MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday,
February 24, 1994 in Room 111 of the City Administration Building, 113 West
Mountain Street, Fayetteville, Arkansas

FINAL PLAT - WILLOW SPRINGS, PHASE I
RALPH WALKER - N OF WEDINGTON, W OF RUPPLE RD.
The first item was a final plat for Willow Springs, Phase I, presented by David
Jorgensen, Jorgensen & Associates, on behalf of Ralph Walker for property
located on the north side of Wedington Road, west of Rupple Road. The property
is zoned R-1.5, Moderate Density Residential, and R-2, Medium Density
Residential, and contains 15.25 acres with 68 proposed lots.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans advised the easements shown were fine. He requested various
crossings.
ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE
Mr. Calloway agreed the easements shown were fine. He noted the conduit placed
parallel to Weeping Willow Drive, as requested on the preliminary plat, was no
longer necessary. He then requested the 15 -foot easement along the east side of
Lot 30 be enlarged to 20 feet. He also requested an easement across the north
side of Lot 30.
LISA COX - PARKS DEPARTMENT
Ms. Cox advised the Parks Board recommendation had been money in lieu in the
amount of $15,300.
RANDY ALLEY - STREET DEPARTMENT
Mr. Allen had no comments.
• PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr. Franklin requested a street light at the intersection.

DARRELL RITCHEY - POSTAL SERVICE
Mr. Ritchey advised they would have boxes on both sides of the street.
L. O. FERGUSON - WARNER CABLE
Mr. Ferguson stated the easements appeared to be fine. He requested various
crossings.
TIM CONKLIN
In response to a question from Mr. Conklin, Mr. Jorgensen advised the developer
owned the property where Weeping Willow Drive was extended to Highway 16.
Mr. Conklin stated the developer would need to notify the Planning Department
when the trees were planted, as shown on the Tree Preservation Plan. He
further stated it did not appear any of the lots were over 7,000 square feet so
duplexes would not be allowed.
Mr. Jorgensen advised the entire tract would be developed as single family
homes.
• DON BUNN - CITY ENGINEER
Mr. Bunn asked if the developer owned more than 50 feet of right-of-way on the
extended Weeping Willow Drive.
Mr. Jorgensen stated they only owned 50 feet.

Mr. Bunn advised there would need to be a contract for the unfinished
improvements and he would need to give the city a detailed list of unfinished
improvements with cost estimates and an estimate of the lot prices. He also stated
the subdivision covenants would need to be filed with the final plat and the City
would require a copy. He further advised the City would not be a part of the
covenants.

PRELIMINARY PLAT - WILLOW SPRINGS, PHASE II
RALPH WALKER - OFF CARRIAGE WAY, N OF WEDINGTON DR.
The next item was a preliminary plat for Willow Springs, Phase II, submitted by
Dave Jorgensen on behalf of Ralph Walker for property located off Carriage Way,
north of Wedington Drive. The property is zoned R-1.5, Moderate Density
Residential, contains 12.17 acres with 55 lots proposed.
Mr. Jorgensen advised this tract joined Phase I on the west and Northwest Acres
was on the west side of Phase II.
ALETT LITTLE - PLANNING DEPARTMENT
Ms. Little advised he would need to consecutively number the lots from Phase I
into Phase II, so Lot 1 would be Lot 69.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans requested additional easements. He pointed out the 10 -foot easement
from lot 15 to lot 23 and requested it be changed to 20 feet.
Mr. Jorgensen stated there would be 10 feet off-site.
Mr. Evans also requested from Lot 8 to lot 15 a 10 -foot easement. He also
requested various crossings.
L. O. FERGUSON - WARNER CABLE
Mr. Ferguson requested the same crossings and easements.
In response to a question from Mr. Ferguson, Mr. Jorgensen stated the tract
would be developed as single family homes.
Mr. Ferguson advised that, if the developer wanted cable put in with the other
utilities, the developer would have to pay for the cable.
ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE
Mr. Calloway requested a 10 -foot off-site easement from Chaparral Drive north.
He also requested the following easements be widened to 20 feet: between lots 24
and 39, between lots 40 and 55, along the south property line, and between lots
13 and 14 to lots 10 and 11. He further requested various crossings.
CHRIS LOTT - OZARK ELECTRIC
Mr. Lott agreed with Mr. Calloway.

Chief Jackson requested various adjustments to the locations of fire hydrants.

