding handicap access parking. Ms. Little stated the developer needed to provide 1 handicap space per 25 parking spaces. Mr. Hennelly stated they would provide one handicap access space per building. Discussion ensued regarding streetlights. Mr. Hennelly explained Jim Johnson, 911 coordinator, had requested the access be a city street in order to provide service. Don Bunn stated the street would be a private street and made a strong recommendation that the developer provide adequate lighting. Ms. Little stated the Parks Department had requested a fee in lieu of greenspace and further requested that the developer contact Lisa Cox at 444-3472 for the amount due. TIM CONRLIN - PLANNING In response to a question from Mr. Conklin, Ms. Little stated there was an existing sidewalk along North Street which would have to be brought to ADA Standards. Mr. Conklin stated the water line would need to be brought to the north side of the street and the City would not allow the street to be cut resulting in boring underneath. He also requested a tree preservation plan showing the existing tree canopy and designating which trees would be preserved and which would be removed. Further, he requested that some type of fencing be erected around those to be preserved. Mr. Conklin noted the sewer line would need to be relocated at the expense of the developer. Further, he stated the existing sewer easement would need to be vacated by the City Council and requested that Mr. Jorgensen contact him for the necessary application. He advised the developer would need to contact Cheryl Zotti with Solid Waste for dumpster locations. He noted there was a potential problem with turnaround access. He requested the use unit be noted on the plat with the number of bedrooms per apartment. He advised a preliminary drainage and grading plan would be due by Monday, May 8. Discussion ensued regarding drainage down the swale parallel to the railroad. DON BUNN - CITY ENGINEER Mr. Bunn advised there was a telephone duct along North Street but he did not know the exact location or depth. He recommended the developer use caution while boring under the street due to the telephone duct. He also noted there was a 12 inch line along the south side of the street which would need to be pinpointed before proceeding with the boring. Ms. Little advised that any relocation of phone lines would be at the expense of the developer. LISA COX - PARKS DEPARTMENT Ms. Cox advised the greenspace fee was $5,040. • • • Plat Review Minutes May 4, 1995 Page 3 FINAL PLAT - BROOKBURY SUBDIVISION MARK FOSTER & BUDDY PEOPLES - S OF SKILLERN, E OF HWY 265 The next item on the agenda was a final plat for Brookbury Subdivision (formerly Savanna Estates Phase 5) submitted by Dave Jorgensen and Associates on behalf of Mark Foster and Buddy Foster for property located south of Skillern, east of Highway 265. The property is zoned R-1, Low Density Residential and contains 49.65 acres. Mr. Conklin requested standard streetlighting at every intersection and cul-de- sac with a 300 feet interval between the curb and the sidewalk within the street right-of-way. Mr. Bunn stated the developer needed to determine the location of the waterline and go to the other side of the street for the streetlights. Ms. Little advised she did not have comments from Andy Calloway, Southwestern Bell Telephone, on this development. MIKE PHIPPS - OZARK ELECTRIC Mr. Phipps advised the easements shown were fine. He stated they had discussed placing the transformers inside the 4 foot greenspace between the curb and sidewalk and they would try it. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans advised the easements as shown were fine. TIM JOHNSON - WARNER CABLE Mr. Johnson advised the easements as shown were fine. He stated the developer had opted not to provide cable access at this time and a notation would need to be made on the plat stating cable was not installed. RANDY ALLEN - STREET DIVISION Mr. Allen had no comments. PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin had no comments. LISA COX - PARRS Ms. Cox advised they still needed a deed on the parks lands. Mr. Hennelly stated the deed would be completed within the next few days. MICKEY JACKSON - FIRE DEPARTMENT In response to a question from Chief Jackson, Ms. Little advised the fire hydrants had been installed but some were very low. Mr. Hennelly assured Chief Jackson the hydrants would be adjusted when the lots were graded. • • • Plat Review Minutes May 4, 1995 Page 4 TIM CONKLIN - PLANNING Mr. Conklin noted there was not an access from the entry