HomeMy WebLinkAbout1995-02-09 - Minutes• • • MINUTES OF PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, February 9, 1995 at 9:00 a.m. in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVE: Rick Evans, Dennis Burrack, Andy Calloway, Tim Johnson, and Allen Combs CITY REPRESENTATIVES: Tim Conklin and Lisa Cox OTHERS PRESENT: Al Harris, Kurt Jones, Greg Bone, and Ted Pitman LARGE SCALE DEVELOPMENT - HOLLINGSHEAD/LINTON KURT JONES - S. OF WILLOUGHBY, W OF MCCOLLUM The first item was a large scale development presented by Kurt Jones of Northwest Engineers. DENNIS BURRACK - SWEPCO Mr. Burrack stated that the plat contained an accurate representation of the power lines. Further, he stated that only single phase lines were available on Willoughby. He stated that three phase lines would be available off McCollum and they could use the easement on the back. Mr. Jones offered to dedicate the back easement as general utility. Mr. Burrack inquired if the 30'access easement could be designated as a utility/access easement. TIM JOHNSON - WARNER CABLE Warner Cable has no facilities there. ANDY CALLOWAY - SOUTHWESTERN BELL Mr. Calloway requested that the easement parallel to Hwy 156 and down McCollum Road at the southeast corner be a 15 feet utility easement. Mr. Jones stated that would be granted. Mr. Calloway stated they would require two conduits from each building out to the north easement. • • • • Plat Review Committee February 9, 1995 Page 2 The owner inquired if Southwestern Bell would be able to provide a few T-1 stands and D -Trunks. Further he inquired as to what he would need to do in order to have that service. Mr. Calloway requested that he receive a forecast of his exact requirements as soon as possible. Further he stated that they would need a large conduit to provide that service. Mr. Jones inquired if they would need conduit from the easement to the building. Mr. Conklin inquired as to the nature of his business and the proprietor responded that he operated a computer consulting business. Mr. Jones added that the other business would be a type of glass blowing studio. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated he had gas on the north side of Hwy. 156 and service could be extended across with no problems. Further he requested a 4 inch casing under the drive along the 15 feet easement. Mr. Jones agreed. Further Mr. Jones stated that the studio would require an upper limit of gas capacity of 1.5 inches with 5 pounds for the glass blowing operation. Mr. Jones inquired as to the size of the line on the north and Mr. Evans stated that to be 2 inches. TIM CONKLIN - CITY PLANNING Mr. Conklin requested that the drive be approved by the Arkansas Highway Department. Further he stated the improvements for this tract would be determined at Large Scale Development. Mr. Jones stated that he submitted applications for a lot split and a lot line adjustment per the advice of Ms. Little. Mr. Conklin stated that Mr. Allen had a question about water flow and requested the Mr. Jones contact him to resolve that issue. Mr. Conklin stated that Mr. Jackson had a question about the location of fire hydrants and requested that Mr. Jones contact him to resolve that issue. Mr. Conklin inquired if the lines as drawn were part of the lot split. Discussion ensued. Further Mr. Conklin expressed concern with the easements and the lot split as requested today. Mr. Jones stated he would do an easement plat. • • • Plat Review Committee February 9, 1995 Page 3 Mr. Conklin requested that a Tree Preservation Plan and a Grading Plan be completed. Mr. Conklin stated they were indicating that their parking and drive were SB -2 and require asphalt or concrete paving and inquired if they had requested that the Planning Commission waive this requirement. Mr. Jones responded he would do same and further stated that Ms. Little had stated that City Planning would support it with a Bill of Assurance that it would be paved at a later date. Further he stated he would work out the details regarding that. Mr. Jones further stated that post drawing and submission of this plat, the owners decided that they would prefer the structures closer to the back property line. Mr. Conklin inquired about sanitation service and Mr. Jones responded they are showing dumpsters. Further Mr. Conklin