HomeMy WebLinkAbout1995-01-26 - Minutes• MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, January 26, 1995 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: OTHERS PRESENT: Rick Evans, Dennis Burrack, Andy Calloway, Tim Johnson, and Chris Vaught Don Bunn, Alett Little, Tim Conklin, Randy Allen, Mickey Jackson, Perry Franklin, and Sharon Langley Harry Gray, Kurt Jones, Jerry Kelso, Dennis Becker and LARGE SCALE DEVELOPMENT - TRUMBO, INC. HOWELL TRUMBO - EAST OF CATO SPRINGS RD., SOUTH OF 6TH ST., NORTE OF INDIAN TRAIL The first item was a large scale development presented by Harry Gray, Northwest Engineers, on behalf of Howell Trumbo for property located east of Cato Springs Road, south of Sixth Street and north of Indian Trail. The property contains .98 acres and is zoned C-2, Thoroughfare Commercial. ALETT LITTLE - CITY PLANNER Ms. Little advised the only major change the staff would request was the 40 -foot drive accessing Highway 62 be relocated to the east so it could be a shared access. She explained the relocation of the driveway would allow for better circulation. She asked the proposed use of the property. Mr. Gray advised the uses had not been confirmed but one use would be a fast food restaurant with a drive-thru. DENNIS BURRACK - SWEPCO Mr. Burrack stated there was an existing overhead power line between the subject tract and the Subway which would be used for service. TIM JOHNSON - WARNER CABLE Mr. Johnson requested a crossing. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway requested a 20 -foot easement parallel and adjacent to Highway 62 and various crossings. He advised any relocation of utilities caused by the subject development would be reimbursable by the owner of the property to Southwestern Bell Telephone. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans advised there was an existing gas line on the south side of Subway. He requested the 20 -foot setback on the east also be shown as a utility easement. MICKEY JACKSON - FIRE CHIEF Chief Jackson requested a fire hydrant on the south side of Highway 62 and advised he would work with the owner and engineer regarding the exact location. • • Plat Review Meeting January 26, 1995 Page 2 After discussion, it was determined a water line could come up from Paris Street for connection to the hydrant. RANDY ALLEN - STREET DEPARTMENT Mr. Allen had no comments. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin advised ADA regulations required an upright sign visible from the parking spaces for handicapped parking spaces. He -also noted one space would need to be van accessible. ALETT LITTLE - CITY PLANNER Ms. Little advised a notation needed to be placed on the plat that there were no trees on the site. She also requested the dumpster location be shown on the plat after Cheryl Zotti, Solid Waste Department, was contacted regarding placement of the dumpster. She further noted the existing asphalt sidewalk was not to city standards and would need to be replaced, setting back four feet from the curb and five foot wide. In response to a question from Mr. Gray, Ms. Little stated any sidewalk variance would have to be granted by the City Council. DON BUNN - CITY ENGINEER Mr. Bunn asked if the 6 -inch sewer a city maintained line. Mr. Gray stated it was. Mr. Bunn stated Mr. Gray would need to file a preliminary grading plan and a preliminary drainage plan. He also asked about the elevation of the flood plain. Mr. Gray advised the flood plain was not defined. Ms. Little stated an elevation certification would have to be filed at the time of application for a building permit. Mr. Bunn noted an easement plat would need to be filed for this project. • • Plat Review Meeting January 26, 1995 Page 3 LARGE SCALE DEVELOPMENT - LATTER DAY SAINTS TEMPLE CHURCH OF THE LATTER DAY SAINTS - WEST SIDE OF GARLAND, SOUTH OF WEDINGTON The next item was a large scale development submitted by Harry Gray, Northwest Engineers, on behalf of The Church of Latter Day Saints for property located on the west side of Garland, south of Wedington. The property contains 3.1 acres and is zoned R-0, Residential -Office. Ms. Little reminded Mr. Gray rezoning of the tract to the north of the subject property had been very controversial three years earlier but the property had been rezoned to allow a bar. She explained that, since the church was building on a tract adjacent to a bar, there would be a notation on the building permit that the church could not oppose the use of the bar. Mr. Gray stated he believed the site was a good location of the church and a church was a good use for the tract. He advised the tract was wooded and, due to the slope of the lot, very few trees would be saved. He noted they