MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday, June
9, 1994 in Room 111 of the City Administration Building, 113 West Mountain
Street, Fayetteville, Arkansas.

LARGE SCALE DEVELOPMENT - UNIVERSITY BAPTIST CHURCH
UNIVERSITY BAPTIST CHURCH - 315 W. MAPLE
The first item was a large scale development for University Baptist Church
submitted by Mark Haguewood on behalf of the University Baptist Church for
property located at 315 W. Maple. The property is zoned R-3, High Density
Residential.
DON BUNN - CITY ENGINEER
Mr. Bunn advised he did not know if the changes to the University Baptist
Church affected the utilities. He stated there had been two changes, one of
which was on the west side.
Mr. Haguewood explained the changes concerned parking and not affect the
utilities. He stated they had reduced on-site parking by 40 spaces but had a
letter from the Mayor granting the use of 50 spaces at the Walton Center
parking lot.
In response to a comment by Andy Calloway, Mr. Haguewood advised Kurt Jones,
Northwest Engineers, was working with the relocation of utilities on the
project.

LARGE SCALE DEVELOPMENT - CITIZENS BANK OF NORTHWEST ARKANSAS
CITIZENS BANK - NORTH OF MISSION, W OF CROSSOVER
The next item was a large scale development for Citizens Bank of Northwest
Arkansas submitted by Jay Berryman on behalf of Citizens Bank for property
located on the north side of Mission, west of Crossover Road. The property
contains 1.92 acres and is zoned C-1, Neighborhood Commercial.
Mr. Berryman explained the drive to the west of the proposed bank had been
moved 12 feet to the west and the building had been moved approximately 8 feet
to the east. He stated that, after reviewing the original plans, the bank
directors were concerned there would be no "stacking" room on the drive and
had, therefore, altered the plans.
In response to a question from Mandy Bunch, Mr. Berryman explained the water
lines would be brought from the east side of Highway 265, under the highway.
JOHN HILL - SWEPCO
Mr. Hill stated the electric service conduit needed to be 4 inches. He also
noted there was a utility pole with an anchor sitting adjacent to Highway 265.
Mr. Berryman assured him the pole would not be a problem.
None of the other utility representative nor staff members had any comments.

LARGE SCALE DEVELOPMENT - LEVERET? STREET TOWNHOUSES
JERRY SWEETSER - E OF LEVERET?, S OF SYCAMORE
The next item was a large scale development for Leverett Street Townhouses
presented by Dave Jorgensen on behalf of Jerry Sweetser for property located
on the east side of Leverett, south of Sycamore. The property contains 1.97
acres and is zoned R-2, Medium Density Residential.
JOHN HILL - SWEPCO
In response to a question from Mr. Hill, Mr. Jorgensen advised he believed the
developer wanted underground services, if possible.
Mr. Hill stated SWEPCO had single phase, overhead running along the north side
of the drive to the day care center. He explained they could pull single
phase due east to a point between units B and C, set a transformer, and feed
both units. He stated they could also pull power back to unit A from that
point. He also stated if they wanted parking lot lighting, they would need to
notify SWEPCO.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans requested an easement along the flood line at the back of the
property.
ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE
Mr. Calloway advised there was already buried facilities in the area. He
stated he would need two 2 -inch PVC's.
PERRY FRANKLIN - TRAFFIC DEPARTMENT
In response to a question from Mr. Franklin, Mr. Jorgensen advised the street
was a private drive.
DARRELL RITCHEY - POSTAL SERVICE
Mr. Ritchey advised the post office already had a contract with the developer.
MICKEY JACKSON - FIRE DEPARTMENT
Chief Jackson had no comments.
DON BUNN - CITY ENGINEER
Mr. Bunn advised the 100 year flood plan and floodway line looked odd.
Mr. Jorgensen stated he believed both were in the proper locations but agreed
they did not seem to correspond to the contours.
Mr. Bunn asked that Mr. Jorgensen recheck the contours. He also advised a
drainage report was required for the development. He stated the proposed
waterline needed to be an 8 -inch line.
There was discussion regarding the private street. Mr. Franklin requested a
label be placed on the plat noting the street was a private street.
Mr. Bunn advised Mr. Jorgensen needed to talk to the City Planner regarding
sidewalks for this development.

