A meeting of the Fayetteville Plat Review Committee was held on Thursday, March
10, 1994 in Room 111 of the City Administration Building, 113 West Mountain
Street, Fayetteville, Arkansas.

PRELIMINARY PLAT - CREEKWOOD HILLS, PHASE I
CREEKWOOD HILLS DEVL. CORP. - S OF MT. COMFORT, W OF RUPPLE
The first item was a preliminary plat for Creekwood Hills, Phase I, submitted by
Dave Jorgensen on behalf of the Creekwood Hills Development Corporation for
property located on the south side of Mt. Comfort, west of Rupple Road. The
property contains 23.58 acres with 58 proposed lots. The property is located
outside the City of Fayetteville.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans requested additional easements and crossings.
In response to a question from Mr. Evans, Mr. Jorgensen advised the total
development would be an 80 acre tract. He stated Phase I was on the east side of
the tract. He informed the staff this development would eventually border both
Willow Springs and Fieldstone. He agreed to provide a concept plat showing the
entire development prior to submission to the Planning Commission. He pointed
out there was not a connection from Fieldstone into this development.
Ms. Little advised Fieldstone would need to come back for review since the Parks
Board had requested land in lieu of money. She stated she believed Fieldstone
would have to be replatted in order to provide the parks land and a connection
could be made at that time.
Mr. Evans requested an off-site easement into the subdivision to the south. He
advised he would need to see the concept plat in order to know exactly how the
service would be provided but he believed he would come in from the west.
In response to a question from Ms. Little, Mr. Jorgensen stated the developer
only owned the road right-of-way, not the property adjacent to it.
JOHN YOUNKIN - SOUTHWESTERN BELL TELEPHONE
Mr. Younkin requested various easements and crossings and agreed he would
need to see the concept plat. He also advised he would need a pipe on the bridge

crossing the creek.
CHRIS VOTT - OZARK ELECTRIC
Mr. Vott requested the same easements and crossings as Mr. Evans and Mr.
You nkin .
PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr. Franklin advised the street lights would need to be no more than 300 feet
apart and one at each intersection and at the end of cul-de-sacs.
Mr. Vott stated he would work with Mr. Jorgensen on the location of street lights.
He also requested a copy of the concept plat. He also pointed out Ozark had a 50 -
foot easement going across the property that needed to be shown on the plat.
There was discussion regarding the actual location of the easement and it was
determined Ozark would mark the line.
TIM JOHNSON - WARNER CABLE
Mr. Johnson stated the easements requested by the other utilities were fine. He
also noted that, if the developer wanted the cable installed at the time of
construction, he would need to pay for such installation.
LISA COX - PARKS DEPARTMENT
Ms. Cox advised the land dedication on this subdivision would be 1.45 acres and
money in lieu would be $13,050. She stated the Parks Board would meet on this
matter on April 4.
In response to a question from Mr. Bunn, Mr. Jorgensen advised the attorney for
the developer was in the process of getting the property annexed into the City.
Mr. Franklin stated he did not want the street names to be named after people.
He also stated the street lights needed to be cut-off, high sodium

DARRELL RITCHEY - POSTAL SERVICE
Mr. Ritchey advised this area would be served with rural boxes but he would
need to see the concept plat in order to plan the route.
TIM CONKLIN - PLANNING DEPARTMENT
Mr. Conklin advised a tree preservation plan needed to be filed. He also noted a
Property Owners Association would need to be formed in order to maintain the
islands.

ALETT LITTLE - PLANNING DEPARTMENT
Ms. Little stated the City would want 30 feet of right-of-way from the centerline
of Mt. Comfort. She also advised the adjoining property owners needed to be
listed on the plat. She asked if any of the subject property was in the flood
plain, floodway or contained ponds or streams.
Mr. Jorgensen stated some of the property was included.
DON BUNN - CITY ENGINEER
Mr. Bunn stated that, if the off-site easements were not existing, Mr. Jorgensen
would need to file a separate dedication plat. He also noted the city would want
the entire 70 feet of right-of-way entering the subdivision. He noted a drainage
and grading plan did need to be filed. He further stated it was possible the
developer would be required to contribute to the sewer lift station improvement
and make improvements to the water line on the west. He requested a 15 -foot
easement between lots 10 and 11 for the purpose of connecting any future water
line. He further stated he expected the developer to take the waterline to the
edge of the site.
Ms. Little noted the sidewalks would need to be set back four feet from the curb.
Mr. Bunn stated the developer needed to guarantee that a permanent cul-de-sac
would be constructed if development did not take place on the adjoining site
within the next 2 to 3 years.

