HomeMy WebLinkAbout1995-01-05 - Minutes• MINUTES OF A PLAT REVIEW MEETING A MEETING OF THE FAYETTEVILLE PLAT REVIEW COMMITTEE WAS HELD ON THURSDAY, JANUARY 5, 1995 IN ROOM 111 OF THE CITY ADMINISTRATION BUILDING, 113 WEST MOUNTAIN STREET, FAYETTEVILE, ARKANSAS, UTILITY REPRESENTATIVES: Andy Calloway, Jack Regal, Rick Evans, Darrell Richey, and Tim Johnson CITY REPRESENTATIVES: OTHERS: Alett Little, Don Bunn, Tim Conklin, Perry Franklin, Randy Allen, Mickey Jackson Lowell Weatherbee, Mel Milholland, and Sarah Riley LARGE SCALE DEVELOPMENT - COVENANT PRESBYTERIAN CHURCH COVENANT PRESBYTERIAN CHURCH - S OF HWY 16, E OF CARRIAGE WAY The first item on the agenda was a large scale development for Covenant Presbyterian, submitted by Lowell Weatherbee, Engineer. The property is located on the south side of Highway 16, east of Carriage Way and is zoned A- 1, Agricultural and contains 4.50 acres. TIM JOHNSON - WARNER CABLE Mr. Johnson had no comments. RICE EVANS - ARKANSAS WESTERN GAS Mr. Evans requested a 20 -foot easement adjacent to the right-of-way. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway requested a 15 -foot easement on the east, south, and west side of the property. He further advised the developer needed to install 4 -inch conduit for the telephone cable. He noted there was telephone cable buried on the north side of the property. MICKEY JACKSON - FIRE CHIEF Mr. Jackson stated a new fire hydrant needed to be installed since the existing hydrant was over 300 feet away. He advised the cost of a new hydrant would be approximately 1,500 to 1,800 dollars. He further explained that, if they brought the present line under the highway, it would cost between 3,000 and 3,500 dollars. He explained he recommended a new hydrant because they might, at some date in the future, need ample water supply. He asked if the church would be putting in sprinkler system. RANDY ALLEN - STREET DEPARTMENT SUPERVISOR Mr. Allen stated there was bad drainage on the subject property. He noted that, at some point, the water draining off of Highway 16 would have to be addressed. He advised the water would have to flow in a southerly direction. He suggested a tie-in with the Meadowland Subdivision to the south and in order to allow the water to come off of Highway 16 and to continue in a southerly direction. Mr. Weatherbee explained the direction of the drainage. He advised there was a problem with the unimproved ditch along Highway 16. 4 Mr. Allen explained the ditches along Highway 16 West were very flat and it was very difficult to get water to flow in a east/west direction. Mr. Bunn explained a drainage plan would need to be filed with his office. He further explained the plan showed how the development intended to handle the water. He noted the church was responsible for the water going across the subject site. Mr. Weatherbee stated a preliminary drainage plan was submitted with the large scale development plat. Mr. Bunn advised he needed a detailed drainage plan. Mr. Weatherbee expressed his belief the city was asking too much of the property owner to expect them to handle the water coming off of the highway onto the church property. Ms. Little explained she believed it would be in the best interest of the church to know where the water was going before they could start any of the foundation work. Mr. Weatherbee advised the water was not handled properly from the subdivision to the north of the subject property; that it drained into a storm drain which went under the road causing the problem. He explained the water was collecting all at that one point. Mr. Allen advised the church was going to have to handle the natural flow of the water. Mr. Weatherbee agreed it was a natural flow but was now congregated into one spot He stated the highway was causing the flow to come across the subject property. Mr. Bunn stated he did not believe the church would have enough time to prepare a drainage plan before the next planning commission meeting. Me. Little suggested the plat be delayed one cycle so everything could be completed. Mr. Weatherbee advised he wanted to proceed to the next step meeting. Ms. Little stated Mr. Weatherbee needed to get approval from companies that were not represented at the meeting. DARRYL RICHEY - UNITED STATES POST OFFICE Mr. Richey said that