Ms. Bunch pointed out the elevation of some of the lots would need to be
raised. She also noted a certification would be required.
Mr. Bunn asked why

Mr. Johnson advised he would also need to use that easement.
Mr. Bunn stated the easement needed to be shown as a joint cable and power
service easement, not a general utility easement. He also recommended

would be $5,760.00. She stated the Parks Board would review this development
at their July 11 meeting.

LARGE SCALE DEVELOPMENT - SHILOH PLAZA
LEN EDENS - W OF SHILOH & S OF WEDINGTON
The next item was a large scale development for the Shiloh Plaza submitted by
Dave Jorgensen on behalf of Len Edens for property located on the west side of
Shiloh, south of Wedington. The property contains 1.53 acres and is zoned C-
2, Thoroughfare Commercial.
JACK REGAL - SWEPCO
Mr. Regal advised the easements were workable. He asked if a drive would be
established around the south and west of the building.
Mr. Edens stated that area would remain green space.
Mr. Regal advised he would be setting a transformer and would prefer the area
be grass. He further noted sidewalks were on both sides of buildings 1
through 4. He requested Mr. Edens get with him at a later date regarding the
location of the meters.
Mr. Franklin advised he would like a street light at the southeast corner, if
possible.
TIM JOHNSON - WARNER CABLE
Mr. Johnson had no comments.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans stated the easements appeared to be fine.
ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE
Mr. Calloway stated the easements appeared to be fine. He advised he would
need two 2 -inch PVC's from each building to the south property line. He
reminded the developer there were buried telephone facilities which paralleled
the west side of Shiloh Drive.
PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr. Franklin advised there would be a pre -construction conference regarding a
street light at the subject intersection in the near future.
DARRELL RITCHEY - POSTAL SERVICE
Mr. Ritchey stated this area would be walked.
MICKEY JACKSON - FIRE DEPARTMENT
In response to a question from Chief Jackson, Mr. Jorgensen stated the water
line would be an extension of an existing line.
DON BUNN - CITY ENGINEER
Mr. Bunn noted the 36 -inch line would be going along the side of the property.
He advised they needed to talk about the placement of the hydrant. He stated
he would make a point to allow this project to tie into the 36 -inch line.

There was also discussion regarding location of the water meters. Mr. Bunn
asked the developer to contact Don Osborne, City Meter Division. There was
also discussion regarding sewer service.
Mr. Bunn also requested the right-of-way of Shiloh be shown on the plat.
Ms. Bunch advised there should be a 50 -foot setback from the property line to
the overhang of the building.

FINAL PLAT - LYNN -LEIGH HILL ADDITION
JIM WHEELER - S OF HOWARD NICKELL RD., W OF DEAN SOLOMON
The next item was a final plat for Lynn -Leigh Hill Addition submitted by Dave
Jorgensen on behalf of Jim Wheeler for property located on the south side of
Howard Nickell Road, west of Dean Solomon Road. The property consists of 8.45
acres with 8 proposed lots and is zoned R-1, Low Density Residential.
Mr. Bunn advised that, since this was a final plat, the developer had to have
a name for the streets.
TIM JOHNSON - WARNER CABLE
Mr. Johnson advised the easements appeared to be fine. He advised there was a
90 -cents per foot charge at the time of development to install the cable.
Mr. Bunn requested a notation be made on the plat if the cable would not be
placed initially.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans advised the easements shown were fine. He noted the meters would be
in the front.
ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE
Mr. Calloway stated the easements shown were fine. He requested a 4 -inch PVC
at the entrance.
PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr. Franklin had no comments.
DARRELL RITCHEY - POSTAL SERVICE
Mr. Ritchey stated there would be curb -side boxes in the front of each
residence.
LISA COX - PARES DEPARTMENT
Ms. Cox advised the Parks Board had determined to take money in the amount of
$1,800.
MICKEY JACKSON - FIRE DEPARTMENT
Chief Jackson suggested moving one fire hydrant to between lots 7 and 8.
DON BUNN - CITY ENGINEER
Mr. Bunn asked about improvements to Dean Solomon.
Mr. Jorgensen stated they would be putting in curb and gutter. He asked if
the entrance to lot 5 could be moved down, giving more room to lot 3. He
advised that would violate the 70 -foot frontage. He explained the Wheelers
would own lot 5 and had made the request.
Mr. Bunn advised they would need to write a letter to the Planning Commission
requesting approval for lot 5 to be a tandem lot.