LISA COX - PARKS DEPARTMENT
Ms. Cox stated the green space requirements for this subdivision was 1.4 acres
or $12,375.00 for money in lieu. She advised the Parks Board meeting to discuss
this item would be held on March 7, 1994.
RANDY ALLEY - STREET DEPARTMENT
Mr. Allen asked the proposed drainage plan.
Mr. Jorgensen explained they would pick up the drainage coming off Northwest
Acres, Phase III. He stated everything would be moved to the north.
Mr. Allen stated the topography was running down to the southwest corner of
Lonesome Dove Drive and Beaver Lane.
Mr. Jorgensen stated it would go to the west lot lines and then to the north into
the drainage path which went into Northwest Acres, Phase IV.
Mr. Allen asked if the city had drainage plans on file showing the connections.
Mr. Bunn stated they did have copies.
PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr. Franklin requested the street lights be realigned. He stated the requirement
was one light every 300 feet and one light at every intersection.
DARRELL RITCHEY - POSTAL SERVICE
Mr. Ritchey advised they would be placing boxes on both sides of the street at
curb side.
TIM CONKLIN - PLANNING DEPARTMENT
Mr. Conklin advised the developer and zoning needed to be shown on the plat.
He reviewed the notification requirements. He requested a tree preservation
plan. He further noted sidewalks would be the responsibility of the developer.
He also requested one plat at the scale of 1 inch equalled 100 feet. He further
requested the sidewalk on Carriage Way line up with the sidewalk previously
placed on Carriage Way.
DON BUNN - CITY ENGINEER
Mr. Bunn asked if a notation would be made in the covenants that only single
family homes could be constructed.
Mr. Jorgensen advised he would put that in the covenants.

Mr. Conklin stated the lot size would also keep anyone from constructing a
duplex.
Mr. Bunn asked if Lonesome Dove would eventually tie into any phases.
Mr. Jorgensen stated it would eventually tie into Phase III. He also pointed out
Patrick Street would tie into Phase IV of Northwest Acres.
Mr. Bunn stated there needed to be some assurance that whenever a street was to
be extended into another phase, the developer would place a cul-de-sac if the
other phase was never developed. He further stated the sewer loadings would
need to be reviewed. He requested a grading plan and drainage plan together
with a plan showing how all of the drainage went together.

PRELIMINARY PLAT - THE MEADOWLANDS, PHASES I & II
HAYDON McILROY - S OF WEDINGTON, E OF 46TH AVE.
The next item was a preliminary plat for The Meadowlands, Phase I, presented by
Dave Jorgensen on behalf of Haydon McIlroy for property located on the south
side of Wedington, east of 46th Avenue. The property is proposed to be zoned R-
1, Low Density Residential, R-1.5, Moderate Density Residential, and R -O,
Residential Office, and contains 40 acres with 104 lots proposed.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans asked the width of the alley being shown.
Mr. Jorgensen advised it would be 15 feet wide.
Mr. Bunn stated the city did not want any public alleys so the alleyways would
have to be designated something else.
Mr. Jorgensen stated they would be private alleyways. He noted the paved width
would be 15 feet and part of the alleyway would be an utility easement. He
explained he was trying to provide rear access to the houses.
Mr. Bunn stated the alleys needed to be separate from the utility easements.
Mr. Evans stated he would need a 20 -foot easement at the back of all lot lines. He
It was determined the utility easements had been left off copies of the plat.
Mr. Evans requested additional crossings and easements.
It was determined Mr. Jorgensen needed to meet with the utility representatives
showing all of the easements on the plat prior to the Subdivision Committee
meeting.
L. O. FERGUSON - WARNER CABLE
In response to a question from Mr. Ferguson, Mr. Jorgensen explained
everything to the west of the main, through street would be zoned R-1,
everything to the east would be zoned R-1.5 except for the two lots adjoining
Highway 16 and they would be zoned R -O.
Mr. Ferguson advised the developer would have to pay for the cable to be
installed at the same time as the other utilities. He requested various crossings.

