HomeMy WebLinkAbout1993-09-23 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, September 23, 1993 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVE: Dale Cheatham, L. O. Ferguson, Andy Calloway, Rick Evans, John Hill, Floyd Cantrell Jack Regal and Darrell Ritchey CITY REPRESENTATIVES: Alett Little, Don Bunn, Mickey Jackson, Lisa Cox and Sharon Langley OTHERS PRESENT: Dub Dunaway, Kurtis Jones, Harry Gray, Mel Milholland, Sid Hollingsworth and Bill Rudasill PRELIMINARY PLAT - JUSTIN ADDITION CHARLES DUNAWAY - E OF CHERRY ST., N OF HUNTSVILLE RD. The first item on the agenda was a preliminary plat for Charles Dunaway for property located on the east side of Cherry Street, north of Huntsville Road. The property is zoned R-1, Low Density Residential, and contains 0.99 acres with 5 proposed lots. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated he had no problem with the easements. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans requested one easement be changed from 10 feet to 20 feet. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway agreed with Mr. Evans. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson had no comments. LISA COX - PARKS DEPARTMENT Me. Cox advised the greenepace required would be .1 acre or $900.00 for money in lieu of land. She stated this item would be reviewed by the Parke Board at their meeting the first Monday of October. FLOYD CANTRELL - OZARK ELECTRIC Mr. Cantrell had no comments. DARRELL RITCHEY - POST OFFICE Mr. Ritchey stated everything looked fine. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin requested the setback line at the rear of the property be shown. He also advised the plat would be a preliminary plat and the adjacent property owners needed to be shown. • • • Plat Review September 23, 1993 Page 2 DON BUNN - CITY ENGINffit Mr. Bunn advised the city would require additional right-of-way on Cherry Street. He stated the city would require 25 feet from the center line and would require one-half of the street be brought up to City standards with curb and gutter and storm drainage. Mr. Conklin also pointed out sidewalks would need to be shown on the plat. Mr. Dunaway stated he believed there were some sidewalks on the west side of the street. It was agreed that, if there were sidewalks on the west side of Cherry, the applicant would not have to put sidewalks on the east side of the street. Mr. Bunn advised that the applicant would need to submit a grading plan. • • • Plat Review September 23, 1993 Page 3 PRELIMINARY PLAT - OWL CREEK MIKE PENNINGTON - E OF DOUBLE SPRINGS, S OF WEDINGTON The next item was a preliminary plat for Owl Creek submitted by Mel Milholland on behalf of Mike Pennington for property located on the east side of Double Springs Road, south of Wedington. The property is presently zoned R -O, Residential - Office, and R-1, Low Density Residential, with the proposed zoning being R-2, Medium Density Residential, and contains 14.8 acres with 50 proposed lots. L. O. FERGUSON - WARNER CABLE Mr. Ferguson expressed concern regarding the location of the flood plain in relation to the placement of utilities. In response to a question from Mr. Ferguson, Mr. Milholland advised they did want the utilities underground. Mr. Ferguson advised he did not believe he would be able to 19 from the back. He also requested various crossings. serve lots 15 through Ms. Little pointed out the property would be developed as duplexes. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham also requested various crossings and requested the 10 -foot easement be extended along the west side of Lot 22. He noted there were no street names. He also advised lots 16 through 22 would be served from the front in order to avoid the flood plain. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans requested the 10 foot easement along Double Springs Road be changed to a 20 foot easement. He further noted he too would serve lots 16 through 22 from the front. He also requested the easement between lots 14 and 15 be enlarged to 15 feet. Mr. Evans requested various crossings. FLOYD CANTRELL - OZARK ELECTRIC Mr. Cantrell requested the same crossings and noted the 10 -foot easements for street lights needed to be enlarged to 15 feet. LISA COX - PARKS DEPARTMENT Ms. Cox advised the green space requirement would be 2 acres or $18,000 for money in lieu of land. She stated this matter would be reviewed at the Parks Board meeting the first Monday of October. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson requested the fire hydrants be located on lots 44, 29, 23, and 50. DARRELL RITCHEY - POST OFFICE Mr. Ritchey discussed the mail carrier route, noting the delivery would be curbside service. 70 • • • Plat Review September 23, 1993 Page 4 DON BONN - CITY ENGINEER Mr. Bunn noted off-site improvements were shown on the plat. He asked if the applicant planned on filling in the flood plain. Mr. Milholland advised they would like to do some fill. He pointed out there was a possibility they would lose lot 16. Mr. Bunn noted the fill needed to be shown on the grading plan. He also advised the 6 -inch water line needed to be an 8 -inch line with a 6 -inch loop on the inside. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin stated the master sidewalk plan called for sidewalks along Double Springs Road on the east side. He also requested sidewalks be shown on the plat. ALETT LITTLE - PLANNING DEPARTMENT Me. Little asked if the city would not need a drainage easement in the floodway. Mr. Bunn agreed an easement would be required. Ms. Little also noted the zoning issue would need to be resolved and street names would be required. Plat Review September 23, 1993 Page 5 PRELIMINARY PLAT - BOXWOOD ADDITION ATLAS CONSTRUCTION - S OF OLD WIRE, E OF AZALEA TERRACE The next item was a preliminary plat for Boxwood Addition submitted by Kurt Jones, Northwest Engineers, on behalf of Atlas Construction, for property located on the south side of Old Wire Road, east of Azalea Terrace. The property is zoned R-1, Low Density Residential, and contains 19.38 acres with a proposed 55 lots. L. O. FERGUSON - WARNER CABLE Mr. Ferguson asked if the petitioner would be building on the lots or would be selling the lots. Mr. Harry Gray advised the lots would be sold. Mr. Ferguson requested various crossings and noted the easements appeared to be fine. JOHN HILL - SWEPOO Mr. Hill also requested various crossings. He requested the building along the south side of lot 11 and the north side of lot 22 also be a easement. He also requested a 15 foot utility easement along the west lot 22 and a 15 foot utility easement between lots 16 and 17. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans asked for the same easements requested by crossings. He also requested the setbacks along Old easement and the 20 -foot easement from lot 1 to lot 11 ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE setback utility line of SWEPCO and additional Wire Road be a utility be widened to 25 feet. Mr. Calloway requested various crossings. He advised lots 16 through 25 would be served from the front and requested a 15 -foot easement in the building setback. He further requested along the west side of lots 16, 17 and 18 a 15 - foot easement and a 15 -foot easement along the southern perimeter of the property. He noted there were already some easements on the property which were not identified on the plat. JOHN HILL - SWEPCO Mr. Hill advised this property was very close to the edge of SWEPCO's territory and part of it could be in Ozark territory. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson stated he had reviewed the locations of the fire hydrants and requested one be added between lots 49 and 50 or lots 50 and 51. LISA COX - PARKS DEPARTMENT Ms. Cox advised the greenepace land requirement would be 1.38 acres or $12,375. DARRELL RITCHEY - POST OFFICE Mr. Ritchey advised there was a problem with the name "Honeysuckle" because there were already two streets with that name. He reviewed the proposed mail route. 7/ • • • Plat Review September 23, 1993 Page 6 ALETT LITTLE - PLANNING DEPARTMENT Me. Little stated that, in addition to changing the name "Honeysuckle" they also, needed to change "Quince Circle" to "Quince Lane". She asked if the developer had coordinated access to the north with the adjoining property owner, David Tacket. Mr. Gray stated they had not coordinated it with Mr. Tacket but had provided access. TIM CONKLIN - PLANNING DEPARTMENT In response to a question from Mr. Conklin, Mr. Jones stated they did plan on keeping the existing house but might have to shift the street in order for the house to meet the setbacks. Mr. Conklin advised sidewalks would be required along Old Wire Road. There was also discussion regarding requiring additional right-of-way on Old Wire Road. He also requested a notation on the plat that a portion of it was a re -plat; that the lot dimensions be shown on the plat; that the floodway and flood plain be shown. He expressed concern that some of the lots would be too small to build structures that would be out of the floodway. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little advised the city would require a drainage easement on the floodway. She stated Mr. Sweetser had also discussed with her previously giving the City some property along the floodway to connect Gulley Park with Ruth Park. There was discussion as to which lots would be affected by the flood plain. Mr. Gray advised he did not know which lots, if any, would be filled. He explained the lots would be sold to individual property owners. DON BUNN - CITY ENGINEER Mr. Bunn advised the engineers would have to file a preliminary grading plan prior to review by the Planning Commission. He asked if they had discussed access to the property to the east. He also asked if the Corps of Engineers had reviewed this tract. Mr. Gray stated the Corps had not looked at the property in the last three years. Mr. Bunn requested the plat show both the flood plain and the floodway. • • • Plat Review September 23, 1993 Page 7 LARGE SCALE DEVELOPMENT - HANNA'S WAREHOUSES, PHASE II BURT HANNA - SE coRNER OF 15TH & FRED HANNA DR. The next item was a large scale development for Hanna's Warehouses, Phase II, submitted by Harry Gray on behalf of Burt Hanna for property located on the southeast corner of 15th Street and Fred Hanna Drive. The property contains 12.5 acres and is zoned I-1, Heavy Commercial - Light Industrial. Mr. Gray advised the dimensions of the building were not accurate -- they should be 335 feet by 340 feet. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated he had no comments. JACK REGAL - SWEPCO Mr. Regal stated there was an existing 75 foot easement on the east side of the property. He also requested the 25 foot building setback ont he north side be shown as a utility easement. Mr. Gray noted the applicant would be doing 10% landscaping enabling him to have a 25 foot setback rather than a 50 foot setback. Me. Little reminded Mr. Gray the maintenance of the landscaping would be the. owner's responsibility. Mr. Regal also stated he would need to know the loads that would be required. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans advised the gas company also had a line along the south side of the Highway. Mr. Bunn commented if the roadway did not show a utility easement it needed to do so. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway stated he needed an easement across the front and along the west side of the property. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson stated the existing hydrants would be fine. He also advised the building code would require the building to be sprinkled. DARRELL RITCHEY - POST OFFICE Mr. Ritchey advised the carrier would not go onto a private drive so the mail box would be on the highway. ALETT LITTLE - PLANNING DEPARTMENT Me. Little asked about the location of the dumpster. Mr. Gray advised they had not discussed a location yet. 7Z • • • Plat Review September 23, 1993 Page 8 TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin advised sidewalks would be required along 15th Street, five feet wide setback four feet from the curb. He advised they would also need to provide a tree preservation plan. DON BUNN - CITY ENGINEER Mr. Bunn stated a preliminary grading plan would be required prior to review by the Planning Commission. • • • Plat Review September 23, 1993 Page 9 LARGE SCALE DEVELOPMENT - KWIK KAR LOBE & TUNE SID HOLLINGSWORTH - 2897 N. COLLEGE The next item was a large scale development for Kwik Kar Lube & Tune presented by Sid Hollingsworth for property located at 2897 N. College. The property contains over one acre and is zoned C-2, Thoroughfare Commercial. L. O. FERGUSON - WARNER CABLE Mr. Ferguson had no comments. JOHN HILL - SWEPCO Mr. Hill stated there was an existing line along the north side of the property. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the property would be served from the rear rather than the front. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway stated the easements shown were fine. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson stated they would need to install a fire hydrant. He suggested they could either place one half way between the two existing hydrants or put on at the front of the property. DON BUNN Mr. Bunn conduit. - CITY ENGINEER stated he was not sure where the water lines were in relation to the DARRELL RITCHEY - POST OFFICE Mr. Ritchey advised the postal carrier would have to pull into the parking lot to deliver the mail. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin stated sidewalks were required along North College, five foot wide set back from the curb 4 feet. He also advised the landscaping at the front of the building could not be over 30 inches in height. He also noted the scale needed to be shown on the plat and all adjoining property owners. He further stated a vicinity map needed to be placed on the plat. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little reviewed the sign ordinance requirements with Mr. Hollingsworth. Mr. Conklin stated Mr. Hollingsworth also needed to file a tree preservation plan with the City. • Ms. Little stated she would prefer the entries/exits be limited to one but could live with two. She advised the applicant would have to contact the State Highway Department regarding the curb cuts. 13 • • • Plat Review September 23, 1993 Page 11 FINAL PLAT - BROPHY ADDITION, PHASE I RALPH BROPHY - W OF BROPHY CR., N OF TOWNSHIP The last item was a final plat for Brophy Addition, Phase I, presented by Bill Rudasill on behalf of Ralph Brophy for property located on the west side of Brophy Circle, north of Township. The property is zoned R-3, High Density Residential, and contains 1.26 acres with 5 proposed lots. Mr. Rudasill stated Phase I would be shown on a separate plat. Me. Little advised she would like to have the lots numbered consecutively. JOHN HILL - SWEPCO Mr. Hill stated the easements looked fine. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements were fine. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway stated the easements appeared to be fine. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson had no comments. DARRELL RITCHEY - POST OFFICE Mr. Ritchey stated he had no changes. DON BUNN - CITY ENGINEER Mr. Bunn stated they would need individual grading plans on those lots with grades of over 20%. He stated a notation to that effect needed to be placed on the plat. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin stated the applicant would need to file a tree preservation plan. The meeting adjourned at 10:45 a.m. 7y
