HomeMy WebLinkAbout1994-04-21 Minutes• • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, April 21, 1994 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: Rick Evans, Jack Regal, Andy Calloway, L. O. Ferguson, Darrell Ritchey Don Bunn, Alett Little, Mandy Bunch, Randy Allen, Mickey Jackson, Lisa Cox, and Sharon Langley OTHERS PRESENT: Harry Gray, Tom Hopper, and Todd Troyer FINAL PLAT - ROSEWOOD HEIGHTS ADDITION ALEXANDER -HOUSE REALTY VENTURES - N OF PROSPECT, W OF FRITZ The first item on the agenda was a final plat for Rosewood Heights Addition submitted by Harry Gray on behalf of Alexander -House Realty Ventures for property located north of Prospect, west of Fritz. The property is zoned R-1, Low Density Residential, contains 2.5 acres with 9 proposed lots. Ms. Little requested Prospect Street be shown on the plat immediately to the south of Lot 9. In response to a comment from Ms. Little, Mr. Gray verified each lot contained 8,000 square feet and had 70 feet of frontage at the setback line. Ms. Bunch noted one of the calls in the legal description was incorrect. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans advised the easements shown were fine. L. O. FERGUSON - WARNER CABLE Mr. Ferguson advised the easements looked fine. He further noted they would be serving this subdivision. JACK REGAL - SWEPCO Mr. Regal requested an additional 15 -foot easement along the east side of Lot 9. He suggested 7.5 feet could come off of the adjacent property to the east since it was the same property owner. RANDY ALLEY - STREET DEPARTMENT In response to a question by Mr. Allen, Mr. Gray explained he had directed the drainage underground. He noted it would entry out into the intersection of Fritz and Prospect. Mr. Allen also asked about the configuration of the cul-de-sac, explaining the Solid Waste Department was experiencing turn around problems. Mr. Gray advised it was a standard radius. LISA Cox - PARKS DEPARTMENT Ms. Cox advised the Parks Board had recommended money in the amount of $2,025.00 in lieu of land. • • • Plat Review April 21, 1994 Page 2 PERRY FRANELIN - TRAFFIC DEPARTMENT Mr. Franklin had no comments. DARRELL RITCHEY - POSTAL SERVICE Mr. Ritchey advised there were no problems with this subdivision; it was a walking route. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway advised the easements appeared to be fine. DON BUNN - CITY ENGINEER In response to a question from Mr. Bunn, Mr. Gray advised the streets were graded and ready for curb and gutter. Mr. Bunn advised that, if all improvements were not complete at the time of final approval by the Planning Commission, the developer would need to enter into a contract with the City for the uncompleted improvements. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little advised the signature block on final plats were being changed in order to allow the utility company representatives a space for approval. She stated she would furnish a copy of the new signature block. • • • Plat Review April 21, 1994 Page 3 LARGE SCALE DEVELOPMENT - NATIONAL HOME CENTER NATIONAL HOME CENTER - E OF FUTRALL, N OF OLD FARMINGTON The next item was a large scale development for National Home Center submitted by Tom Hopper, Grafton, Tull 6 Associates, on behalf of National Home Center for property located east of Futrall, north of Old Farmington. She also noted the city had been working with a residential developer to the north to extend Stone Street. She advised either the private roadway to the east needed to be paved or Stone Street would need to be extended to Futrall. She advised the plat needed to be postponed for two weeks until some of the problems could be resolved. Mr. Hopper requested utility company comments even though the plat would be postponed. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans advised there was a gas line on the south side of Old Farmington that ran north up Futrell approximately 400 feet. He stated the developer would need to extend the line. L. O. FERGUSON - WARNER CABLE Mr. Ferguson advised service would be available. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway advised he wanted to use the east easement to serve the property to the north and east. He expressed concern that the easement jogged under the fire lane and was totally under pavement. He requested an easement along the property line in a non -paved area. Mr. Hopper pointed out the utilities would be 32 feet above pavement at the property line. JACK REGAL - SWEPCO Mr. Regal requested conduit into the property from Old Farmington Road. He also • • Plat Review April 21, 1994 Page 4 suggested the developer set aside property for a pad -mount transformer. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin expressed concern regarding traffic congestion. He also advised it would be nice to get some lighting along Futrell but believed the property line was too far from the paved street. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson advised neither the 6 -inch nor 8 -inch loop would be adequate. He noted the hydrant spacing looked good but he would probably request an additional hydrant at the back of the building for the sprinkling system. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little advised a conditional use was required; the developer did need to check the Master Sidewalk Plan; additional access to the site needed to be looked into; and screening was required if the adjoining property was zoned R-1. There was also discussion regarding the types of trees to be used for landscaping. • • • • Plat Review April 21, 1994 Page 5 LARGE SCALE DEVELOPMENT - FAIRFIELD INN & SLEEP INN HOTELS THARALDSON DEVELOPMENT CO. - N OF MILLSAP, W OF COLLEGE The last item was a large scale development for Fairfield Inn and Sleep Inn Hotels submitted by Todd Troyer, Tharaldson Development Company, for property located on the north side of Millsap, west of North College. The property contains 1.09 acres and is zoned C-2. In response to a question from Ms. Little, Mr. Troyer stated there was a possibility the property would be divided but he did not think it likely. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans advised the 50 -foot setback on the utility easement and he had a gas line in that possibility the easement could be narrowed to ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE north property line was also a easement. He stated there was a 35 feet. Mr. Calloway also referred to the 50 -foot easement, stating the telephone company had already lined out their primary service within that easement. L. O. FERGUSON - WARNER CABLE Mr. Ferguson advised service was available at the northeast corner of the property. He further noted they would need to work with Arkansas Western Gas to use their easement to extend the service. JACK REGAL - SWEPCO Mr. Regal stated he would like to bring the service in along the west property line. He noted the conduit would have to be extended. He further advised the 15 -foot easement on the west property line would need to be enlarged to at least 20 feet. There was discussion regarding trying to get an off-site easement on the adjacent lot to the west. Mr. Calloway noted that, if the developer would provide a trench along the west property line with a conduit for each utility service, the 15 -foot easement would be adequate. He also suggested doing the same with the easement to the north of the property. DON BUNN - CITY ENGINEER Mr. Bunn advised the developer that, if each hotel was under separate ownership, a lot split would be required. He further stated the sewer line running north and south was in place and the line requiring relocation was to the north side of the proposed building. Mr. Troyer explained both hotels were under the same ownership. RANDY ALLEN - STREET DEPARTMENT Mr. Allen stated he had no comments. dealing with the Highway Department. He split, there would be no access to one regulations with Mr. Troyer. He pointed out the developer would be did note that, if the property were ever of the dumpeters. He reviewed dumpster • • • Plat Review April 21, 1994 Page 6 Mr. Troyer advised they would have private sanitation service. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin requested the parking lot lighting be down -lighted. MICKEY JACKSON - FIRE DEPARTMENT In response to a question from Chief Jackson, Mr. Troyer stated the structures would be 3 stories in height, wood frame and sprinkled. Chief Jackson advised a hydrant needed to be placed at the back so it would access both buildings. He also recommended increasing the line size to 8 inches. DARRELL RITCHEY - POSTAL SERVICE Mr. Ritchey advised the postal service preferred a curbside box. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little advised one of the covenants for this property was that, due to frontage on the bypass, all buildings would have two fronts. She also noted staff was asking that the paving on the Millsap side the property extend from property line to property line so vehicles would not have to access Millsap in order to travel from one business to another. She pointed out sidewalk was required on Millsap, 5 feet wide, 4 feet from the curb. She also expressed concern regarding the height of the light poles, advising street light poles were only 28 feet in height but this development was planning on poles 30 feet in height.