PRELIMINARY PLAT - SAVANNA ESTATES, PHASE V
BUDDY PEOPLES & MARK FOSTER - S OF SKILLERN, E OF CROSSOVER
The next item was a preliminary plat for Savanna Estates, Phase V, submitted
by Dave Jorgensen on behalf of Buddy Peoples and Mark Foster for property
located on the south side of Skillern, east of Crossover Road. The property
consists of 49.65 acres with 95 proposed lots and is zoned R-1, Low Density
Residential.
Mr. Bunn advised the developer would need three waivers for cul-de-sac
lengths. He noted the vicinity map was incorrect. He also stated staff would
require a right-of-way easement so eventually a street could come in from
Highway 265. He also pointed out the adjoining property owners names were
missing from the plat. He noted there was a sewer line easement which was not
shown on the plat. He requested water and sewer service be shown on the plat.
Ms. Bunch requested the lot numbers run consecutively from the previous
phases.
In response to a question from Mr. Bunn, Mr. Jorgensen advised this phase did
not connect with the other phases. He stated Phase I was to the east, Phase
II was to the south of I (bordering the east boundary line of Phase V).
Mr. Bunn suggested changing the name of the subdivision, since it did not
connect with the other phases. He asked if there was a trail planned for the
subdivision.
Mr. Jorgensen advised there was a trail planned and pointed out the cross-
hatched area. He stated he had talked with the Parks staff and the tentative
plan was a trail from Skillern to the south end. He further advised this was
supposedly going to satisfy the green space requirement for this subdivision.
In response to a question from Mr. Bunn, Mr. Jorgensen stated that, if the
trail was constructed by the developer and maintained by the POA, it would not
satisfy the green space requirement. He stated he did not know who would be
constructing the trail.
Me. Cox, Parks Department, advised they did want land but she did not know
about the trail.
Mr. Bunn asked if this trail would tie into the trails in the other phases.
Mr. Jorgensen stated he would like to but he was not sure.
In response to a question from Ms. Bunch, Mr. Jorgensen advised access to lot
40 would be off of Skillern.
Mr. Bunn asked if a median would be placed on the 40 -foot streets.
Mr. Jorgensen advised they did plan a median. He stated the driving lanes
would be 18 feet wide. He went on to say the POA would maintain the median.
Ms. Bunch requested a notation be made on the plat that the POA would maintain
the median.
Mr. Bunn stated there had been some agreements made on the first four phases
regarding improvements to Skillern. He advised there would need to be further
improvement due to this phase, including curb and gutter. He also requested a
drainage report for the subject subdivision.