street to the property to the east. He also requested a temporary cul-de-sac between lots 66 and 67 to become permanent in 2 years if off-site development did not occur. He further advised sidewalks were required along the entry street but it appeared it would be difficult to put them in due to spacing. Mr. Hennelly stated that, if there was not room for sidewalks, they would pull the street back. MICKEY JACKSON, FIRE DEPARTMENT Chief Jackson advised a hydrant might be needed between lots 37 and 38. Mr. Hennelly stated he would check the distance and, if it was necessary, they would provide same. TIM CONKLIN - PLANNING Mr. Conklin requested the plat have a notation that dedicated park land would be developed as a trail in the future. Ms. Little stated she had asked for a memo from the Parks Department approving the trail. DON BUNN - CITY ENGINEER Mr. Bunn requested drain emissions control pipes be extended to the ditch. Further he requested separation of all utility and drainage easements with 10 feet widths for each. Tim Johnson requested the setback from Skillern Road be shown as a setback and utility easement. Mr. Conklin noted the setbacks needed to be shown on the plat. Mr. Allen noted the plat showed only a utility easement between lots 16 and 17 but advised there was a drainage pipe at that location. Mr. Bunn stated the preliminary plat designed sidewalks on both side and advised the Planning Commission would need to waive the sidewalk if it did not fit within the easement. Ms. Little stated staff would support same if the developer provided construction of a trail within the eastern easement. Discussion ensued and Ms. Little requested that, if the sidewalk would not be built as designated, it should be removed from the plat. • • • Plat Review Minutes May 4, 1995 Page 5 AMENDED FINAL PLAT - CROSSOVER HEIGHTS PHASE I NUMEROUS OWNERS - S OF SETTER STREET, E OF HWY 265 The next item on the agenda was an amended final plat for Crossover Heights Phase I submitted by Dave Jorgensen on behalf of numerous owners for property located south of Setter Street, East of Highway 265. Ms. Little stated Mr. Calloway had no comments regarding the plat. Mr. Hennelly stated the developer would be asking, in the near future, for the easement between lots 10 and 11 to be vacated. Mr. Bull, SWEPCO, advised he believed SWEPCO had a primary line between lots 13 and 14. Mr. Allen pointed out the easement between lots 13 and 14 was both a utility and drainage easement. He requested the drainage easement be removed. • • • Plat Review Minutes May 4, 1995 Page 6 LARGE SCALE DEVELOPMENT - COMMUNITY BANCSHARES COMMUNITY BANCSHARES - S OF JOYCE, W OF BUTTERFIELD TRAIL VILLAGE The next item on the agenda was a large scale development for Community Bancshares submitted by Mark Westburg of McClelland Consulting Engineers for property located on the south side of Joyce Street, immediately west of Butterfield Trail Village. This property is zoned C-2, Thoroughfare Commercial and contains 2.58 acres. Ms. Little read Mr. Calloway's comments: any existing utilities which needed to be relocated would be at the developer's expense and conduit be provided from the building. MIKE PHIPPS - OZARK ELECTRIC Mr. Phipps stated the utility easements were fine but relocation of the existing overhead electric line, 30 feet off the property line, would be at the developer's expense. Ms. Little requested written confirmation from Ozarks Electric agreeing to relocate the line. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements shown were fine. TIM JOHNSON - WARNER CABLE Mr. Johnson requested a 2 inch conduit crossing underneath both entrances. Discussion ensued regarding placement of the easement and the tree line. Mr. Johnson also requested that, if the developer desired cable service, they provide 2 inch conduit from the building out to the utility easement. Mr. Phipps requested a quad under the entrances. