HomeMy WebLinkAbout1992-12-23 Minutes• MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, December 23, 1992 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: OTHERS PRESENT: Dale Cheatham, Rick Evans, Judy Williams, Floyd Cantrell and L. O. Ferguson Tim Conklin, Don Bunn, Randy Allen, Mickey Jackson, Lisa Cox, Don Osborne and Sharon Langley Ken Shireman, Jim Crider, Dave Jorgensen, Steve Miller, Harry Gray, Grey House, Mel Milholland, Robert Brown LARGE SCALE DEVELOPMENT - SPECIALTY FASTENING SYSTEMS, INC. SPECIALTY FASTENING - 1501 ARMSTRONG AVE. The first item on the agenda was a large scale development for Specialty Fastening Systems, Inc. presented by Robert Brown for property located at 1501 Armstrong Avenue. The property contains 4.78 acres and is zoned I-2, Heavy Industrial. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated Mr. Shireman needed to show a 20 -foot easement along the south side of Highway 16. He further noted that he would need to know the load in the building in order to determine if the meter needed to be upgraded. In response to a question from Mr. Shireman, Mr. Evans explained the easement that paralleled Industrial Place only went to the end of the street. Mr. Shireman stated they would need to be working with the city and utility companies regarding drainage. He explained he would need to know the depth of the gas line. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson requested that the building be sprinkled. He also requested an additional fire hydrant at the entrance on Armstrong. Mr. Shireman agreed with Chief Jackson's requests. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated they did not have cable available in that area. He noted the closest cable they had to the subject area was on 15th Street. JUDY WILLIAMS - SWEPCO • Ms. Williams explained they had an existing overhead line. She also requested load information in order to determine if the meter would have to be upgraded. a3% Plat Review December 23, 1992 Page 2 DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated they had service to the existing building. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin requested the actual parking spaces be shown on the plat. DON BUNN - CITY ENGINEER In response to a question from Mr. Bunn, Mr. Shireman stated he did not know if they would need additional water. Mr. Bunn explained they might need a larger meter and, if so, they would need to talk to Don Osborne. He noted they would also need to talk to Mr. Osborne regarding backflow prevention. He advised that, because of the large scale development, the city would require them to conform to the new backflow regulations. Mr. Bunn also requested Mr. Shireman work with him regarding the drainage plan. He advised they would also need a grading plan. Mr. Shireman stated they would need cooperation on the drainage of the subject site. He advised he was planning on raising the floor level of the new building 12 to 16 inches in order to help the drainage. He also noted the adjoining property owner was considering working with Specialty Fastening on the drainage. FINAL PLAT - SAVANNA ESTATES, PHASE I MARK FOSTER & BUDDY PEOPLES - S OF SKILLERN, E OF CROSSOVER The next item was a request for approval of a final plat for Savanna Estates, Phase I presented by Dave Jorgensen on behalf of Mark Foster and Buddy Peoples for property located south of Skillern, east of Crossover Road. The property is zoned R-1, Low Density Residential, contains 13.35 acres with 20 proposed lots. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements shown were fine. FLOYD CANTRELL - OZARK ELECTRIC Mr. Cantrell stated the easements shown were fine but he also would need a 15 -foot easement across the north triangle. MICKEY JACKSON - FIRE DEPARTMENT Mr. Jackson stated he had no comments. 23� • • • Plat Review December 23, 1992 Page 3 L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated he had no problem with the easements. He stated the developer had apparently chosen not to have cable. RANDY ALLEN -STREET DEPARTMENT Mr. Allen stated he would like to see the drainage plan when completed. DON OSBORNE - WATER DEPARTMENT In response to a question from Mr. Osborne, Mr. Bunn explained all of the water meters would be in the front. LISA COX - PARKS DEPARTMENT Ms. Cox stated the Parks Board was looking at taking land in lieu of money and the final determination would be made at the January 4 Parks Board meeting. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham requested the 25 -foot easement be extended through the triangle. Mr. Jorgensen stated he believed he would make the entire triangle area a utility easement. Mr. Cheatham noted he would need a crossing at the entrance in Skillern and another one between 11 and 12. DON BUNN - CITY ENGINEER In response to a question from Mr. Bunn, Mr. Jorgensen explained curb and gutter were in on Phase II with Phase I scheduled for the following week, weather permitting. Mr. Bunn stated he would need to file a copy of the subdivision covenants at the time he filed the final plat. He explained the covenants would need to cover maintenance on the common area. He reminded Mr. Jorgensen the preliminary plat had been approved with the condition that the sidewalks would be set back four feet from the curb. He also noted the maximum cul-de-sac length had been waived at the preliminary plat stage. He stated the developer would need to execute a contract with the city for all of the uncompleted improvements, including installation of street lights. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated the plat showed a SWEPCO easement on the back side of lots 6, 7, 8 and 9. He asked if that could not just be shown as a utility easement. • Plat Review December 23, 1992 Page 4 Mr. Bunn stated that, if the easement remained solely a SWEPCO easement, it needed to be designated differently on the plat. FINAL PLAT - SAVANNA ESTATES, PHASE II MARK FOSTER & BUDDY PEOPLES - S OF SKILLERN, E OF CROSSOVER The next item was a request for approval of a final plat for Savanna Estates, Phase II presented by Dave Jorgensen on behalf of Mark Foster and Buddy Peoples for property located south of Skillern, east of Crossover Road. The property is zoned R-1, Low Density Residential, contains 27.48 acres with 22 proposed lots. The utility representatives had no comments on this plat. Mr. Allen, Street Department, requested a copy of the drainage plan. DON BUNN - CITY ENGINEER Mr. Bunn stated the issue of the SWEPCO easement needed to be clarified that it was a utility easement. He further stated the city would also require the developer to execute a contract with the city for the uncompleted improvements. He also requested a copy of the subdivision covenants. FINAL PLAT - CROSSOVER HEIGHTS, PHASE III • KEATING ENTERPRISES - S OF MISSION, E OF CROSSOVER • The next item was a request for approval of a final plat for Crossover Heights, Phase III, presented by Dave Jorgensen on behalf of Keating Enterprises for property located south of Mission, east of Crossover. The property is zoned R-2, Medium Density Residential, and contains 8.13 acres with 23 proposed lots. Mr. Jorgensen advised the plat review committee that construction had not been started yet. He further stated the street was scheduled as soon as possible. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans had no comments. MICKEY JACKSON - FIRE DEPARTMENT Mr. Jackson stated he had no comments. DON OSBORNE - WATER DEPARTMENT In response to a question from Mr. Osborne, Mr. Jorgensen explained the lots would contain duplexes except lot 12, which was zoned R -O and could contain an office. Mr. Osborne requested the water and sewer be located in the front. MO Plat Review December 23, 1992 Page 5 LISA COX - PARKS DEPARTMENT Ms. Cox stated the Parks Board had opted for money (in the amount of $8,280) in lieu of land. JUDY WILLIAMS - SWEPCO Ms. Williams stated the easements were fine. She asked if they could come overhead to lot 12. Mr. Jorgensen stated he would prefer that it be underground. Ms. Williams stated she would need a 15 -foot easement adjacent to the right-of-way on the west side. RANDY ALLEN - STREET DEPARTMENT Mr. Allen asked if the street name needed to be changed since a portion of the street ran north and south and then turned and ran east and west. Mr. Jorgensen stated it had been approved by Jim Johnson. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham requested a 25 -foot easement from Highway 45 to Lot 12. DON BUNN - CITY ENGINEER Mr. Bunn stated a contract would be required for the uncompleted improvements and the City would take a lien on a certain number of lots. He requested that, in the future, some construction take place prior to the filing of the final plat. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin reminded Mr. Jorgensen that on the preliminary plat he had stated lots 13, 14 and 15 would be made into 2 lots instead of 3. Mr. Jorgensen stated the developers had talked about it but then decided to keep three lots. LARGE SCALE DEVELOPMENT - WEST FAYETTEVILLE CHURCH OF CHRIST STEVE MILLER - N SIDE OF WEDINGTON, E OF 51ST AVE. The next item was a large scale development for West Fayetteville Church of Christ presented by Steve Miller on behalf of the church for property located on the north side of Wedington, east of 51st Avenue. The property is zoned A-1, Agricultural. • • • Plat Review December 23, 1992 Page 6 RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated he had a 2 -inch line on the north side of Highway 16. He advised Mr. Miller he would need 60 days notice prior to providing gas service. FLOYD CANTRELL - OZARK ELECTRIC Mr. Cantrell stated power was available on all sides of the subject tract. He pointed out there was a transmission pole on the property. MICKEY JACKSON - FIRE DEPARTMENT Mr. Jackson stated they would have to install a fire hydrant on the north side of Highway 16 at either the entrance or exit to the subdivision. L. O. FERGUSON - WARNER CABLE Mr. Ferguson noted they had cable available in the area. RANDY ALLEN - STREET SUPERINTENDENT Mr. Allen recommended Mr. Miller contact the Sanitation Superintendent regarding location of trash to be picked up. Mr. Bunn explained the trash trucks were quite heavy and the surfacing of the lot needed to handle that type of weight. He also noted the Sanitation Department might ask for a permission statement allowing the trucks to enter onto the property and also resolve the city from all maintenance responsibilities on the street. DON OSBORNE - WATER DEPARTMENT Mr. Osborne stated the water meters needed to be on the street. He further stated when they started constructing the building they would need to contact him regarding backflow prevention. He also requested the address would need to be on the sign in front of the property for emergency services. DALE CHEATHAM- SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated he would need a 15 -foot easement from Highway 16 and make the setback a utility easement all of the way around the property. DON BUNN - CITY ENGINEER Mr. Bunn stated he did not have any comments. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin stated the parking requirement had been met. • Plat Review December 23, 1992 Page 7 PRELIMINARY PLAT - ROSEWOOD HEIGHTS ADDITION ALEXANDER -HOUSE - OFF FRITZ DR. , N OF PROSPECT The next item was a request for approval of a preliminary plat for Rosewood Heights Addition presented by Harry Gray on behalf of Alexander -House Realty Ventures, Inc. for property located off Fritz Drive, north of Prospect. The property contains 2.50 acres with 9 proposed lots and is zoned R-1, Low Density Residential. Mr. Gray pointed out that, while the subdivision was creating two tandem lots, it was also eliminating one tandem lot which had previously been approved. He also noted the street had not been named as yet. Mr. Conklin stated Jim Johnson had suggested Fritz Court. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated he could only serve the property on the front. He requested a 25 - foot building setback also be a utility easement. He also advised he would need a 15 - foot easement to the two tandem lots. He noted it could run beside the access easement. MICKEY JACKSON - FIRE DEPARTMENT • Chief Jackson stated they would need a hydrant at the entrance of the subdivision. Mr. Gray stated he did not believe the water line was large enough to accommodate a hydrant. He recommended putting the hydrant at the end of the cul-de-sac. Chief Jackson stated that would be possible but he would prefer that it be at the intersection. He asked the width of the permanent access easement. Mr. Gray stated it was shown as 25 feet wide and they were considering paving part of it. Chief Jackson stated he would like to see it paved. Mr. Bunn informed them of the tandem lots required a 25 -foot access for each lot, a total of 50 feet. Mr. Gray stated in that case they probably would not pave it. L. O. FERGUSON - WARNER CABLE Mr. Ferguson explained the developer would have to pay 90 cents a foot for installation or wait until the houses were constructed. DON OSBORNE - WATER DEPARTMENT Mr. Osborne requested the water meters be placed in the front. He further requested the meters not be fenced in a yard. • Plat Review December 23, 1992 Page 8 LISA COX - PARKS DEPARTMENT Ms. Cox stated the green space fee would be either .23 acres or $2,025 and the decision would be made at the Parks Board meeting on January 4. JUDY WILLIAMS - SWEPCO Ms. Williams asked if they wanted underground electric on lot 9. Mr. House stated they could use the pole on lot 9. RANDY ALLEN - STREET DEPARTMENT Mr. Allen expressed concern with the permanent access easement. In response to a question from Mr. Allen, Mr. Gray explained only single-family homes could be constructed on the tandem lots. He further explained there would be two 25 -foot access easements and they would be paved 25 feet back from the cul- de-sac. Mr. Allen stated he often received calls for maintenance on situations such as this. He requested a notation be made that it would not be maintained by the city. He noted there were no sidewalks or street lights shown on the plat. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham requested the 25 -foot building setback also be a utility easement. He also noted he would need access along the permanent access easement to get to lots 3and4. Ms. Williams advised that whenever there would be less than 10 lots in a subdivision SWEPCO required the developer to pay the difference between overhead service and underground service. DON BUNN - CITY ENGINEER Mr. Bunn stated he would need to approve both a grading plan and drainage plan on this project. He pointed out the tandem lots were very steep and would, at the very least, require individual grading plans. Mr. Gray explained their plans to direct the drainage to an existing storm sewer. Mr. Bunn advised the adjoining neighbors had some very strong concerns when the tandem lots were originally created. He recommended Mr. Gray contact the adjoining property owners. He also pointed out an existing water line which might have to be relocated. • • • Plat Review December 23, 1992 Page 9 TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin stated he would get with the engineer regarding which side of the street the sidewalks would need to be located. In response to a question from Mr. Cheatham, Mr. Gray explained the lot line between lots 2 and 5 would be the middle of the easement with the 25 -foot access easement on each side. Mr. Bunn advised staff would probably ask the Planning Commission to require paving of the drive. He pointed out that, if they put gravel on it, it would come right down the cul-de-sac due to the slope. He further noted the Planning Commission could approve a single drive for both lots. FINAL PLAT - HAMMOND PLAZA RUTH HAMMOND TRUST - S OF APPLEBY, W OF N COLLEGE The next item was a request for approval of a final plat for Hammond Plaza presented by Mel Milholland on behalf of the Ruth Hammond Trust for property located south of Appleby, west of North College. The property contains 5.14 acres with 8 proposed lots and is zoned C-2, Thoroughfare Commercial. Mr. Milholland stated the water and sewer systems were completed, the storm drainage was in, and the streets had been roughed in. He further stated if the weather did not permit them to complete the streets prior to presentation of the final plat, they would put up a bond. The utility company representatives stated the easements shown were fine. DON BUNN - CITY ENGINEER In response to a question from Mr. Bunn, Mr. Milholland stated he did not know if there would be subdivision covenants. He further stated that, if there were covenants, he would provide a copy to the City at the time of filing the final plat. Mr. Milholland confirmed access to lot 4 would be College Avenue. He pointed out that development of the lot would require a large scale development due to the size of the lot. Mr. Bunn advised the developer would need to sign a contract in the event all improvements were not completed. He also noted a sidewalk would be required on both sides and would need to be five feet wide. PRELIMINARY PLAT - KAITLYNN MEADOWS BOB & DONNA TREAT - E OF DOUBLE SPRINGS RD., S OF DOT TIPTON RD. The next item was a request for approval of a preliminary plat for Kaitlynn Meadows presented by Mel Milholland on behalf of Bob and Donna Treat for property located east of Double Springs Road, south of Dot Tipton Road. The property contains 8.25 acres with 4 proposed lots. The property is outside the City Limits. • Plat Review December 23, 1992 Page 10 Mr. Milholland explained this was a small subdivision in the growth area. He noted they would be using septic systems on these four lots. There was discussion regarding what entity provided water service and it was determined the City of Fayetteville provided the service. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated they would not have a problem serving this area. He requested a 20 -foot easement along the east side of Double Springs Road. FLOYD CANTRELL - OZARK ELECTRIC In response to a question from Mr. Cantrell, Mr. Milholland stated the developer was talking about underground utilities. Mr. Cantrell stated he would need a 25 -foot easement around the perimeter. Mr. Milholland asked if they would need that easement if the service was overhead. Mr. Cantrell stated he would. He further stated it did depend on where the houses would be built. • L. O. FERGUSON - WARNER CABLE Mr. Ferguson noted they had a line to the north of the subject property but did not serve this area. He stated the developer would have to pay the cost of extending the service. DON OSBORNE - WATER DEPARTMENT Mr. Osborne pointed out the water meter on Double Springs south of Dot Tipton Road. He stated it needed to be located to keep it from being dug up. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated this was not Southwestern Bell Telephone territory. INFORMAL PLAT - CMN PROPERTIES NANCHAR, INC. - N OF HWY 71 BYPASS, W OF N COLLEGE The next item was a request for approval of an informal plat for CMN Properties presented by Mel Milholland on behalf of Nanchar, Inc. for property located north of Highway 71 Bypass, west of North College. The property contains various zoning district. Mr. Milholland explained they did not need to take any action on this plat; that he was presenting it to keep everyone informed. He pointed out it went from Clear Creek south down to the 71 Bypass and went from North College over to Gregg Street. He advised that Tract II contained approximately 300 acres. He stated their • • Plat Review December 23, 1992 Page 11 plans were to immediately develop Tract I (on the south side of the Bypass) . He also pointed out the extension of Joyce Street. In response to a question from Mr. Bunn, Mr. Milholland stated they had written to the Corps of Engineers regarding a determination on wetlands. Mr. Bunn noted the Highway Department was considering a loop -back from North College would tie back to the west to the Bypass which would affect the subject property. Mr. Milholland stated he had discussed that with Ms. Little and the project was on hold. Mr. Conklin pointed out the 36 -inch water line that would be going across the property also. Mr. Bunn presented Mr. Milholland copies of the proposed water line area. He noted most of the water line would go to the north of the subject property. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated he had a high pressure line coming across part of Tract I and then up Shiloh. He advised he would get some maps for Mr. Milholland showing the line. DON OSBORNE - WATER DEPARTMENT Mr. Osborne and Mr. Bunn discussed whether the pump line from Clear Creek was in service. RANDY ALLEN -STREET DEPARTMENT Mr. Allen stated he had no comments other than there were drainage problems in the area of the plat. None of the other utility representatives nor staff had any further comments. PRELIMINARY PLAT - CMN PROPERTIES NANCHAR, INC. - N & S OF MILLSAP, W OF N COLLEGE The next item was a preliminary plat for CMN Properties presented by Mel Milholland on behalf of Nanchar, Inc. for property located north and south of Millsap, west of North College. The property is zoned C-2, Thoroughfare Commercial. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated there was a six-inch high pressure main line coming in from the north side, behind Chili's and the north side of proposed lots 1 and 2. He further stated they had a 50 -foot easement. He advised he would go out and locate it for the developer. He stated if they were going to have the sewer line along the back of lots 1 through 9, he would need a 25 -foot easement all the way to the west end. He aH� • Plat Review December 23, 1992 Page 12 further advised that on lots 14, 15, and 16 he would need a 20 -foot easement (10 feet from lot 14 and 10 feet from 16 for lot 15). He noted he would also need the same thing on lots 17, 18, and 19 -- a 20 -foot easement to get to lot 18. He requested a 20 -foot easement on the west end of lots 9 and 10 with a four -inch crossing. He asked if there would be an access road between lots 15, 16 and 18. He stated he would need a crossing for it. MICKEY JACKSON - FIRE CHIEF Chief Jackson stated he would need one additional hydrant on Futrall Drive. He explained the maximum distance from a fire hydrant in commercial property was 600 feet. L. O. FERGUSON - WARNER CABLE In response to a question from Mr. Ferguson, Mr. Milholland stated the developers did not indicate they wanted cable. DON OSBORNE - STREET DEPARTMENT Mr. Osborne pointed out there would be a street name conflict between Millsap and Futrall. ilkMr. Conklin stated Mr. Johnson, 9-1-1 Systems, had requested the street be named Futrall all the way to College Avenue. Mr. Osborne asked if there would be several commercial units on one lot. Mr. Milholland explained the proposal was one