There was discussion regarding whether all of the information could be
completed and the revisions to the plat made in time for the Subdivision
Committee meeting. It was determined that, if revisions were not made, it
would not go before the Subdivision Committee at their next meeting.
Ms. Bunch requested the flood plain be shown more clearly on the plat.
JOHN HILL - SWEPCO
Mr. Hill advised there was a transmission line running through the northeast
corner of the subdivision. He pointed out that would limit lots 31, 32, 29
and 40. He advised the property was served by Ozark Electric.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans advised he would like to serve the lots from the back. He requested
the following easements and crossings: between lots 8 and 9 a 15 -foot
easement with a crossing to lots 37 and 38; between lots 21 and 22 a 15 -foot
easement with a crossing to lots 9 and 10; between 41 and 42 a 15 -foot
easement with a crossing to lots 59 and 60; between lots 60 and 61 a 15 -foot
easement with a crossing to lots 82 and 83. He advised he would prefer not to
have an easement in the creek if possible. He also requested a crossing on
the north side of lot 41 to the north side of lot 95 and a crossing on the
south side of lot 22 to lot 23. He requested an easement on 29 over to 30 and
31 and another easement from 38, across 37 and 35 to get to lot 36.
ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE
Mr. Calloway requested a 15 -foot easement across the north end of lot 1 and a
4 -inch crossing. He advised he would also be using the same easements and
crossings between 8 and 9 and requested the easement be 20 feet instead of 15
feet. He reviewed other easements which would need to be 20 feet rather than
15 feet. He also advised he did not want an easement through the creek or
flood plain.
TIM JOHNSON - WARNER CABLE
Mr. Johnson requested the same easements. He advised the cost to install the
cable prior to construction of the houses was 90 cents per foot.
Mr. Bunn advised he had a problem with forwarding the plat to the Subdivision
Committee since they did not have the comments from Ozarks Electric. He
further noted he did not know what type of drainage easements would be
required since the water and sewer service were not shown.
PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr. Perry advised another issue with Ozark Electric would be the street
lights. There was discussion regarding the street lighting since previous
phases were not using the standard lights.
DARRELL RITCHEY - POSTAL SERVICE
Mr. Ritchey advised the boxes would be in front of the houses.
LISA COX - PARKS DEPARTMENT
Ms. Cox stated the land requirement would be 2.38 acres or money in lieu of
land would be $28,500.

MICKEY JACKSON - FIRE DEPARTMENT
Chief Jackson requested the hydrant on lot 17 be moved to between lots 18 and
19; an additional hydrant be placed between lots 8 and 9 and there be a
hydrant at the entrance on lot 1.
Mr. Bunn reiterated he did not know if this plat would be ready to be carried
forward to the Subdivision Committee.

ROLLIN A. BARNES - OFF FRANCISCAN TR., E OF CARRIAGE WAY
The next item was a large scale development for the Rollin Barnes Duplexes
submitted by Harry Gray on behalf of Rollin A. Barnes for property off of
Franciscan Trail, east of Carriage Way. The property consists of 2.23 acres
and is zoned R-2, Medium Density Residential.
DON BUNN - CITY ENGINEER
Mr. Bunn advised the street shown would need to be a public street and
Chickadee Avenue would need to come through and tie into this development. He
explained it would eventually tie through to Willow Springs Road.
Mr. Gray advised that would change the entire layout of the development.
It was determined this development would be withdrawn.

PRELIMINARY PLAT - NORTHWEST ACRES, PHASE V
ROLLIN BARNES - OFF CARRIAGE WAY, N OF BLUEBIRD
The next item was a preliminary plat for Northwest Acres, Phase V, submitted
by Harry Gray on behalf of Rollin Barnes for property located off Carriage
Way, north of Bluebird. The property consists of 3.69 acres with 14 proposed
lots and is zoned R-2, Medium Density Residential.
TIM JOHNSON - WARNER CABLE
Mr. Johnson requested a 2 -inch PVC crossing at the south property line across
Carriage Way and another one across the north property line.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans requested a 4 -inch crossing on the north end of Carriage Way.
ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE
Mr. Calloway requested a 4 -inch crossing on both the north and south ends of
Carriage Way.
PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr. Franklin had no comments.

Mr. Ritchey advised this subdivision would be served with rural boxes.
LISA COX - PARKS DEPARTMENT
Ms. Cox advised the land requirement would be .56 acres and money in lieu of
land would be $6,720.

Chief Jackson had no comments.

