HomeMy WebLinkAbout1994-02-10 Minutes• • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, February 10, 1994 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: Andy Calloway, Floyd Cantrell, John Hill, David Reese, Darrell Ritchey Don Bunn, Perry Franklin, Mandy Bunch, Randy Allen, Cheryl Zotti, Tim Conklin, Alett Little, and Sharon Langley OTHERS PRESENT• Tom Hopper, Jerry Kelso, Laleh Aminorez, John Krurg, and Mel Milholland PRELIMINARY PLAT - THE CLIFFS, PHASE I (A P.U.D.) UNDERWOOD ENTERPRISES - W OF CROSSOVER, N OF HUNTSVILLE The next first item was a preliminary plat for The Cliffs, Phase I, (a P.U.D.)presented by Tom Hopper, Crafton, Tull & Associates, on behalf of Underwood Enterprises for property located on the west side of Crossover, north of Huntsville. The property is zoned R-1, Low Density Residential, and contains 25.5 acres with 204 units. In response to a question from Ms Little, Tom Hopper advised the concept plat previously approved had just been a concept; the preliminary plat had some adjustments in the placement of the units based on the grading. He stated this phase contained 49% open space. JACK REGAL - SWEPCO Mr. Regal requested a copy of the revised concept plan explaining it would give them a better idea of the lay -out of the entire tract. He advised this tract had split service with everything to the west of the 100 -foot easement being SWEPCO service and everything to the east being Ozark service. He pointed out SWEPCO would be serving only Unit 11 on Phase I. There was discussion regarding the width of the SWEPCO easement with Mr. Hopper advising SWEPCO had originally stated the easement was 100 feet. He stated it was now his understanding it might be only 60 feet wide but all of the documents showed 100 feet. He further noted they did expect SWEPCO to stay within that 100 feet with the new transmission line. Mr. Regal requested an additional 25 -foot easement along the north side of Happy Hollow Road right-of-way. He stated he did not know if the easement was dedicated as a sanitary sewer easement or needed to be laid out as a separate utility easement. Mr. Hopper stated he proposed to provide a utility dedication easement play showing all utilities. He explained that would show the existing easements together with the additional easements. He pointed out there were so many • Plat Review Meeting February 10, 1994 Page 2 easements and setbacks on the subject tract that he would be obstinant about giving additional easements unless they were really needed. Mr. Regal explained he would need an easement from the 100 -foot transmission line back to the sewer line easement. He stated he did not know if the sanitary sewer easement could be rededicated as a utility easement. He also requested it be enlarged to 25 feet. Mr Calloway, Southwestern Bell Telephone, advised they would not need to use that easement. After discussion, Mr. Regal advised he would like an additional 5 feet on the east side, behind Unit 11. Mr. Bunn stated the City would not object to utilization of the sewer easement but did want to make sure the city's access was not jeopardized. FLOYD CANTRELL - OZARK ELECTRIC Mr. Cantrell advised he was willing to work with the developer. He noted they would require the same crossings as the telephone company would be requesting. • ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE • Mr. Calloway requested crossings between lots 3 and 4, between lots 7 and 8 to lots 9 and 10. He also requested the setback on the eastern property boundary be a utility easement. Ms Little advised they would prefer the utilities be placed closer to the buildings than to the highway, explaining they needed to preserve as much of the buffer as they could. Mr. Hopper suggested placing the easement adjacent to the sidewalk. Mr. Calloway agreed that could work. Ms. Little reminded Mr. Hopper there was also a sidewalk requirement along Highway 265. In response to a question from Mr. Bunn, Mr. Hopper advised there was a 30 -foot strip belonging to Frances Sopko and Billie Kreck. He explained he needed to contact those people and ask for the easement. He further stated if they rejected his request, he would have to ask the City to condemn the property in order to extend Happy Hollow Road to Highway 265. He stated he was only proposing to purchase the access. Mr. Calloway requested a 10 -foot utility easement along the south property line. Mr. Hopper explained they wanted to stay away from the property lines in order to give the adjoining property owners a buffer. • Plat Review Meeting February 10, 1994 Page 3 Mr. Calloway stated that easement would be necessary to serve any future development to the south of the subject tract but the entire easement could be taken from the property to the south when it developed. He continued with a listing of crossings that would be necessary. He further advised Southwestern Bell would not be responsible for, nor would they clear any rights-of-way; that it would be the responsibility of the developer. He also noted all of the buildings were shown to be surrounded by either parking or sidewalks and recommended Mr. Hopper get with him as plans were firmed in order to work out where the cable would need to be attached to each building. Ms. Little asked if the next phase would include the extension of the street, noting it needed to be extended as soon as possible for circulation. DARRELL RITCHEY - POSTAL SERVICE Mr. Ritchey advised the mail box placement looked fine. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson asked the size of the water line. Mr. Hopper advised it would be an 8 -inch line. • Chief Jackson asked if there was a plan to connect to Happy Hollow or Ray Street. Mr. Hopper stated it would eventually be connected in a later phase. Chief Jackson stated they did need a fire hydrant for Building A. He also requested they give some thought to getting the water lines and hydrants in as soon as possible. He explained that, once the buildings started to be framed in, they needed water in case of a fire. Mr. Hopper advised there had been delays in getting Health Department approval. He noted their plans were 90$ finished and would be forwarded to the Health Department in the near future. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin requested a 3 -inch PVC under Happy Hollow at Highway 265 for any future traffic signal. He also requested the streetlights be shown on the plat. CHERYL ZOTTI - SOLID WASTE • Ms. Zotti stated the access to the dumpsters shown was fine. She noted another area where a dumpster would be required. She advised that, if the dumpsters were to be screened, they could only be screened on three sides and the opening should be at least 10 feet. She further stated the dumpsters did need to be placed on concrete pads. • Plat Review Meeting February 10, 1994 Page 4 • • RANDY ALLEN -STREET DEPARTMENT Mr. Allen asked if the drainage plan had been filed. Mr. Hopper advised it would be ready by the end of the week. He reviewed the proposed drainage plan. In response to a question from Mr. Bunn, Mr. Hopper advised the storm sewers along public streets would be public and storm sewer along private streets would be privately maintained. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin asked if the owner had prepared covenants establishing a Property Owner Association. Mr. Hopper stated he had informed the owner needed to be completed. He advised the covenants would cover everything except the public streets. Mr. Conklin reviewed city requirements: the filing of a tree preservation plan, a sidewalk along Highway 265 and Happy Hollow Road. He also requested the legal description be placed on the plat. In response to a question from Mr. Hopper, Ms. Little advised the City would take a contract on the sidewalk along Highway 265 since it was scheduled to be widened. She explained the developer could either put money in an escrow fund or execute a contract giving the city a lien on the property. Mr. Conklin also noted the city needed an additional 20 feet of right-of-way (a total of 50 feet) along Highway 265. Mr. Bunn pointed out additional right-of-way would cut into the setback area. Mr. Hopper advised the plat had been developed based on what city staff had told him. Mr. Conklin also asked if there would be street names for the private drives. After discussion with Chief Jackson and Perry Franklin, it was agreed the private drives would need street names. It was agreed the streets could be named A Cliffs, B Cliffs, etc. Ms Little advised the parks department had advised the green space fees would be $36,720 for Phase I. DON BUNN - CITY ENGINEER Mr. Bunn advised they would need to file a grading plan. He further noted he did not have a problem of sharing the sewer easements with other utilities as long as there was space available. He stated they did need a 15 -foot easement for the Plat Review Meeting • February 10, 1994 Page 5 water lines. He also stated they needed to be sure the fire hydrants were properly spaced. In response to a question from Mr. Bunn, Mr. Hopper advised the water and sewer would be public lines. • • • Plat Review Meeting February 10, 1994 Page 6 • • LARGE SCALE DEVELOPMENT - FAYETTEVILLE ELEMENTARY SCHOOL FAYETTEVILLE SCHOOL DISTRICT - E OF SALEM, N OF MT. COMFORT The next item was a large scale development for a new Fayetteville Elementary School submitted by Laleh Aminorez of Hailey & Associates, Architects, for property located on the east side of Salem Road, north of Mr. Comfort. The property is zoned P-1, Institutional, and contains 20 acres. Ms. Aminorez explained this was the tract donated by the owner of the Crystal Springs Subdivision for an elementary school and would be at the corner of Crystal Drive and Salem Road. She noted the school would be designed for 470 children. Ms. Little advised the City was cooperating on this site by providing funds for a portion of the cost of a joint use gymnasium. She further advised the 15 acres to the south of this tract was in the process of being accepted by the Parks Board as parks lands. FLOYD CANTRELL - OZARK ELECTRIC Mr. Cantrell advised that, if the other utilities were going to be placed in the 15 - foot utility easement, it would need to be expanded to 20 feet. He requested they contact him when they knew the necessary loads. Mr. Milholland advised the subdivision would not be to the south, only a city park. He also advised Phase I had been revised so houses would not back up to the school. Mr. Cantrell agreed the easement on the south side could remain 15 feet. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway reviewed the crossings he would need. DARRELL RITCHEY - POSTAL DEPARTMENT Mr. Ritchey advised this site would have curbside delivery. He requested there be a bay area for the postman to pull into adjoining the box. He also advised they would need a large box. He noted the box could be off of the parking lot as long as the area in front of the box would not be blocked. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson stated he assumed Crystal Drive was a thoroughfare and noted he believed they needed a larger water line than 6 -inch down Crystal Drive. Mr. Bunn agreed, stating the line needed to be 8 inches. After discussion of the surrounding area, Mr. Milholland pointed out the area with a 6 -inch line and the area with an 8 -inch line. • Plat Review Meeting February 10, 1994 Page 7 PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin expressed concern regarding all of the school access being on Salem Road. He requested a drop off area on Crystal. Mr. Bunn also stated they needed to take into account future turn lanes on Salem Road to the school. Ms. Little advised she believed they needed a separate conference on access to and from the school. Mr. Bunn and Mr. Franklin agreed and a meeting was set at 3:30 p.m. the same day. CHERYL ZOTTI - SOLID WASTE DEPARTMENT Ms. Zotti stated the dumpster access was fine. She reminded the developer the dumpster did need to sit on a concrete slab and could be enclosed on only three sides. RANDY ALLEY - STREET DEPARTMENT • Mr. Allen asked if there was any type of meeting scheduled with the County on improvements to Salem Road. Mr. Milholland advised there was such a meeting later in the day. Mr. Allen expressed concern the county's half of the roadway would not stand up to the amount of traffic projected. Mr. Milholland stated the county would be upgrading the roadway. He further stated the materials would be consistent with those of the city. Mr. Allen also pointed out a 15 -foot drainage easement on the east side of the property. He asked if that would be kept separate from the utilities. Mr. Bunn agreed they needed to be separate. Mr. Milholland stated there would be a row of houses on the east. In response to a question from Mr. Allen, Ms. Aminorez explained the drainage was surface drainage and swales. She stated there would be very little change in the drainage. After discussion, it was determined there would be a drainage easement on the west side of the school and the utilities would be to the west of the drainage easement. • • • Plat Review Meeting February 10, 1994 Page 8 DON BUNN - CITY ENGINEER Mr. Bunn advised they did need to submit a grading and drainage plan. He further noted the storm sewer would need to be privately maintained. Mr. Franklin advised the street lights would need to be shown on the plat. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin stated the sidewalk on the north would need to extend to the west to intersect with the other sidewalk. He also recommended pedestrian access from the houses adjacent to the school. He advised they would also need to file a tree preservation plan and a separate easement plat. DAVID REESE - ARKANSAS WESTERN GAS COMPANY Mr. Reese advised the service would come down Salem Road. He noted the first notation under utility notes could be deleted. Plat Review Meeting February 10, 1994 Page 9 LARGE SCALE DEVELOPMENT - EYE CENTER OF N.W.A. EYE CENTER OF N.W.A. - 594 E. MILLSAP RD. The last item was a large scale development for Eye Center of N.W.A. submitted by Mel Milholland on behalf of the Eye Center of N.W.A., for property located at 594 E. Millsap Drive. The property is zoned C-2, Thoroughfare Commercial, and contains 2.04 acres. DAVID REESE - ARKANSAS WESTERN GAS Mr. Reese advised there were no problems with the easements. He noted they would need to place their lines before the pavement was put down. JOHN HILL - SWEPCO Mr. Hill advised there was already conduit on the site. He advised he had submitted a pad detail and, if the developer wanted a different size, he would need to contact SWEPCO. He further stated he would need to know how much power would be needed. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway stated he would need two 4 -inch PVC from property line to property line on the north side of the tract. DARRELL RITCHEY - POSTAL DEPARTMENT Mr. Ritchey advised they expected this business to have large volumes of mail and would deliver it to the inside. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin advised the parking would need to meet ADA regulations. After reviewing the plat, it was determined the normal parking exceeded city regulations. CHERYL ZOTTI - SOLID WASTE DEPARTMENT Ms Zotti stated the location of the dumpster was fine. She reminded the developer the dumpster would have to be placed on a concrete slab. She also advised there could be screening on only three sides. In response to a question from Mr. Milholland, Ms. Zotti stated there could not be a gate, explaining often the gate was locked and the sanitation workers could not pick up the trash. • Plat Review Meeting February 10, 1994 Page 10 • • RANDY ALLEN - STREET DEPARTMENT Mr. Allen advised that, as a general rule, the city wanted drainage easements separate from utility easements. Mr. Milholland pointed out this easement was already existing. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin stated he had noted two ground signs shown on the plat. He explained that, under the sign ordinance, only one sign was allowed per site and the developer would have to make a request to the Board of Sign Appeals if he wanted two signs. He also requested a tree preservation plan and, if there were no trees, a letter stating that fact. He commended the developer for providing double frontage (one on Millsap and one toward the Bypass) . Ms. Little suggested a break in the parking lot both to the north and south in order to allow circulation between the parking lots without having to go out onto the street. DON BUNN - CITY ENGINEER Mr. Bunn advised the developer they would need to submit a grading plan. The meeting adjourned at 10:55 a.m.
