HomeMy WebLinkAbout1995-02-23 - Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, February 23, 1995 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville Arkansas. UTILITY REPRESENTATIVES: Steven Bull, Tim Johnson, Rick Evans, Andy Calloway and Mike Phipps CITY REPRESENTATIVES: OTHERS PRESENT: Alett Little, Tim Conklin, Mandy Bunch, Perry Franklin, Lisa Cox, Mickey Jackson, and Sharon Langley Carl Walker, Glenn Carter, Greg Bone, Bill Rudasill, Robert Whitfield, and Bob Kelly LARGE SCALE DEVELOPMENT - NORTH STREET APARTMENTS CARL WALKER - N OF NORTH STREET, W OF GREGG The first item was a large scale development for North Street Apartments submitted by Carl Walker for property located north of North Street and west of Gregg Street. The property is zoned R-2, Medium Density Residential. ALETT LITTLE - CITY PLANNER Ms. Little noted there were a number of items missing from the plat: adjacent property owners, dimensions of street right-of-way from the centerline; show all connecting streets in the general vicinity; tree preservation plan; landscaping in the parking lot; chart showing required and provided parking spaces; dumpster location needed to be coordinated with the Solid Waste Division and shown on the plat; the height of the buildings; the density of the development; the legal description and the zoning; a preliminary drainage and grading 'plan for Engineering. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway stated he did not know the type of swale which was planned for behind the units but that was the only logical area to serve the units. He requested a 20 -foot utility easement along the east side of the development. He recommended the developer provide conduit from the buildings out to the easement. After discussion, it appeared all of the utility representatives wanted to serve the buildings from the east and all would require conduit between the buildings. TIM JOHNSON - WARNER CABLE Mr. Johnson advised he would need to use the same 20 -foot utility easement. He also stated he would want to coordinate with the electricians so the cable could be buried when the ditch was open. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans requested the same easements as previously requested by Mr. Calloway. STEVEN BULL - SWEPCO Mr. Bull advised there was an existing 3-phase line running along the east edge of the property. He stated they would be using that line to serve the property. • Plat Review Meeting February 23, 1995 Page 2 • • PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin confirmed the roadway was a private drive. Mr. Little explained it was proposed as a private drive but she believed there should be some consideration as to the property to the north. Mr. Walker stated the property to the north was vacant. Mr. Franklin stated the street would need to be named for 9-1-1 purposes. Ms. Little stated there needed to be consideration as to whether the roadway should be a public street. She pointed out that, due to the railroad track, the subject street would be the only way to the north. Mr. Franklin stated that, if the roadway was a public street, there could not be direct off-street parking as shown on the plat. Ms. Little agreed. She asked about street lights. Mr. Franklin explained the street lights would depend on whether the roadway as a public or private street. Ms. Little stated the standard for a public street was one light every 300 feet. Mr. Franklin stated he would want one at the entrance and another one at the end. Mr. Walker agreed to put in the street lights as requested by Mr. Franklin. Mr. Bull of SWEPCO requested a 10 -foot easement for each street light. Mr. Little advised Mr. Walker would need to contact Randy Allen, Street Department and Cheryl Zotti, Solid Waste Division. In response to a question from Mr. Conklin, Mr. Walker advised they were planning a turn -around at the north end of the development. Mr. Calloway advised there were telephone facilities on the north side of North Street and, if any relocation or adjustment to those facilities should be required, it would be at the cost of the developer. Ms. Bunch asked for water and sewer plans, a grading plan, and a drainage plan. Ms. Little explained an easement plat would need to be filed at the time the building permit was issued, which would be filed at the courthouse after the development was constructed. She explained the that, if the drainage was not located in a public easement, the developer would have to provide a private agreement for the maintenance of the drainage; the sewer would require a dedicated easement and any other existing easement on the site or adjacent t to the site would need to be shown on the plat. TIM CONRLIN - PLANNING DEPARTMENT Mr. Conklin advised an easement plat would be required at the time of application for the building permit and would be filed as an "as -built" after the buildings were complete. LISA COX - PARRS DEPARTMENT Ms. Cox advised the money in lieu would be $5,540 and land dedication would be .26 acres. She noted the determination would be made at the March 6 Parks & Recreation Board meeting. Ms. Little advised the plat would not be progressed to the Planning Commission meeting until the Parks Board had made their decision. • Plat Review Meeting February 23, 1995 Page 4 • • LARGE SCALE DEVELOPMENT - SPRING PARK SUBDIVISION, PHASE II CLARY DEVELOPMENT - N OF JOYCE ST., W OF HWY 71B The next item II, submitted north of Joyce is zoned C-2, was a large scale development for Spring Park Subdivision, Phase by Greg Bone on behalf of Clary Development for property located Street, west of Highway 71B. The property contains 9.51 acres and Thoroughfare Commercial. In response to a question from Ms. Little, Mr. Bone advised the tenant for the larger building was Brandon House Furniture but the remaining four spaces were not known. He stated he believed all of the spaces would be retail as opposed to office space and the parking had been estimated as retail space. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway stated all of the easements shown were fine. He advised he planned on serving the facilities from the south property line and would require conduit to the building and/or each unit. Mr. Steven Bull advised SWEPCO would also require conduit to the building and/or each unit. He stated there was an exiting three-phase line along the south edge of the property. Mr. Calloway advised he did not know whether the developer wanted four separate services to the 4 -unit building or if they only wanted one central location. He pointed out he would require a conduit to each location where the developer wanted service. TIM JOHNSON - WARNER CABLE Mr. Johnson advised that, if any of the facilities wanted cable, he would need 2 -inch conduit from the building to the south easement. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated there was gas service on the south side of the property and he saw no problem in serving the large building. He noted, however, if there was parking behind the other site, they would need to determine a meter location either in the easement or directly behind the building. Ms. Little further noted the street names needed to be shown on the plat. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson advised the large building would be required to be sprinkled recommended the other building also be sprinkled. He also requested additional fire hydrants for the tract, one west of the furniture store and in the front of the other building. PERRY FRANKLIN - TRAFFIC DIVISION and two one Mr. Franklin reviewed the ADA requirements for handicap parking spaces. He also noted street lighting was required along Joyce Street. Mr. Bone stated street lights were shown on the utility plan for the Joyce Street extension. • Plat Review Meeting February 23, 1995 Page 5 • • Ms. Little explained staff was referring to those areas of Joyce Street that had already been constructed but did not currently have street lights (toward the highway). Ms. Little also advised staff needed to make a comment regarding the widening which would take place for the intersection improvement of Joyce and Highway 71B. She stated Ms. Bunch, Engineering Department, had advised Joyce Street would be widened to the north and there would not be room for street lights. She advised that was not a condition of the plat approval. She also noted the right-of-way dedication had not been addressed on the plat approval. Mr. Bone stated the widening would go to the existing right-of-way line, just as it had done on Mall lane. Ms. Little reiterated the installation of street lights was a condition of approval of the plat. TIM CONKLIN - PLANNING DIVISION Mr. Conklin advised the parking lot would be required to meet the new parking lot ordinance. MANDY BUNCH - ENGINEERING DIVISION Ms. Bunch asked the proposed timing on the extension of Joyce Street to the Wal- Mart property line. Mr. Bone stated that was part of the Service Merchandise construction plan. He added the construction should be complete by the end of May or first of June. Ms. Bunch stated they would also need the standard water and sewer plans submitted. She further stated she had heard the storm drainage plan had changed again and advised that would also need to be reviewed by Engineering. • Plat Review Meeting February 23, 1995 Page 6 • • PRELIMINARY PLAT - SALEM VILLAGE ROBERT WHITFIELD - N OF MT. COMFORT, W OF SALEM The next item was a preliminary plat for Salem Village submitted by Bill Rudasill on behalf of Robert Whitfield for property located north of Mt. Comfort, west of Salem Road. The property is currently being annexed and the proposed zoning is R-1, Low Density Residential. The property contains 40 acres