HomeMy WebLinkAbout1994-11-10 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, November 10, 1994 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: OTHERS PRESENT: Dennis Burrack, Andy Calloway, Rick Evans, Chris Vaught, Darrell Ritchey and Tim Johnson Alett Little, Don Bunn, Tim Conklin, Perry Franklin, Lisa Cox, Mickey Jackson and Sharon Langley Neal Albright, Mel Milholland, Travis Bousquet, Dave Jorgensen, Pat Tobin, Al Harris, and Kim Hessee LARGE SCALE DEVELOPMENT - CROSSOVER TERRACE LINDSEY FAMILY TRUST - N OF JOYCE, E OF HWY 265 The first item was a large scale development for Crossover Terrace, submitted by Neal Albright on behalf of the Lindsey Family Trust, for property located north of Joyce and west of Highway 265. The property is zoned R-2, Medium Density Residential, and contains 6.7 acres. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans requested an additional easement on the east side of units 3, 4 and 5. He pointed out the building setback could also be used as an easement. In response to retaining wall advised he had 5 feet wide. a question from Mr. Vaught, Mr. Albright stated there was a that was 20 feet in height at the south, tapering to zero. He not designed the wall but believed the foundation would be 4 to Ms. Little pointed out the utility companies would have difficulty in placing lines in the area adjacent to the retaining wall. The utility company representatives agreed. After discussion, it was determined a 20 -foot easement on the west side of buildings 3, 4 and 5 would be necessary in the front together with easements between the buildings. They also requested a 20 -easement running from the southern line of building 5 to the west side of building 7. TIM JOHNSON - WARNER CABLE Mr. Johnson requested the same easements as the gas company. He advised the developer would need to make arrangements for pre -wiring the buildings. CHRIS VAUGHT - OZARK ELECTRIC Mr. Vaught requested a 15 -foot setback and utility easement along the north side of buildings 1 and 2 and a 15 -foot easement adjacent to the retaining wall. He further asked for a 15 -foot easement between the corner of building 2 and the retaining wall or a 4 -inch sleeve. Mr. Albright agreed to install the sleeve. Other utility representatives also requested conduits, making a total of 2 2 - inch and 2 4 -inch. • Plat Review Meeting November 10, 1994 Page 2 Mr. Vaught also requested the trees not be buried directly over the cable and suggested some of the trees be moved. He advised it would cost $2.00 per foot for underground or $1.65 a foot if there was cable television participation. • • ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway requested 20 feet of the setback on the west side, parallel to Highway 265 be shown as a utility easement. RANDY ALLEN - STREET DIVISION Mr. Allen noted the city had not received a drainage plan. He pointed out there had originally been 2 or 3 ponds which had been reduced to 1 large pond and 1 small pond. He explained they would want to see the impact of the development. In response to a question from Mr. Allen regarding the fire hydrants, Mr. Bunn stated he believed the hydrant at the southeast corner of building 6 needed to be moved to the northeast corner. He advised Mr. Albright would need to contact Chief Jackson regarding location of the hydrants. Mr. Allen asked that Mr. Albright also talked to Chief Jackson regarding the entrance and exit to the site. In response to a question from Ms. Little, Mr. Albright advised he did have a revised drainage report to leave with staff. DARRELL RITCHEY - POSTAL SERVICE Mr. Ritchey advised the postal service would prefer one large bank of boxes for this development. He noted they would need to provide a shelter for the boxes. LISA COX - PARES DEPARTMENT Ms. Cox advised the Parks Board had requested money in lieu of land in the amount of $20,160.00. PERRY FRANKLIN - TRAFFIC Mr. Franklin asked if the sight distance had been checked on Highway 265. Mr. Albright stated he had not measured the sight distance. Mr. Franklin noted Chief Jackson preferred two entrances to apartment developments. Me. Little explained that, when the subject plat was first reviewed, the developer had showed two entrances (the existing one and another one further down the hill). She stated there had been a very poor sight design at that location and staff had asked them to remove it. She went on to say the only place staff had determined there could be another entrance for the subject subdivision was a joint entrance with Sterling Estates but they had not asked the developer to investigate that possibility. Mr. Franklin stated his only other comment was the developer needed to enlarge the size of the ADA parking spaces. • Plat Review Meeting