HomeMy WebLinkAbout1994-09-22 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, September 22, 1994 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: OTHERS PRESENT: Jack Regal, Andy Calloway, Rick Evans, Chris Vaught, and Tim Johnson Tim Conklin, Mandy Bunch, Perry Franklin, Mickey Jackson and Sharon Langley Harry Gray, David Cox, and Chester Dean LARGE SCALE DEVELOPMENT - SWEPCO SUBSTATION SWEPCO - W OF HWY 265, S OF MANOR DR. The first item was a large scale development for the SWEPCO Substation submitted by Harry Gray on behalf of SWEPCO for property located west of Highway 265 and south of Manor Drive. The property is zoned R-1, Low Density Residential and contains 4.78 acres. TIM CONKLIN - PLANNING DIVISION In response to a question from Mr. Conklin, Mr. Gray advised he had not prepared revised plats for the meeting. Mr. Conklin advised the staff requested 50 feet of right-of-way from the centerline of Highway 265; drafting personnel had requested more curve data on Highway 265 and that it be tied into the State Plain Coordinates. Mr. Gray stated he believed the tie in to the State Plain Coordinates was a request not a requirement. He asked that staff clarify if the tie in would be a requirement on all projects in the future. Mr. Conklin asked about the fence on Tract C in correlation to the sidewalk. Mr. Gray stated the owner wanted the property fenced. He explained the terrain at that point was quite severe (3:1 elope) and the sidewalk would not meet ADA standards. Mr. Conklin also requested the zoning be shown on the plat and a drainage report to the City Engineer. Mr. Gray advised the grading plan had been submitted to the Engineer and he had just submitted a drainage plan. JACK REGAL - SWEPCO Mr. Regal stated no additional easements were needed. TIM JOHNSON - WARNER CABLE Mr. Johnson had no comments. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway requested a 15 -foot utility easement across the north property line of Tract A and along the east side of Tract A down to Tracts B and C and then across the north line of Tract C and then parallel to Highway 265 for the entire length of the tract. He further advised he would like for the easement to be outside of the right-of-way. Plat Review Meeting • September 22, 1994 Page 2 • • RICK EVANS - ARKANSAS WESTERN GAS Mr. Gray noted there was an existing gas easement and the additional right-of- way would probably put the easement in the new right-of-way. Mr. Evans advised before they released the blanket easement they would need an additional easement outside the right-of-way. Mr. Gray noted the State would have to pay to relocate the line. PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin asked if a street light would be necessary. Mr. Regal advised SWEPCO would light the site. MICKEY JACKSON - FIRE CHIEF After discussion regarding the distance of existing fire hydrants from the site, Chief Jackson advised one additional fire hydrant would be needed. Mr. Gray explained SWEPCO would be spending a lot of money trying to accommodate the aesthetics of the area, noting they planned a 7 -foot cedar fence and an 8 -foot exposed aggregate fence with a wrought iron gate. He further stated the tract would be sodded and landscaped. MANDY BUNCH - ENGINEERING Me. Bunch had no comments. Plat Review Meeting • September 22, 1994 Page 3 FINAL PLAT - STERLING ESTATES CARL LEDBETTER - W OF HILLSIDE TR., E OF HWY 265 The next item was a final plat for Sterling Estates submitted by David Cox, Engineering Services, on behalf of Carl Ledbetter, for property located on the west side of Hillside Terrace, east of Highway 265. The property is zoned R- 1, Low Density Residential, and R-2, Medium Density Residential and contains 6.85 acres with 24 proposed lots. TIM CONKLIN - PLANNING DIVISION Mr. Conklin explained this plat was technically a replat of an existing subdivision in order to provide townhouse lots. He pointed out each lot was divided into "A" and "B" lots. He advised Mr. Cox had agreed to provide an "as built" showing the water, sewer and streets. He asked about a letter from the State Highway Department approving the use of corrugated metal arched pipe rather than the reinforced concrete pipe. Mr. Cox advised Jeff Jones from the Highway Department had indicated he was too busy to Bend a letter of approval but had given a verbal approval. He stated he could give the city a copy of the approved permit application from the Highway Department. Mr. Conklin also asked about the plans for drainage, noting the developer either needed to provide a flume or rip rap. Mr. Cox explained the State preferred a flume. • Mr. Conklin asked if the plat was tied into the State Plain Coordinates. • Mr. Cox assured him the plat would be tied in by the following week. TIM JOHNSON - WARNER CABLE Mr. Johnson advised the utility easements were fine; they already had cable in the area. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway stated his facilities were already in place. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated they also had the area served. He advised if the services were not on the property line where they needed to be, it would be up to the owner to bear the cost of moving the line or provide an easement. CHRIS VAUGHT - OZARK ELECTRIC Mr. Vaught also noted his facilities were in place. He stated if the builder wanted separate services to each unit, they would need to bring their service to the back of the lot and come down the easement. He also pointed out the street light on Highway 265 was now placed on the north side of the drive and, of the three street lights on Hillside Terrace, the light on the north side of lot 15 was deleted since there was an existing light across the intersection. He stated they had moved that light to between lots 14 and 15. Plat Review Meeting • September 22, 1994 Page 4 PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin asked why there was not a light at the end. Mr. Vaught stated when the plat originally came through, the only light requested was on the north side of lot 15. Mr. Franklin stated he would like to have a lot at the end of the street. Mr. Vaught stated they would need $360.00 from the developer for the new street light and the trenching costs would be $1.25 per linear foot and the easement would have to be cleared. In response to a question from Mr. Franklin, Mr. Vaught stated he suspected there was an existing light in the area where the road was abandoned. Mr. Franklin stated he would check and see if the additional light was needed. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson had no comments. MANDY BUNCH - ENGINEERING DIVISION Ms. Bunch had no comments. • • Plat Review Meeting • September 22, 1994 Page 5 • • LARGE SCALE DEVELOPMENT - ARKANSAS BOOR SERVICES STERLING ANDERS - W OF SHILOH DR., S OF MT. COMFORT The last item was a large scale development for Arkansas Book Services submitted by Harry Gray on behalf of Sterling Anders for property located on the west side of Shiloh Drive, south of Mt. Comfort. The property is zoned I- I, Heavy Commercial - Light Industrial, and contains 1.49 acres. Mr. Gray advised Arkansas Book Services presently had a 28,000 square foot warehouse and was adding 24,000 square feet for additional warehouse use. JACK REGAL - SWEPCO Mr. Regal requested the load information as soon as it was available. He stated he planned to serve the building from the same facilities. TIM JOHNSON - WARNER CABLE Mr. Johnson had no comment. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway noted there was an existing utility easement on the east side of the property and across the north which was not shown. Mr. Gray advised he would check. He agreed there was an easement on the east. In response to a question, Mr. Gray stated this was a part of the Point West Subdivision. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans advised he had a line in an easement on the east side of the property but he was not sure the size of the easement. PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin requested the parking spaces be shown on the plat. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson requested an additional hydrant at the southernmost proposed concrete loading dock due to the size of the building and nature of the contents. He explained they needed one hydrant for the sprinkler system and one for fire fighting. TIM CONKLIN - PLANNING DIVISION Mr. Conklin requested the adjoining property owners be shown on the plat. In response to a question from Mr. Conklin, Mr. Gray advised the street went approximately 20 - 30 feet past the property line before ending. He further noted the area between the two truck ramps would be a green area. Mr. Regal advised he would need a 10 -foot easement on the east side if there was not an existing easement.
