HomeMy WebLinkAbout1994-07-07 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, July 7, 1994 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: OTHERS PRESENT: Jack Regal, Andy Calloway, Chris Vaught, Tim Johnson and Rick Evans Don Bunn, Mandy Bunch, Alett Little, Mickey Jackson and Sharon Langley PRELIMINARY PLAT - SPRING PARK, PHASE III CLARY DEVELOPMENT - N OF JOYCE ST., W OF MALL LANE The first item was a preliminary plat for Spring Park, Phase III submitted by Development Consultants, Inc. on behalf of Clary Development Corporation for property located north of Joyce Street, west of Mall Lane. The property is zoned C-2, Thoroughfare Commercial, and contains 13.264 acres with 1 lot. ALETT LITTLE - CITY PLANNER Ms. Little noted there were a number of easements shown to be vacated by the plat. She advised she would need to receive confirmation from the City Attorney that easements could be vacated by plat rather than filing a separate vacation petition. She also noted the staff had not assigned improvement costs on Mall Lane since it was an existing street. She stated the changes shown to Mall Lane would be assigned to the Northwest Arkansas Mall. She advised she would like the turn lane into Georgetown reconfigured by moving the turn lane to the north. Ms. Little also informed the representative the developer would be responsible for sidewalks on their side of Mall Lane and Joyce Street. She requested the dimensions of the north end of Mall Lane be placed on the plat. She went on to advise that, if the sale of the northern portion of the subject property had not been finalized by the date of the Planning Commission meeting, the plat would be pulled until such sale. She explained only the property owner could plat that property. JACK REGAL - SWEPCO Mr. Regal advised the easements shown were fine. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans requested some additional easements and crossings. TIM JOHNSON - WARNER CABLE Mr. Johnson requested an additional crossing. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway also requested some additional crossings. • Plat Review Meeting July 7, 1994 Page 2 • • MICKEY JACKSON - FIRE CHIEF Chief Jackson requested a fire hydrant be moved to an intersection. He also discussed the location of the water line. He asked if the City Engineer believed the 8 -inch line would be large enough. DON BUNN - CITY ENGINEER Mr. Bunn stated the flow and pressure were very good at that location (approximately 1,500 gpm). Chief Jackson advised the fire flow could be as high as 3,500 gpm. Mr. Bunn stated that figure could be obtained but it might require further extensions. He explained the line would be tied into the proposed 36 -inch water line. Chief Jackson further stated that, if a single large building was constructed on the site, they would require additional hydrants at the time of large scale development. POSTAL SERVICE The postal representative had no comments. ALETT LITTLE - CITY PLANNER Ms. Little requested the proposed dimensions of all roads within the subdivision. She advised the sidewalks needed to be five feet in width, set back 4 feet from the curb. She further noted street lights were to be spaced no further than 300 feet apart and one was required at every intersection. MANDY BUNCH - ENGINEERING Ms. Bunch verified the Northwest Arkansas Mall would construct Mall Lane but Clary Development was donating the land for Mall Lane. Ms. Bunch noted the traffic study results showed signalization was needed at the intersection of Mall Lane and Joyce. She advised the City would not be assisting in the funding of that signalization. • Plat Review Meeting July 7, 1994 Page 3 • • PRELIMINARY PLAT - THE CLIFFS BILL UNDERWOOD - W OF CROSSOVER RD., N OF HUNTSVILLE RD. The next item was review of a revised preliminary plat for The Cliffs, Phase I (a P.U.D.) submitted by Tom Hopper on behalf of Bill Underwood for property located west of Crossover Road, north of Huntsville Road. The property is zoned R-1, Low Density Residential, and contains 25.5 acres with 204 units. Mr. Jerry Kelso (representing Tom Hopper, Crafton, Tull & Associates) stated they had met with the utility company representatives and had reached an agreement. JACK REGAL - SWEPCO Mr. Regal advised the SWEPCO line would be along the east edge of the parking lot. He requested some of the easements shown on the plat be labeled as such. He also advised a couple of parking spaces could be lost due to pole location. He requested additional street crossings. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements shown were fine but he might require additional easements. He advised he would review the plat and forward it to the developer with any additional easements. TIM JOHNSON - WARNER CABLE Mr. Johnson stated the existing easements were fine. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway requested an additional easement. CHRIS VAUGHT - OZARK ELECTRIC Mr. Vaught advised he would need additional easements. He stated he would review the plat and contact the developer. Mr. Kelso advised there was no problem in granting additional easements. He stated they could file an easement plat with signature blocks for the utility company representatives. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson pointed out areas which would require a fire hydrant. POSTAL SERVICE The postal representative had no comments. ALETT LITTLE - CITY PLANNER Ms. Little reminded the developer of the open space requirement since this development is a P.U.D. She advised she would like the open space to remain natural. She reminded Mr. Kelso that, at the time the plat originally went through large scale development, the developer had volunteered to set back beyond the normal P.U.D. setback by an additional 50 feet in order to accommodate the property owner to the south. She also noted they had agreed a • Plat Review Meeting July 7, 1994 Page 4 • • wider setback on the south in order to trade for lesser setbacks in other areas. She also asked if the 100 -foot utility easement would be 100% cleared. Mr. Regal stated that was a possibility. Me. Little advised might require the development to go back through large scale development since 100 feet of the 300 feet would be cleared. Mr. Kelso stated they might be able to move the utility line further north. Ms. Little stated she would talk to the Chairman of the Planning Commission and they would decide whether the plat needed to be reviewed again by the Planning Commission. Mr. Regal advised that, if they moved the transmission easement, he would not object the 100 -foot easement butting against the south end of building 4. He stated they