CHRIS LOTT - OZARK ELECTRIC
Mr. Lott requested the same easements and crossings.
MICKEY JACKSON - FIRE DEPARTMENT
Chief Jackson requested an additional hydrant at the southeast corner of Lot 37
and then adjustment of the other hydrant locations.
LISA COX - PARKS DEPARTMENT
Ms. Cox stated the green space required for Phase I was 1.8 acres or money in
lieu in the amount of $16,425. She advised she had not figured Phase II.
Ms. Little pointed out there was an open area on Phase I. She asked if the
developer intended for that area to serve as the park area.
Mr. Jorgensen stated he was not sure whether that would be for public or private
use. He pointed out there was no parking area if the area was public so he
believed the area would remain private.
RANDY ALLEN -STREET DEPARTMENT
•Mr. Allen stated it appeared the water would run to the southeast corner of Phase
II. He asked if that corner connected to any other subdivision.
Mr. Jorgensen stated it was approximately 1/4 mile to a creek.
Mr. Allen asked if the roadway continued.
Mr. Jorgensen stated it would eventually connect to Rupple Road. He advised he
would be submitting a concept plat along with the preliminary plat.
Mr Allen asked if there would be any underground drainage or if it would all be
surface drainage.
Mr. Jorgensen advised it would be a combination. He pointed out the land was
fairly flat but did drain to the south.
Mr. Bunn noted there was a large drainage ditch along Rupple Road.
Mr. Allen stated the Catfish Hole would be located directly to the east of the
subject property and he would like to see how the drainage tied together. He
asked how the islands would be maintained.
Mr. Jorgensen stated they were common property and would be maintained by the
Property Owners Association.
• Mr. Allen asked if there would be any vehicular access into the park area.

Mr. Jorgensen stated there would be only pedestrian access and maintenance
vehicles.
In response to a question from Mr. Allen, Mr. Jorgensen stated the sidewalks
would be around each loop and on the right-hand side down the main street to the
Highway.
Mr. Franklin asked if the main street would be a collector street.
Ms Little advised the sidewalks would need to be on both sides of the main
street.
CHERYL ZOTTI - SOLID WASTE DIVISION
Ms. Zotti advised solid waste pickup would not be off the alleyway. She also
asked that the area containing the islands be widened.
PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr. Franklin reviewed the location of street lights. He also requested a crossing
be placed at the highway so a stop light could eventually be installed.
Mr. Jorgensen advised the main street did tie in directly across from Willow.
Ms. Little requested the main street be named Willow.

Mr. Ritchey stated he believed they would have boxes on only one side of the
street.
TIM CONKLIN - PLANNING DEPARTMENT
Mr. Conklin requested that both the lot dimensions, adjacent property owners be
placed on the plat; that both the proposed zoning and use be placed on the plat;
that the number of lots be consecutive for the entire development; and that
access for those lots with double frontage be restricted. He reviewed the
notification requirements. He advised the developer needed to file a tree
preservation plan; that the developer was responsible for sidewalks. He also
suggested providing an access easement to the private park between lots 52 and
53
ALETT LITTLE - PLANNING DEPARTMENT
Ms. Little advised the city would require right-of-way on Highway 16 to be 50 feet
from the centerline. She asked if this subdivision was immediately adjacent to the
subdivision to the west.

DON BUNN - CITY ENGINEER
Mr Bunn pointed out one of the unnamed streets lined up with Luttrell Drive.
He advised they needed to discuss whether they needed right-of-way for a
potential tie in to Luttrell Drive. He asked if the same property owner owned
property to the south and east.
Mr. Jorgensen acknowledged he did.
Mr. Bunn stated drainage would be a major issue and asked Mr. Jorgensen to
prepare a drainage plan prior to the subdivision meeting. He stated it should
include drainage coming off the site and where they planned to take it. He
advised they also needed to talk about another water line tie in. He reminded Mr.
Jorgensen he needed to file a grading and drainage plan and a notation on the
plat that the alleys were not public alleyways.

LARGE SCALE DEVELOPMENT - CITIZENS BANK
CITIZENS BANK OF NWA - W OF CROSSOVER, N OF MISSION
The next item was a large scale development for Citizens Bank of Northwest
Arkansas submitted by Jerry Kelso, Crafton Tull & Associates, for property
located on the west side of Crossover, north of Mission. The property contains
1.92 acres.
Ms. Little stated she had a question regarding the proposed Citizens Drive and
future street extension.
Mr. Kelso showed a concept plat showing the drive turning back into Highway 45.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans advised there were two gas lines on the subject property and the
easements needed to be shown. He requested that, prior to cutting the
driveways, they contact the Gas Company.
JOHN HILL - SWEPCO
Mr. Hill asked if they wanted the service run from the road.
• Mr. Kelso stated they wanted the service from the road.
Mr. Hill explained they might be better served to set in a transformer at the back
and run the service from the back.
ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE
•
Mr. Calloway requested an easement parallel to Highway 265 and a 4 -inch conduit
under each driveway. He further requested a 15 -foot easement along the south
property line.
L. O. FERGUSON - WARNER CABLE
In response to a question from Mr. Ferguson, Mr. Kelso stated he did not know if
they would want cable service but he would put in a conduit for the cable
company.
MICKEY JACKSON - FIRE DEPARTMENT
Chief Jackson had no comments.
RANDY ALLEN -STREET DEPARTMENT
Mr. Allen asked the distance between the south entrance onto Highway 265 and
the entrance to the Mercantile.

