HomeMy WebLinkAbout1995-03-23 - Minutes• • • MINUTES OF PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, March 23, 1995 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: Steven Bull, Calloway, J. B. Tim Johnson, Rick Evans, Andy Tackett, and Mike Phipps CITY REPRESENTATIVES: Don Bunn, Tim Conklin, Mandy Bunch, Perry Franklin, Mickey Jackson, and Sharon Langley LARGE SCALE DEVELOPMENT - COMMUNITY BIO -RESOURCES HOFFMAN CORP. - S OF MILLSAP, CMN BUSINESS PARK The first item was a large scale development for Community Bio -Resources submitted by Steve Estes, CEI Engineers, on behalf of Hoffman Corporation for property located South of Millsap in the CMN Business Park. This property is zoned C-2, Thoroughfare Commercial and contains 1.66 acres. In response to a question from Mr. Conklin, Mr. Estes advised the building would be used as a blood or plasma collection center. TIM JOHNSON - WARNER CABLE Mr. Johnson stated that the utility easements as shown would be fine. Further he stated they did not have service in the area. Mr. Estes stated he was uncertain as to what type of cable service would be required at this time. Mr. Johnson explained that, if cable was required, he would need a 2 inch conduit stubbed out to the southern utility easement. —` ANDY CALLOWAY - SOUTHWESTERN BELL Mr. Calloway noted a 10 -foot utility easement along the east property line. He pointed out that, off the adjacent lot, there was a 10 -foot utility easement making a 20 foot utility easement. He asked the easement be shown on the plat. He further stated that, on the south end of the property, a utility easement was shown and should be clearly labeled as a 20 foot existing easement. Additionally he stated along the west side of the property, adjacent to the 15 feet utility easement, there was an off site 40 feet drainage easement which needed to be shown on the plat. He also requested the address (435 Millsap) be shown on the plat. Mr. Calloway stated the jumping point to serve the building would be from the southeast corner of the property. Further, he stated they would required two 2 inch conduits. RICK EVANS - ARKANSAS WESTERN GAS COMPANY Mr. Evans stated there was an existing gas line on the south side of the property and from which they would serve the building. STEVEN BULL - SWEPCO Mr. Bull stated there was an overhead 3 phase line along the south edge of the property from which they would serve. J.D. TACKETT - POST OFFICE Mr. Tackett stated the site would be curb side delivery. • • • Plat Review Meeting March 23, 1995 Page 2 TIM CONKLIN - CITY PLANNING Mr. Conklin stated the City Council recently passed a Parking Lot Ordinance which required additional landscaping to be provided. Further he stated they would require trees be planted in each of the island areas and one for every 10 parking spaces. Additionally, he stated landscaping would be required in the parking lot adjacent to the right-of-way with a 3 foot screen and one tree per 40 feet of the parking lot abutting the street. Further, he stated the ordinance limited the parking and, under the retail ratio, it worked out to 4 spaces per 1000. He advised that, if parking exceeded the stated allotment by 20%, the Planning Commission would need to approve same. Mr. Conklin requested adjacent property owners be shown on the plat. He also advised a sidewalk would be required along Millsap. He further requested that Cheryl Zotti be contacted regarding location and approval of the dumpster site. Additionally, he inquired as to whether or not the dumpster would be screened. Mr. Estes stated it would be screened. Mr. Conklin advised the screen could not have a gate. He inquired as to Protective Covenants and Mr. Estes stated that they were working on same. DON BDNN - ENGINEERING Mr. Bunn required a grading plan and drainage plan. Discussion ensued regarding the wires coming out through the roof, any problems with water and sewer connection, asphalt parking, dumpster location, future development, nature of business and whether or not there would be any hazardous material, sprinklers, building construction to be all wood with brick veneer as per the covenants and metal roof. SHARON LANGELY - CITY PLANNING Ms. Langley advised that proof of notification to adjoining property owners either by certified mail or publication be submitted prior to Subdivision Committee Meeting along with 15 copies of the revised plat. Plat Review Meeting • March 23, 1995 Page 3 • • LARGE SCALE DEVELOPMENT - 265/45 COMMERCIAL CENTER LINDSEY FAMILY TRUST - SOUTHWEST CORNER OF HWY 265/45 The next item was a large scale development for 265/45 Commercial Center submitted by Jerry Kelso, Crafton-Tull Associates, on behalf of Lindsey Family Trust for property located at the southwest corner of Highways 265 and 45. The property is zoned C-2, Thoroughfare Commercial and contains 2.01 acres. TIM JOHNSON - WARNER CABLE Mr. Johnson stated there were existing lines running along the eastern edge and the northern edge of the subject property and requested service come from those points. Further, he stated any relocations of the facilities due to the turnouts would be at the owners' expense. ANDY CALLOWAY - SOUTHWESTERN BELL Mr. Calloway stated the telephone's facilities ran the same as the cable and any relocations would be at the owners' expense. Further, he stated the site would be served from the northeast corner and requested conduits. