HomeMy WebLinkAbout1993-07-08 Minutes• • • MINUTES OF A PLAT REVIEW MEETING • A meeting of the Fayetteville Plat Review Committee was held on Thursday, July 8, 1993 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: OTHERS PRESENT: Dale Cheatham, Floyd Cantrell, Rick Evans, Darrell Ritchey, John Hill, Andy Calloway, and Jack Regal Alett Little, Syd Norbash, Tim Conklin, Mickey Jackson, Lisa Cox, Jim Petty and Sharon Langley Steve Cummings, Dave Jorgensen, Ron Petrie, Bill Rudasill, Dee Wright, Harry Gray, and Tom Campbell LARGE SCALE DEVELOPMENT - STEVE CUMMINGS HOUSING TRACT STEVE CUMMINGS - W OF CROSSOVER, N OF HUNTSVILLE RD. The first item was a large scale development for a tract of eight houses presented by Steve Cummings for property located on the west side of Crossover Road, north of Huntsville Road. The property is zoned R-1, Low Density Residential, and contains approximately 25 acres. PLANNING DEPARTMENT Me. Little advised Mr. Cummings he had done a good job in putting the large scale documents together himself but the staff did need additional information. She stated he would need an engineer in order to finalize the documents. She noted the legal description covered the entire 25 -acre tract but it appeared the houses were on approximately 5 acres. She explained the entire 25 acres needed to be shown and the location of the 8 houses placed on the entire tract or have a new legal description for just the location of the houses. She further noted all of the utilities needed to be shown on one plat rather than each service on a separate page. In response to a question from Mr. Cummings, Me. Little explained the plat submitted by Mr. Cummings was not acceptable for review by the Planning Commission. Mr. Cummings stated this plat was very simple -- he just wanted to develop 12 houses on the 25 acres with a private drive. He stated all of the utilities were there and he had met every requirement. Ms. Little explained this meeting was a technical review committee to work out any problems that might be on the plat. SYD NORBASH - ENGINEERING DEPARTMENT Mr. Norbash explained the development would be tying into the public sewer and water systems. He stated the Health Department required Mr. Cummings hire a registered professional engineer. Ms. Little further explained along Highway 265, from the centerline, the city needed a total of 50 feet of right-of-way. She stated that, since there were no dimensions on the plat, staff did not know how much right-of-way already existed. Mr. Cummings stated he believed there was currently 30 feet of right-of-way. He advised he would not give the city an additional 20 feet. `43 Plat Review • July 8, 1993 Page 2 • • Me. Little explained that, as a conditional of approval of the large scale development, they would require a total of 50 feet from the centerline of Highway 265. She advised the State Highway Department would be widening 265 and the City was required to get the right-of-way. She further advised he would need to notify his adjacent property owners of the large scale development. She also requested the property owners be shown on the plat. Ms. Little also requested contour lines be shown on the plat. Mr. Norbash also requested a grading plan be submitted. He gave Mr. Cummings a copy of the application. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated they had a line down Crossover Road and would need a utility easement to get to each house. He advised they would need 25 feet to the south of the private drive to get onto the property. Mr. Cummings stated he could not give them 25 feet. Ms. Little explained it could also be on the north side but a crossing would be required. FLOYD CANTRELL - OZARK ELECTRIC Mr. Cantrell stated Mr. Cummings would have to decide if he wanted the property served overhead or underground. He advised that, if it were underground, he would need the same easement and crossings requested by Southwestern Bell Telephone. RICE EVANS - ARKANSAS WESTERN GAS Mr. Evans also requested the same easement and crossings. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson explained City requirements regarding location of fire hydrants. He advised he believed one hydrant would be sufficient. LISA COX - PARRS DEPARTMENT Ms. Cox advised the land dedication would be .2 acres and the money in lieu of land would be $1,800. She stated the Parks Board meeting would be on July 12, 1993. SHARON LANGLEY - PLANNING DEPARTMENT Ms. Langley stated Jim Johnson, 9-1-1 Systems, had requested two street names. Me. Little explained the City did need the street going into the development to contain 50 feet of right-of-way. She also noted the requirement was a 31 -foot street but staff would work with him. Mr. Cummings asked if SB2 would suffice. Ms. Little stated it would have to be fully paved. Plat Review • July 8, 1993 Page 3 • • Mr. Cummings stated he had read all of the requirements and found it could be SB2 as long as there was not excessive duet. Ms. Little explained that, if he were dealing with one single family home, the City would allow that. She went on to say Mr. Cummings was developing 8 homes