commercial enterprise per lot. He noted any construction would have to be a large scale development, due to the size of the lots. JUDY WILLIAMS - SWEPCO Ms. Williams stated she had an existing overhead line on the south side and on the west end. She asked if they would want overhead or underground service. Mr. Milholland stated they wanted underground service on the south side for appearance from the highway. Ms. Williams also noted she would need easements for the street lights. Mr. Milholland stated they might want to request a waiver on the distance between street lights. RANDY ALLEN -STREET DEPARTMENT Mr. Allen stated he did not see how the streets would be connected for drainage. Mr. Milholland explained the proposed drainage plan. Plat Review December 23, 1992 Page 13 DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated he was in agreement with the easements requested by Arkansas Western Gas. He also noted he would need a crossing on the unnamed street between lots 16 and 17. DON BUNN - CITY ENGINEER Mr. Bunn stated he had not talked to Don Cochran regarding the 16 -inch line and whether it could be abandoned but he believed Mr. Cochran would want it abandoned. He asked if Mr. Milholland had talked to the property owners to the south regarding coordination with another street to the south. Mr. Milholland stated he had not. Mr. Bunn stated he was not sure of what the status of the property was to the south. He also pointed out there would need to be sidewalks on both sides of the street, five feet wide. He advised the Corps would need to look at the pond. He questioned whether any of the property was within the 100 -Year Flood Plain. Mr. Milholland pointed out the area covered by the Flood Plain. LARGE SCALE DEVELOPMENT - SUPERIOR INDUSTRIES SUPERIOR INDUSTRIES - 1901 COMMERCE DR. The next item was a large scale development for Superior Industries presented by Robert Bracy, Superior Industries, for property located at 1901 Commerce Drive. The property contains 35.99 acres and is zoned I-2, Heavy Industrial. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated he had already been in contact with the developers on this project. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson also stated he had met previously with the developer. He further stated one thing they forgot to talk about was that the new 8 -inch fire protection line at the back of the building should have a fire department connection just like the one on the front. DON OSBORNE - WATER DEPARTMENT Mr. Osborne stated he would like the water meter pulled to the road so the City would have 24-hour access to the meter. After discussion, it was determined that to have the water meter outside the fence would place it within city right-of-way. Mr. Osborne also requested a double check in the pit for the fire line so it could be tested every year. He explained it would have to be separate from the water pit. He noted the water lines and fire line would have to meet specifications set out by the City. • r kL Plat Review December 23, 1992 Page 14 L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated he did not have service in that area. RANDY ALLEN - STREET DEPARTMENT He asked when they wanted to extend Commerce Drive before or after construction. Mr. Bracy stated that was a part of the site development plans. DALE CHEATHAM- SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated they had a facility in the existing building. He advised the developer they would have to cable their extension. DON BUNN - CITY ENGINEER Mr. Bunn explained he had already met with the developer and found the street would be extended. He noted there would be some cost sharing by the City. He advised a grading plan had already been approved. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin stated he had calculated the developer was exceeding required parking. PRELIMINARY PLAT - SPRING CREEK SUBDIVISION DUANE NELSON - W OF SHILOH, N OF HWY 71 BYPASS The last item was a preliminary plat for Spring Creek Subdivision presented by Robert M. Brown, Development Consultants, on behalf of Duane Nelson for property located west of Shiloh, north of Highway 71 Bypass. The property contains 67.35 acres with 11 proposed lots and is zoned C-2, Thoroughfare Commercial. Mr. Brown explained they were planning a final plat on Lots 1 through 7 and 9 and 10 with lots 5, 6, 7, 9 and 10 were slightly adjusted replats of a previous subdivision (Spring Park, Phase I) . He noted the other two lots, 11 and 8, would be divided by running a street between them and could, in the future, be further subdivided. He advised