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the gas facilities were located on the same sides. Further, he stated the existing structures were fed off the meters in the corner and they would locate the new meters in the same area. STEVEN BULL - SWEPCO Mr. Bull stated there were existing overhead lines on the north and east sides. Additionally, he stated there was conflict with one pole on the north and they would relocate same at no expense to the owner. He noted they would serve from two different points, the northwest corner and southeast corner with underground lines to the buildings. Discussion ensued regarding the lines to Citizen's Bank to the north, locations of lines underground and the fact that the poles interfered with sidewalks. RANDY TACKETT - POST OFFICE Mr. Tackett stated they would provide centralized mail delivery in the middle of the complex. MICKEY JACKSON - FIRE CHIEF Chief Jackson stated he had no changes. TIM CONKLIN - CITY PLANNING Mr. Conklin stated trees would need to be added in the parking lot under the Parking Ordinance requirements. Mr. Conklin inquired if the parking ration was 4 spaces per 1000 square feet and Mr. Kelso stated they would comply. Mr. Conklin requested a sidewalk be shown to the west and south extending to the property line. Further, he stated sidewalks would be required over the ditch. Discussion ensued. Plat Review Meeting • March 23, 1995 Page 4 • • Discussion ensued regarding additional easements for water and sewer and Mr. Kelso stated that they would provide an easement plat. DON BUNN - ENGINEER Mr. Bunn inquired as to the meter locations. He also inquired as to whether there was a flood plain associated with the area and Mr. Kelso stated there was a zone A flood plain which was scaled off the FEMA map. Further, Mr. Kelso stated he had submitted a drainage report which showed cross sections per unit. TIM CONKLIN - CITY PLANNING Mr. Conklin requested that dumpster locations be discussed with Cheryl Zotti. Discussion ensued regarding possible locations. SHARON LANGLEY - CITY PLANNING Ms. Langley required 15 copies by noon on Monday, March 27, 1995 and proof of notification to adjoining property owners by Subdivision Committee Meeting on Thursday, March 30, 1995. Plat Review Meeting • March 23, 1995 Page 5 • • LARGE SCALE DEVELOPMENT - MORNING STAR CHURCH OF THE NAZARENE ROBERT L. BRYANT - E OF DEANE SOLOMON, S OF MOORE LANE The next item was a large scale development for Morning Star Church of the Nazarene submitted by Robert L. Bryant on behalf of the Church Board of Morning Star Church of the Nazarene for property located at 2434 N. Deane, east of Deane Soloman, south of Moore Lane. The property is zoned R-2, Medium -Density Residential and contains 2.00 acres. TIM JOHNSON - WARNER CABLE Mr. Johnson stated there was existing service on the other side of Deane Solomon. ANDY CALLOWAY - SOUTHWESTERN BELL Mr. Calloway stated there was an existing facility parallel on the west property line and stated relocation would be at the owners' expense. Mr. Calloway requested the setback along the west property line be shown as a 20 feet utility easement; a 20 feet utility easement be shown along the south property line; and a 10 feet utility easement be shown along the east property line. Further, he stated they would serve the building at the southwest corner of the property. Discussion ensued regarding a permanent 30 feet utility easement for the 36 inch water line, designating that as a general utility easement, future street improvement. Mr. Bunn stated a portion of the 30 feet easement could be shown as a general utility easement and further stated he would contact Mr. Bryant after he had a look at same. He further stated he believed that, for the time being, it should be approached as if none of the easement could be given up. Mr. Calloway required a 15 feet additional parallel utility easement located in the parking lot for future relocation of utility lines. MIKE PHIPPS - OZARKS ELECTRIC Mr. Phipps stated there was an existing overhead power source along the south property line which was serving the Church of Christ. He requested an additional pole be shown near the building unless the church wanted to go underground. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated they would go in with the telephone lines and requested they be given the total load on the building. RANDY TACKETT - POST OFFICE Mr. Tackett stated the area route ran north on Deane Solomon Road and location of the mail box would need to be on the right hand side. MICKEY JACKSON - FIRE CHIEF In response to a question from Chief Jackson, Mr. Bryant stated the church was 2 years old with 30 to 40 members and that no expansion would occur until they had further financing. Plat Review Meeting • March 23, 1995 Page 6 • • Discussion ensued regarding location of the water line. Mr. Conklin stated the city had plans to locate a line near a proposed subdivision. Discussion ensued regarding the time line for construction and the tie in of the water line and fire hydrant at the location. TIM CONKLIN - CITY PLANNING Mr. Conklin stated the church was requesting a variance so it would not be responsible for improving one half of Deane Solomon Road with sidewalk, curb and guttering, and storm drainage; a temporary waiver of paved parking until after the 36 inch water line was completed; and a request to hook into a private 1 inch PVC water line. Mr. Bunn stated the water tie ins would be satisfactory. Additionally, Mr. Conklin stated the Planning Commission would decide on the variance requests. Discussion ensued regarding the 30 feet temporary construction easement and plans by the church to begin construction. Mr. Conklin stated that 3 trees would need to located within the parking area. DON BUNN - ENGINEERING Mr. Bunn required