FINAL PLAT - GLENBROOK ADDITION, PHASE II
DANNY VILLINES - W OF HWY 265, S OF HWY 45
The next item was a final plat for Glenbrook Addition, Phase II submitted by Dave
Jorgensen on behalf of Danny Villines for property located west of Highway 265,
south of Highway 45. The property contains 10 acres with 32 proposed lots. The
property is zoned R-1, Low Density Residential.
Ms. Little noted there was a creek shown on the vicinity map and asked where it
was within the subdivision.
Mr. Jorgensen stated it cut across the corner of lot 13.
Ms. Little asked if there were any ponds, flood plains or floodways on the
property.
Mr. Jorgensen stated there were not.
JACK REGAL - SWEPCO
Mr. Regal requested additional easements and crossings.
TIM JOHNSON - WARNER CABLE
Mr. Johnson also requested additional easements.

Mr. Evans advised the easements shown were fine.
JOHN YOUNKIN - SOUTHWESTERN BELL TELEPHONE
Mr. Younkin stated the easements shown were fine and requested two additional
crossings.
PERRY FRANKLIN - STREET DEPARTMENT
Mr. Franklin requested realignment of the street lights.
DARRELL RITCHEY - POSTAL SERVICE
Mr. Ritchey stated there would be rural boxes on both sides. He also requested a
notation on the plat that the sidewalks would be set back four feet from the curb.
LIST COX - PARKS DEPARTMENT
Ms. Cox advised money in the amount of $7,200 had been recommended by the
Parks Board at their August 2, 1993 meeting.

Mr. Bunn advised Mr. Jorgensen needed to provide a detailed list
of improvements left to be completed and the value of the lots. He stated that
information would be used to draw a contract with the developer.

PRELIMINARY PLAT - GEMAR HEIGHTS
STERLING INVESTMENTS - NW CORNER OF STONE ST. & SANG AVE.
The next item was a preliminary plat for Gemar Heights submitted by David Cox,
ESI, on behalf' of Sterling Investments for property located at the northwest
corner of Stone Street and Sang Avenue. The property contains 13.23 acres with
49 proposed lots. The property is zoned R-2, Medium Density Residential.
JACK REGAL - SWEPCO
Mr. Regal requested additional easements and crossings.
TIM JOHNSON - WARNER CABLE
Mr. Johnson requested the same easements as asked for by Mr. Regal. He also
advised that if the developer wanted cable installed during development, the
developer would need to pay for such installation.

Mr. Evans also requested additional easements and crossings.

Ms. Cox advised the land dedication would be 1.96 acres or $17,640 money in lieu.
She noted the Parks Board would review this development at their April 4
meeting.
PERRY FRANKLIN - PLANNING DEPARTMENT
Mr. Franklin requested additional street lights.
Mr. Regal advised there was an existing street light on Sang Avenue.
ALETT LITTLE - PLANNING DEPARTMENT
Ms. Little suggested moving lot 21 to the south so Maine Street could be extended
into the subdivision.
DARRELL RITCHEY - POSTAL SERVICE
Mr. Ritchey reviewed the type of service that would be provided.

TIM CONKLIN - PLANNING DEPARTMENT
Mr. Conklin advised they needed to file a tree preservation plan. He also
requested the existing houses be shown on the plat.
Ms. Little asked if there were any streams, floodplain, wetlands, etc.
Mr. Cox advised there was a creek to the north.
Ms. Little stated the drainage plan would address that. She also advised the
property owner at the intersection of Sang and Stone needed to be shown. She
also noted the other property owners were cooperating but were not partners of
the subdivision.
Mr. Cox stated that was correct.
Ms. Little reviewed the amount of land owned by the adjoining property owners.
DON BUNN - CITY ENGINEER
Mr. Bunn advised there was a 24 -inch water line along the west side of Sang
which needed to be shown with an easement. He also stated they needed to
• provide right-of-way to the north, possibly between lots 12 and 13. He noted
off-site improvements would be required for both Stone and Sang, including
sidewalks, and the construction of one-half of Sang along the east side of the
subject property. He requested a preliminary grading plan and advised the
utilities needed to go to the edge of the property.

