HomeMy WebLinkAbout1993-07-22 MinutesMINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, July 22, 1993 in Room 111 of the City Administration Building, 113 West Mountain. Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: Dale Cheatham, Rick Hutton, Jack Regal, L. O. Ferguson, Darrell Ritchey and Rick Evans CITY REPRESENTATIVES: Don Bunn, Tim Conklin, and Sharon Langley OTHERS PRESENT: Dave Jorgensen PRELIMINARY PLAT - GLBNBROOK SUBDIVISION, PHASE II GORDON WILKINS - S OF MISSION, W OF CROSSOVER The first item was a preliminary plat for Glenbrook Subdivision, Phase II, presented by Dave Jorgensen on behalf of Gordon Wilkins for property located south of Mission, west of Crossover Road. The property is zoned R-1, Low Density Residential, and contains 10 acres with 32 proposed lots. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham requested two crossings -- from lot 2 to lot 3 and from lot 31 to lot 32. JACK REGAL - SWEPCO Mr. Regal stated it would be helpful to him to show how this subdivision fit it with Boardwalk and Phase I of Glenbrook. L. O. FERGUSON - WARNER CABLE Mr. Ferguson advised that, if the developer wanted cable services before the houses were constructed, he would need to pay 90 cents a foot. He also requested the same crossings as Southwestern Bell Telephone. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans also requested a crossing from lot 31 to lot 32. He advised there was already a crossing on the other side and he would not need the one between lots 2 and 3. RICK HUTTON - POST OFFICE Mr. Hutton stated he saw no problem with the plat. SHARON LANGLEY - PLANNING DEPARTMENT Ms. Langley advised the Park Department had requested .8 acres or $7,200 for money in lieu of land. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin requested the sidewalk be on the north side of the street along lots 32, 1 and 2. He noted the subdivision would require a waiver on the length of the cul-de-sac. He stated the developer would need to contact Jim Johnson for street names. He also requested a tree preservation plan prior to the Planning Commission meeting. y0 • Plat Review July 22, 1993 Page 2 • • DON BONN - CITY ENGINEER Mr. Bunn asked if the creek went to the middle of the subdivision. Mr. Jorgensen stated it did not, that it ran to the southeast corner. He advised it appeared the creek was on the wrong place on the vicinity map. Mr. Bunn stated they would need a grading plan and drainage plan. He asked if the pond would be built up. Mr. Jorgensen stated it really was not a pond but just a low area. In response to a question from Mr. Bunn, Mr. Jorgensen stated the water came off of the low pressure system. Mr. Bunn advised they might want to make a loop over to Highway 265 but they would need some easements. He stated they would talk about it later. • Plat Review July 22, 1993 Page 3 • • FINAL PLAT - BOARDWALK ADDITION, PHASE IV JIM LINDSEY - W OF CROSSOVER, S OF MISSION The next item was a final plat for Boardwalk Addition, Phase IV, presented by Dave Jorgensen on behalf of Jim Lindsey for property located on the west side of Crossover, south of Mission. The property is zoned R-1, Low Density Residential, and contains 3.66 acres with 6 proposed lots. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham advised the easements looked fine. JACK REGAL - SWEPCO Mr. Regal requested the setback along the lake frontage be labeled as a 20 -foot utility easement. L. O. FERGUSON - WARNER CABLE Mr. Ferguson had no comments. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements looked fine. RICK HUTTON - POST OFFICE Mr. Hutton stated everything looked good. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin requested a notation be made on the plat that the 25 -foot access easement to the recreation area would be paved. He asked if the sidewalks along Highway 265 would be the responsibility of the property owners or if it would be installed when the fence was constructed. Mr. Jorgensen stated it would need to be coordinated. Mr. Conklin stated he was not sure the fence location could be right on the property line because it could cause a sight distance problem. Mr. Jorgensen stated they had located it so it was not over the high pressure gas lines but still stayed behind the right-of-way. Mr. Conklin also requested a notation on the plat that the entrance island and the 25 -foot access easement to the recreation area would be the responsibility of the homeowners association for maintenance. DON BUNN - CITY ENGINEER Mr. Bunn advised the developer would need to sign a contract for uncompleted public improvements. Mr. Regal asked how they would curb out to Highway 265. Mr. Jorgensen stated they would taper it down. Mr. Regal stated there was a pole close to the entry which might have to be relocated. SU • • Plat Review July 22, 1993 Page 4 LARGE SCALE DEVELOPMENT - CROSSOVER STORAGE GORDON WILKINS & DANNY VILLINES - W OF CROSSOVER, S OF MISSION The last item was a large scale development for Crossover Storage presented by Dave Jorgensen on behalf of Gordon Wilkins and Danny Villines for property. located west of Crossover, south of Mission. The property is zoned C-2, Thoroughfare Commercial, and contains 1.75 acres. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated he had no problems serving this development. JACK REGAL - SWEPCO Mr. Regal asked if they planned on putting power in all of the storage buildings or just the office. Mr. Jorgensen stated he did not know but would check. Mr. Regal stated that, if they wanted it in the storage areas, he would need a 10 -foot easement either along the north side or south side. He advised there was no construction power on the site at the present time. L. O. FERGUSON - WARNER CABLE Mr. Ferguson had no comments. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated there were two high pressure gas lines along the highway. He stated it appeared the 25 -foot easement came within five feet from the building setback. Mr. Jorgensen requested the gas crews locate the lines. RICK HUTTON - POST OFFICE Mr. Hutton advised there would be no problem in serving this location. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin stated a five foot wide sidewalk would need to be set four feet back. from Highway 265. He advised they might want to set it back further than five feet since Highway 265 would be widened at some time in the future. He also noted there would need to be screening. He requested a tree preservation plan. He asked what type of fencing would be used. Mr. Jorgensen advised he believed it would be chain link fence. Mr. Conklin stated the 10 -foot dedication of right-of-way would need to be done by separate instrument. He asked if they planned to pave between the buildings. Mr. Jorgensen stated they did not want to. Mr. Conklin advised the city preferred they did not pave because it would reduce the amount of impervious surface on the site. • • • Plat Review July 22, 1993 Page 5 DON BUNN - CITY ENGINEER Mr. Bunn stated the city might want a 15 -foot easement along the west property line. He pointed out they would have to cross Highway 265 for water service. Mr. Jorgensen stated he was not sure if Chief Jackson would require a fire hydrant but he would be contacting him. He advised the developers would request just a single service for the office. Mr. Conklin asked if there would be an apartment on site for a manager. Mr. Jorgensen stated there would not be an apartment. Mr. Bunn also advised there would need to be an easement from the manhole. The meeting adjourned at 9:30 a.m.