November 10, 1994 Page 3 • • TIM CONELIN - PLANNING In response to a question from Mr. Conklin, Mr. Albright advised he had a revised tree preservation plan. Ms. Little asked the height of the apartments. Mr. Albright stated they would be 26 feet in height. It was determined no additional right-of-way was required along Highway 265. In response to a question from Mr. Conklin, Mr. Albright advised the developer had anticipated the water and sewer lines would be public and pointed out the easements. Ms. Little asked what type of outdoor lighting was planned and the height of that lighting. She noted the City preferred high pressure sodium. Mr. Vaught advised Ozark Electric had provided lighting on other Lindsey projects. Mr. Conklin stated staff would need to know the exact location of the lighting and noted they would need to be shielded, especially on the north side. DON BUNN - CITY ENGINEER Mr. Bunn pointed out there were a number of slopes on the project and the retaining wall. He advised staff would need specific information on the treatment of the slopes and what the developer planned to do for erosion control during construction. He also requested design details on the retaining wall. Mr. Conklin advised the easements requested would need to be placed on an easement plat which would be held until after the project was completed. Mr. Bunn requested the 8 -inch water line be extended to the south side of the entrance. He also requested the entire setback along Highway 265 be a utility easement. It was also determined Don Bunn, Perry Franklin, Mickey Jackson and Alett Little needed to visit the site for a sight distance review. • Plat Review Meeting November 10, 1994 Page 4 • • LARGE SCALE DEVELOPMENT - WAL-MART SUPERCENTER WAL-MART, INC. - SOUTHWEST CORNER OF MALL LANE AND JOYCE BLVD. The next item was a large scale development for the Wall -Mart Supercenter submitted by Travis Bousquet, CEI Engineering, on behalf of Wal-Mart for property located at the southwest corner of Mall Lane and Joyce Boulevard. The property contains 24.94 acres and is zoned C-2, Thoroughfare Commercial. DENNIS BURRACK - SWEPCO Mr. Burrack stated the easements were existing. He asked if the 50 -foot easement on the south side of the development was for city water and sewer or a general utility easement. Mr. Bunn stated it should be a general utility easement. Mr. Franklin asked if street lights were existing along Joyce Boulevard. Mr. Burrack stated he would check. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans advised the easements shown were fine but he would need to know the total load. TIM JOHNSON - WARNER CABLE Mr. Johnson stated the easement shown were fine. He advised that, if they wanted cable service, they would need to contact him. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway advised the easements shown were fine. He stated he would need to coordinate with someone on the exact location of the terminal into the building. RANDY ALLEY - STREET DEPARTMENT Mr. Allen had no comments. DON BUNN - CITY ENGINEER Mr. Bunn noted they had reviewed this large scale development previously. He asked the changes to the plat. Mr. Bousquet advised Wal-Mart had changed the footprint of the building. There was discussion regarding drainage. Mr. Bunn stated he believed they had detailed drawings of the drainage flow. Mr. Allen asked if they were requiring any type of erosion control when drainage was dumping into creeks. Mr. Bousquet stated he could check with Wal-Mart regarding the erosion control and would report back to Mr. Bunn. • Plat Review Meeting November 10, 1994 Page 5 • • TIM CONKLIN — PLANNING Mr. Conklin stated street lights were required when the subdivision was approved. Me. Little advised that, if the street lights were not installed, they would be required of the large scale development. DARRELL RITCHEY — POSTAL SERVICE Mr. Ritchey advised they would like to serve this Wal-Mart the same way the Wal-Mart on Highway 62 was served. In response to a question, Mr. Bousquet advised he did not know how many businesses would be receiving mail at that location. PERRY FRANKLIN — TRAFFIC Mr. Franklin asked if the right-of-way for Mall Lane to the south was dedicated right-of-way. Ms. Little stated it was not dedicated right-of-way; that Mall Lane was a private drive. Mr. Franklin pointed out that, with a fly -over, the only access into the development would have to be to Mall Lane. Ms. Little stated she believed it would come further to the west (the area where the small pond had been drained). Mr. Franklin stated Scott Bennett, State Highway Department, had looked at the area and would convey the city's comments. TIM CONKLIN — PLANNING In response to a question from Mr. Conklin, Mr. Bousquet advised the only new