would be replanting trees to meet the 20% landscaping requirement. Ms. Little advised staff was int he process of drafting a parking lot ordinance requiring trees in the parking lot. She requested Mr. Gray keep the ordinance in mind when replacing the trees. She stated there had been discussion regarding aligning one of the driveways with Berry Street but she believed that would have an adverse affect on the circulation. Mr. Gray agreed moving the drive would harm the circulation and noted they would need two entrances and all of the parking spaces shown. DENNIS BURRACK - SWEPCO Mr. Burrack advised they planned to serve the adjacent property from the west and could extend the line to the northwest corner of the subject tract. He requested the north 16 feet and south 15 feet be shown as easements for street lighting. In response to a question from Ms. Little, Mr. Gray stated those areas were shown as green areas. He explained there was a 3:1 slope and he anticipated a 3-5 foot retaining wall on both the north and south sides of the parking lot. Ms. Little requested the alley remain wooded. She explained there was a need to protect as many trees as possible. She recommended bringing the easement into the parking lot. She requested a notation on the plat that no new easements were to be allowed in the alley. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin pointed out there needed to be a minimum of 40 feet from the centerline of Garland for right-of-way rather than the 30 -foot shown. Ms. Little advised the maximum would Be 50 feet. Mr. Conklin pointed out that would require the developer to move the building to the west. Ms. Little also advised staff would need to know the size of the auditorium in order to determine the amount of required parking spaces. There was discussion regarding turning the direction of the building. Mr. Gray advised he believed that would be impossible due to the slope of the lot. - He explained 11 feet of fill would already be required on the north side of the site. • Plat Review Meeting January 26, 1995 Page 4 TIM JOHNSON - WARNER CABLE Mr. Johnson advised that, if the church wanted cable, there would need to be conduit from the northwest corner to the building. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway requested a 20 -foot easement on the east side parallel to Garland and a 15 -foot utility easement adjacent to the alley. He noted he would need two crossings at the entrances. He advised there were facilities in the area and any relocation of those facilities caused by the subject development would be 100% reimbursable to Southwestern Bell Telephone. He also requested conduit to the property line. RICA EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the nearest line was the other side of Highway 112. He stated he would like to follow the water line to the west and place a meter at the southwest corner of the tract. He requested a 15 -foot easement adjacent to the water line. Mr. Gray advised he believed Mrs. Parsons still owned adjacent property and could get an off-site easement. In response to a question from Mr. Conklin, Ms. Little advised the 40 feet shown to the south of the tract had been designated as a street. • Mr. Gray advised it was an easement Mrs. Parson had given to the school for a driveway to Hall Avenue. He noted that driveway had never been constructed. Mr. Bunn asked if the 40 feet had been dedicated to the city. Mr. Gray stated he believed it had been. Ms. Little advised that, at the time of the rezoning, one of the promises made to the school was there would be something done about the drainage on the north side of the school property. MICKEY JACKSON - FIRE CHIEF Chief Jackson had no comments. RANDY ALLEN - STREET DEPARTMENT • Mr. Allen stated he would want to see the drainage plan when it was filed since drainage would be an issue on the tract. He noted there was currently erosion on Garland Avenue. Mr. Gray noted the plan would have to be approved by the State also. He explained the drainage all would be directed to Garland. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin stated he believed there was a streetlight at Berry but, if not, one would be required. He also noted one of the ADA spaces would need to be 16 feet wide. He advised the State Highway Department planned to rework the intersection of Cleveland and Garland but he did not know how it would affect the subject property. He stated he would need to see what scope the Highway Department planned. • • • Plat Review Meeting January 26, 1995 Page 5 Ms. Little stated that would mean the 40 -foot street would be opened. She advised Mr. Gray needed to get joint access with the school; otherwise, there would be four curb cuts very close together. Mr. Gray stated all curb cuts together with the drainage would need to be approved by the State. He also noted the 50 -foot right-of-way would have a large impact on the tract but believed they could work with 40 feet of right-of-way. Mr. Bunn advised the City did not want to take any more right-of-way than was necessary but the City did not know the State Highway Department's plans. • • Plat Review Meeting January 26, 1995 Page 6 LARGE SCALE DEVELOPMENT - PETROMARK, INC. GREGORY CO., INC. - NORTHWEST CORNER OF JOYCE AND HIGHWAY 265 The next item was a large scale development submitted by Terry R. Cooper and Associates on behalf of Gregory Co., Inc. for property located at the northwest corner of Joyce and Highway 265. The property contains 2 acres and is zoned C-2, Thoroughfare Commercial. Ms. Little advised the driveways were fine as located except for the note that said "40 Foot Per City of Fayetteville requirements" and "Per AHTD requirements". She explained 40 feet was the maximum allowed, not a requirement. She asked the location of curb cuts on the opposing sides of both Highway 265 and Joyce Street. She also noted the right-of-way requirement on Highway 265 was 50 feet from the centerline. She explained Highway 265 would be widened in the future and it appeared to her the Highway Department could take an alignment which went directly through the subject site in order to straighten the curve. She suggested moving the building back in order to avoid future problems. She further noted the City was improving the intersection of Joyce and Highway 265 and advised the project engineer, Mandy Bunch, wanted to be sure the grade of the site would match the grade of the completed roadway. TIM JOHNSON - WARNER CABLE Mr. Johnson advised any relocation of utility poles would be at the expense of the developer. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway requested a 4 -inch crossing at all entrances; a 15 -foot utility easement on the west property line, running north and south; and two conduits from the street to the northeast corner of the property. He explained they would be serving the property from the northeast corner of the property. CHRIS VAUGHT - OZARK ELECTRIC Mr. Vaught requested a 20 -foot easement parallel to the 8 -inch sewer line to get back to the north side of the property. He advised any relocation of existing services would be at the cost of the developer. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans advised there was a gas line 300 feet to the west of the site. He stated the easements shown were fine. DON BUNN - CITY ENGINEER Mr. Bunn advised the 30 -foot easement shown was a water and sewer easement only. Mr. Vaught requested it be shown as a general utility easement. Mr. Bunn advised all of the easements would be shown on the easement plat. MICKEY JACKSON - FIRE CHIEF After discussion, Chief Jackson requested a hydrant at the northern entry to Highway 265 which could be placed in the right-of-way. RANDY ALLEN - STREET DEPARTMENT • Mr. Allen advised a drainage plan would be required. • • • Plat Review Meeting January 26, 1995 Page 7 Mr. Bunn stated the engineer had been working with Ms. Bunch on the drainage. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin requested the drives be moved as far as possible from the intersection since signalization would be in place in the near future. Ms. Little agreed and noted the drive on Joyce could be moved so it could be a shared access to the adjacent property. Mr. Conklin noted the requirement for right-of-way on Highway 265 was 50 feet from the centerline. Ms. Little advised the sidewalks would need to be 5 feet in width at the edge of the right-of-way. She noted the sidewalks, curb cuts and drainage on Highway 265 would require approval by the State Highway Department. In response to a question from Ms. Little, Mr. Franklin advised there would need to doe coordination of the location of the street lights. Ms. Little suggested a street light be located at each entrance. Mr. Vaught requested a one -inch pipe across the drive. In response to a question from Ms. Little, the engineer assured her the parking as shown on the plat would be necessary. Ms. Little advised the legal description would need to be placed on the plat. She also noted the developer would be responsible for notification of the adjoining property owners. • • • Plat Review Meeting January 26, 1995 Page 8 LARGE SCALE DEVELOPMENT - LINDSEY OFFICE BUILDING LINDSEY FAMILY TRUST - VANTAGE SQUARE The next item was a large scale development for Lindsey Office Building submitted by Jerry Kelso, Crafton Tull & Associates, on behalf of the Lindsey Family Trust for property located