Mr. Kelso advised he was not sure but believed it would be approximately 250
feet.

Ms Little advised the cut was existing. She noted an additional curb cut would
need to be requested from the Highway Department.
Mr. Allen asked if the easement to the right of Citizens Drive was planned as a
drainage easement.
Mr. Kelso advised it was both a public utility and drainage easement. He noted
the easement would be extended off-site.
PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr. Franklin stated he believed the traffic plan would work.
DARRELL RITCHEY - POSTAL SERVICE
Mr. Ritchey stated the bank planned on using a post office box so no boxes would
be placed on the premises.
CHERYL ZOTTI - SOLID WASTE DIVISION
Ms. Zotti advised the dumpster location was fine. She reminded the engineer the
dumpster needed to be placed on a concrete slat and needed a 12 -foot entrance.
TIM CONKLIN - PLANNING DEPARTMENT
Mr. Conklin stated they needed to check the right-of-way on Highway 254, that a
minimum of 50 feet from the centerline was required. He also noted a 5 -foot wide
sidewalk was required along Highway 265. He advised an easement plat would
need to be filed. He requested a copy of the plat scaled to 1 inch equalled 100
feet. He also requested a concept plat showing how the road fit together.
MANDY BUNCH - ENGINEERING DEPARTMENT
Ms. Bunch asked if the developer had completed a drainage analysis on the pipes.
Mr. Kelso advised they had done so and reviewed their proposed plan.
Ms. Bunch advised she found it hard to believe the 30 -inch CMP would carry the
capacity required.
Mr. Kelso advised they planned to enter the junction box from the north after
further development. He explained this had been coordinated with development
of the entire area.

LARGE SCALE DEVELOPMENT - HAMPTON INN HOTEL
NARRY KRUSHIKER - SW CORNER OF OLD FARMINGTON & SHILOH DRIVE
The next item was a large scale development for Hampton Inn Hotel presented by
Steve Jordan and Harry Gray on behalf of Narry Krushiker for property located
at the southwest corner of Old Farmington Road and Shiloh Drive.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans advised the gas line running on the south side of Old Farmington Road
was shown as 30 feet but was actually 50 feet. He requested they work closely
with the Gas Company when putting in the parking lot.
JACK REGAL - SWEPCO
Mr. Regal stated they had a transmission line on Old Farmington Road with a 50 -
foot easement which needed to be shown on the plat. He also requested a 15 -foot
easement along the west side of the property. He further advised they would be
setting a new pole to the west of the transformer site.
TIM JOHNSON - WARNER CABLE
• Mr. Johnson advised he would need a 2 -inch conduit to the from the new pole to
the utility room.

ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE
Mr. Calloway requested the entrance conduit into the facility be two 2 -inch
schedule 40 PVC.
MICKEY JACKSON - FIRE DEPARTMENT
In response to a question from Chief Jackson, Mr. Gray advised the building
would be sprinkled.
Chief Jackson requested an additional hydrant. He stated he believed they could
use the existing hydrant to augment the sprinkling system.
RANDY ALLEN - STREET DEPARTMENT
Mr. Allen asked if the parking would connect into the IGA parking lot.
Mr. Jordan stated they were working on an agreement to accomplish that.
DARRELL RITCHEY - POSTAL SERVICE
Mr. Ritchey advised they would need to place a box on the north side of the
entry.