easements shown on the plat were for water and sewer. He stated they did want those to be public. Mr. Bunn explained they would need to be dedicated by separate instrument. Mr. Conklin stated he had reviewed the tree preservation requirements and it appeared some additional trees would be required. Ms. Little reminded the Committee a conditional use had been approved for this development. She stated the engineer would need to provide elevation drawings for the Planning Commission. MICKEY JACKSON — FIRE DEPARTMENT Chief Jackson stated the hydrant locations were fine. He noted the two 8 -inch lines would need to be looped together. Plat Review Meeting November 10, 1994 Page 6 PRELIMINARY PLAT - HIDDEN LAKES HARRY JACKSON & PARTNERS - N OF MISSION, E OF OLD WIRE ROAD The next item was a preliminary plat for Hidden Lakes Subdivision submitted by Mel Milholland on behalf of Harry Jackson and Partners for property located north of Mission, east of Old Wire Road. The property contains 19.75 acres with 44 proposed lots and is zoned R-1, Low Density Residential. DENNIS BURRACK - SWEPCO Mr. Burrack stated there was an existing overhead line which would serve the lots on the east. He advised he would need a 15 -foot easement across the north side of lot 39 (outside of the flood plain) over to lot 38. He noted there was an overhead line to the existing house. He advised that, if the developer wanted to place the line underground to the existing house, it would be at the developer's expense. He asked if the building on lot 27 would remain. Mr. Milholland stated the lot line between 27 and 36 would be adjusted because they had a buyer for both the house and the building on lot 27. Mr. Burrack asked if there was a drainage easement at the back of lots 19, 20 and 21. Mr. Milholland stated it was a drainage easement and a utility easement. He advised they could be divided. Mr. Burrack requested the easements be divided. Mr. Allen requested an additional 5 feet be added to the drainage easement. In response to a question from Mr. Burrack, Mr. Milholland reviewed the crossings. There was discussion regarding removing one of the street lights. Mr. Franklin pointed out there were three lights within 50 feet of each other. It was determined the street light in the second island could be removed and move the light between lots 43 and 44 over to between 34 and 35 and then move the light between lots 40 and 41 to the back of the cul-de-sac. Mr. Burrack requested a 10 -foot easement between lots 34 and 35. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements shown were fine. He advised there would not be any variances given on lots 37, 43 or 44. TIM JOHNSON - WARNER CABLE Mr. Johnson stated the crossings and easements shown were fine. He advised it would cost 90 cents a foot for cable if the cable was to be installed at the time of development. Mr. Milholland advised they had dedicated additional right-of-way. Ms. Little stated that, when the State Highway Department, widened the roadway, the Highway Department would have to relocate the line. RANDY ALLEN - STREET DEPARTMENT Mr. Allen noted the easement between lots 38 and 39 showed as a joint utility and drainage easement. Mr. Bunn recommended a notation needed to also be placed in the covenants. Mr. Milholland suggested a statement on the plat that no fences could be constructed across the drainage easement. DARRELL RITCHEY - POSTAL SERVICE Me. Little Jordan but school, it pointed out the plat was showing the sidewalk on the west side of it appeared to her that, in order for the children to walk to would be better on the east side. Mr. Ritchey advised it would not make a difference which side the sidewalk was located on as long as there was a four foot green space. He stated they would be delivering on both sides. LISA COX - PARRS DEPARTMENT Ms. Cox stated the Parks Board had chosen to accept 1.1 acres of land for the green space requirement. Mr. Milholland noted the developer was proposing the balance to be banked. Ms. Little asked if the dedication of park lands to dedicate 4.75 acres with could be done by lot. • Plat Review Meeting November 10, 1994 Page 8 • • Mr. Milholland stated they had taken the park lands out of the subdivision. Ms. Little explained that, if they would make the park lands lot 46, it was much easier to show the park lands on the plat and easier to dedicate the land to the City. PERRY FRANKLIN - TRAFFIC Mr. Franklin pointed out Broadview lined up with Leah and the street should remain as Broadview. There was also discussion regarding extending the street names on streets that just had a jog rather than changing the name each time the street changed direction. All of the utility representatives stated they were in favor of extending the street