could construct the line 50 feet south of the building. Ms. Little informed Mr. Kelso he would need to check the change with the property owner. She also pointed out sidewalks were required along Highway 265. In response to a question from Mr. Kelso, she advised the city could take a Bill of Assurance on the sidewalk since Highway 265 was scheduled to be widened in the near future. Mr. Regal advised he would not object to low shrubs or short trees under the transmission line. • Plat Review Meeting July 7, 1994 Page 5 • LARGE SCALE DEVELOPMENT - NORTHWEST ARKANSAS MALL TRISTATE JOINT VENTURE - W OF SHILOH, N OF JOYCE The next item was a large scale development for the Northwest Arkansas Mall presented by Kurt Jones, Northwest Engineers, on behalf of Tristate Joint Venture for property located west of Shiloh and north of Joyce. The property is zoned C-2, Thoroughfare Commercial, and contains 124.94 acres. Ms. Little advised a separate application was required to vacate the street right-of-way as shown on the plat. She also advised they would need to apply for a sign variance is signage was as shown on the plat. She pointed out a tree preservation plan and preliminary grading plan was also required. Mr. Jones advised they would be submitting a complete landscaping plan for the development. JACK REGAL - SWEPCO Mr. Regal advised this was one of the territory splits between Ozark and SWEPCO. He stated he comments reflected on the J. C. Penney store only. He pointed out the existing transformer line would have to be moved and a new point of service would have to be set up. He requested additional easements. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated there was an existing gas line but they would have to do some readjusting of the entry line. He also requested additional easements and reviewed the existing easements. TIM JOHNSON - WARNER CABLE Mr. Johnson pointed out the location of the exiting feeder line and advised they use caution when digging around the line. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway reviewed the telephone route into the existing building. He requested additional easements. CHRIS VAUGHT - OZARK ELECTRIC Mr. Vaught requested additional easements. He to move the transformer for the street lights. Mr. Ed Pilars, manager of the Mall, stated the moved. ALETT LITTLE - CITY PLANNER Ms. Little advised the Mall would be responsible for a number of off-site improvements including 100% of the construction of Mall Lane; 100% of the construction of the ring road; Sheppard Drive entrance and the Georgetown entrance (if it was permitted); and 100% of the stop light at Sheppard lane. HANDY BUNCH - CITY ENGINEER Ms. Bunch stated she believed the agreement covering all of the improvements set out by Me. Little and participation in the Joyce Street extension to Gregg (including the Gregg Avenue bridge) would be finalized the following week. There was discussion regarding payment for the signalization and who was responsible for such payment. The staff and developer's engineer also discussed intersection design. Ms. Little advised staff had been unaware that the lane width and curb and gutter were totally occupied. She stated additional right-of-way would be needed. She requested additional time to discuss the right-of-way internally. She advised a sidewalk would be required. She also reviewed the location of the sign and noted a variance might be required. In response to a question from Ms. Little, Mr. Jones advised they had planned 50 - 100 parking spaces over the city's parking requirement. Ms. Little expressed concern there was not adequate parking. Mr. Pilars explained the traffic flow would change with the addition and parking would be better disbursed throughout the entire lot. Ms. Bunch asked if there had been any consideration given to Shepard Lane opening and if any consideration had been given to parking layout without this opening. Ms. Little advised if the opening of Shepard Lane was not approved, the process would have to be started over. Mr. Pilars advised they would still try to achieve the cul-de-sac affect and the Georgetown entrance. Mr. Bunn advised he believed the City Council would have to approve the right- of-way vacation. He further noted the creation of the cul-de-eac would depend upon the surrounding property owners' comments. Me. Little noted the parking space size was not standard so they would need to request a waiver from the Planning Commission. She also requested a rendering of the face of the buildings presented to the Planning Commission. DON BUNN - CITY ENGINEER Mr. Bunn stated the plat showed quite a few relocations of the water and sewer lines. He reviewed those changes with the developer's representatives. He advised they would need to contact Don Osborne regarding the location of the water meters, noting Mr. Osborne preferred the meters to be outside the • Plat Review Meeting July 7, 1994 Page 7 • building. He further stated they would need to talk to Mr. Osborne regarding backflow prevention. He regarding fire hydrants. with the water and sewer advised they would need to talk to the Fire Chief He stated they would need some easements associated locations. Ms. Little advised they would need to reconcile all easements from the original Mall plat. Mr. Bunn noted drainage to the south had been worked out with the development to the south. Mr. Jones explained they were in the process of preparing a drainage report and that the drainage would be worked out. In response to a question, Mr. Pilars advised they anticipated Mall Lane and Sheppard would be constructed in 1994 and they would start work on the mall in the first quarter of 1995. • Plat Review Meeting July 7, 1994 Page 8 • 9 LARGE SCALE DEVELOPMENT - LOCOMOTION RAY EIDSON - E OF COLLEGE AVE, N OF ZION RD The last item was a large scale development for Locomotion, presented by Ray Eidson for property located east of College Avenue, north of Zion Road. The property is zoned C-2, Thoroughfare Commercial. In response to a question from Ms. Little, Mr. Eidson advised the area to the north which was not shown on the subject plat was exactly as originally shown. He explained the presented document showed only an additional building. JACK REGAL - SWEPCO Mr. Regal advised easements previously requested subject plat. Mr. Eidson advised he had given an easement plat ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE needed to the to be shown on the Planning Department. Mr. Calloway stated if there was not a general utility easement adjoining the property to the west, he would request one running the entire length of the property. The meeting adjourned at 11:00 a.m.