Mr. Bunn requested a drainage report. He further advised this development
would have to make contribution toward the pump station.

JERRY SWEETSER - S OF OLD WIRE, E OF AZALEA TERRACE
The next item was a preliminary plat for Ashbrook Hill Addition submitted by
Kurt Jones on behalf of Jerry Sweetser for property located south of Old Wire
Road, east of Azalea Terrace. The property consists of 3.8 acres with 12
proposed lots and is zoned R-1, Low Density Residential.
JOHN HILL - SWEPCO
Mr. Hill advised he would need a 10 -foot easement along the south boundary of
lots 9 through 12; a 20 -foot between lots 10 and 12 for ingress into lot 11.
TIM JOHNSON - WARNER CABLE
Mr. Johnson requested the same easements. He also requested a 2 -inch crossing
between lots 12 and 1.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans advised the easements requested by SWEPCO would be fine.

Mr. Calloway had no comments.

The next item was a final plat for Pine Crest Addition
on behalf of BMP Development for property located east
Timberline. The property consists of 16.03 acres with
zoned R-1.5, Moderate Density Residential.

foot easement on the north side of lot 24; a crossing between lots 50 and 51
to 64 and 65; between lots 2 and 3 to 43 and 72; and a 15 -foot easement along
the south side of lots 2 and 3. He stated all crossings needed to be 2 -inch.
He advised the cost would be 90 cents a foot at the time of development.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans requested the same crossings but advised they needed to be 4 -inch.
He also requested a 15 -foot easement on the back side of lots 25, 26 and 27.
He requested the 10 -foot off-site easement on the north be shown on the plat.

Mr. Calloway requested the same easements and crossings. He advised his
crossings needed to be 4 -inch.

Mr. Ritchey advised all mailbox would be on the outside perimeter.
LISA COX - PARKS DEPARTMENT
Ms. Cox advised the Parks Board had determined, at preliminary plat stage, to
take land. She asked if the deed had been completed and filed.
Mr. Jones stated he did not know but would check on it.
MICKEY JACKSON - FIRE DEPARTMENT
Chief Jackson had no comments.

MANDY BUNCH - ENGINEERING
Ms. Bunch advised they would need to have certifications on lots 26 and 27
that the elevation was 2 feet above flood plain.
DON BUNN - CITY ENGINEER
Mr. Bunn stated the developer would need to enter into a contract with the
City for uncompleted public improvements. He stated the City had requested a
water tie through between Pine Valley, Phase III, and Pinecrest.
Mr. Jones advised he believed the developer was receptive to that request and
they would get it straightened out. He stated they had not received the water
and sewer plans back from the Health Department.
Mr. Bunn also noted there was a drainage problem in Woodfield. He stated he
did not know if the drainage from the subject subdivision would relate to that
problem. He advised that problem needed to be straightened out.
Mr. Jones advised they were working on the problem.
Mr. Bunn stated normally streets were required to be constructed to the
property line.
Mr. Jones stated he did not believe the property to the north was capable of
being developed.

LARGE SCALE DEVELOPMENT - FUZZY'S RESTAURANT
JOHN M. HOPKINS - 1025 N. GARLAND
The last item was a large scale development for Fuzzy's Restaurant submitted
by Perry Butcher on behalf of John M. Hopkins for property located at 1025 N.
Garland. The property consists of 1.44 acres and is zoned C-2, Thoroughfare
Commercial.
Mr. Nation of Perry Butcher advised the large scale development had been
changed by adding parking (30 spaces) in the lot above the existing parking
lot. He advised they had maintained the 15% tree canopy along the west
property line.
MANDY BUNCH - ENGINEERING
Ms. Bunch noted there was a retaining wall, nine feet in height in some
places. She asked if they planned on using safety related treatment for the
wall.
Mr. Nation assured her they would use safety related treatment.
None of the utility company representatives had any comments.
In response to a question from Mr. Franklin, Mr. Nation advised
with Cheryl Zotti regarding the location of the dumpster.