a grading plan and drainage plan. SHARON LANGLEY - CITY PLANNING Ms. Langley stated that 15 copies would need to be submitted by noon on Monday, March 27, 1995 and proof of notification to adjoining property owners either by certified mail or publication would be required prior to the Thursday, March 30, Subdivision Committee Meeting. Plat Review Meeting March 23, 1995 Page 7 PRELIMINARY PLAT - JERRY CASTER NORTHWEST ENGINEERS - W OF W 15TH ST, N OF SHILOH DR The next item was a preliminary plat submitted by Kurt Jones, Northwest Engineers on behalf of Jerry Caster for property located west of West 15th Street and north of Shiloh Drive. This property is zoned R-2, Medium Density Residential and contains 24 lots on 18.07 acres. Mr. Conklin inquired as to what would be constructed on the lots. Mr. Jones stated they would be single family premanufactured homes. Discussion ensued regarding the private streets in the mobile home park and dedication of the 15 feet right of way to the city. In response to a question from Mr. Conklin, Mr. Jones stated the Parks Board had reviewed the plat and determined to request money in lieu of land. TIM JOHNSON - WARNER CABLE Mr. Johnson stated there was existing service in the area and, since this would be underground service, he would decline comment until such time as everything was in writing. Further, he stated that the cost would be 90 cents per foot at time of development. ANDY CALLOWAY - SOUTHWESTERN BELL Mr. Calloway stated he was unable to locate any easements on the adjoining property on or off site and therefore he would request a 20 feet utility easement around the entire perimeter of the property. Further, he required an easement running east and west between Lot 2 and 3 with 4 inch crossing across the paved street and another 4 inch crossing across street C between Lot 7 and Lot 16. Further, he noted there were existing buried facilities on the south side of 15th Street which would need to be relocated to accommodate the street widening. Additionally, he requested a minimum 15 feet utility easement along one side of the street. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated their requirements were the same as Southwestern Bell. STEVEN BULL - SWEPCO Mr. Bull stated they had existing overhead lines but proposed to serve the subdivision underground at no expense to the owner. Further, he requested additional easements including a 15 feet utility easement between Lot 8 and 9, Lot 22 and 23, and a 10 feet utility easement between Lot 18 and 19. Mr. Bull further stated there was a potential conflicts with existing overhead service and that would be addressed later. J.D. TACKETT - POST OFFICE Mr. Tackett stated the existing trailer park was served with centralized delivery and required the same for this development. Plat Review Meeting March 23, 1995 Page 8 MICKEY JACKSON - FIRE CHIEF Chief Jackson stated the trailer park was a serious nonconforming problem and required that, prior to this development being constructed, the trailer park would need to be brought to standard. He required the park be encircled with a 6 inch water line. Further, Chief Jackson stated the proposal to bring in the water from Shiloh was a good start. TIM CONKLIN - CITY PLANNING Mr. Conklin stated that, once the street issues were resolved, sidewalks would need to be shown on one side of the street to Shiloh Drive. Additionally he required that names be shown for street B. Mr. Conklin inquired if the Parks Board had addressed the need for access to Finger Park and Mr. Jones stated that they did not. Mr. Conklin requested a 15 feet access be provided to Finger Park. Plat Review Meeting • March 23, 1995 Page 9 • PRELIMINARY PLAT - WILLINGTON PLACE PHASE I AND II DON GINGER - N OF MISSION, E OF BOX AVE The final item was a preliminary plat submitted by Harry Gray, Northwest Engineers, on behalf of Don Ginger for property located north of Mission and east of Box Avenue. This property is zoned R-1, Low -Density Residential and contains 28 lots on 38.88 acres. Mr. Gray stated the owner wanted to pre -sell the lots and were therefore proposing phasing the subdivision. Additionally he stated Phase I would consist of Lots 1 through 12 with gravity flow and subsequent phases would require a new lift station. TIM JOHNSON - WARNER CABLE Mr. Johnson requested a conduit for a 4 inch crossing across the entry. He inquired as to whether or not the 20 feet utility easement continued to the street and Mr. Gray stated it did. ANDY CALLOWAY - SOUTHWESTERN BELL Mr. Calloway requested the same crossings. MIKE PHIPPS - OZARKS ELECTRIC Mr. Phipps requested the same crossings as cable and a additional crossing between Lots 1 and 2 over to Lot 10. Mr. Gray stated there was an existing 40 feet easement along Lots 1 and 2. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans required the same crossings and easements. J.R. TACKETT - POST OFFICE Mr. Tackett stated that delivery would be curbside. MICKEY JACKSON - FIRE CHIEF Chief Jackson required the addition of a fire hydrant. TIM CONKLIN - CITY PLANNING Mr. Conklin required that street names be shown and sidewalks along Highway 45. He noted the developer would need to provide a 50 -foot right-of-way from the centerline. Mr. Conklin inquired as to whether or not access to the school had been considered and Mr. Gray stated they would consider same along with a park area behind the school. Discussion ensued regarding grading the entire 50 feet right of way to provide trees and preservation of existing trees; streetlight locations and easements for same. The meeting adjourned at 10:30 a.m.
