HomeMy WebLinkAbout1993-05-27 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, May 27, 1993 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: OTHERS PRESENT: John Hill, Dale Cheatham, Rick Hutton, and Rick Evans Alett Little, Don Bunn, Tim Conklin, Mickey Jackson, Jim Petty, Lisa Cox, and Sharon Langley Harry Gray and Bill Rudasill FINAL PLAT - WALNUT VIEW, PHASE I CASTLE DEVELOPMENT CO - E & W SIDES OF SALEM, N OF BUCKEYE The first item was a final plat for Walnut View, Phase I, presented by Harry Gray on behalf of Castle Development Co. for property located on the east and west sides of Salem, north of Buckeye. The property is zoned R-1, Low Density Residential, and contains 15.49 acres with 58 proposed lots. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated he had no questions. RICK EVANS - ARKANSAS WESTERN GAS CO Mr. Evans advised the easements shown were fine. RICK HUTTON - POST OFFICE Mr. Hutton stated he saw no problems with the plat. In response to a question from Mr. Hutton, Ms. Little explained new developments in the area of Salem Road and Wedington were sharing with the City in the cost. of a bridge on Salem Road. Mr. Hutton explained the Post Office needed to build a TIM CONKLIN - PLANNING DEPARTMENT new route in that area. Mr. Conklin requested the stub out to the west be paved. Mr. Gray explained the next phase was ready to be started. After discussion regarding cable, Mr. Gray advised he would check to would be installed. He further advised that, if cable was not installed prior to construction of the houses, there would be a note LISA COX - PARKS DEPARTMENT see if cable going to be on the plat. Me. Cox advised this was one of the subdivisions there were questions on. She reminded the Committee that the green space fees for part of the subdivisions in the subject area were covered by Davis Park. She stated she was not sure if this subdivision was included or not and if it was not, the green space fee was $13,050. 3`/ • Plat Review May 27, 1993 Page 2 • • PRELIMINARY PLAT - SOUTHWOODS SUBDIVISION DREW SPURLOCK - W OF HAPPY HOLLOW, N OF HUNTSVILLE The next item was a preliminary plat for Southwoods Subdivision presented by Harry Gray on behalf of Drew Spurlock for property located west of Happy Hollow, north of Huntsville Road. The property is zoned R-1, Low Density Residential, contains 6.9 acres and has 15 proposed lots. Mr. Gray advised they would probably be submitting a conditional use request for duplexes for this subdivision. He also pointed out they probably would have to relocate the power line. Ms. Little asked if they had considered moving Myrtle Drive further south so there would not be the 25 -foot strip. Mr. Gray advised if they moved the street further south it would affect the setback on the Guy Barnes property. He also pointed out lots 1, 2 and 3 would not be very deep. He also noted they would need to request a waiver on the length of the cul-de-sac. JOHN HILL - SWEPCO Mr. Hill advised the property was not totally in SWEPCO service territory. He noted the easement probably would need to be relocated. Mr. Gray advised the owner's easement said the line would be relocated at no cost. In response to a question, Mr. Hill explained it was impossible for the electric to go underground to service this subdivision. Mr. Gray stated all other utilities would be underground. Mr. Hill stated he would have to check and see exactly where the SWEPCO line was located. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham requested the 25 feet located between Myrtle Drive and the Barnes property be shown as a utility easement. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements shown were fine. He requested a 20 -foot easement along Happy Hollow Road in the setback area RICK HUTTON - POST OFFICE Mr. Hutton advised he would like to go in with centralized delivery. He and Mr. Gray discussed location of the boxes. LISA COX - PARKS DEPARTMENT Ms. Cox stated she had figured the green space fees on single family homes which would be .38 acre and money in lieu would be $3,375. She noted the Parke Board would meet on this matter on June 7th. 35- • Plat Review May 27, 1993 Page 3 • • MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson had no comment. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin stated a tree preservation plan would be required prior to the Subdivision Committee meeting. He also noted a sidewalk was required along Happy Hollow Road. He requested a notation on the plat that they were going to request a conditional use. Ms. Little stated the City might need additional right-of-way along Happy Hollow Road. Mr. Bunn agreed and stated they would need at least an additional 5 feet. Mr. Conklin advised Mr. Gray he would get back in touch with him after determining the amount of right-of-way required. DON BONN - CITY ENGINEER Mr. Bunn explained the tree line would need to be shown on the plat. Mr. Gray explained the tract was wooded except for the easements. Mr. Bunn also noted the creek was shown going down the middle of lot 15 and the side of lots 13 and 14. He asked the plans for the creek. Mr. Gray stated they would have to do some type of channelization. He advised he did not think they would have to re-route the creek very far. Mr. Bunn also asked if they could keep the grade on Myrtle Drive under 15 percent. Mr. Gray stated he believed they could. Mr. Bunn stated his only other comment was they needed to look at the culvert under Happy Hollow and see what was happening down stream. He also noted they would need to check the grade on the lots. • Plat Review May 27, 1993 Page 4 • • PRELIMINARY PLAT - THE MASTERS P.O.D. DEE WRIGHT - S OF COUNTRY CLUB DR., E OF S. COLLEGE The last item was a preliminary plat for The Masters Planned Unit Development presented by Bill Rudasill of WBR Engineering and Associates on behalf of Dee Wright, for property located south of Country Club Drive, east of South College, zoned R-1, Low Density Residential. The property contains 20 acres with 40 proposed units. Mr. Rudasill explained the reason they had determined to develop the property as a P.U.D. due to the severe grade of the property. Ms. Little advised they would have to request a waiver for the 250 foot building setback and a waiver for the two-family units. Mr. Rudasill stated the southern half of the property was planned for single- family residents. He advised there would be 40 duplexes and 20 single family homes. He pointed out the 5.14 acres which would remain as open space. He noted the acreage was slightly below the 30% requirement but the lots were large and there would be a lot of open space within the lots. In response to a question from Mr. Bunn, Mr. Rudasill stated the cul-de-sac streets would be private streets. He stated they would request a vacation of a portion of the main street (which is existing) and would grant an easement to the adjacent property. There was discussion regarding the streets and the giving of access to the adjoining property owner. In response to a question from Mr. Bunn, Mr. Rudasill advised he did not believe the plat was ready as a preliminary plat, that there was a great deal of work left to be done on the plat. Mr. Bunn and Ms. Little pointed out the public street was too narrow and would need to be widened. JOHN HILL - SWEPCO Mr. Hill advised he wanted a 20 foot easement down the west side, the south side and back up through lots 11, 16, 13, and 12; a street crossing over to lots 18 and 19; a 20 foot easement along the back side of lot 20. He stated they would try to ring the green space and come back out on the northeast side. He also requested a 15 foot easement between lots 7 and 4; a 15 foot easement on the north side of lot 2; a 15 foot easement to get to the central location on the east side of the drive to serve the four units between the cul-de-sacs; a 15 foot easement along the south side of lot 20; a 15 foot easement coming in from Country Club Drive to get to the central point. He also advised they would need 12 street lights. Mr. Rudasill advised they had planned a street light in each island. He stated they were planning on doing the development in phases with the 6 or 7 units in the northwest corner being the first phase. DALE CHEATHAM - SOUTHWESTERN BELL Mr. Cheatham advised he had not received a copy of the plat. Ms. Little advised Mr. Rudasill they had been responsible for distributing the plats since they had not meet the Planning Office's deadline. • • • Plat Review May 27, 1993 Page 5 RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements requested by SWEPCO were fine. RICK HUTTON - POST OFFICE Mr. Hutton advised he had no comments at the present time. LISA COX - PARKS DEPARTMENT Ms. Cox stated the land dedication for green space fees would be 1.3 acres and the money in lieu would be $11,700. She noted the Parks Board meeting would be June 7. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson asked about the water supply. DON BONN - CITY ENGINEER Mr. Bunn stated the water supply should be adequate. He advised the pump station was improved approximately 2 years ago. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little advised Perry Franklin, Traffic Department, had requested more than. one access to the subdivision. Mr. Rudasill noted the property to the south might be a part of the subdivision at some future date. JIM PETTY - ENGINEERING DEPARTMENT Mr. Petty stated there was a lot of slope coming off the east side. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin advised there were numerous items he wanted to review with Mr. Rudasill. Mr. Bunn asked if Mr. Rudasill wanted to take this plat as a concept plat. Mr. Rudasill stated he believed there were so many details that needed to be changed he believed they should present this as a concept plat. Mr. Bunn and Ms. Little concurred. Mr. Bunn also advised Mr. Rudasill the vacation proceedings would need to be a separate action. The meeting adjourned at 9:40 p.m.
