UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: John Hill, Andy Calloway, Rick Evans, Chris Vaught, and Tim Johnson Alett Little, Don Bunn, Tim Conklin, Perry Franklin Marion Doss, Lisa Cox, Randy Allen and Sharon Langley OTHERS PRESENT: Harry Gray, David Leib, and Cindy Jones FINAL PLAT - PINE VALLEY, PHASE III BMP DEVELOPMENT - SOUTH OF MT. COMFORT, WEST OF PORTER The first item was a final plat for Pine Valley, Phase III submitted by Harry Gray on behalf of BMP Development for property located south of Mt. Comfort, west of Porter. The property is zoned R-2, Medium Density Residential, and contains 8.7 acres with 26 proposed lots. JOHN HILL - SWEPCO Mr. Hill advised southwest corner to 60 and 66 and there were existing facilities which would come in the of lot 40. He requested the following crossings: 43 and 44 63 and 64 to 50 and 51. Mr. Gray noted on the south side the setbacks needed to be designated as utility easements. In response to a question from Ms. Little, he advised the service would be underground. Ms. Little informed the committee Mr. Gray would be providing a revised preliminary plat because the street alignment was different from the original preliminary plat. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE In response to a question from Mr. Calloway, Mr. Gray advised the number of lots had changed and the size of the lots had changed. Mr. Calloway requested the same crossings as requested by Mr. Hill. TIM JOHNSON - WARNER CABLE Mr. Johnson requested a 10 -foot utility easement between lots 53 and 54, and a crossing over to lot 52. He also requested the front setback on lots 51 and 52 be designated a utility easement. He also requested a crossing from lots 51 to 51 over to lots 63 and 64. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans requested the same crossings as requested by SWEPCO. CHRIS VAUGHT - OZARK ELECTRIC Mr. Vaught explained the SWEPCO and Ozark territory boundary ran partially on lots 44 through 47. He stated there was a tentative agreement for Ozark to release the lots. • • • PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin requested the street light located between lots 48 and 49 be moved to the corner. LISA COX - PARKS DEPARTMENT Ms. Cox advised they were still waiting for the deed for park lands on the first and second phases. Mr. Gray stated he wanted to deed the entire 11 - 12 acres of park lands at one time. Ms. Little noted the acceptance of the deed would have to go through City Council. RANDY ALLEN - STREET DIVISION Mr. Allen requested Mr. Gray talk to the concrete supplier regarding dumping concrete at street stub out locations. Mr. Gray agreed it was a problem. He suggested the City write a letter to the contractors. ALETT LITTLE - CITY PLANNER Ms. Little asked if Marigold Street would be extended into future development. Mr. Gray stated it would be extended. There was discussion regarding stubbing the street. Mr. Allen suggested placing a guard rail at the end of the street. Mr. Conklin advised Jim Johnson wanted to know the direction Marigold would go in the future. DON BONN - CITY ENGINEER Mr. Bunn advised the water and sewer had been approved and that he had no further comment. Mr. Little stated staff wanted a list of completed public improvements prior to the Planning Commission meeting. She also noted this subdivision was to pay $225.00 per lot toward a bridge over Hamestring Creek. She advised the utility company representatives staff was recommending this plat come through as preliminary plat since there were major changes from the original preliminary. Mr. Bunn expressed concern that the final plat would be filed and then need amendments due to changes in easements when the streets were completed. Mr. Gray advised the streets were rough cut. It was the opinion of city staff that the plat was a preliminary plat. Mr. Bunn advised the floodway needed to be shown on the plat and a drainage easement designated. There was also discussion regarding the off-site easements. It was determined the easement would be placed on the subject tract so it would be a part of the subdivision. • • • FINAL PLAT — FIELDSTONE SUBDIVISION, PHASE I CASTLE DEVELOPMENT — N OF HWY 16, W OF CARLSBAD TR The next item was a final plat for Fieldstone Subdivision, Phase I, submitted by Harry Gray, Northwest Engineers, on behalf of Castle Development for property located