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson requested a hydrant at the west entrance in addition to the one shown on the plat. In response to a question from Chief Jackson, Mr. Westburg stated he would check with the owners to see if the building would be sprinkled. Ms. Little stated staff recommended sprinkling of the building. PERRY FRANKLIN - STREET DEPARTMENT Mr. Franklin commented that the overhead electric lines had a streetlight on the pole across the street which would need to be relocated. Discussion ensued regarding future development to the south and west and providing access to same. TIM CONKLIN - PLANNING Mr. Conklin advised screening would be required along the east side of the property. He requested a tree preservation plan indicating the trees to be preserved. He advised there needed to be a written notation on the plat which stated that, if a tree died in the future, the developer would replace it. • • Plat Review Minutes May 4, 1995 Page 7 He stated a 5 feet wide sidewalk 4 feet from the curb along Joyce Boulevard would be required. Additionally he requested the high pressure sodium lighting within the parking lots be shielded and directed downward. In response to a question from Mr. Westburg, Ms. Little stated only an easement would be required on the cross access. Mr. Conklin reviewed the parking lot landscaping requirements. In response to a question from Ms. Little, Mr. Westburg stated the gravel area shown on the plat was a current access for pedestals. He noted he would check to see whether or not the access would be left. Ms. Little stated she did not have any problem with the gravel area but would like the equipment be screened and the barbed wire removed. Mr. Westburg stated he believed the barbed wire belonged to Butterfield. DON BUNN - CITY ENGINBBR In response to a question from Mr. Bunn regarding sewer service, Mr. Westburg stated they would have to go to the main line and would not use the manhole. He advised easement negotiation was in process. Discussion ensued as to whether the crossing was a 6 or 8 inch line. Mr. Bunn requested that it be an 8 inch extension. He stated the drainage ditch to be constructed and maintained at the developers expense should be carried on to the creek. Mr. Westburg stated that it would go in adjacent to the water line. Discussion ensued regarding provision of access to Butterfield Trails. Mr. Westburg stated the only comments received from Butterfield Trails was regarding location of the trash dumpsters. Additionally he stated that they would connect to the sidewalk in front of Butterfield. Plat Review Minutes May 4, 1995 Page 8 LARGE SCALE DEVELOPMENT - AMERICAN LEGION POST 27 SHELTON-TUCKER POST - N OF HWY 16, W OF CDRTIS The next item on the agenda was a large scale development submitted by Harry Gray of Northwest Engineers on behalf of the Shelton -Tucker Post 27 American Legion for property located north of Highway 16, west of Curtis. This property is zoned R-2, Medium Density Residential and contains 10 plus acres. Little stated Southwestern Bell had requested a 15 feet perimeter easement for telephone, increased to 20 feet if other utilities wanted to locate in the same easement. She noted Mr. Calloway had believed there was an off-site easement which could be used to service the project but he had not done any research. STEVEN BULL - SWEPCO Mr. Bull stated they had an overhead electric line running down the east side of Curtis Avenue and would provide service from that point. Further, he stated that along the west edge of the right of way they would go overhead with a pole and serve from a pedestal. Discussion ensued regarding alternatives to overhead wire across the street. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated service would be provided from the gas line running on the west side of Curtis Avenue. Further, he requested the easement requested by Mr. Calloway be increased to 20 feet. TIM JOHNSON - WARNER CABLE Mr. Johnson stated asked that he be contacted for pre -wiring. RANDY ALLEN - STREETS Mr. Allen requested the drainage from the apartments flow into the retention pond. Discussion ensued regarding the drainage flow. Mr. Bunn stated the pond was only for on-site retention. He advised the subject area might be considered in the CIP process and should not be the responsibility of the developer. TIM CONKLIN - PLANNING Mr. Conklin requested that the developer check with Leslie in Solid Waste regarding dumpster location. Mr. Gray advised he had calculated the need for 100 spaces and had provided 96. Further, he stated he would ask the Planning Commission to allow consideration of parking spaces along the ball field for overflow parking. Mr. Conklin requested verification of the right-of-way to Curtis. Mr. Gray stated they had right-of-way by deed. Mr. Conklin advised the preserved trees would need to be fenced during construction. Further, he stated the parking lot would need to meet with the Parking Ordinance requirements. He advised he was researching whether or not a sidewalk would need to be provided along Curtis. Mr. Gray stated there was an existing sidewalk. • • • Plat Review Minutes May 4, 1995 Page 9 Ms. Little required that curb cut access be