HomeMy WebLinkAbout1995-04-20 - Minutes• • • MINUTES OF PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, April 20, 1995 at 9:00 a.m. in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVE: Tim Johnson, Mike Phipps, Rick Evans, Andy Calloway and Steven Bull CITY REPRESENTATIVES: Alett Little, Don Bunn, Mickey Jackson and Sharon Langley OTHERS PRESENT: Don Mably, Tom Webb, Glen Carter, Al Harris, and Jerry Kelso. LARGE SCALE DEVELOPMENT - COMMUNITY CENTER CITY OF FAYETTEVILLE - 244 E ROCK STREET The first item was a large scale development for the Community Center for the City of Fayetteville. The property is located at 244 East Rock Street and is zoned R-2, Medium Density Residential (Conditional Use is pending). ALETT LITTLE - CITY PLANNER Ms. Little noted this was a City project. She advised the trees which were to be preserved would need protective fencing. She also inquired as to erosion controls Mr. Bunn advised a grading and drainage plan were being prepared TIM JOHNSON - WARNER CABLE Mr. Johnson requested the City contact the cable company if cable was desired. He noted that, if cable was to be installed, he would need a 2 -inch conduit into the building and the building would need to be pre -wired. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated there was an existing gas line along the east property line. He requested a 15 -foot easement along the right-of-way (behind the sidewalk). Mr. Bunn suggested the easement be placed between the right-of-way and the edge of the parking lot. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway requested the same easement. He also requested two 2 -inch conduits from the southwest corner of the property into the building. He advised he would have to serve the site from across the street and requested that, if the street were to be bored, he would like to install a 4 -inch conduit to the power pole. STEVEN BULL - SWEPCO Mr. Bull advised there was a SWEPCO line down the south side of Rock Street and they would serve from the southwest site of the property with an underground pedestal. • Plat Review Meeting April 20, 1995 Page 2 • • MICKEY JACKSON - FIRE CHIEF In response to a question from Mr. Bunn, Chief Jackson advised he had checked the fire flows earlier in the day and they were adequate. He stated he had no other comments. • Plat Review Meeting April 20, 1995 Page 3 • • LARGE SCALE DEVELOPMENT - SOLID WASTE FACILITY CITY OF FAYETTEVILLE - E OF HAPPY HOLLOW ROAD, S OF HWY 16 The next item was a large scale development for a solid waste facility submitted by McClelland Engineers on behalf of the City of Fayetteville. The property is located on Happy Hollow Road, south of Highway 16 and is zoned I- 1, Heavy Commercial - Light Industrial. The property contains 9.35 acres. TIM JOHNSON - WARNER CABLE Mr. Johnson stated he had no facilities in the area. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated there was gas in the city shop area and there would need to be a private line from the shop to this facility. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway stated the easements shown were fine but further requested a 15 - foot easement parallel to Armstrong (from the right-of-way to the fence). He advised he did not know if the telephone company would be allowed to serve the subject site since there was already service on the site. He stated he believed the City would have to serve the new building from the service at the existing building. He asked if Happy Hollow Road would be a dedicated public thoroughfare. Ms. Little stated there had been discussion regarding closing Happy Hollow Road. She noted the Planning Division was opposed to closing the road. She advised there had been no final determination as to whether it would be a dedicated roadway or closed. She noted there would be a gate at the entry to the facility on Happy Hollow. Mr. Calloway stated that, if the roadway was not open to the public 24 hours a day, he would not be able to serve the building. He explained the ruling was they could not serve a customer with more than one demarcation point if the customer had contiguous property. RANDY ALLEN - STREET DEPARTMENT Mr. Allen recommended coordinating the project with an on-going project currently underway. He stated the City could provide a trench to the solid waste facility for the telephone service. Mr. Calloway also stated he was not sure the solid waste facility had been taken into consideration in the sizing of the new cable to be installed for other city projects on the site. He stated it would be very easy for the size of the cable to be changed at this time. Ms. Little also advised the site had been designed so that, at some future time, the building could be enlarged. STEVEN BULL - SWEPCO Mr. Bull asked the size of the electric load. Don Mably, McClelland Engineers, advised that had not been determined. • Plat Review Meeting April 20, 1995 Page 4 • • Mr. Bull stated there was a SWEPCO line running down Happy Hollow Road so he would need a pad for the transformer and 4 -inch conduit from the building to the Happy Hollow Road right-of-way. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson stated a fire hydrant needed to be installed at the entrance of the paved parking lot. He advised he believed that would require extending the water line to that site. After discussion, Chief Jackson stated the existing line might be a 6 -inch line which would be adequate for the hydrant. He further stated that, if the line were not 6 inches, it would need to be enlarged to 6 inches. ALETT LITTLE - CITY PLANNER Ms. Little stated a drainage plan was required. She also reviewed the new parking ordinance which would require trees in the parking lot and trees adjacent to the street. She advised the Planning Division was not recommending the vacation of Happy Hollow Road due to future access through the area. She also advised there needed to be coordination with Lib Horn regarding the Animal Shelter park, explaining part of the property had been promised the Humane Society for a park. She also noted there was a need to coordinate access with the Shop Facility, particularly if the roadway was vacated. She advised the access to Armstrong Road needed to be a 50 -foot right-of-way and a street section would need to be determined. She added the road coming from Armstrong needed to be paved. DON BDNN - CITY ENGINEER After discussion, Mr. Bunn advised the paved portion would need to be 22 to 24 feet with bar ditches similar to Highway 156. Mr. Allen advised they probably would bring all of the drainage to Armstrong. Ms. Little further advised the location of the weighing scale needed to be shown on the plat together with the length of the queuing line for the scale. She asked if street lights would be needed stating she believed they would be a good idea. Mr. Calloway stated that, if Happy Hollow Road remained a public street, he would request a 15 -foot easement along the east side of the street. . Plat Review Meeting April 20, 1995 Page 5 • FINAL PLAT - CROSSOVER HEIGHTS (AMENDED PLAT) NUMEROUS OWNERS - S OF SETTER ST., E OF HWY 265 The next item was a final amended plat for Crossover Heights Subdivision submitted by Glen Carter, Jorgensen and Associates, on behalf of numerous property owners for property located south of Setter Street and east of Highway 265. The property is zoned R-2, Medium Density Residential. Ms. Little explained houses were already constructed in the subdivision and the plat was a result of property lines needing to be adjusted. Mr. Carter advised the easements between lots 9 and 10 and lots 10 and 11 had never been used and they would like to vacate them. Ms. Little noted the easement between lots 9 and 10 needed to be shown on the plat. She further advised vacating an easement was a separate process and could not be done on the plat. After discussion, Steven Bull, SWEPCO, stated he would have to look to see if either of those easements were in use for street lights prior to agreeing to any vacation of easements. Ms. Little also noted the sidewalks were not shown on the plat. She advised all information shown on the previous final plat needed to be shown on the subject plat, including setbacks. TIM JOHNSON - WARNER CABLE Mr. Johnson stated the cable was already installed. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated there was a gas line in the existing easement and, if the line needed to be moved, it would be at the developer s expense. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway stated cable was in the existing easement and, if it had to be moved, it would be at the developer's expense. STEVEN BULL - SWEPCO Mr. Bull stated he had no further comments. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson had no further comments. After discussion, it was determined there was a possibility the plat could be filed as a corrected final plat. Ms. Little reiterated all items on the approved final plat would need to be shown on the existing plat. RANDY ALLEN - STREET DEPARTMENT Mr. Allen noted there was a drainage easement and utility easement shown between lots 13 and 14. • Mr. Calloway advised it was only a drainage easement. • Plat Review Meeting April 20, 1995 Page 6 • • LARGE SCALE DEVELOPMENT - CHURCH OF THE LATTER DAY SAINTS CHURCH OF THE LATTER DAY SAINTS - W OF GARLAND, S OF WEDINGTON The next item was a large scale development for the Church of the Latter Day Saints submitted by Al Harris, Northwest Engineering on behalf of the Church of the Latter Day Saints for property located south of Wedington, west of Garland. The property is zoned R -O, Residential - Office (a conditional use has been approved for this use) and contains 3.1 acres. Ms. Little advised the current plat did not meet the tree preservation requirements. She asked why the street was required on the west side of the building. Al Harris, Northwest Engineers, stated the church had requested it for traffic flow. Ms. Little explained that some items like drives and parking had to be configured to meet the tree ordinance. She went on to say that, while the city wanted to facilitate the church, they were showing more parking spaces than required (125 required but 165 being shown). She stated the extra 40 parking spaces were at the expense of the trees. She suggested the elimination of some of the parking and the drive. Chief Jackson advised he did like having the drive behind the building but it was not absolutely necessary. Ms. Little pointed out the building could be shifted. She also noted the parking lots could be at varying grades. She advised staff would not recommend for an overage of parking when the site was in violation of the tree ordinance. TIM JOHNSON - WARNER CABLE Mr. Johnson stated the easements as proposed looked fine. He noted that, if cable was wanted, he would need a 2 -inch conduit from the west easement to the southwest corner of the building. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans requested the water line easement be shown as a utility line easement also. He advised he would like to set the meter adjacent to the dumpster location. Ms. Little also noted there were houses to the west of the site and she did not understand how any easement would go to the west. Mr. Harris advised there had been an agreement with the former owner for an easement to the west or they might be able to go across the school property. Mr. Bunn stated the easement as shown could be approved but, if the church could not acquire an easement to the west, they would have to fine another location for the easement. Mr. Harris suggested the easement could go down the alley. Ms. Little stated the alley could not be disturbed since it was a buffer between the buffer for the property to the west. • Plat Review Meeting April 20, 1995 Page 7 • • Mr. Bunn stated the alternative would be either North Street or Cleveland and run the easement down Garland Avenue. He further noted a revised preliminary grading and drainage plan was needed prior to presentation of the plat to the Planning Commission. RANDY ALLEN - STREET DEPARTMENT Mr. Allen noted the plat showed a swale being relocated but it did not show where it was being relocated. Mr. Harris advised they would have a storm drainage across the property. Mr. Allen asked if they had contacted the Highway Department regarding the run off of storm drainage. He asked if there were plans for improvement to Garland. He noted there were intersection improvements scheduled for Cleveland. Mr. Bunn stated he did not believe any of the improvements would affect the subject property but he was not sure. Ms. Little also advised staff would need to know where the retaining walls were to be located. She asked if there would be retaining walls on all four sides. Mr. Harris stated the retaining walls would be shown on the grading plan. He advised there would be walls on three sides and pointed out the areas which would have retaining walls. Ms. Little advised there was a setback for retaining walls from right-of-way. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway advised there was overhead facilities in the alley and there was a possibility the cable would have to be reinforced. He stated there was a possibility the cable could be buried. He noted that on the previous plat of the subject site there had been 16 feet adjacent to the north property line between the parking and the property line set out as an easement. He also requested 4 -inch crossings across the two entrances. He advised there was telephone facilities parallel to Garland so any relocation of those facilities would be at the owner's expense. He advised all other easements shown were fine. Ms. Little asked if the 16 -foot easement was for future use or would be used on the subject project. Mr. Calloway advised it would probably be for future use. Mr. Harris advised the easement would affect the trees. He stated it would be nice if the owner of Fuzzy's and the church would work together and each give half of the easement. Ms. Little stated that, if the easement was not going to be used, she would prefer it not be dedicated. STEVEN BULL - SWEPCO Mr. Bunn stated there was an existing overhead line running along the alley and he would be serving from that site. He requested a concrete transformer pad and 4 -inch conduit from the building to the alley. Plat Review Meeting April 20, 1995 Page 8 Ms. Little asked that the transformer pad be located in the easement rather than the alley. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson had no comments. DON BUNN - CITY ENGINEER Mr. Bunn stated he would need a 20 -foot easement for the sewer line. Ms. Little advised the plat would need to show compliance with the parking lot ordinance. • • Plat Review Meeting April 20, 1995 Page 9 • • PINAL PLAT - BROOKBURY SUBDIVISION (SAVANNA, PH V) MARK FOSTER & BUDDY PEOPLES - S OF SKILLERN, E OF HWY 265 The next item was a final plat for Brookbury Subdivision (formerly Savanna, Phase V) submitted by Jorgensen & Associates on behalf of Mark Foster and Buddy Peoples for property located south of Skillern, east of Highway 265. The property is zoned R-1, Low Density Residential and contains 49.65 acres with 96 proposed lots. Ms. Little advised she had initially refused to accept the subject plat since all of the improvements were completed but the engineer had assured her all improvements would be complete by the time the plat was reviewed by the Planning Commission. She advised the streets had not been installed, the street lights were not installed and there was a need for erosion control. She also expressed concern regarding the entryway. She stated it did not appear there was adequate room for the street (which was to be 40 feet wide) and sidewalks on both sides of the street. She advised that would have to be remedied by the Planning Commission meeting. She noted the Parks Department had requested land in lieu of money for the greenspace fees and a deed would be required prior to the mylar being filed. She noted there were no street names on the plat which were required prior to the Planning Commission meeting. She advised Chief Jackson there was a fire hydrant on Lot 5 which was below grade. TIM JOHNSON - WARNER CABLE Mr. Johnson advised there was not existing cable at the subdivision and, therefore, a notation would need to be placed on the plat that cable service was not installed. He also asked that the crossings be shown on the plat. MIKE PHIPPS - OZARK ELECTRIC Mr. Phipps also asked that the crossings be shown on the plat. He advised the utility easements as shown were fine. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans also requested the crossings be shown on the plat. He also advised he had requested a 20 -foot easement between lots 6 and 7 over to lot 39 which was not shown on the plat. ANDY CALLOWAY - SOUTHWESTERN SELL TELEPHONE Mr. Calloway advised there were several lot dimension changes. He stated he would prefer the plat be a preliminary rather than a final since there were so many changes to the plat. He stated some of the lots would be front service due to the floodplain at the rear of part of the lots. He then reviewed easements previously requested at the preliminary plat stage: a 20 -foot easements between lots 21 and 22 with a crossing from lots 9 and 10 over to lots 21 and 22; a crossing between lots 21 and 22 over to lots 41 and 42; a 20 -foot utility easement between lots 95 and 96; a crossing between lots 23 and 24 over to lots 95 and 96; a 20 -foot easement between lots 83 and 84 with a crossing; a 20 -foot easement between lots 69 and 70 with a crossing between lots 80 and 81 over to lots 69 and 70; a 20 -foot easement along lots 29 and 31 to get to lot 30; a crossing between lots 41 and 42 over to lots 59 and 60. He also requested a detailed drawing of Skillern Road right-of-way with the centerline and easements for that portion which abutted the subject tract. • Plat Review Meeting April 20, 1995 Page 10 • • Mr. Johnson, Warner Cable, also requested the plat be reviewed as a preliminary again rather than a final. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson stated state code required the larger outlet on a fire hydrant to be 18 inches above ground. Ms. Little stated the easements needed to show on the final plat. She further stated that, whenever there were lot line changes between the preliminary and final plat, staff needed to be advised by the engineer. She noted the floodplain was not shown on the plat. Mr. Calloway asked if lot 40 would be a building lot. Ms. Little stated it would be a building lot with frontage on Skillern Road. Mr. Calloway then requested a 20 -foot easement parallel to Skillern Road. Ms. Little requested the right-of-way dimensions be shown for Skillern Road. She advised that, since the plat would be considered a preliminary plat, it would need to come back through the plat review process as a preliminary plat. She pointed out there were significant problems with the plat as a final. • • • Plat Review Meeting April 20, 1995 Page 11 PRELIMINARY PLAT - LOT 4A, KANTZ COMMERCIAL E. J. BALL - NORTH OF HWY 45, W OF HWY 265 The last item was a preliminary plat for Jerry Kelso, Crafton, Tull & Associates, located north of Hwy 45, west of Hwy 265. Neighborhood Commercial and contains .96 Lot 4A, Kantz Commercial submitted by on behalf of E. J. Ball for property The property is zoned C-1, acre. Mr. Kelso explained there was a preliminary plat approved for the subject tract together with adjacent property. He advised the owner wanted to sell a portion of Lot 4 and, since there had already been three lot splits on the subject tract, a subdivision was required in order to split out a portion of lot 4. He noted lot 4A would also have to go through the large scale development process prior to being developed. Ms. Little noted there was no tree preservation measures evident on site; that barriers would need to be placed around the trees. She also requested a notation that access would be granted from Citizens Drive only. She advised a tree preservation plan would need to be filed with the Planning Office. TIM JOHNSON - WARNER CABLE Mr. Johnson advised he had existing facilities on-site and any relocation of the cable would be at the owner's expense. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated there were existing lines on site. He also noted the 50 -foot gas easement needed to be shown together with the 15 -foot utility easement north of the 10 -foot drainage easement. Mr. Kelso advised the easement was within the building setback. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway asked if the subject tract could be changed again at a later date. Ms. Little stated it could be changed again but the owner would have to bring another plat through the plat review process. He also advised there had been previous discussion regarding an off-site easement and it was still not shown. Ms. Little explained the plat would need to be revised showing all of the easements. After discussion, it was determined the utility representatives should receive a copy of the revised copies of all preliminary plats. Mr. Calloway requested a 10 -foot easement around the perimeter of the tract. Ms. Little also pointed out the adjoining property needed access shown on the plat.
