HomeMy WebLinkAbout1992-11-25 Minutes• • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, November 25, 1992 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: OTHERS PRESENT: FINAL PLAN - WOODBURY PLACE MID -SOUTH ENTERPRISES, INC. - E OF SALEM RD., N OF WEDINGTON The first item on the agenda was a final plat for Mid -South Enterprises, Inc., presented by Al Harris, Northwest Engineers, for property located on the east side of Salem Road, north of Wedington Drive. The property contains 3.42 acres with 9 lots proposed and is zoned R-1, Low Density Residential. Rick Evans, Judy Williams, and L. O. Ferguson Don Bunn, Tim Conklin, Mickey Jackson, Don Cochran, and Sharon Langley Al Harris The utility representatives stated the easements shown were fine. Chief Jackson requested installation of a fire hydrant at the northeast corner of the intersection of Mica and Salem. In response to a question from Don Cochran, Mr. Bunn stated the water service would be from the street with the sewer at the back of the lots. Mr. Cochran explained Don Osborne had not been able to attend the meeting but had expressed concern about having city utilities at the back of lots where it was difficult to maintain the utilities. Mr. Bunn explained normally water lines were on the street however, it did depend upon the topography of the subdivision. He further noted the developer would need to execute a contract with the City for the unfinished improvements, including street lights. FINAL PLAT - WALNUT PARK, PHASE III CASTLE DEVELOPMENT - W OF SALEM RD., N OF MICA The next item was a final plat for Walnut Park Addition, Phase III, presented by Al Harris of Northwest Engineers, on behalf of Castle Development for property located on the west side of Salem Road, north of Mica. The property consists of 6.52 acres with 28 proposed lots and is zoned R-2. The utility representatives stated the easements were fine. L. O. Ferguson, Warner Cable, had questions regarding crossing the creek with utilities. • Mr. Harris explained the utilities would run along the creek but not cross it. Plat Review • November 25, 1992 Page 2 Mr. Conklin pointed out a waiver would be required for the cul-de-sac. Mr. Bunn stated the waiver would have been requested at the time the preliminary plat was reviewed. He further stated the City would require the developer to execute a contract for unfinished improvements, including street lights. • • FINAL PLAT - WOODFIELD ADDITION, PHASE III BMP DEVELOPMENT - OFF ANNE ST., N OF WEDINGTON DR. The next item was a final plat for Woodfield Addition, Phase III, presented by Al Harris, Northwest Engineers, on behalf of BMP Development, for property located off of Anne Street, north of Wedington Drive. The property is zoned R-1.5, Moderate Density Residential, contains 14.33 acres and has 62 lots proposed. The property will be used for single family homes. The utility company representatives had no comments. Mr. Cochran requested the engineer work more closely with the developer on this phase regarding the installation of the water lines. Ms. Langley reminded Mr. Harris the sidewalks were to be set back from the curb with the area between the sidewalk and curb to be landscaped. Mr. Bunn stated the developer would have to execute a contract for the unfinished improvements. He further advised that if there were to be covenants, they would need to be filed at the time of final approval of the plat. FINAL PLAT - NORTHWEST ACRES, PHASE III JEFF ALLEN - OFF OF CARRIAGE WAY, N OF WEDINGTON DR. The next item was a final plat for Northwest Acres, Phase III, presented by Al Harris, Northwest Engineers, on behalf of Jeff Allen for property located off of Carriage Way, north of Wedington Drive. The property is zoned R-2, Medium Density Residential, contains 4.59 acres with 18 proposed lots. Duplexes are to be constructed on the subject tract. The utility company representatives had no comments. Mr. Bunn noted the developer would have to execute a contract for the unfinished improvements. PRELIMINARY PLAT - PRATT WOODS ADDITION JULIAN ARCHER - OFF HOTZ DR., S OF MARKHAM RD. The last item was a preliminary plat for Pratt Woods Addition presented by Al Harris of Northwest Engineers on behalf of Julian Archer for property located off Hotz Drive, south of Markham Road. The property is zoned R-1, Low Density Residential, contains 9.9 acres with 4 proposed lots. W3 • • • Plat Review November 25, 1992 Page 3 Mr. Bunn advised the plat was identical to the one approved by the Planning Commission in June, 1990. He stated that no action had been taken on this plat since that approval and therefore had to be resubmitted. Chief Jackson stated another fire hydrant was needed at the entrance to the subdivision. He explained the city code required a fire hydrant within 400 feet from the lot and the state required that no point on a building could be more than 500 feet from a fire hydrant. In response to a question from Don Bunn, Mr. Harris stated he did not believe the plan to was split the lots in the future. Mr. Bunn requested there be a section in the subdivision covenants that the lots could not be split. Ms. Williams stated, if the electrical service was to be underground, she would need two different radial feeds. She noted the easements were fine. Mr. Ferguson stated the applicant needed to be aware that Warner Cable would not put in television cable unless it was paid for. The meeting was adjourned at 9:20 a.m.