with 4 more planned and would not always own the property. Mr. Cummings disagreed and stated he would always own the property; that it was in a trust and could not be sold for 25 years. He further advised it was a private drive and the city could not make him concrete it and curb and gutter it. Ms. Little advised having a public street into the property was a requirement of the development. Mr. Cummings advised Me. Little she was wrong. He stated he would take this issue before the Subdivision Committee and she would be proven wrong. • • • Plat Review July 8, 1993 Page 4 LARGE SCALE DEVELOPMENT - WILD HAWG GRILL GREG HEGER - W OF RAZORBACK, S OF HWY 62 The next item was a large scale development for the Wild Hawg Grill presented by Dave Jorgensen on behalf of Greg Heger for property located on the west side of Razorback, south of Highway 62. The property is zoned I-1, Light Industrial and Heavy Commercial and contains 3.19 acres. Mr. Jorgensen stated this was a proposed restaurant across from the Fayetteville Ice Company. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin stated the developer needed to file a tree preservation plan. He also advised the front of the property would need a five foot wide sidewalk set five feet back from the street. He requested adjacent property owners be shown on the plat. SYD NORBASH - ENGINEERING DEPARTMENT Mr. Norbash advised the highway department was working toward widening Razorback Road. He requested a grading and drainage plan be submitted. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated he would need a 2 -inch pipe from Razorback Road to the building. JACK REGAL - SWEPCO Mr. Regal stated he would need to work out some details with the owner regarding the service to the building, whether they wanted overhead or underground. He advised that, if service was underground, there would be some cost to the owner. He further stated he would need to know where the electrical entrance would be and then need an easement for that location. Ms. Little advised Razorback had been identified as one of the major entryways into the city and there was a plan to make it a boulevard type street with plantings. She encouraged the developer to go underground with the utilities. In response to a question from Mr. Regal, Ms. Little explained the widening of Razorback Road had been through preliminary design at the highway department and it was in redesign at this point. She further noted the street would be five lanes. She stated they expected the plans at the end of the month. She also advised they would need an additional 10 feet of right-of-way on Razorback. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated there was a high pressure gas line running along the south side of the subject property, approximately 10 foot south of the property line. He noted that he would need 15 feet of the south side of the property as a utility easement. Mr. Jorgensen advised the owner also owned that property. Ms. Little suggested doing a property line adjustment so an additional easement would not been needed. Mr. Evans stated they would be serving the building from that line. • • • Plat Review July 8, 1993 Page 5 PRELIMINARY PLAT - HAMM ESTATES DOYNE & GELENE HAMM - S OF HWY 16, W OF HUNT AVE. The next item was a preliminary plat for Hamm Estates presented by Ron Petrie of Milholland Engineering, on behalf of Doyne and Gelene Hamm for property located south of Highway 16, west of Hunt Avenue. This property is located outside the City Limits and contains 55 proposed lots on 100.78 acres. Ms. Little advised the subdivision was in the growth area and would have to go through both county and city processes for approval. She further noted the City was now requiring county approval in advance of city approval. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin pointed out minimum lot size in the growth area was 1.5 acres and there were numerous lot which did not meet that requirement. SYD NORBASH - ENGINEERING DEPARTMENT Mr. Norbash stated they would like to see a larger water line into the subdivision. He advised there was a 6 -inch water line to the north of the subject tract but that would require obtaining easements from adjoining property owners. He further noted he was sure the fire chief would prefer fire protection for the subdivision. He stated they could not require such protection but could recommend it. Chief Jackson agreed and stated the subdivision was very close to the City. He stated his office would not support a future annexation if there was an inadequate water system. Mr. Conklin requested access be provided to the adjoining property. He also noted a waiver would be required since the street ended in a cul-de-sac and was over 300 feet in length. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham requested 4 -inch crossings and easements at various locations. FLOYD mANTREL. - OZARK ELECTRIC Mr. Cantrell requested the same crossings and easements as asked for by Southwestern Bell Telephone. He further advised the developer needed to tell them if they wanted overhead or underground service. RICE EVANS - ARKANSAS WESTERN GAS Mr. Evans requested the same easements plus one between lots 23 and 24 to lots 32 and 33. He advised the developer needed to decide if they wanted service from the back or the front. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson suggested they did not move up to additional fire hydrant locations. a bigger line, they would not need He advised that, if as many hydrants. Mr. Norbash stated they would prefer an 8 -inch line but minimum size would be 6 - inches. yS Plat Review • July 8, 1993 Page 6 • • DARRELL RITCHEY - POST OFFICE Mr. Ritchey advised the developer of his options regarding mail delivery. Mr. Conklin noted there was a pond on lot 18 and asked if they had a wetlands determination. Ms. Little explained Section 404 of the Corps of Engineers regulations required a wetlands determination by the Corps. SHARON LANGLEY - PLANNING DEPARTMENT Ms. Langley advised Jim Johnson, 9-1-1 Systems, wanted the name of Stage Lane changed. She explained there was already a Stage Coach Lane. • Plat Review July 8, 1993 Page 7 • • FINAL PLAT - QUAIL CREEK ESTATES, PHASE II MILLER FAMILY TRUST - S OF APPLEBY, E OF GREGG The next item was a final plat for Quail Creek Estates Ron Petrie, Milholland Engineering, on behalf of the property located south of Appleby, east of Gregg. The Moderate Density Residential, and contains 18.01 acres , Phase II, presented by Miller Family Trust for property is zoned R-1.5, with 43 proposed lots. Ms. Little pointed out there was an error on the plat -- it said the subdivision was in the growth area. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin advised they needed to show which side of the street the sidewalks would be on. SYD NORBASH - ENGINEERING DEPARTMENT Mr. Norbash stated he had no comments. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans advised they already had their lines in place. ANDY CALLOWAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway reviewed their requests made at preliminary. He was advised the lines were already in. Mr. Calloway also stated the easement between lot 11 and future lot 12 and lot 29 and future lot 28 needed to be dedicated by separate instrument. He explained only 7.5 feet was in the subdivision and he needed the full 15 feet. JOHN HILL - SWEPCO Mr. Hill advised the lines were already in. was not shown and needed to be on the plat. He pointed out the island on Price MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson had no comments. LISA COX - PARRS DEPARTMENT Ms. Cox advised the Parks Board had made a recommendation to accept money in lieu' of land in the amount of $9,450. DARRELL RITCHEY - POST OFFICE Mr. Ritchey asked for a copy of the plat with addresses. The utility representatives also requested copies of the plats with the addresses. SHARON LANGLEY - PLANNING DEPARTMENT Ms. Langley advised the City would need a contract with the owner regarding any uncompleted public improvements in the subdivision. kR, • • • Plat Review July 8, 1993 Page 8 PRELIMINARY PLAT - THE MASTERS WRIGHT-PENCE, INC. - S OF COUNTRY CLUB DRIVE, E OF S. COLLEGE The next item was a preliminary plat for The Masters, presented by Bill Rudasill on behalf of Wright -Pence, Inc. for property located south of Country Club Drive and east of South College. The property is zoned R-1, Low Density Residential, and contains 20 acres with 53 proposed lots. TIM CONKLIN - PLANNING DEPARTMENT In response to a question from Mr. Conklin, Mr. Rudasill advised that approximately 45% of the tree canopy would be preserved. Mr. Conklin asked that a notation be made on the plat. He also requested that all lot dimensions be shown. Mr. Rudasill pointed out 20 foot easements were provided to all rear lots and there was a 15 foot easement from the 20 -foot easement into each cul-de-sac. He stated 4 -inch conduit would be provided for each road crossing. Mr. Conklin asked if the developer still wanted to vacate the easement along the westerly boundary line. Mr. Rudasill advised they did. Mr. Conklin also noted sidewalks would have to be shown on one side of the street, four feet wide, and set back four feet from the curb. Mr. Rudasill requested they be able to place the sidewalk one foot off the curb rather than four feet. He explained the grade was above normal. Ms. Little stated the request would have to be made to the Planning Commission. SYD NORBASH - ENGINEERING DEPARTMENT Mr. Norbash stated he preferred the waterlines go around the cul-de-sacs rather than through them. He also noted the pump station proposed by the developer would be turned over to the City for ownership and maintenance. Ms. Little stated the entire Lot 8 would be turned over to the city. She advised the city preferred fee title. Mr. Norbash requested the engineer try to keep the sewer line shallow. He stated the subdivision did require a drainage and grading plan. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham requested certain easements and crossings. JACK REGAL - SWEPCO Mr. Regal also requested additional easements. He asked if the development would be constructed as it was phased. Me. Dee Wright advised it would be constructed Phase 1, Phase 3, and then Phase 2 In response to a question from Mr. Regal, Mr. Rudasill explained there was an existing 50 foot easement along the western boundary which they were trying to yl Plat Review • July 8, 1993 Page 9 • • get vacated. He advised they were currently negotiating with the Country Club. He stated there were no utilities in the easement. Mr. Regal further noted the lots on the east side of Bogie Circle (lot 2 to 13) would have to be served from the front due to the steepness of the lots. He further noted there was an existing overhead line which cut across the lots of the northwest property corner which would have to be relocated. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated he could use the same easements as requested by Southwestern Bell. He also requested additional crossings. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson advised he had no comments. In response to a question from Mr. Conklin, Mr. Rudasill stated the street lights would have landscape islands. Mr. Conklin advised they would need to form a Property Owners Association for. maintenance of the islands. Me. Wright stated she did not want to do that and would, therefore, move the streetlights to the exterior of the cul-de-sac. SHARON LANGLEY - PLANNING DEPARTMENT Me. Langley advised Jim Johnson, 9-1-1 Systems, had determined Mulligan Place and Divit Court could use the same name since they were directly across from each other but he wanted Double Bogey Circle's name to change when it changed direction (from between lots 5 and 6 to lot 23). Me. Little explained that, after the final plat was filed, staff would make notations on those individual lots with grades of over 20% and individual grading permit would need to be filed. Mr. Conklin also stated a waiver from the Planning Commission would be required for the length of the cul-de-sac. Plat Review July 8, 1993 Page 10 LARGE SCALE DEVELOPMENT - NORTH HILLS CENTER PARTNERS AND ASSOCIATES - N OF FUTRALL, E OF NORTH HILLS BLVD. The final item was a large scale development for North Hills Center presented by Tom Campbell on behalf of Partners and Associates for property located on the north side of Futrall, east of North Hills Boulevard. The property is zoned C-2, Thoroughfare Commercial, and contains 5.0 acres. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin stated a 5 -foot wide sidewalk needed to be placed along the south boundary of the development, set back four feet from the curb. He also noted there needed to be a 20 foot setback from the front property line for the parking lot since the adjoining property was not zoned C-2. He advised the setback could be reduced to 15 feet with landscaping. He also advised the developer was showing 50 feet of existing right-of-way on Futrall. He explained that was a collector street and required 60 to 80 feet of right-of-way. He stated the city would need an additional 10 feet of street right-of-way. He also requested the four handicap parking spaces be shown. He noted contour intervals of five feet needed to be shown on the plat. Mr. Conklin also stated the sign ordinance allowed only one free standing sign but the plat showed two such signs. He recommended two fronts on the building because the building would be visible from both Futrall and Highway 71. He advised a tree preservation plan was also needed and they would be required to comply with the tree ordinance. SYD NORBASH - ENGINEERING DEPARTMENT Mr. Norbash stated he would need to know in which direction they planned on serving the buildings with water and sewer. He advised they would need to submit a grading and drainage plan to the engineering office. RICE EVANS - ARKANSAS WESTERN GAS Mr. Evans advised the 30 foot easement shown on the north and east side of the property was listed as a general utility easement but was really a gas easement. He stated there were 8 -inch and 12 -inch lines. He further stated he did not believe they would let any other utilities use that easement since both lines were so close together. He stated the sign could not be put on that easement. ANDY CALLCTAY - SOUTHWESTERN BELL TELEPHONE Mr. Calloway stated they would need an additional 15 foot easement along the north side, running east and west the entire length of the property. He further stated they preferred none of the easement be under asphalt or concrete. He requested a minimum of a 3 -inch schedule 40 PVC pipe from each building to the easement. JOHN HITS. - SWEPCO Mr. Hill requested a 15 -foot easement along the west boundary to cover existing facilities. He asked if they wanted service overhead or underground. He also noted he would need to know the load. • • • Plat Review July 8, 1993 Page 11 MICKEY JACKSON - FIRE DEPARTMENT In response to a question from Chief Jackson, Mr. Campbell stated the medical building would be a combination medical office and some retailing, possibly a drug store, medical supply or bank. Chief Jackson recommended sprinkling the building. DARRELL RITCHEY - POST OFFICE Mr. Ritchey stated they would need to contact Jim Guise regarding the type of service. The meeting adjourned at 10:30 a.m.
