HomeMy WebLinkAbout1994-08-04 Minutes• MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, August 4, 1994 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: OTHERS PRESENT: Jack Regal, Andy Calloway, Rick Evans, Chris Vaught, and Tim Johnson Tim Conklin, Randy Allen, Mickey Jackson and Sharon Langley Harry Gray, Dave Jorgensen, Dennis Becker, Allen Johnson, PRELIMINARY PLAT - WILLINGTON PLACE DON GINGER - N OF MISSION, E OF CROSSOVER The first item was a preliminary plat for Willington Place, submitted by Harry Gray on behalf of Don Ginger for property located north of Mission, east of Crossover Road. The property is zoned R-1, Low Density Residential, and R-2, Medium Density Residential, and contains 38.88 acres with 28 proposed lots. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans expressed concern regarding the easement going down the 100 -Year flood plain. He advised those lots would need to be served from the front and asked if they could get an off-site easement. • Mr. Gray advised getting an off-site easement should not be a problem. • Mr. Evans also requested various crossings. TIM JOHNSON - WARNER CABLE Mr. Johnson stated the easements were fine. He advised that, if the developer wanted to install the cable at the time of development, it would cost 90 cents a foot. JACK REGAL - SWEPCO Mr. Regal reminded Mr. Gray there was a transmission line on the east side which cut diagonally, parallel with Willington Court. He requested the island (at the entry) be constructed wide enough so there would be 3 feet clearance between the pole and the curb. He further advised that, if any poles needed to be relocated, it would be at the developer's cost. Mr. Gray stated he would like the cost of moving the pole to the City property. Mr. Regal advised the pole would have to remain in a north -south line so he could not just move one pole. Mr. Gray explained the developer was concerned that the new street alignment accentuated the transmission line. Mr. Regal also advised they needed to look at the clearance conductor height. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway stated the easement at the northeast corner was not labeled. • Plat Review Meeting August 4, 1994 Page 2 • • Mr. Gray advised the adjoining property owners were concerned about retaining as many trees as possible. He stated he believed there was a 20 -foot easement on Timbercrest and asked that the Timbercrest easement be used. Mr. Calloway stated he would withdraw his request. He requested various crossings and additional easements. There was discussion regarding the extension of Township and the cul-de-sac shown as temporary. Mr. Calloway requested a crossing at the end of the cul-de-sac. He further noted any relocation of telephone poles would be at the developer's expense CHRIS VAUGHT - OZARK ELECTRIC Mr. Vaught advised much of the subdivision would be served from the front so, if the developer wanted rear -lot service, it would be at the developer's cost. He also requested various crossings. Mr. Gray stated the developer would prefer rear -lot service. Mr. Vaught advised a street light would be required at the entrance. RANDY ALLEY - STREET DEPARTMENT Mr. Allen pointed out the developer would need to request a waiver on the length of the cul-de-sac. He requested a copy of the drainage plan, when filed. Mr. Gray stated generally all drainage would go to the creek. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin stated the covenants needed to provide for the Property Owners Association to maintain the island. He advised a tree protection plan needed to be filed. He also noted sidewalks would be required along Highway 45. • Plat Review Meeting August 4, 1994 Page 3 • • FINAL PLAT - BRIDGEPORT ADDITION CREEKWOOD HILLS DEVELOPMENT - S OF MT, COMFORT, W OF RUPPLE The next item was a final plat for Bridgeport Addition submitted by Dave Jorgensen on behalf of Creekwood Hills Development Corporation for property located south of Mt. Comfort, west of Rupple Road. The property is zoned R-1, Low Density Residential, and contains 27.04 acres with 61 proposed lots. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans requested additional easements and crossings. TIM JOHNSON - WARNER CABLE Mr. Johnson also requested easements and crossings. He advised that, if the cable was installed at time of development, the developer would be required to pay 90 cents a foot. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway requested the same easements and crossings as previously requested. He asked if there was an easement on the entry road. Mr. Jorgensen stated there was a 20 -foot utility easement outside of the right-of-way. CHRIS VAUGHT - OZARK ELECTRIC Mr. Vaught requested the same easements and crossings as requested previously. He also pointed out an additional street lights were needed. Mr. Conklin stated Mr. Franklin, Traffic Division, had made a notation that the maintenance of the street lights would be the responsibility of the Property Owners Association. RANDY ALLEY - STREET DEPARTMENT Mr. Allen noted the temporary cul-de-sac to the south and advised one was needed to the west. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin advised street names would need to be on the plat at the Subdivision Committee meeting since this was a final plat. He asked if the developer had received the park land determination. Mr. Jorgensen advised he was preparing a deed which would meet the parks requirement for the entire project, not just the current phase. Mr. Conklin stated the deed would be required prior to the cul-de-sac. He advised the city would need a contract for the unfinished public improvements. He requested a copy of the covenants which needed to include the maintenance of the islands. He further noted there needed to be additional stub -outs on the roadway to Mt. Comfort. He asked when the bridge would be constructed. Mr. Jorgensen advised the bridge was currently under construction. There was discussion regarding the issuance of building permits prior to the construction of the bridge. • Plat Review Meeting August 4, 1994 Page 4 • • Mr. Conklin further noted the sidewalks would either need to be constructed along with the streets or money would need to be placed in escrow. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson reviewed the location of fire hydrants and suggested some changes. Re advised there was currently a flow problem in the subject area but he expressed his belief the problem would be cured when the larger water line went through the area Mr. Allen advised they had been trying to eliminate the drainage easements being combined with the utility easements. It was determined the joint easement would not be used by any of the utility companies and would, therefore, be labeled drainage easement only. • Plat Review Meeting August 4, 1994 Page 5 • • LARGE SCALE DEVELOPMENT - LOT 4, NORTH POINT RICK TANNEBERGER - N OF HWY 71 BYPASS, E OF HWY 112 The next item was a large scale development for Lot 4, North Point Subdivision submitted by Dennis Becker on behalf of Rick Tanneberger for property located north of Highway 71 Bypass, east of Highway 112. The property is zoned C-2, Thoroughfare Commercial, and contains .62 acre. This property is located in the Bypass Overlay District. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans advised the building would be served off the line at the front. TIM JOHNSON - WARNER CABLE Mr. Johnson had no comments. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway advised the telephone line was already in along the western property line. He noted that, if the line needed to be moved, it would be at the developer's expense. He requested conduit from the property line to the building. Mr. Becker advised the reason this development was before the Plat Review Committee was that it was within the overlay district. CHRIS VAUGHT - OZARK ELECTRIC Mr. Vaught requested an additional easement. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson had no comments. RANDY ALLEY - STREET DEPARTMENT In response to a question from Mr. Allen, Mr. Becker advised they would be using cans rather than a dumpster for sanitation. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin pointed out the development was required, under the Overlay Ordinance, to have 25% open space but the plat only provided 22%. He pointed out the parking requirement was exceeded and advised some of the parking could be reverted to open space. He stated the Planning Commission would make that decision. He also noted the sidewalks needed to be five feet wide. • Plat Review Meeting August 4, 1994 Page 6 • • LARGE SCALE DEVELOPMENT - NORTH PARK PLACE SMITH -BROOKS PROPERTIES - S OF MILLSAP, W OF COLLEGE The next item was a large scale development for North Park Place submitted by Dennis Becker on behalf of Smith - Brooks Properties for property located south of Millsap, west of College. The property is zoned C-2, Thoroughfare Commercial, and contains .995 acres. This property is within the boundaries of the Bypass Overlay District. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans advised that, should the utility need to get in the 20 -foot easement at the back of the lot, it would tear up the extensive landscaping shown. Mr. Becker advised the landscaping was a covenant condition. TIM JOHNSON - WARNER CABLE Mr. Johnson had no comments. JACK REGAL - SWEPCO Mr. Regal advised there was an existing overhead pole at the southeast corner which would be the point of service. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway requested two 4 -inch PVCs along the south property line for the entire length of the property. He advised he would work with the developer on placement of the lines to the building. MICKEY JACKSON - FIRE DEPARTMENT In response to a question from Chief Jackson, Mr. Becker advised the building would not be sprinkled. Chief Jackson noted the driveway for employees and stated 10 feet was not wide enough for emergency vehicles to get to the back of the building. He stated he would need a minimum of 14 feet. Mr. Becker pointed out the previous building they had reviewed could not be served from the rear by emergency equipment. He stated there were numerous buildings in town that did not have rear access. Chief Jackson stated he liked to have access to the rear but agreed it was not required by code. He also noted it might save the owner money if the building was sprinkled and suggested he check with his insurer. RANDY ALLEN - STREET DEPARTMENT Mr. Allen had no comments. Plat Review Meeting August 4, 1994 Page 7 TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin pointed out the parking requirement for office space was one for every 300 square feet of floor space. He noted the parking shown was adequate for office space but the building could not be converted to any type of retail since the parking would not be adequate for retail use. He also pointed out the parking was within the 25 -foot green space setback in the front. Mr. Becker advised he would be asking for a waiver from the Planning Commission for the 25% open area and the encroachment into the 25 -foot green space at the front. There was also discussion regarding the sight distance requirements since screening and monument signs were required. Mr. Conklin advised the 25 -foot view triangle needed to be observed at the intersection. • Plat Review Meeting August 4, 1994 Page 8 • • LARGE SCALE DEVELOPMENT - TRI-STATE PRECAST TRI-STATE DEVELOPMENT - N OF DRAKE FIELD, E OF McCOLLUM The next item was a large scale development for Tri-State Precast submitted by Alan Johnson on behalf of Tri-State Development for property located north of Drake Field, east of McCollum. The property is zoned I-1, Heavy Commercial, Light Industrial, and contains 15 acres. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans advised he did not have any lines in the area Mr. Johnson stated they did not intend to use gas heavily for the first few years. TIM JOHNSON - WARNER CABLE Mr. Johnson had no comments. JACK REGAL - SWEPCO Mr. Regal asked the city's plans on McCollum Road. Mr. Conklin stated he was not sure of the requirements for improvements. He pointed out it was currently a single lane, gravel road. Mr. Johnson stated they anticipated two or three trucks per day. He advised the developer was giving 30 feet of right-of-way from the centerline. Mr. Allen pointed out the city normally required the developer to improve at least one-half of the road adjoining the property. Mr. Conklin advised there could be off-site improvements on this development. Mr. Allen advised the city maintained the road to the bridge to the south. In response to a question from Mr. Conklin, Mr. Johnson advised they would have 5 employees. He requested the entire 5 acres be gravel. Mr. Conklin stated city code required the parking be paved. Mr. Johnson stated he was willing to pave 5 parking spaces by the road if the remainder of the lot could be gravel. Mr. Conklin stated he saw no problem with that. He further stated that, with regard to street improvements, additional off-site improvements might be required. He noted he was concerned regarding truck traffic on a gravel road. He stated he would meet with the city engineering and city planner regarding the off-site improvements. • Plat Review Meeting August 4, 1994 Page 9 • • Mr. Johnson proposed putting money in escrow for the improvements to the roadway. It was determined the developer's representative would meet with the city engineer regarding the improvements required by the city. Mr. Regal advised there was an existing three-phase power line running north and south, 30 feet behind the fence which was an extremely old line. He requested a 30 -foot easement to the west of the 30 -foot right-of-way for an existing above ground power line. He advised he would need to coordinate the pole alignments with the new curb work. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway requested a 20 -foot easement be dedicated around the Harmon property. He also requested two 2 -inch PVC from the building to the property line. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson asked how far south of Willowby Road the drive was located. Mr. Johnson advised it was approximately 1,200 feet. Chief Jackson stated no part of the building could be more than 500 feet from a fire hydrant. Wayne Ernie Jones, McClelland Engineering, advised there was a water line along Lancaster Drive which they might be able to loop. Chief Jackson stated he would not object to a dead end line but there needed to be a hydrant located on the property. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin asked for a better vicinity map and also that the right-of-way for Ernie Lancaster Road be shown on the plat. Mr. Johnson stated it was his understanding they were not allowed access to Ernie Lancaster Road. Mr. Jones advised that was correct, stating it was for airport use only and was located on airport property. Mr. Conklin requested the owner's name and address be placed on the plat, the zoning, any proposed parking be shown on the plat, a grading and drainage plan, a tree preservation plan, and an easement plat. Plat Review Meeting August 4, 1994 Page 10 LARGE SCALE DEVELOPMENT - HANNA PROPERTIES, PHASE II BERT HANNA - S OF 15TH ST., W OF INDUSTRIAL PLACE The next item was a large scale development for Hanna Properties, Phase II, submitted by Harry Gray on behalf of Bert Hanna for property located south of 15th Street, west of Industrial Place. The property is zoned I-1, Heavy Commercial, Light Industrial, and contains 12.5 acres. Mr. Gray advised this development would be a warehouse development the same size as the previous development. He stated part of the development would be leased and part of it would be used by the owner. He further noted he would do one easement plat for the entire tract. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated he would come from the existing building. He requested one additional easement. TIM JOHNSON - WARNER CABLE Mr. Johnson had no comments. JACK REGAL - SWEPCO Mr. Regal advised the easements shown were fine. He advised he would need more details on service to the building. He requested the builder double- check the placement of the 75 -foot easement since the building would be immediately adjacent to it. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway stated that, if phone service was requested, he would need a 3 - inch pipe into the building. MICKEY JACKSON - FIRE DEPARTMENT In response to a question from Chief Jackson, Mr. Gray advised he believed the building would be sprinkled. Chief Jackson requested the placement of a hydrant. RANDY ALLEN - STREET DEPARTMENT Mr. Allen advised the developer needed to submit a drainage and grading plan for approval. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin advised an easement plat would need to be filed. He also pointed out an elevation certification would need to be completed an filed due to the location of the flood plain. He noted a parking waiver would also be required and advised staff would support the waiver. • Plat Review Meeting August 4, 1994 Page 11 LARGE SCALE DEVELOPMENT - BACK YARD BURGERS HOSPITALITY GROUP, INC. - 2036 N. COLLEGE The last item was a large scale development for Back Yard Burgers submitted by McClelland Engineering on behalf of Hospitality Group, Inc. for property located at 2036 North College. The property is zoned C-2, Thoroughfare Commercial, and contains 1.27 acres. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans requested a 20 -foot easement along the flood plain and the front of the subject tract. He advised service would be from the south. JACK REGAL - SWEPCO Mr. Regal advised there were existing facilities across the front of the property. He stated there was a pole located at the northwest property corner from which service was available. He noted he was limited as to the amount of voltage he could offer. He further stated there was an existing flood light pole which could be removed if the owner desired. Mr. Regal noted the drive islands were being moved but advised it did not appear that would affect any pole placements. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE • Mr. Calloway requested the same 20 -foot easement. He advised service was available. He requested two conduits from the building to the service. RANDY ALLEY - STREET DEPARTMENT • Mr. Allen asked if the drainage was a French drain system. Mr. Johnson advised drainage was via a graded trench. He stated they would be extending the trench in order to collect the water prior to it going into the street. Mr. Allen also advised the developer needed to contact Cheryl Zotti, Solid Waste Division, regarding the dumpster. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin advised a five-foot wide sidewalk was required to be extended to the south property line. He asked if they had considered shared access with development on Tract B. Mr. Johnson stated they were still discussing access. Mr. Conklin advised the parking could be turned to a 90 degree angle and also part of the spaces could be for compact vehicles since access to the parking area as shown on the plat appeared to be difficult. Mr. Johnson advised that area would be designated for employee parking. Mr. Conklin reviewed ADA requirements for handicap parking spaces. He also requested the adjacent property owners be shown on the plat; a tree preservation plan; and a grading and drainage plan. The meeting was adjourned at 11:00 a.m.