with 124 proposed lots Ms. Little explained the annexation and rezoning of the subject property was currently before the City Council and, if it were not approved, the subject plat would not proceed. Mr. Whitfield advised that, should the annexation and rezoning not be approved, he would proceed with the plat on the county level. Mr. Rudasill explained all of the development would be on private streets. He noted the main boulevard would run through the development. He pointed out the entry, noting there would be a 10 -foot wide island separate a 22 -foot wide entry and a 22 -foot wide exit (with a 54 to 56 -foot right-of-way at the entry). He stated there would be 10 -foot utility easements on both sides of the right-of-way but they did want to rear load the lots with a 20 -foot common utility easement with a common alleyway of 20 feet in with together with an additional 10 -foot utility easement outside the alleyway, as needed. Mr. Whitfield advised the paved alley would be 18 feet wide. Ms. Little explained normally there were two ways out and two ways into a subdivision but it appeared there was only one way in and out of the subject development. In response to a question from Ms. Little, Mr. Whitfield advised there were 114 lots proposed on the subject plat but there would be no less than' 100 units and no more than 125. Ms. Little advised the plat was not meeting city standards of ingress/egress She also noted the proposed Master Street Plan called for the moving of Salem Road to the west which would impact the subject tract. She stated the property owner directly to the west of the subject tract had suggested moving Salem Road to the quarter section line. She went on to say she could see the need for additional access to both the north and to the west. Mr. Whitfield advised the center of the proposed development was planned for the shopping area and he would like for the neighborhood to flow to the center. He suggested street access to the north of the floodway. Ms. Little stated the suggestion would probably be acceptable but private streets were not normally stubbed into public streets. Mr. Whitfield stated a Planned Unit Development implied a self-contained development. Ms. Little expressed her belief there were too many issues to continue plat review of the subject plat. Plat Review Meeting February 23, 1995 Page 7 Mr. Calloway, Southwestern Bell Telephone, agreed and noted it appeared to be a concept plat rather than a preliminary plat. He stated he could not make any determinations based on the plat at the present time. Ms. Little advised the plat also needed to show the dimensions from the centerline of Salem Road with at least 30 feet of right-of-way dedicated. She stated she would appreciate any proposals made by Mr. Whitfield regarding the location of Salem Road on the Master Street Plan. She further advised staff definitely wanted access to the north and west. She noted the plat did need to show all of the adjoining property owners; sidewalks along Salem Road and along the private streets; a list of the number of units and the placement of those units, whether the units would be attached or detached. Mr. Conklin stated the PUD ordinance required the common areas be identified on the plat. He further noted the floodway also would need to be identified. He requested street names; an identification as to which were private streets and which were alleys. Mr. Calloway also noted there would need to be conduit placed at every other lot for utility service. Ms. Little also noted this project did need to go before the Parks & Recreation Board prior to review at Plat Review. She also advised there needed to be a wetlands determination from the Corps of Engineers by the time the plat was submitted to the Planning Commission. She explained that, if the determination affected the lot lines, the developer would have to start over. Ms. Bunch requested the plat be submitted on a larger scale for review. Plat Review Meeting February 23, 1995 Page S LARGE SCALE DEVELOPMENT - CENTRAL UNITED METHODIST CHURCH UNITED METHODIST CHURCH - N OF DICKSON, W OF COLLEGE The next item was a large scale development for Central United Methodist Church submitted by Bob Kelly on behalf of the church for property located north of Dickson, west of College. The property contains 4.72 acres and is zoned R -O, Residential -Office. Ms. Little requested the dimensions of the streets from the centerline be shown on the plat and the sidewalks be shown on the plat or an indication in the legend of where the sidewalks would be located. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway requested the 10 foot setback along College also be shown as a utility easement. Ms. Little stated that was a landscaped area. She suggested the utilities be placed prior to the landscaping since the church had 90 days to install the landscaping after the building was constructed. Mr. Calloway advised he did not believe they would be using the easement at the present time. He explained there was already telephone service to the building shown as "Wesley" on the plat. He also requested that 15 feet of the 25 -foot setback along Dickson Street be shown as a utility easement. • Ms. Little advised staff would discuss the 10 -foot utility easement along College with the subdivision committee members. TIM JOHNSON - WARNER CABLE Mr. Johnson had no comments. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated there were some problems with existing lines but he had already discussed the matter with Mr. Kelly. He explained some of the existing lines coming out of the small Arkansas Western Gas Company building might have to be relocated. He requested a 20 -foot utility line along the west property line (from the Arkansas Western Gas building to the church's education building). Ms. Little advised all existing easements needed to be shown on the plat. STEVEN BULL - SWEPCO Mr. Bull advised SWEPCO had an existing line along the east side of Highland and he proposed to set another pole in the right-of-way on the west side of Highland. He requested a pad for the transformer and 4 -inch conduit out to the new pole location. Ms. Little stated staff would like to minimize overhead crossings as much as possible. After discussion, it was agreed the church would work with SWEPCO in an attempt to clean up some of the current overhead crossings behind the Wesley Building and limit the overhead crossings to one. • Plat Review Meeting February 23, 1995 Page 9 • • MICKEY JACKSON - FIRE DEPARTMENT In response to a question would be only one-story. TIM CONKLIN - PLANNING DIVISION cable service, he Mr. Conklin advised the parking setback needed to be 15 feet from the property line and noted the developer showed an excess of 32 parking spaces. He also noted the parking area would require screening of 3 -foot high vegetation or a berm. Mr. Kelly asked if needed they could ask for a parking variance, if necessary. Ms. Little explained a request for a parking variance would go before the Board of Adjustment. In response to a question by Ms. Little, Mr. Kelly stated the red brick building on Lafayette would be demolished. He stated they planned on construction taking approximately 18 months. MANDY BUNCH - ENGINEERING In response to a question from Ms. Bunch, Mr. Kelly stated they did not plan on the extension of any water or sewer lines. Ms. Bunch advised the developer did need to file a preliminary drainage plan. She asked if the parking lots were to be terraced. Mr. Kelly stated most of the parking was existing but additional parking would need to be terraced. Ms. Bunch stated the developer would also need to file a grading plan. Mr. Conklin advised the parking lots did need to be screened from the single family homes. He also noted Mr. Kelly would need to make notification to all adjoining property owners of the Subdivision Committee meeting and the Planning Commission meeting. • Plat Review Meeting February 23, 1995 Page 10 • • PRELIMINARY PLAT - WILLOW SPRINGS, PHASE III RALPH WALKER - N OF WEDINGTON, E OF CARLSBAD TRACE The next item was a preliminary plat for Willow Springs, Phase III, submitted by Glenn Carter, Jorgensen & Associates, on behalf of Ralph Walker for property located north of Wedington, east of Carlsbad Tract. The property is zoned R-1.5, Moderate Density Residential, and contains 70 proposed lots. Ms. Little stated the developer would need a map showing all adjacent subdivisions and how the subject tract tied into the other subdivisions. She asked the purpose of the area to the west of lots 153 and 154. Mr. Carter stated that was the dedicated parks area. Ms. Little requested the area be shown as a lot number or a park outlot. Ms. Cox, Parks Department, advised the parks lands shown were as approved by the Parks & Recreation Board. Mr. Conklin asked if the Parks Board had made a recommendation regarding access to the park from the subdivision. Mr. Carter pointed out the park was access between lots 162 and 172, which was a part of the park land. He advised there was an existing 6 -inch sewer line going to a manhole in the cul-de-sac and then went to the west which they were proposing to relocate. Ms. Little noted that would require an easement vacation. She also requested the adjacent property owners be listed. Mr. Conklin requested the off-site easements be shown on the plat and the adjacent lot lines. He also requested the sidewalks line up with Bridgeport Subdivision. There was discussion regarding a tract to the northwest of the subject property. Mr. Conklin advised the property owner had contacted the Planning Department requesting access through the subject subdivision. He also requested the street names be shown on the plat. He also noted the sidewalks were the developer's responsibility and they did need to meet ADA requirements. In response to a question from Mr. Conklin, Mr. Carter stated the property was zoned R-1.5 but would be developed as single family homes. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway reviewed the utility easements and crossings required. He noted it appeared they were shown on the plat but not labeled. He requested all off-site easements be shown on the plat. MIKE PHIPPS - OZARK ELECTRIC Mr. Phipps requested the same easements as requested by Mr. Calloway and additional crossings. • Plat Review Meeting February 23, 1995 Page 1/ • • PERRY FRANKLIN - TRAFFIC DIVISIONS Mr. Franklin advised the streetlights in Fieldstone Subdivision were set too far back from the street and wanted to be sure the streetlights in the subject development would be in the right-of-way. Ms. Little advised the streetlights needed to be within 4 feet of the street. Mr. Franklin reviewed additional placement of streetlights. Mr. Phipps advised he would need additional easements for the street lights. TIM JOHNSON - WARNER CABLE Mr. Johnson requested the same crossings as previously requested. He stated that, if the developer wanted to install cable'at the time of development, it would be at the cost of 90 cents a foot and, if cable was not installed, a notation needed to be on the plat that cable service was not available. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans requested the same easements and crossings requested by Southwestern Bell and an additional crossings. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson requested a hydrant be moved and also requested additional hydrants. Ms. Little also expressed concern about how the subject subdivision connected to Northwest Acres and the Rollin Barnes Subdivisions. She requested the connections be shown on the plat. TIM CONKLIN - PLANNING DIVISION Mr. Conklin suggested the developer consider another pedestrian access to the park, 20 feet in width, at the end of the cul-de-sac. MANDY BUNCH - ENGINEERING Ms. Bunch requested a preliminary drainage report and a final drainage report at completion. Ms. Little noted a tree preservation plan was also required. She also noted the entire 50 feet of right-of-way had to be graded as a part of the improvement to the subdivision. She also noted the final plat could be filed only after all public improvements (with the exception of the final street paving) were complete. She explained that, if the street were not paved, the developer would have to put up a cash bond in the amount of 150% of the cost of the paving. Plat Review Meeting February 23, 1995 Page la LARGE SCALE DEVELOPMENT - LAFAYETTE-GREGG APARTMENTS BOB KELLY - NORTHWEST CORNER OF LAFAYETTE S GREGG STREETS The last item was a large scale development for the Lafayette -Gregg Apartments submitted by Bob Kelly for property located at the northwest corner of Lafayette and Gregg. The property contains .64 acres and is zoned R-3, High Density Residential. LISA COX - PARKS DEPARTMENT Ms. Cox advised money in lieu would be $4,320 or land would be .36 acres. She noted the Parks & Recreation Advisory Board would review the project at their meeting on March 6. Ms. Little stated the adjoining property owners would need to be placed on the plat. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway requested the 25 -foot setback along both Lafayette and Gregg Streets be shown as a utility easement. He stated he would need conduit to the building from the easement. TIM JOHNSON - WARNER CABLE Mr. Johnson stated he would need conduit from the building to the pole also. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated there were existing lines but they would have to be relocated at the cost of the developer. STEVEN BULL - SWEPCO Mr. Bull stated there was an existing line along the west side of Gregg. PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin expressed concern regarding the alignment of the parking spaces. He also reviewed the ADA requirements. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson advised he would be unable to approve the plat until there was a new water main. He explained there was a major water problem at this location. After discussion, Ms. Little suggested a meeting regarding city participation in the installation of new water lines. TIM CONKLIN - PLANNING DIVISION Mr. Conklin reviewed the new parking regulations. Ms. Little also noted the dumpster location would need to be worked out. Plat Review Meeting February 23, 1995 Page 13 VACATION - SIGMA CHI FRATERNITY Ms. Little explained the Planning Division had received a request from Sigma Chi Fraternity for an easement vacation. The utility representatives advised the problems had not been worked out with the developer at the present time. The meeting adjourned at 10:50 a.m.