CHERYL ZOTTI - SOLID WASTE DIVISION
Ms Zotti advised the dumpster access was fine. She reminded the engineer the
dumpster could be enclosed on only 3 sides and the fourth side would have to
have a 12 foot entrance.
PERRY FRANKLIN - STREET DEPARTMENT
Mr. Franklin advised the Highway Department had received a number of
complaints regarding this exit ramp and were looking at ways to resolve the
problems. He recommended the developer give the Highway Department a copy of
the plans.
Chief Jackson noted they did not have a connection around the back of the
building. He suggested such a connection be made for better circulation.
Mr. Jordan stated he would discuss the matter with the owner and felt sure
something could be worked out.
TIM CONKLIN - PLANNING DEPARTMENT
Mr. Conklin advised the developer of the notification requirements; stated
sidewalks would have to be placed on Old Farmington Road and Shiloh which were
five feet wide; an easement plat would have to be filed; and requested a plat
scaled to 1 inch equalling 100 feet be filed with the Planning Department.
Ms. Little asked when an agreement would be reached with IGA. She advised
they would like to have that information prior to the Planning Commission
meeting.
Mr. Conklin stated the 20 -foot setback on the west could be 15 feet instead of 20.
He also informed the developer the parking lot requirements were a 24 -foot aisle
width and 19 -foot stall depth. He reminded the developer a tree preservation
plan would have to be submitted.
DON BUNN - CITY ENGINEER
Mr. Bunn advised they would need to improve their half of Old Farmington Road
to city street standards. He asked if they would be repairing the drainage ditch
on the southeast side.
Mr. Jordan asked if the city had required Park Inn to make improvements to their
half of Old Farmington Road.
Mr. Bunn stated it could be the city took a Bill of Assurance and, if so, they
would require the improvements be done at the same time. He advised they
needed to file a grading plan.
• Mr. Conklin noted the cover drive-through encroached into the 50 -foot setback.
He advised they would need to apply for a variance from the Board of Adjustment.

He asked if they planned on curbs around the perimeter of the parking lot.
He was advised that was planned.
Mr. Regal requested they plant only dwarf or fruit trees within the easement so
they would not grow into the overhead lines.
Mr. Allen asked about screening requirements on the west side of the property.
Mr. Little advised she would have to check into the adjoining zoning.

LARGE SCALE DEVELOPMENT - CARPENTER MINI -STORAGE
CARL CARPENTER - S OF 15TH, E OF S. SCHOOL
The next item was a large scale development for Carpenter Mini -Storage submitted
by Kurt Jones, Northwest Engineers, on behalf of Carl Carpenter for property
located south of 15th Street, east of South School. The property contains 14.98
acres.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans requested a 20 -foot easement along the south side of Highway 16.
JACK REGAL - SWEPCO
Mr. Regal stated he would prefer the easement be 25 feet rather than 20 feet. He
further advised they needed to coordinate with SWEPCO regarding the proposed
height of the sign since there was an overhead power line on the south side of
Highway 16.
In response to a question from Mr. Regal, Mr. Jones advised the only power
required would be for the office. He requested a conduit be installed across the
entry drive.
Ms. Little encouraged the developer to place the sign on the north face of the
office opposed to having a separate sign.
TIM JOHNSON - WARNER CABLE
Mr. Johnson had no comments.
ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE
Mr. Calloway requested the same easement on the south side of Highway 16.
MICKEY JACKSON - FIRE DEPARTMENT
Chief Jackson requested a fire hydrant at the entrance. He asked if another
phase would be built later.
Mr. Jones advised the owner was looking into a second phase.
RANDY ALLEN -STREET DEPARTMENT
Mr. Allen noted there was flood plain and floodway on the subject site.
Ms. Little stated she believed the top bank was both flood plain and floodway.
Mr. Jones agreed.
Mr. Allen asked how they planned on drainage the storage lots.

Mr. Jones advised they would drain down into the creek, sheet flow. He noted
there was also an existing swale which would carry some of the water. He advised
there were no visible erosion problems on the site and he did not believe this
development would cause any erosion but he would look into it.

Mr. Franklin had no comments.
DARRELL RITCHEY - POSTAL SERVICE
Mr. Ritchey stated they would have a standard rural box on the west side of the
entry to Highway 16.
CHERYL ZOTTI - SOLID WASTE DIVISION
Ms. Zotti stated the location appeared to be fine.
Ms. Little asked if this facility would be fenced and have gates.
Mr. Jones stated they would have gates that would be open during the day.
Chief Jackson stated they would have to install a Knox Box in order for the fire
department to have access.
It was determined the sides and back would have chain link fence and the front
would be some type of screened fence.
Jack Regal stated they needed to plant dwarf trees due to the overhead power
line. He also requested an additional 20 -foot easement along the portion of the
property to the east of the office building.
There was discussion regarding placement of the office. Mr. Jones stated he did
not believe the office would be placed at the location shown permanently.
TIM CONKLIN - PLANNING DEPARTMENT
Mr. Conklin advised landscaping would be required to reduce the setback; they
needed to file a tree preservation plan; they would need to file an easement plat;
and a sidewalk was required along 15th Street.
ALETT LITTLE - PLANNING DEPARTMENT
Ms. Little advised the perimeter of the site would be pavement but the interior
could be SB2. She further noted she believed there was adequate right-of-way

