HomeMy WebLinkAbout1994-04-07 Minutes• MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, April 7, 1994 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: Jack Regal, Andy Calloway, Darrell Ritchey, Tim Johnson, David Reese, and Don Combs Mandy Bunch, Tim Conklin, Alett Little, Perry Franklin, Lisa Cox, Randy Allen, Mickey Jackson and Sharon Langley OTHERS PRESENT: Glenn Sowder and Leonard Gabbard LARGE SCALE DEVELOPMENT - MOLLY COURT TOWNHOMES GLENN SOWDER - S OF NORTH STREET, W OF GREGG • The first item was a large scale development for Molly Court Townhomes submitted by Glenn Sowder for property located south of North street, west of Gregg Avenue. The property contains 2.89 acres and is zoned R-2, Medium Density Residential. • JACK REGAL - SWEPCO Mr. Regal noted the stairway was within the easement located parallel to 1018 - 1040. Mr. Sowder stated he would widen the easement from 15 feet to 25 feet. Mr. Regal asked where the 4 -inch conduit crossing Molly Court would end Mr. Sowder advised it would end past the concrete area in the green space. Mr. Regal advised it would not be of any value if it extended beyond the easement. Mr. Sowder assured him the entire street and green space would be an easement. • Plat Review Meeting April 7, 1994 Page 2 • • Mr. Regal advised he would prefer one of the conduits be 36 inches deep. He also pointed out the stairs at 1019-1021 infringed into the 15 -foot easement. Mr. Sowder stated he would move the stairs. He further noted the sidewalk area shown would be made of 1 -inch concrete tiles. DAVID REESE - ARKANSAS WESTERN GAS Mr. Reese requested the easement on the south side of F and G be extended to 25 feet. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway stated telephone cable stopped at the riser by Units 1021 and 1039. He requested a minimum of 2 -inch conduit from the riser to the end of the building. He reviewed other buildings, requesting the same. TIM JOHNSON - WARNER CABLE Mr. Johnson requested the same easements as previously requested. He advised his cable was in with the telephone companies and would need the same easements and crossings. LISA COX - PARKS DEPARTMENT Ms. Cox advised the greenspace fee would be $9,000 payable at the time the developer applied for the building permit. RANDY ALLEN - STREET DEPARTMENT Mr. Allen advised he had not been able to contact Charlie Ashworth from the State Highway Department regarding drainage improvements. He stated he had looked at the drainage along the railroad tracks and believed something could be worked out. He noted there was a possibility of reshaping the current ditch along the tracks. He also stated Cheryl Zotti, Sanitation Department, had advised there could be no gates on the dumpster sites. In response to a question from Ms. Little, Mr. Sowder stated the bus stop area would be dedicated to the City. He also asked if he should consider a curb cut on Gregg Street or wait until Gregg had been resurfaced. • Plat Review Meeting April 7, 1994 Page 3 • Mr. Conklin pointed out that, if the bus stop area was dedicated to the City, the building setbacks would change. Mr. Sowder stated in that case he would not dedicate the property to the City. There was also discussion regarding location of the dumpster sites. It was determined Mr. Sowder would contact Ms. Zotti regarding the preferred location. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin advised he believed there was a requirement that drives had to be a minimum of 40 feet from an intersection. Mr. Conklin stated the drive was 40 feet from the intersection. In response to a question by Mr. Franklin, Mr. Sowder advised the drive would be one-way (in only). MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson advised the water line would have to be looped. He also required an additional fire hydrant on the southeast side of the property. MANDY BUNCH - ENGINEERING DEPARTMENT Ms. Bunch advised that, if the water line was existing, a 15 -foot easement needed to be shown from Adams Street to the south building. Ms. Little stated the developer would be required to file an easement plat once the large scale development had been approved by the Planning Commission. DARRELL RITCHEY - POSTAL SERVICE After discussion with Mr. Sowder, Mr. Ritchey advised it was a possibility to have a number of 12 box units for mail service. Ms. Bunch noted it appeared the porches were in the sewer easement. • Mr. Sowder stated the porches would be 1 -inch concrete tiles. • Plat Review Meeting April 7, 1994 Page 4 Ms. Bunch advised Mr. Sowder needed to get with the engineering department regarding the routing of the water and sewer lines. • • TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin advised the distance between the buildings measured 14 to 15 feet. He stated they needed to be a minimum of 16 feet apart. He asked if an adjustment had been made in the setbacks for the additional right-of-way required off of Gregg. Mr. Sowder stated he had not made an adjustment. He further stated he had hoped to use that area for parking until Gregg was widened. He pointed out he would have to eliminate 13 parking spaces if he could not use that property. Ms. Little stated 20% of Mr. Sowder's parking could be for compact vehicles. Mr. Conklin noted Mr. Sowder was exceeding his parking requirements. In response to a question from Mr. Conklin regarding improvements to Gregg, Ms. Little advised it was standard to require a developer to improve an adjacent street to city standards which included curb and gutter and sidewalks. Mr. Conklin advised a tree preservation plan needed to be filed together with a grading and drainage plan. • Plat Review Meeting April 7, 1994 Page 5 PRELIMINARY PLAT - HUNTCLUB SUBDIVISION BRAD & VONDA WRIGHT - SW CORNER OF HUNT LN & HUNTSVILLE RD. The next item is a preliminary plat of Huntclub Subdivision submitted by Leonard Gabbard on behalf of Brad and Vonda Wright for property located on the southwest corner of Hunt Lane and Huntsville Road. The property is zoned R-1, Low Density Residential, and contains 9.98 acres with 31 lots. Ms. Little explained the entry to the subject subdivision had been moved further south since the plat had been reviewed by the utility company representatives. Mr. Gabbard reviewed the plat with staff and utility company representatives noting lot 25 was too small but he would get additional footage from lot 26. DAVID REESE - ARKANSAS WESTERN GAS Mr. Reese requested an additional 15 -foot easement between lots • 19 and 26 to lots 22 and 23. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway also requested additional easements and additional crossings. TIM JOHNSON - WARNER CABLE • Mr. Johnson agreed with the easements and crossings requested by Mr. Calloway. DON COMBS - OZARK ELECTRIC Mr. Combs also requested additional easements and crossings. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson verified the location of the fire hydrants. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr; Franklin requested Talleyho Street be labeled at every 90 degree turn. • Plat Review Meeting April 7, 1994 Page 6 • • LISA COX - PARKS DEPARTMENT Ms. Cox advised the greenspace fees would be $6,525.00 for this subdivision. RANDY ALLEN - STREET DEPARTMENT In response to a question from Mr. Allen, Mr. Gabbard reviewed the proposed drainage. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little reminded Mr. Gabbard those lots on Hunt Lane were restricted from accessing Hunt. She requested a notation on the plat.