requested that those locations meet the gravel parking standards and be approved by Ms. Zotti. Mr. Jones inquired about the water line on the back side of the property and Mr. Conklin responded that he should contact Mr. Bunn. • • • Plat Review Committee February 9, 1995 Page 4 LARGE SCALE DEVELOPMENT - NORTHWEST VILLAGE GREG BONE - E OF HWY 71B, S OF SHEPHERD FINAL PLAT - NORTHWEST VILLAGE GREG BONE - E OF HWY 71B, S OF SHEPHERD The next items, large scale development and final plat of Northwest Village located east of Hwy. 71B and south of Shepherd Lane were presented by Greg Bone of DCI. Mr. Conklin requested that these be considered together. TIM JOHNSON - WARNER CABLE Mr. Johnson stated the utility easements look fine but inquired about special services and requested conduits to the restaurant locations. ALLEN COMBS - OZARKS ELECTRIC COOPERATIVE Mr. Combs requested that he be notified as soon as possible as to the location of the transformers. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE In reference to the large scale development plat Mr. Calloway expressed concern regarding the building locations and easement locations not being shown on the plat. Mr. Conklin requested that those be included on the large scale development plat. Further Mr. Calloway was concerned that the utility easement would be paved over. He explained the impact of paving the easement would be that he would need conduit underneath the parking area. He stated their minimum requirement, based on demand, would be two conduits from each building to the easement. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated that there was a problem with the existing line running down the existing road. Further he stated that they would have to relocate their lines to feed the new lines. Discussion with the engineer and developer ensued as to conduit locations, building locations, and meter locations. • • • Plat Review Committee February 9, 1995 Page 5 TIM CONKLIN - CITY PLANNING Mr. Conklin stated the placement of easements looked pretty good. He further stated they will have to vacate the existing easements traversing the property which will have to be approved by the City Council. He advised that the vacation process needed to be started. Mr. Conklin inquired from Ms. Cox if she had been contacted regarding dedication of Lot 5 as park land. She responded that they had not been notified and Mr. Conklin stated that would need to be done. Mr. Conklin requested a tree preservation plan. Mr. Conklin stated he would discuss a formal variance for a 25 feet set back with Ms. Little. Mr. Conklin inquired if the throat length of the drive would be adequate for the anticipated stacking of the cars. Discussion ensued. Mr. Conklin inquired about the property to the east which is zoned residential. Further he stated that there is a screening requirement. Discussion ensued. He required that a vegetative screen or wood fence be erected and shown on the tree preservation plan. Mr. Pitman stated they would provide a berm, fence, and additional landscaping. In reference to the large scale development plan, Mr. Conklin required that it remain in two separate plats with subdivision lines, easements, and adjacent property owners shown. In response to the proposed additional landscaping at the back of the building, Mr. Calloway requested that they keep in mind that the utilities might be faced with tearing out landscaping to work and repair in the utility easement. Discussion ensued. Mr. Calloway further stated that he wished to go on record that if the landscaping on this development was finished prior to telephone lines being put in they would not provide replacement of landscaping. Mr. Conklin suggested that the landscaping be coordinated with utility work. Discussion ensued. Mr. Calloway suggested that conduit be laid throughout. Discussion ensued regarding the parking ordinance, landscaping in other large scale developments, replacement costs to utilities, and liability of the property owner providing landscaping. Mr. Conklin suggested that in the future the utility easement might be increased from 15 feet to 25 feet. Discussion ensued regarding cleared Plat Review Committee February 9, 1995 Page 6 easements, utilities' policy for service and repair work, and city ordinance requirements for