HomeMy WebLinkAbout1992-10-22 Minutes• MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, October 22, 1992 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: Dale Cheatham, Rick Evans, Floyd Cantrell and L. O. Ferguson Alett Little, Don Bunn, Randy Allen, Perry Franklin, Mickey Jackson, and Sharon Langley OTHERS PRESENT • Harry Gray LARGE SCALE DEVELOPMENT - LOWE'S HOME CENTERS, INC. HARRY GRAY - NE CORNER OF ZION ROAD AND COLLEGE AVE. The only item on the agenda was a large scale development for Lowe's Home Centers, Inc. presented by Harry Gray for property located at the northeast corner of Zion Road and College Avenue. The property contains 16.35 acres and is zoned C-2, Thoroughfare Commercial. Ms. Little explained this was a relocation of the Springdale Lowe's Home Center. • FLOYD CANTRELL - OZARK ELECTRIC Mr. Cantrell stated he had power on two sides of the subject property. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans requested the building setback on the north side of Zion Road be made a utility easement. Ms. Little asked if they would need the entire 50 feet. Mr. Evans pointed out there were already utilities in the easement. He stated they would only need 30 feet but the sewer line would not be covered. In response to a question from Mr. Bunn, Mr. Gray stated he believed the sewer would be public. • Ms. Little explained that some of the members of the Subdivision Committee had expressed concern that land was being over committed to easements and had asked that only the minimum be given for easements. Mr. Gray pointed out the retaining wall and noted that would affect all of the utility companies. He suggested going south of the retaining wall. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated there were facilities on the north side of Zion Road. He explained that, if Lowe's wanted the facilities relocated, they would have to pay for c)3S Plat Review October 22, 1992 Page 2 it. He asked for a utility easement from the additional 10 -foot right-of-way dedication to the retaining wall. L. O. FERGUSON - WARNER CABLE Mr. Ferguson noted there were no provisions on the plat for cable but he was certain they would want the service. He explained they had an underground line going across the parking lot which fed the Elks Club. He stated he would need he would need a 3 or 4 -inch PVC under Zion Road. Mr. Gray stated it appeared a power pole was located at the main entrance. Mr. Cantrell stated they could move it but Lowe's would have to pay for it. MICKEY JACKSON - FIRE DEPARTMENT Mr. Jackson recommended removing one line and then put a hydrant at each entrance. He pointed out that would require three taps into the 12 -inch line. He stated the line feeding the sprinklers appeared to be acceptable. He stated there was a public hydrant which tapped off the line, so that hydrant could be omitted. He stated they did not like to put public hydrants on lines that fed private protection. He questioned where the fire department connection into the private line would be located. He stated they would work with Lowe's on the location. Mr. Bunn pointed out they would also need to contact Don Osborne regarding back flow prevention. He stated there were some new regulations. RANDY ALLEY - STREET DEPARTMENT Mr. Allen stated he and Greg Fields had looked for dumpster location but had not found any. He stated those locations needed to be shown on the plat. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin stated they would need to address ADA regulations. After consultation, staff determined the plat did meet ADA regulations. Mr. Franklin also stated they needed to check the sight distance from the exit. He further stated the intersection work had already been discussed with the Lowe's representatives. Mr. Allen recommended they be sure the entrance/exit was well lighted. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little stated the setbacks and buffering appeared to be fine. She suggested some plantings included in the parking area. She noted the City could not require any plantings but would prefer it. • • Plat Review October 22, 1992 Page 3 DON BUNN - CITY ENGINEER Mr. Bunn stated he presumed the fire line would be a private line and would have to come under the retaining wall. He further stated he would like to see the water meter come off the 12 -inch main and have a separate fire protection line. He further pointed out he would need a minimum 10 -foot sanitary sewer line. He noted it could be a private line if they so desired. There was discussion of manholes being shown in the parking area. It was determined they were existing. Mr. Bunn stated they would need to be abandoned. Mr. Bunn further noted they would require the improvement of one-half of Zion Road to City street standards. Ms. Little pointed out sidewalks were required on the north side of Zion Road. She noted that, if sidewalks were required on Highway 71, she would recommend a waiver. Mr. Bunn stated he would need grading and drainage plans to see if they were adequate to satisfy the ordinance. He pointed out the erosion control plan presented looked very good. He further noted they needed to check the sight distance, pointing out the ordinance required 350 feet in both directions. Mr. Gray stated that might be a problem at the main entrance. He further discussed widening Zion Road to 40 feet instead of the required 31 feet. After discussion, it was determined they would need a separate meeting with the Director of the Public Works Department regarding the widening of Zion Road. Staff also discussed the possibility that with street work, the sight distance could be improved. Mr. Bunn stated the intersection improvements had been discussed at a previous meeting. He noted whatever the Mall and Lowe's could agree upon would be fine with the City. Mr. Gray also pointed out the perpetual 50 -foot right-of-way easement. Mr. Franklin stated it appeared Lowe's was planning on saving a wall of trees. Mr. Allen agreed and also noted they planned to do some plantings in the parking area and plant some pin oaks and purple leaf plums. There was also discussion regarding the location of the sign. Mr. Gray was advised to contact the Sign Inspector.