handicap accessible. DON BUNN - CITY ENGINEER Discussion ensued regarding sewer lines, the 14 inch water line and the crossings of same. Mr. Bunn requested a drainage and grading plan. Discussion ensued regarding alternatives to the south parking lot drainage through the retention basin. Discussion ensued regarding the 20 feet perimeter easement and research of easement. • • • Plat Review Minutes May 4, 1995 Page 11 LARGE SCALE DEVELOPMENT - SMITH-PENDERGRAFT SMITH-PENDERGRAFT - N OF JOYCE ST, W OF HWY 265 The next item on the agenda was a large scale development submitted by Dennis Becker on behalf of Smith-Pendergraft for property located north of Joyce Street, west of Highway 265. The property is zoned R -O, Residential -Office and contains 1.88 acres. Mr. Conklin stated the 36 inch water line easement along Joyce needed to be shown on the plat. Ms. Little stated that, due to plans for improvements to Joyce, the curb cuts would need to be brought to design grade and further requested that Mr. Becker coordinate the project with Mandy Bunch, staff engineer. MIKE PHIPPS - OZARK ELECTRIC Mr. Phipps stated they had an existing overhead 3 phase powerline. Discussion ensued regarding the option to place same underground. Mr. Phipps requested that the meter location be shown on the plat and further stated they would provide a single phase service line. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated they try to use a 15 foot easement. He also requested meter locations be shown on the plat at the back side of the building. TIM JOHNSON - WARNER CABLE Mr. Johnson stated they would joint trench with Ozarks and recommended that Warner Cable be contacted for pre -wiring of one cable per unit. Ms. Little stated Mr. Becker should contact Andy Calloway, Southwestern Bell. She advised they had requested conduit from the northwest corner to serve the building. RANDY ALLEN - STREETS Mr. Allen stated he would defer comments and requested that Mr. Becker contact Mandy Bunch. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson stated a hydrant should be located at the back of the building in the landscaped area. Discussion ensued regarding sprinkler systems, insurance premium savings and whether or not sprinkler systems could be required. TIM CONKLIN - PLANNING Mr. Conklin stated they would need to provide one tree per 10 parking spaces. Additionally he requested a tree preservation plan showing existing trees and trees to be preserved with protective fencing prior to Subdivision Committee Meeting. Further, he reviewed the parking lot ordinance requirements. He also requested that Mr. Becker check with Solid Waste for dumpster locations. He further request a contribution for improvement of one-half of Joyce Street with sidewalks. Mr. Bunn stated the contribution would be for 138 feet. • • • Plat Review Minutes May 4, 1995 Page 12 DON BUNN - CITY ENGINEER Discussion ensued regarding drainage, a swale, and direction of water flow. Mr. Bunn stated that concentrating the water would present a problem and requested the water be directed to the ditch. He further requested the water be sheeted and, if there was a problem for adjoining property owners, the developer would need to address same. Discussion ensued regarding boring under Joyce and location of water meters. Mr. Becker stated they would meter in the front. Mr. Bunn suggested that, if there was a hydrant in the back, they make the line a main and place the meters around the hydrant. He further suggested they come off the 36 inch with an 8 inch line. Mr. Bunn requested that Becker contact Mandy Bunch regarding the grade. • • Plat Review Minutes May 4, 1995 Page 13 FINAL PLAT - KANTZ COMMERCIAL, LOT 4A E. J. BALL - N OF HWY 45, W OF HWY 265 The last item was a final plat for Kantz Commercial, Lot 4A submitted by Jerry Kelso on behalf of E. J. Ball for property located north of Highway 45, west of Highway 265. Mr. Conklin explained the subject tract would go through the large scale development process once the owner decided to develop it. Mr. Bunn advised that, prior to signing off on the final plat, all required construction must be completed. Conklin requested the plat be modified to show a 5 foot sidewalk along Highway 265 and the north side of Citizens Drive. STEVEN BULL - SWEPCO Mr. Bull had no comment. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated they wanted to come off of Highway 265 with main lines at the driveway, which would be at the developer's expense. TIM JOHNSON - WARNER CABLE Mr. Johnson had no comment. The meeting adjourned at 11:15 a.m.