landscaping. Mr. Johnson of Warner Cable inquired if any of the businesses in the development would require television cable. PLAT - EMERALD SUBDIVISION, PHASE III ASSOC. stated that this item was also tabled. Mb- • • • Plat Review Committee February 9, 1995 Page 8 FINAL PLAT - FIELDSTONE, PHASE III NORTHWEST ENGINEERS The next item was Final Plat on Fieldstone, Phase III, presented by Kurt Jones for Northwest Engineers. ALLEN COMBS - OZARKS ELECTRIC Mr. Combs requested a crossing between Lots 146 and 159, and Lots 141 and 84, and then north and south where Lots 146, 125, and 140 come together, and another one across Ponca at 84 and 85, and one more across Prescott between 132 and 133 over to 95 and 96. ANDY CALLOWAY - SOUTHWESTERN BELL Mr. Calloway requested three crossings: north and south across Prescott; north and south across Ponca between 125 and 140; and, north and south on the west side of Ponca between 84 and 85. Further he stated they would probably all go in the 20 feet easement between 95 and 96. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans requested the same easements as Bell Telephone with 4 inch conduits. Further he requested the 10' off site easement from 98 to 106 to be shown. Discussion ensued regarding whether or not the crossing should be shown on finals. Discussion ensued regarding location and orientation of the development. LISA COX - PARKS Ms. Cox stated that there were options regarding whether they would donate land or money. Further she stated that they would have an on-site meeting on Monday, February 13, 1995 at 4:00. TIM JOHNSON - WARNER CABLE Mr. Johnson requested a crossing along the back side of 59; crossing across Cato; crossing across Genoa; and he further stated that he was out of signal and would need at least 10 feet either off site or on Lots 159, 146, 141, and 84 for a trunk to feed this development. Discussion ensued regarding the concept map. • • • Plat Review Committee February 9, 1995 Page 9 TIM CONKLIN - CITY PLANNING Mr. Conklin requested a more accurate vicinity map showing the phases of the development. Mr. Conklin also stated that he shows that Genoa is Boxley and requested that to be verified. • • • • Plat Review Committee February 9, 1995 Page 10 FINAL PLAT - NORTHWEST ACRES, PHASE V NORTHWEST ENGINEERS The next item was the final plat on Northwest Acres, Phase V, presented by Northwest Engineers. TIM JOHNSON - WARNER CABLE Mr. Johnson stated he had existing facilities and further requested the off-site easements to be shown. Discussion ensued regarding easements. Mr. Conklin requested a revised vicinity map to be shown on the plat. Mr. Conklin also requested that the perimeter easements be reduced to 10'. ANDY CALLOWAY - SOUTHWESTERN BELL Mr. Calloway approved of the easement reduction. RICK EVANS - ARKANSAS WESTERN GAS COMPANY Mr. Evans requested that the streets be named. Mr. Conklin requested that the street names be shown by the revisions which are due Monday, February 13, 1995. TIM CONKLIN - CITY PLANNING Mr. Conklin requested modification of property use to duplex. Mr. Conklin also stated the Mr. Jackson required a hydrant within 400 feet of each lot. LISA COX - PARKS Ms. Cox requested payment of Park fees in the amount of $6720. Discussion ensued regarding the new ordinance. • • • Plat Review Committee February 9, 1995 Page 11 FINAL PLAT - ROLLIN BARNES SUBDIVISION NORTHWEST ENGINEERS The next item was the final plat for Rollin Barnes Subdivision presented by Northwest Engineers. ALLEN COMBS - OZARKS ELECTRIC Mr. Combs requested a 15' easement on the south side of Lot 3 and 15' easement on the west side of Lot 1. Further he requested that the off site input easement on the north side be shown on the plat. Mr. Conklin requested an easement plat on the large scale development. ANDY CALLOWAY - SOUTHWESTERN BELL Mr. Calloway stated they would request the same easements. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated they would also request the same easements. LISA COX - PARKS Ms. Cox requested payment of parks fees in the amount of $1,440 on the three lots shown on the duplexes. Mr. Conklin stated that additional money will be due on the large scale development. TIM CONKLIN - CITY PLANNING Mr. Conklin requested the extension of the sidewalk south. The meeting adjourned at 11:10 a.m.