north of Highway 16 West, west of Carlsbad Trace. The property is zoned R-1, Low Density Residential, and R-1.5, Moderate Density Residential, and consists of 24 acres with 68 lots. Ms. Little noted the zoning line from lot 184 to lot 1 ran through the middle of the lots. She advised she would adjust the zoning line and asked if the developer wanted the line adjusted to the front (making the lots R-1.5) or to the back (making the lots R-1). She further advised the stub -out between lots 37 and 38 would not require a cul-de-sac but the stub -outs at Boxley, Augusta and Ponca would be required to be installed off-site within two years if the adjoining properties had not begun development. ANDY CALLOWAY — SOUTHWESTERN BELL TELEPHONE Mr. Calloway stated the utility easements shown were fine. He asked if there would be any possibility of getting an easement between the subject property and the development to the east. Mr. Gray explained there was intervening property owned by the church between the two developments. TIM JOHNSON — WARNER CABLE Mr. Johnson advised it would cost the developer 90 cents a foot to install cable at the time of development. He requested crossings be placed on the final plat. Ms. Little and Randy Allen agreed it would be helpful to have the crossings shown on the final plat. RICK EVANS — ARKANSAS WESTERN GAS Mr. Evans also agreed it would be helpful to have the crossings shown. He also requested a 10 -foot easement across lot 116. Mr. Gray advised all of the lots on Boxley would be double lots with zero lot lines between the A and B lots. There was discussion regarding providing service to the units by the utility company representatives. The representatives explained there were service problems with townhouse lots since they would have to run a line across someone else's lot. CHRIS VAUGHT — OZARK ELECTRIC Mr. Vaught reviewed the crossings and easements he would need. RANDY ALLEN — STREET DIVISION Mr. Allen had no comments. PERRY FRANKLIN — TRAFFIC DIVISION Mr. Franklin requested 3 -inch PVC at the intersection with Highway 16. LISA COR — PARKS DEPARTMENT Ms. Cox advised the Parks and Recreation Board had made a recommendation for land. • • • Mr. Vaught requested the adjoining lot lines be shown on the plat. Mr. Evans requested that all duplexes face Boxley Avenue. Ms. Little advised there would need to be a note on the plat showing all of the duplexes would have to face Boxley Avenue. TIM CONKLIN - PLANNING DIVISION Mr. Conklin noted there was already an Augusta Avenue so the developer would need to change the street name. He also asked when Mr. Gray would provide the list of uncompleted improvements and their value. Mr. Gray advised he preferred to wait until just before the Planning Commission meeting. He explained the roads might be paved prior to the Planning Commission review, which would change the value of the uncompleted improvements. Ms. Little suggested the staff could receive that information by noon the day of the Planning Commission meeting. Mr. Conklin requested a copy of the restrictive covenants prior to the Planning Commission meeting. Ms. Little asked if the island would need to be maintained by the Homeowners Association. She also requested the centerline of Highway 16 be shown together with the amount of right-of-way. She asked if the island was in state right-of-way. Mr. Gray advised part of the island was in the right-of-way and the developer was getting State Highway Department approval. Mr. Conklin also requested a notation on the plat stating the building setbacks. • PRELIMINARY PLAT - BRIDGEPORT SUBDIVISION, PHASE II CREEKWOOD HILLS DEVELOPMENT - S OF MT. COMFORT, W OF RUPPLE The next item was a preliminary plat for Bridgeport Subdivision, Phase II, submitted by David Lieb and Cindy Jones on behalf of Creekwood Hills Development, Inc. for property located south of Mt. Comfort, west of Rupple Road. The property is zoned R-1, Low Density Residential, and contains 17.23 acres with 47 proposed lots. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway noted there was an off-site easement (from Phase I) on the north property line. He requested the easement be shown. He explained they would need a total of 20 feet. He also noted the 16 -foot easement and utility setback needed to be increased to 20 feet and extend between lots 70 and 71. He requested various crossings. He also requested the lots from Phase I which were shown on the subject plat be numbered. Mr. Evans advised he would also need those crossings. JIM JOHNSON - WARNER CABLE Mr. Johnson also requested the same easements and crossings. He advised it would cost 90 cents a foot to install the cable if the developer wanted it placed at the time of development. Ms. Little noted if the developer did not want to install cable services there needed to be a notation on the plat. RICK EVANS - ARKANSAS WESTERN GAS • Mr. Evans requested the same crossings and easements asked for by the telephone company. He also requested additional easements. • CHRIS VAUGHT - OZARK ELECTRIC Mr. Vaught requested the same crossings and utility easements together with an additional crossing. He also reviewed installation costs. RANDY ALLEN - STREET DIVISION Mr. Allen had no comments. Ms. Little noted some of the street names were already set since the streets on the plat did connect with existing streets. She asked those names be shown on the plat. PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin advised the street light locations looked good. He noted he was still waiting for Mr. Doyle to establish a POA and sign an agreement for the maintenance of the street light fixtures since they were not standard lights. Ms. Little advised that would need to be in the restrictive covenants. MARION DOSS - FIRE DEPARTMENT Mr. Doss stated a fire hydrant needed to be located between lots 106 and 107 and another one on lot 75. LISA COR - PARRS DEPARTMENT Ms. Cox noted the Parks Board had designated land for the green space requirement. She advised they had not received a deed for Phase I park lands. a • • • Ms. Little stated no building permits could be issued until the property had been deeded for parks. RANDY ALLEN - STREET DIVISION Mr. Allen asked if the question regarding non-standard street lights had been resolved. Ms. Little stated it had been her understanding that, as long as the lights were high pressure sodium, the city was responsible for the electricity usage but the homeowners association was responsible for the maintenance and replacement of bulbs, etc. Mr. Franklin stated that was correct. He advised a meeting was planned with the electric companies to address numerous issues. Ms. Little requested those decisions be put in writing and sent to the Planning Division so they could be incorporated into the ordinances. TIM CONKLIN Mr. Conklin asked about - PLANNING DIVISION requested a concept plat showing access to the park. He also the alignment of the road into Willow Springs. Mr. Leib advised Dave Jorgensen had been the engineer on Phase I and was the engineer on Willow Springs so the roadway was aligned to connect. Mr. Conklin stated they would need a tree preservation plan. There was also discussion regarding a temporary cul-de-sac on property which was adjoining. It was determined the developer would get a letter of agreement from the adjoining property owner for a temporary cul-de-sac. Ms. Little advised sidewalks were required to be installed by the developer at least four feet back from the curb. She requested sidewalks be shown in the legend. Mr. Conklin noted there was still the issue of the bridge construction in Phase I. He advised no building permits would be issued until the bridge was constructed. Mr. Bunn stated he had received confirmation from the Corps of Engineers that the hydraulics of the bridge had been approved. He stated the only item left was structural review. Mr. Conklin also requested the developer show how the subject subdivision fit in with existing subdivisions. Mr. Vaught reviewed the easements which would be required for street lights. It was also determined that the setback lines would be a notation on the plat rather than shown. DON BUNN - CITY ENGINEER Mr. Bunn advised there would be a cost sharing required for the pump station upgrade and perhaps a cost sharing in the sewer line. He also stated he had received a letter on the drainage which would serve as the drainage report. • • • EASEMENT PLAT - TRI-STATE PRE -CAST The last item was the easement plat for Tri-State. The utility company representatives approved and signed the easement plat. Ms. Little advised the city was asking for a 31 -foot wide street with full curb and gutter from Willoby Road down to the entrance of the subject property. The meeting was adjourned.