name with consistent numbering. TIM CONKLIN - PLANNING Mr. Conklin reminded Mr. Milholland sidewalks were to be constructed by the developer and funds for the sidewalks would need to be placed in an escrow account prior to recording the final plat. He further noted the 9-1-1 Coordinator would require a new address for the existing house. There was also discussion regarding dedicating a 50 -foot access easement to the parks lands. Ms. Little requested additional property owners (Mr. Perry and Mr. Torbitt) receive notification. She further questioned the ability to construct a house on lots 43 and 44. Mr. Milholland explained he was working with the gas company to relocate the gas line, making both lots buildable. Ms. Little stated the developer either needed to make improvements to the box culvert or on-site detention on the park lands. Mr. Bunn advised the city would maintain the on-site detention if it was required. He stated they could discuss it. In response to a question from Ms. Little, Mr. Milholland explained the previous proposed subdivision for the site had required Corps of Engineers approval. He stated that, if the Corps approved the detention as proposed, they would be able to work within the floodway. Ms. Little noted that would require two approvals from the Corps -- a flood plain approval and a wetlands approval. Mr. Milholland reviewed the proposed drainage and detention plans. Me. Little further noted the developer would be required to improve one-half of Old Wire Road. She advised she preferred the improvement be done as the subdivision was being completed. Mr. Milholland explained the subdivision stopped at the end of lot 21. He stated that was one of the reasons they did not want to include the park lands as a lot because they did not feel they should have to improve Old Wire Road adjoining the park lands. • • Plat Review Meeting November 10, 1994 Page 9 PRELIMINARY PLAT - YORKTOWNE SQUARE WADE & PEGGY BISHOP - N OF STUBBLEFIELD RD., E OF OLD MISSOURI RD The next item was a preliminary plat for Yorktowne Square submitted by Mel Milholland on behalf of Wade and Peggy Bishop for property located north of Stubblefield Road, east of Old Missouri Road. The property contains 23.58 acres with 61 proposed lots and is zoned R-1, Low Density Residential. DENNIS BURRACK - SWEPCO Mr. Burrack asked how much room would be left for utilities adjacent to the Johnson property since there was a swale. Mr. Milholland advised the swale would take 10 - 12 feet but it would be a gentle slope. Mr. Burrack requested an additional 5 feet on the easement. He advised all of the other easements looked fine. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans requested the same easements as Mr. Burrack requested. At Mr. Evans' request, Mr. Milholland reviewed the crossings. TIM JOHNSON - WARNER CABLE Mr. Johnson requested an additional 20 -foot easement between lots 13 and 14 off of Stratford. He advised the cost to install cable at the time of development would be 90 cents a foot. CHRIS VAUGHT - OZARK ELECTRIC Mr. Vaught requested the same easements as previously requested. He also requested a 20 -foot easement between lots 5 and 6, Phase III and additional crossings. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway requested the same easements as previously requested. DARREL RITCHEY - POSTAL SERVICE Mr. Ritchey advised there would be boxes on both aides of the street except in Phase III. He stated lots 28 through 35 would need to place the mailboxes across the street. Me. Little requested a notation be made on the plat. Mr. Milholland noted he had talked to Chief Jackson and all fire hydrants were fine. LISA COX - PARKS DEPARTMENT Me. Cox advised the Parks Board had required money in lieu of land and the cost would be $300.00 per lot. Mr. Conklin noted the green space fees were payable by the developer at the time of final plat approval. . Mr. Milholland advised it was an extension of Brookhaven Street. TIM CONKLIN - PLANNING Mr. Conklin asked if Lot 10 (shown as Charm Homes) and the Greenwood property would give additional right-of-way. Mr. Milholland stated he would have to work it out. Ms. Little explained the City Attorney had ruled they could not vacate something by replatting so the right-of-way would have to be vacated. She further noted it appeared the developer was giving 25 -feet (from the centerline) of right-of-way on Stubblefield. She advised they would have to check and make sure that was what would be required. She stated they did need to talk about the off-site improvements to Stubblefield. She also reminded Mr. Milholland they had talked about the westernmost street which tied into Brookhaven. She stated it would also need to tie into Masonic Drive. In response to a question from