that, in the near future, they would also be presenting a Large Scale Development to cover lots 1, 2, and 3. He also noted they did propose the street extension of Joyce and had been working with Mr. Milholland in terms of trading plans and talking about potential adjustment to the alignment of the street. In response to a question from Mr. Bunn, Mr. Brown stated they were proposing to improve Shiloh Drive. He further stated they wanted to improve the section in front of the lots in the first phase of construction to 36 feet with curb and gutter. He further noted they anticipated having underground drainage along the western side of the property. Mr. Bunn advised Mr. Brown that Shiloh Drive was on State Highway right-of-way. 0217 Plat Review December 23, 1992 Page 15 RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans noted there was a 10 -foot utility easement shown on the north side of Lot 1. He requested that easement be at least 15 feet. He also requested on the east and north sides of Lot 3 a 25 -foot easement instead of the 20 foot shown. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson covered the general spacing requirements for fire hydrants within the City of Fayetteville. DON BUNN - CITY ENGINEER Mr. Bunn pointed out the new 36 -inch water line would go through the subject property. Mr. Ed Connell, Right -of -Way Agent, stated the line would be approximately 7 1/2 to 10 feet inside the south property line. DON OSBORNE - WATER DEPARTMENT Mr. Osborne requested that the water meters be in the front of the property. • L. O. FERGUSON - WARNER CABLE Mr. Ferguson advised that cable was available but Warner did not serve commercial developments unless the developer paid for the installation of the cable. JUDY WILLIAMS - SWEPCO In response to a question from Ms. Williams, Mr. Brown explained they would want underground service on the property which fronted on Shiloh and Joyce but aerial service on the loop around the property. RANDY ALLEN - STREET DEPARTMENT Mr. Allen expressed concern regarding the drainage. He asked if Lot 2 was within the 100 -Year Flood Plain. Mr. Brown stated that Lot 2 was within the Flood Plain but were planning to construct a pad to raise the ground and site elevations to above the flood plain. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham requested that 15 feet of the 50 -foot building setback (that portion adjoining the street) on Lots 1 and 2 be a utility easement. In response to a question from Mr. Bunn, Mr. Milholland stated they were close to an agreement in conjunction with Joyce Boulevard. .- • Plat Review December 23, 1992 Page 16 Mr. Bunn advised that lots 5, 6, 7, 9 and 10 had all the utilities available to them at the present time. He also asked if there were any wetlands on the property which would require Corps determination. Mr. Brown stated he did not know of any. He pointed out the farm pond but advised it had been created as a farm pond. Mr. Bunn also discussed increasing the 40 -foot utility easement to 50 feet so there would be room for all utility services together with the water line. TIM CONKLIN - PLANNING DEPARTMENT Mr. Conklin explained the Planning Director had expressed concern regarding future access to the lots to the south. He noted she had not been aware of the letter which accompanied the plat. He pointed out originally that had been a public right- of-way and was now being replatted as a private drive. He explained Ms. Little would like to have the private drive become an extension of Mall Lane and be extended through the development. Mr. Brown stated he had believed the original plan for developing the lots within that area was for smaller tracts of land. He further stated none of the previous plans had anticipated another creek crossing in that area. He pointed out Mr. Milholland's plans showed 2 creek crossings as well as Shiloh. He noted the access would be to a very limited space. Mr. Bunn explained circulation was a concern for the City. Mr. Brown explained they planned to have one large customer on Lot 4 or an "L" shaped center with anchors on the end and smaller users in between. He stated the only access would go to the Steele property to the south of the subject tract. Mr. Bunn recommended Mr. Brown discuss the matter with Ms. Little. Mr. Conklin also noted the name of the subdivision would need to be changed. Mr. Bunn requested they indicate on the plat that lots 5, 6, 7, 9 and 10 were replats. Mr. Conklin also pointed out that sidewalks would be required and the public right- of-way would have to be vacated. The meeting adjourned at 11:30 a.m.