he needed a regular curbside mailbox on of the road located on the west side of the drive. ALETT LITTLE & TIM CONKLIN - PLANNING COMMISSION OFFICE - subdivision the utility the church side Ms. Little and Tim Conklin advised the church needed a 50 -foot right-of-way They also advised the adjacent property owners needed to be listed on the plat. Mr. Conklin asked about the paving of the driveway. He said the church had asked for a waiver on paving of the driveway until the second phase of the building. Ms. Little requested a letter regarding the paving. She asked if the church had talked to Cheryl Zotti regarding the trash container. She explained the ground around the dumpster needed to be paved so the trash vehicle could get to it. • • • DON BUNN - ENGINEERING In response to a question from Ms. Little, Mr. Bunn advised the impact fees would be $200.00 per lot. He stated he had no comment on water and sewer since they were both on-site. • • • PRELIMINARY PLAT - POINT WEST, PHASE III WILLIAM RAMSEY, INC. - N OF SYCAMORE, W OF HWY 71 BYPASS The next item was a preliminary plat for Point West, Phase III submitted by Mel Milholland on behalf of William Ramsey, Inc. for property located north of Sycamore, west of Highway 71 Bypass. The property is zoned I-1, Heavy Commercial and Light Industrial, contains 12.30 acres with 13 proposed lots. DENNIS BURRACK - SWEPCO Mr. Burrack requested a 20 -foot easement on the south side a 25 -foot easement was not shown. He requested a corrected ALETT LITTLE - PLANNING COMMISSION of lot 1. He noted copy of the plat. Ms. Little advised Point West needed a second access and discussed extending Sycamore Street. She explained the city would pay for one half and the Point West developer would pay one half. TIM JOHNSON Mr. Johnson advised the - WARNER CABLE said the easements looked good except for the south side. He easement needed to be 25 feet. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans advised the easements looked fine. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway stated the easements were adequate. He advised he needed a crossing between lots 1 and 13 on the south side. RANDY ALLEN - STREET DEPARTMENT Mr. Allen asked if Mr. Milholland had a drainage plan for the development. Mr. Milholland explained one was in process. DARRYL RICHEY - UNITED STATES POST OFFICE Mr. Richey advised the site would be rural delivery. He asked about the greenspace, pointing out there were sidewalks on both sides of the street. DON BUNN - ENGINEERING Mr. Bunn advised there was a $200.00 per lot sewer intake fee. ALETT LITTLE - PLANNING COMMISSION Me. Little advised BMP had donated park lands to the south of the site. She questioned the engineer regarding donation of additional park land. Ms. Little advised she wanted to be sure everyone understood the off-site improvements: extension of the street to the south as opposed to extending the stub out previously provided as future street extension to the east. She explained the developer could decide which he preferred. She advised the second off-site improvement was one-half of the cost of Sycamore Street from the east side of North Shiloh Drive to the west where Sycamore intersected with Giles Road (including one half of the cost of the bridge). Mr. Millholland asked if the developer had to pay one half of everything across BMP property. • • • Ms. Little answered yes and went on to say she wanted to be clear on this because the planning office was asking for an undetermined contribution to the cost of constructing a second bridge. She explained she did not know the span and cost of the project at this time but the span was estimated to be 25 to 35 feet. She further noted the estimated cost would be between 40,000 and 50,000 dollars with not more than $5,000 in engineering costs. She went on to say the developer would be expected to pay for one half of the cost of the bridge and one half cost of the street. She suggested Mr. Milholland get with BMP and his developer and see who would going to pay for what. Ms. Little then discussed the rationale nexus share would be for the bridge on the further extension of Shiloh. Ms. Little reminded Mr. Milholland of the $200.00 sewer charge. She noted there would be no park fees. With no further discussion the meeting was adjourned.