Ms. Little, Mr. Milholland explained the developer did not intend to develop Phase III in the near future but he had included it to show the Planning Commission the plans. Ms. Little noted sidewalks were to be constructed by the developer. There was discussion regarding a connection to Masonic Drive. Mr. Milholland advised there was an 8 -foot green space buffer which was a POA common area for the adjacent subdivision to the west. DON BUNN - CITY ENGINEER Mr. Bunn advised that whatever off-site improvements were required for Stubblefield would need to be a cash contribution. November 10, 1994 Page 11 • • FINAL PLAT - THE MEADOWLANDS, PHASES I & II McILROY INVESTMENTS - S OF HWY 16, W OF RUPPLE The next item was a final plat for The Meadowlands, Phases I and II, submitted by Dave Jorgensen on behalf of Mcllroy Investments for property located south of Hwy 16, west of Rupple Road. The property contains 40.77 acres with 105 proposed lots and is zoned R-0, Residential -Office; R-1, Low Density Residential; and R-1.5, Moderate Density Residential. CHRIS VAUGHT - OZARK ELECTRIC Mr. Vaught requested a 20 -foot easement between lots 13 and 14; a street light easement between lots 11 and 12; a 25 -foot easement along lots 3 through 7; a 15 -foot easement on the west side of the private drive; a 20 -foot easement between lots 54 and 53 in order to serve lot 55; a street light easement between lots 29 and 30; a 20 -foot easement between lots 27 and 28; a street light easement between lots 23 and 24; a 20 -foot easement between lots 61 and 62; a 20 -foot easement along lots 85, 86 and 87; a street light easement between lots 88 and 89; a 20 -foot easement on the south and west side of lot 92; a 20 -foot easement between lots 70 and 71; enlargement of the 20 -foot easement along the east side to 25 feet; and various crossings. Mr. Jorgensen requested a 25 -foot perimeter easement around the green area rather than easements through the area. Mr. Vaught agreed. He advised it would be $2.00 per foot for underground service or $1.65 if cable television was installed at the same time. He further noted that, if cable was not to be installed at the time of development, a notation needed to be made on the plat. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway stated the easements and crossings were satisfactory. He advised he would need to know specifically which lots would contain duplexes and which lots would contain single family homes. RANDY ALLEN - STREET DEPARTMENT In response to a question from Mr. Allen, Mr. Jorgensen advised they would be picking up the storm water drainage and send it to a retention pond. He stated an extensive drainage plan had been submitted to the city engineer. DARRELL RITCHEY - POSTAL SERVICE Mr. Ritchey advised lots 34 through 47 and lots 84 through 97 would need to place their mailboxes across the street. Plat Review Meeting • November 10, 1994 Page 12 • • LISA COX - PARRS DEPARTMENT Ms. Cox stated a deed for the parks lands would be required prior to approval of the final plat. Ms. Little noted the city would also like a map showing the parks lands dedicated by the subdivision. PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin suggested changes in street light spacing. He also noted it was difficult to tell where Daisy Lane and Larkspur were separated. Ms. Little stated she believed the entire area should be named Daisy Circle. Mr. Ritchey advised the names had already been submitted. ALETT LITTLE - CITY PLANNER Ms. Little noted a sidewalk was required along Highway 16. She also advised that, if there were protective covenants, a copy needed to be submitted to the Planning Department. • Plat Review Meeting November 10, 1994 Page 13 EASEMENT PLAT - CROSSOVER STORAGE DANNY VILLINES & GORDON WILRINS - S OF MISSION, W OF HWY 265 The next item was an easement plat for Crossover Storage submitted by Dave Jorgensen on behalf of Danny Villines and Gordon Wilkins for property located south of Mission, west of Highway 265. The development contains 2.66 acres and is zoned C-2, Thoroughfare Commercial. None of the utility company representatives had any comments. TIM CONRLIN - PLANNING In response to a question from Mr. Conklin, Mr. Jorgensen advised none of the front property had been developed. Mr. Conklin advised the easements in front of the subject property needed to be filed by separate instrument. There was also discussion regarding the drainage. • • Plat Review Meeting November 10, 1994 Page 14 LARGE SCALE DEVELOPMENT - TOBIN COMMERCIAL DEVELOPMENT PAT TOBIN - COLT SQUARE The next item was a large scale development for Tobin Commercial Development submitted by Pat Tobin for property located in Colt Square. The property contains 1.93 acres and is zoned C-2, Thoroughfare Commercial. DENNIS BURRACK - SWEPCO Mr. Burrack advised there was an overhead line with underground 3-phase service along the north side. He asked what kind of service would be needed. Mr. Tobin stated he would just want basic service. Mr. Burrack stated there was no problem with the easements as shown. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easement shown were fine. He serving Building No. 1 from the west. Little also advised Mr. Tobin would need to contact Cheryl Zotti regarding dumpster location. • Plat Review Meeting November 10, 1994 Page 15 • • PRELIMINARY PLAT - SOUTHRIDGE ADDITION (A TOWN HOUSE DEVELOPMENT) KENNETH McCLINTON & BOB SCHMITT - N OF CALIFORNIA, E OF GARLAND The next item was a preliminary plat for Southridge Addition (a town house development) submitted by Northwest Engineers on behalf of Kenneth McClinton and Bob Schmitt for property located north of California, east of Garland. The property contains 2 acres with 9 lots and is zoned R-2, Medium Density Residential. DENNIS BURRACK - SWEPCO Mr. Burrack stated he believed he had service on both the north and south property lines. In response to a question from Mr. Burrack, Mr. Harris (Northwest Engineers) advised he believed there would be 2 units per lot except one large apartment complex on lot 9. Mr. Burrack requested the developer contact him regarding the relocation of the lines. He asked for an easement along the back of lot 9. He further stated he believed the vacated alley on lot 8 had retained utility easements. He stated he would have to do further research. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated there was a 6 -inch line running along the street and the old right-of-way at the east end of the property. He requested the setback along the north side of the property be shown as a utility easement also. TIM JOHNSON - WARNER CABLE Mr. Johnson requested the same easement. He noted Warner had an existing line and if it needed to be relocated, it would be at the cost of the developer. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway also had existing facilities and advised the developer would have to pay for any relocation of lines. He further noted the developer would be responsible for the clearing of any easement. Ms. Little noted that, on the rear of lots 1 through 7, a 20 -foot utility easement was shown. She advised the rear setback in R-2 was 25 feet so the setback would need to be separately noted. RANDY ALLEN - STREET DEPARTMENT Mr. Allen stated there was some significant water coming down from Fairview. He stated he was not sure if it would impact lots 1 through 8 but was sure it would affect lot 9. He advised he would like to see a cooperative effort between the university, Mr. Thomas and the city to take the drainage to the street. Ms. Little advised the street would be named Maryland Street and the university was making it a two-way street. She also advised a tree preservation plan needed to be submitted. There was discussion regarding the development of lot 9 and the splitting of each lot for townhouses. It was agreed there would be a meeting regarding lot 9 on Tuesday, November 15. Plat Review Meeting • November 10, 1994 Page 17 • • PRELIMINARY PLAT - WINDSOR SUITES MOTEL MAJOR INVESTMENTS - S OF HWY 62, E OF HWY 71 BYPASS The last item was a preliminary plat for Windsor Suites Motel submitted by Kim Hessee of CEI Engineering on behalf of Major Investments for property located south of Highway 62, east of Highway 71 Bypass. The property contains 5.15 acres with 3 proposed lots and is zoned C-2, Thoroughfare Commercial. Ms. Little explained the committee had, at their last meeting, reviewed a large scale development for a lot within the subject subdivision. She further noted street lights were needed along Futrell. DENNIS BURRACK - SWEPCO Mr. Burrack stated Mr. Franklin was to talk to the Highway Department regarding lighting along Futrell but he did not know the result of that conversation. In response to a question, Ms. Little stated the developer could post a bond for the street lights. Mr. Burrack explained that, in other locations similar to the subject one, there was an estimated analysis at a rate per light which the city assumed via monthly billing. There was discussion regarding the location of the lights. A CEI representative stated he believed it would be part of the large scale development rather than the subdivision. Ms. Little agreed as long as it was a condition of the subdivision plat approval that street lights would be addressed at the time of large scale development review. The utility representatives all agreed the easements shown were fine. Mr. Conklin advised sidewalks and the tree preservation plan would be on a lot by lot basis. The meeting adjourned at 12:45 p.m.