PRELIMINARY PLAT - HUNTCLUB SUBDIVISION
B & V DEVELOPMENT - SW CORNER OF HUNTSVILLE RD & HUNT LANE
The next item was a preliminary plat for Huntclub Subdivision submitted by
Leonard Gabbard on behalf of B & V Development for property located at the
southwest corner of Huntsville Road and Hunt Lane. The property contains 9.98
acres with 31 proposed lots. The property is zoned R-1, Low Density
Residential.
Mr. Leonard Gabbard reviewed the location of the property.
Ms. Little asked if there were any streams, flood plains, or wetlands on the
property.
Mr. Gabbard assured her there were none.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans advised the gas company had an easement going through the property.
He noted the easements shown on the plat were fine but requested additional
easements and crossings.
There was a discussion regarding realignment of the lot lines so there would be a
straight line of the utility easements. Mr. Gabbard agreed to change the lot
lines.
JOHN YOUNKIN - SOUTHWESTERN BELL TELEPHONE
Mr. Younkin requested additional easements and crossings.
CHRIS VOTT - OZARK ELECTRIC
Mr. Vott also requested additional easements and crossings.
TIM JOHNSON - WARNER CABLE
Mr. Johnson requested the same easements and crossings as asked for by the
telephone company representative. He also advised that, should the developer
want the cable installed during development of the site, the developer would have
to pay for such installation.
LISA COX - PARKS DEPARTMENT
Ms. Cox advised the land dedication for the property would be .78 acres or $6,975
for money in lieu. She noted this matter would be reviewed at the Parks Board
meeting of April 4.
PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr. Franklin requested some of the street lights be moved.

ALETT LITTLE - PLANNING DEPARTMENT
Ms. Little expressed concern regarding the distance between Talleyho Circle and
Huntsville. She suggested realigning some of the lots, pointing out there was a
possibility of an additional lot with realignment.
DARRELL RITCHEY - POSTAL SERVICE
Mr. Ritchey advised the boxes would be placed on the left side of the road.
Ms. Little reviewed the adjoining property owners and the amount of property
each owned. She reminded Mr. Gabbard the developers were now responsible for
installing the sidewalks by the time 50$ of the lots had received building permits
and the sidewalk was to set four feet back from the curb. She cautioned Mr.
Gabbard to be sure all of the lots contained a minimum of 8,000 square feet. She
also requested a tree preservation plan be filed.
There was discussion regarding providing access to the property to the west and
it was determined there could be a stubbed out street to the property line.

Mr. Bunn advised an 8 -inch sewer line would be required.

PRELIMINARY PLAT - WASHINGTON ESTATES ADDITION
HAROLD JOHNSON - W OF SHILOH, S OF 15TH ST.
The final item was a preliminary plat for Washington Estates Addition submitted
by Harry Gray on behalf of Harold Johnson for property located on the west side
of Shiloh, south of 15th Street. The property contains 11.67 acres with 33
proposed lots. The property is zoned R-1, Low Density Residential.
Mr. Gray advised this property would contain both single family homes and
duplexes (by conditional use) . He stated the duplexes would be along Shiloh.
There was discussion regarding realignment of the lots due to the grade of the
property. Mr. Bunn stated that, if the property could meet the 15% grade
requirement, the present alignment would be fine.

Mr. Evans requested some of the easements be changed and also additional
easements and crossings.

Mr. Younkin requested additional easements and crossings.

Mr. Johnson also requested additional easements and crossings.

Mr. Franklin requested a change in the location of some of the street lights.
Mr. Gray advised the property on the other side of Shiloh would be commercial
property.
LISA COX - PARKS DEPARTMENT
Ms. Cox advised the land dedication for greenspace would be 1 acre or $9,180
money in lieu. She noted this item would be reviewed at the April 4 Parks Board
meeting.
ALETT LITTLE - PLANNING DEPARTMENT
Ms. Little requested all lots except lot 24 be restricted to access from the interior
streets. She also pointed out a sidewalk was required along Shiloh but she would
be willing to take a Bill of Assurance in this instance.

Mr. Gray advised that, due to the terrain, he did not believe the sidewalk could
be put in at four feet from the curb.
Ms Little advised he would have to request a waiver from the Planning
Commission.
DON BUNN - CITY ENGINEER
Mr. Bunn advised he believed they would need to oversize the water line to 12
inches. He also stated the sewer would need to go to the edge of the property.
He requested a preliminary grading plan and a tree preservation plan. He
requested those lots with over 20% grade be noted on the plat since they would
require an individual grading plan. He also advised the fire chief would contact
Mr. Gray if he wanted any relocation of hydrants.