in Vantage Square. The property contains 3 acres and is zoned C-2, Thoroughfare Commercial. Ms. Little noted the curb cut on Joyce Street was fine. She advised there should have been someway to connect this tract across the creek over to Front Street but she did not know how it could be worked out at this time. DENNIS BURRACK - SWEPCO Mr. Burrack stated there was an overhead power line at the southwest corner. He stated they could dip underground or span the creek and then dip underground at the southwest corner of the building on the south side. He advised there was an existing transformer serving the existing Lindsey building. He stated they would need to work out the loads. He asked if the developer would provide the lighting or if SWEPCO was to provide it. Mr. Kelso advised SWEPCO would provide the lighting. Mr. Franklin noted they would need street lights on Joyce also. Mr. Burrack requested a 20 -foot easement on the south side of the site. TIM JOHNSON - WARNER CABLE Mr. Johnson requested the same easement together with various crossings. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway advised the easements shown and requested were acceptable. requested a crossing. MICKEY JACKSON - FIRE CHIEF Chief Jackson requested an additional hydrant to be placed at the island in the parking lot. He asked if the buildings were to be sprinkled. He advised he would recommend it. Mr. Kelso stated he did not know if they planned to sprinkle the buildings. RANDY ALLEN - STREET DEPARTMENT Mr. Allen requested a drainage plan and noted he was concerned regarding some of the large drainage ditches in the area. Mr. Kelso advised the drainage plan had been submitted to the City Engineer which took the drainage ditch into consideration. Mr. Allen explained access to a large, open drainage ditch was a concern together with the scope of the width and maintenance of the ditch. • • Plat Review Meeting January 26, 1995 Page 9 PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin had no further comments. ALETT LITTLE Ms. Little advised five foot wide sidewalks were required along Joyce Street at the edge of the right-of-way. Mr. Kelso asked about a sidewalk across the drainage ditch. Mr. Conklin suggested moving the foot bridge to the sidewalk area. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin noted an easement plat would be required on this project prior to the issuance of a building permit. DON BUNN - CITY ENGINEER Mr. Bunn stated a grading plan would need to be filed with his office. He also noted off-site easements would need to be filed by separate document. He requested the engineer contact Cheryl Zotti, Solid Waste Division, regarding the location of the dumpster. Mr. Franklin noted one of the handicap parking spaces needed to be van accessible. • Plat Review Meeting January 26, 1995 Page 10 LARGE SCALE DEVELOPMENT - PAYLESS SHOE STORE PAYLESS SHOE SOURCE - SOUTH OF HIGHWAY 62, WEST OF SHILOH The next item was a large scale development for a Payless Shoe Store submitted by Kurt Jones, Northwest Engineers, on behalf of Payless Shoe Source for property located south of Highway 62 and west of Shiloh. The property contains 2.35 acres and is .zoned C-2, Thoroughfare Commercial. Ms. Little asked Mr. Jones if the developer had contacted the adjoining trailer park regarding shared access. Mr. Jones stated Payless wanted access at the front but the trailer park was not willing to grant it. He further noted the trailer park had recently contacted him regarding access off the back of the tract but nothing had been worked out. Ms. Little advised that, since this tract was in the overlay district, a separate letter would be required for a waiver on the drive onto Highway 62. Mr. Conklin stated a property line adjustment had also been requested on this tract. In response to a question from Ms. Little, Mr. Jones advised he had submitted a preliminary drainage report and grading plan. There was discussion regarding the drainage and a 40 -foot drainage easement. DENNIS BURRACK - SWEPCO • Mr. Burrack asked where the developer would like the entrance into the building with the utilities. • Ms. Little pointed out this tract was in the overlay district which did not allow overhead service at the front of the property. Mr. Jones stated the service needed to come in from the south side of the building (at the rear). After discussion with Mr. Jones, Mr. Burrack advised that, if they used a secondary dip, the customer would be responsible for the line going into the building. TIM JOHNSON - WARNER CABLE Mr. Johnson had no comments. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway requested various crossings. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans advised there was a gas line along Highway 62 so service could be obtained from that line. MICKEY JACKSON - FIRE CHIEF Chief Jackson recommended the owner consider sprinkling the building. • Plat Review Meeting January 26, 1995 Page 11 RANDY ALLEN - STREET SUPERINTENDENT In response to a question regarding right-of-way, Ms. Little advised there needed to be at least 50 feet of right-of-way from the centerline of Highway 62. She further noted the right-of-way off of Shiloh was adequate. Mr. Allen had no other comments. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Mr. Franklin noted there were a number of underground utilities located northeast corner of the tract which should be noted on the grading plan. He also advised one handicap space had to be van accessible. TIM CONKLIN - PLANNING Mr. Conklin asked what material would be used for construction of the building. He noted there could be no metal sidewalls. Mr. Jones stated he did not know what material would be used. He advised the architect for the property did have a copy of the overlay district ordinance. Ms. Little advised the developer might have to do something to screen the mechanical equipment on top of the building. She advised sidewalks were required on both Shiloh and Highway 62 at the outer edge of the right-of-way. She noted, however, she did not believe they had to follow the right-of-way on Shiloh where the right-of-way jagged in. • Mr. Jones advised there was an existing sidewalk on Highway 62. • Ms. Little stated that, if the sidewalk was constructed out of concrete, it would be acceptable but, if it was constructed out of asphalt, it would have to be removed and reconstructed out of concrete. She asked what they planned if the Highway Department did not approve the curb cut on Highway 62. Mr. Jones stated he believed the owner would try to negotiate something with the owners of the trailer park for a joint access. • • • • Plat Review Meeting January 26, 1995 Page 12 LARGE SCALE DEVELOPMENT - WILLINGTON COURT DON GINGER - N OF HWY 45, W OF JOE FRED STARR RD. The next item was a large scale development for Willington Court submitted by Dennis Becker on behalf of Don Ginger for property located north of Highway 45 and west of Joe Fred Starr Road. The property contains 5.92 acres and is zoned R-2, Medium Density Residential. Ms. Little pointed out the cul-de-sac needed to go to the property line. Mr. Becker advised the cul-de-sac was taken from the Willington Place preliminary plat prepared by Harry Gray. He pointed out the cul-de-sac was basically a turnaround until it was determined whether Township would be extended. TIM JOHNSON - WARNER CABLE Mr. Johnson asked if the units would be individually owned. Mr. Becker advised they would be individually owned so the service would also need to be individual. He pointed out there was a 50 -foot utility easement in the service alley. He noted 30 feet of the alley would be paved. He explained the pedestal would set in the greenspace adjacent to the driveways. In response to a question, Ms. Little explained there were no individual lot lines; that the area was owned in common. She stated it would be a condominium development. Mr. Johnson requested a 20 -foot utility easement at the entry walks, a 10 -foot easement on the right side and a 10 -foot easement on the left side. Ms. Little asked if the street would be constructed as a part of Willington Place. Mr. Becker stated it would. He explained the street would have to come in from Willington Place before any work could start on Willington Court. Ms. Little advised the final plat of Willington Place would have to be filed prior to issuing any building permit for Willington Court. She also reminded Mr. Becker that, as a condition of approval of the preliminary plat for Willington Place, the trees were to be maintained 25 feet adjacent to Timbercrest Subdivision. Mr. Becker stated he believed the bill of assurance stated there would be an effort to maintain the trees. He recalled there had also been an agreement to construct a wall along the property line. He stated the other agreement was that, in order to save the trees, there would be use of the easement on the Timbercrest side. After discussion, all of the utility representatives expressed concern with providing individual service to each unit. Mr. Bunn recommended Mr. Becker meet with the utility representatives in order to work out the problems. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway suggested moving the parking area at every other unit and then run a conduit from each unit to the central point. He explained that would give the utilities a 20 -foot wide area for every four units. CHRIS VAUGHT - OZARK ELECTRIC • • • Plat Review Meeting January 26, 1995 Page 13 Mr. Vaught agreed with Mr. Calloway's suggestion. He requested a crossing from unit 13 over to the 20 -foot easement and a 4 -inch crossing across the main entrance to unit 14. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated he was also in agreement with Mr. Calloway's suggestion. He requested the same crossings as those requested by Ozark Electric. MICKEY JACKSON - FIRE CHIEF Chief Jackson requested moving the hydrants on the alleys closer to the center by placing the one on the left adjacent to Unit 9 and the one on the right side adjacent to Unit 20. He also advised the water lines needed to be 8 -inch. Mr Bunn stated they could be 6 -inch if they were looped. Mr. Becker also discussed making the alleys loop rather than deadend for emergency vehicle access. Ms. Little stated it would also make garbage pickup easier. Mr. Bunn advised Mr. Becker would need to contact Cheryl Zotti regarding trash pickup and the location of the dumpster. Mr. Vaught stated that, if the alley did loop, he would need additional crossings. In response to a question, Mr. Becker advised the "alleys" were private streets. Mr. Conklin noted they would need to name the "alleys" for addressing purposes according to Jim Johnson, 9.-1-1 Coordinate. He also noted the greenspace fee would be $300.00 per unit. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin advised the city would not participate in the subject development. Mr. Becker agreed to meet with the utility representatives the easements. The next item was a preliminary plat for Northwest Village Addition submitted by Greg Bone of Development Consultants on behalf of Second Century Investments for property located east of Highway 71B and north and south of Shepherd Lane. The property contains 12.22 acres'and is zoned C-2, Thoroughfare Commercial, with 5 lots. Ms. Little reminded the utility representatives the subject plat had been reviewed by them previously. She explained the Planning Commission had denied the original plat and they were now looking at the revised plat with the buildings orientated differently. Mr. Bone advised the utility easements were very similar if not exactly the same as on the previous plat. TIM JOHNSON - WARNER CABLE Mr. Johnson had no comments. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway advised the easements shown appeared to be fine. CHRIS VAUGHT - OZARK ELECTRIC Mr. Vaught requested additional crossings. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans also requested additional crossings. He advised there was an existing gas line and, if it needed to be relocated, it would be at the owners' cost. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson had no comments. RANDY ALLEN - STREET DEPARTMENT Mr. Allen advised a grading and drainage plan needed to be filed. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin noted street lights would be required every 300 feet. He also recommended the second access to College on the north side of the tract needed to be a right -turn only lane with exit only. Ms. Little advised staff was opposed to the northern access but, if necessary, they would agree to an exit only with right -turn only. Mr. Bone advised most of these items would be addressed with the large scale. Ms. Little also noted they had discussed requiring off-site improvements for the extension of Sterns and improvements to Joyce. • • • Plat Review Meeting January 26, 1995 Page 15 PRELIMINARY PLAT - DEANE SOLOMON PLACE E. H. SONNEMAN 6 SARA AGEE - W OF DEANE SOLOMON, S OF MOORE LANE The next item was a preliminary plat for Deane Soloman Place submitted by Bill Rudasill on behalf of E. H. Sonneman and Sara Agree for property located west of Deane Solomon and south of Moore Lane. The property is zoned R-1.5, Moderate Density Residential, and contains 5.85 acres with 17 lots. Ms. Little advised staff wanted an access to Deane Solomon Road as opposed to Coyote Trail since Coyote Trail was a private drive. Mr. Rudasill advised the owner was getting a dedicated easement and would improve Coyote to city street standards. Ms. Little also noted the Planning Commission would want the extension of Moore Lane into the subject development. She also advised they would need to grant 40 feet from the centerline of Deane Solomon for right-of-way. Mr. Rudasill asked if they could dedicate 36 feet. Mr. Bunn stated they would work on it. After further discussion regarding the extension of Moore Lane, Mr. Rudasill advised he was not in favor of the extension. He stated the tract of property immediately to the west would be developed. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans requested an easement around the perimeter of the tract. He also requested the setbacks be shown as utility easements. He noted that, if Moore Lane was extended, he would need a crossing and across Deane Solomon on the north. Mr. Bunn noted the cul-de-sac at the south would need to be dedicated right-of- way to the property line. Ms. Little advised the sidewalks would need to be placed on one side'of the street and around the cul-de-sac together with along Deane Solomon Road. MICKEY JACKSON - FIRE CHIEF Chief Jackson requested one hydrant be moved. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin advised Jim Johnson, 9-1-1 Coordinator, stated Deane Solomon Place was not an acceptable name. He also pointed out the areas street lights would be required. Chris Vaught requested 15 -foot easements between lots 1 and 2, between lots 4 and 5, and between lots 7 and 8 for the street lights. Plat Review Meeting January 26, 1995 Page 16 PRELIMINARY PLAT - BRIDGEPORT SUBDIVISION, PHASE II ANNEX CREEKWOOD DEVELOPMENT - S OF MT. COMFORT, E OF BRIDGEPORT The next item was a preliminary plat for Bridgeport Subdivision, Phase II Annex submitted by Bill Rudasill on behalf of Creekwood Development for property located south of Mt. Comfort, east of Bridgeport. The property is zoned R-1, Low Density Residential, and contains 6.81 acres with 17 lots. Ms. Little advised Phase II Annex was not acceptable; that it would be Phase III. She further noted there needed to be a stubout to the east property. It was determined the stubout would be at lot 118. MICKEY JACKSON - FIRE CHIEF Chief Jackson requested the movement of one hydrant. He further advised that, on Bridgeport Subdivision, Phase I, there were fire hydrants in place but no water to the hydrants. He pointed out they were now constructing houses in the subdivision. TIM JOHNSON - WARNER CABLE Mr. Johnson requested a 20 -foot utility easement around the perimeter of the tract. He further advised the cost for cable would be 90 cents a foot for installation prior to development and, if the developer did not plan to install cable, there needed to be a notation on the plat. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway requested a 4 -inch crossing on Creekwood Place. He further noted the official mylar copy of Phase I showed a 20 -foot utility easement up to the centerline of the creek which was not reflected on the subject plat. He also advised he had repeatedly requested lot numbers and/or addresses of adjacent subdivisions be shown on the plat. CHRIS VAUGHT - OZARK ELECTRIC Mr. Vaught requested the same easements and crossings together with a 15 -foot easement along the street side of lot 125; a 15 -foot easement between lots 124 and 125; a 4 -inch crossing at lot 118; a 15 -foot easement between lots 114 and 115; and a 15 -foot easement between lots 110 and 111. He advised it would cost $2.00 a foot at the time of development. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans advised the crossings requested were fine. He advised the sewer easement needed to be 25 feet instead of 20 feet. Ms. Little advised the sidewalks would have to be installed by the developers. Ms. Langley advised the Parks Department had accepted land in lieu of money on the subject development. She also noted Jim Johnson, 9-1-1 Coordinator, had advised they could not use the name Creekwood Drive. Plat Review Meeting January 26, 1995 Page 17 FINAL PLAT - CEDARPOINT SUBDIVISION GENERAL DEVELOPMENT - S OF HUNTSVILLE, W OF CURTIS The next item was a final plat for Cedarpoint Subdivision submitted by Leonard Gabbard of Landtech on behalf of General Development for property located south of Huntsville, west of Curtis. The property is zoned R-2, Medium Density Residential and contains 12.91 acres with 37 lots. DENNIS BURRACK - SWEPCO Mr. Burrack had no comments. In response to a question from Ms. Little regarding the drainage to the south, Mr. Gabbard advised the developer was attempting to purchase the adjacent property. He noted it was presently in negotiation. TIM JOHNSON - WARNER CABLE Mr. Johnson had no comments. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway requested various crossings. He advised there were existing telephone facilities which would be in conflict with the plat and the relocation of those lines would be reimbursable by the owner. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans advised crossings had previously been requested on the preliminary plat. He asked that those crossings be shown on the final plat. After discussion, it was determined there was an existing trail through to Huntsville. The property consists of 51.31 acres with is located outside the City Limits. There were no comments from the utility representatives or staff.