DON BUNN - CITY ENGINEER
Mr. Bunn advised a number of sewer lines crossing the subject tract. He
requested the easements shown on the plat.
Mr. Jones advised he had only found an easement for the 30 -inch line.
Mr. Bunn further stated they needed to contact Dave Jurgens in regard to sewer
taps and any back flow problems.

LARGE SCALE DEVELOPMENT - ELEMENTARY SCHOOL
FAYETTEVILLE SCHOOL DISTRICT - N OF HWY 45, E OF HWY 265
The next item was a large scale development for an elementary school submitted
by Laleh Aminorez of Hailey & Associates, Architects, for property located ont he
north side of Highway 45, east of Highway 265. The property is zoned P-1,
Institutional, and contains 60.07 acres.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans advised 25 feet of the building setback along Highway 45 should be
shown as a utility easement. He advised they would try to serve from the
southwest corner of the property.
JOHN HILL - SWEPCO
Mr. Hill requested a 25 -foot utility easement along the west side. He discussed
location of entry to the building with Ms. Aminorez. He advised the shown entry
would be over 250 feet which would require at least 3 pulley vaults
ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE
Mr. Calloway stated he would need two 3 -inch conduits from the west side.
TIM JOHNSON - WARNER CABLE
Mr. Johnson agreed with Mr. Calloway, requesting the same conduits.
RANDY ALLEN -STREET DEPARTMENT
Mr. Allen stated the vicinity map was incorrect; that it showed Township was
extended.
Ms. Aminorez stated they believed the Township extension would be complete by
the time the school was constructed. She pointed out if the extension was not
complete, they did have a temporary access to Highway 45.
Mr. Bunn advised there had been some preliminary agreements reached regarding
Township extension.
Chief Jackson asked why both entrances could not be maintained.
Ms. Aminorez pointed out there was not a good sight line on Highway 45.
Mr. Franklin agreed with Ms. Aminorez, stating the line of vision was marginal on
Highway 45. He suggested they might have an entrance only access from
Highway 45. He asked what would happen if the school district included children
from the south side of Highway 45.
Ms. Aminorez stated the district boundaries had not been drawn.

Mr. Conklin advised the sidewalks needed to go out to Highway 45.
Mr. Franklin advised that, once the boundaries were drawn, they needed to look
at the access on Highway 45.
Mr. Bunn advised it needed to be noted that access to Highway 45 was quite
possible.
Mr. Allen expressed concern regarding pedestrian traffic to the school,
especially from the south side of Highway 45.
DARRELL RITCHEY - POSTAL SERVICE
Mr. Ritchey asked if there would be a connecting drive to Township.
Chief Jackson stated if there was a connecting drive, it needed to be the same
name as the school.

Mr. Ritchey asked that the mail box be moved from the back of the property. He
advised the location would depend upon the address of the school.
CHERYL ZOTTI - SOLID WASTE DIVISION
Ms. Zotti advised there needed to be a 12 -foot entrance to the dumpster for
clearance.
TIM CONKLIN - PLANNING DEPARTMENT
Mr. Conklin iterated sidewalks needed to be extended to Highway 45 and a
pedestrian trail needed to be shown out to Township. He noted a pond was shown
on the plat. He also pointed out the park was Crossover Park, not Flynn Park.
Ms. Aminorez advised she believed the pond was under an acre and it could be
left in place.
Mr. Conklin advised they would need 50 feet of right-of-way from the centerline
on Highway 45.

Mr. Bunn stated he would like to see the water line run north -south, east -west
rather than at an angle. He further noted he expected they would want the water
line carried on to the edge of the property from Township. He requested Ms.
Aminorez contact Don Osborne regarding meter location and backflow prevention.

CLIFF MOSIER - SW CORNER OF WEDINGTON AND 54TH
The last item was a final plat for Moshier Addition submitted by Alan Reid on
behalf of Cliff Mosier for property located on the southwest corner of Wedington
and 54th Street. The property is zoned R-1, Low Density Residential, and
contains 2.07 acres with 2 lots.
There were no comments regarding Moshier Addition.
